"The government of India carefully monitors all developments on the Brahmaputra river," foreign ministry spokesman Syed Akbaruddin told a news conference on Thursday. "India urges China to ensure that the interests of downstream states are not harmed by any activities in upstream areas."

A Chinese government document posted on the State Council's website last week states that China will "comprehensively promote hydropower base construction" on a number of rivers including the "middle reaches of the Yarlung Zangbo river".

AFP was unable to confirm the report that three new projects were being planned.

While the projects are said to be "run-of-the river" -- meaning they do not require large storage reservoirs or cause major disruption to the flow -- any new construction would alarm New Delhi.

India remains nervous about the danger of its giant northern neighbour diverting or disrupting rivers that originate in Tibet.

China began building a run-of-the-river dam on the Yarlung Tsangpo in 2010 that is set to have six 85-megawatt power-generating units aimed at curbing power shortages in Tibet, according to Chinese reports.

It has been the subject of frequent talks between the two governments.

The 1,800-mile (2,900 kilometre) Yarlung Tsangpo/Brahmaputra river originates in the Himalayas, then descends onto the plains of India's northeast and ends in the Bay of Bengal after its confluence with the river Ganges.

Along the way, it supplies water to hundreds of millions of farmers and residents.

Although 2012 was officially the "India-China year of Friendship and Cooperation," relations between the world's most populous countries remain prickly.

The two Asian giants have an unresolved border dispute that was the cause of a brief war in 1962.

China has given the go-ahead for the construction of three new hydropower dams on the middle reaches of the Brahmaputra river, ending a two-year halt in approving new projects on the river amid concerns from India and environmental groups.

The three new dams have been approved by the State Council, or Cabinet, under a new energy development plan for 2015 that was released on January 23, according to a copy of the plan available with The Hindu.

China has, so far, only begun construction on one major hydropower dam on the main stream of the middle reaches of the Brahmaputra or Yarlung Zangbo as it is known in China – a 510 MW project in Zangmu in the Tibet Autonomous Region (TAR), which began to be built in 2010.

One of the three approved new dams is bigger than the Zangmu project. A 640 MW dam will be built in Dagu, which lies 18 km upstream of Zangmu. Another 320 MW dam will be built at Jiacha, also on the middle reaches of the Brahmaputura downstream of Zangmu. A third dam will be built at Jiexu, 11 km upstream of Zangmu. The capacity of the Jiexu dam is, as yet, unconfirmed.

The three projects were listed in the State Council's energy plan for the Twelfth Five Year Plan period (2011-15), which was released on January 23.

Vigorous push

The plan said the government "will push forward vigorously the hydropower base construction" on the middle reaches of the Yarlung Zangbo. In the Twelfth Five Year plan period (2011-15), the government will begin construction of 120 million kilowatt of conventional hydropower.

Feasibility study

A pre-feasibility study report for the 640 MW Dagu dam passed review in November, according to the Huadong Engineering Corporation, a hydropower company that was tasked with conducting the study by the local government.

A notice posted on its website said a two-day review conference for the pre-feasibility study of the dam was held in November, organised by the Tibet Autonomous Region government's Development and Reform Commission. The notice said the study successfully passed review, adding that the dam would be located 18 km upstream of the already in-construction Zangmu dam.

The catchment area at the dam site, according to the Huadong Engineering Corporation, is 157,400 square kilometres, and the average annual discharge is 1010 cubic metres per second.

The dam will be built with a height of 124 metres and 640 MW capacity. The construction of the Zangmu dam in 2010 triggered concerns in India regarding possible impact on downstream flows. Chinese officials, however, assured their Indian counterparts that the project was only a run-of-the-river hydropower station, which would not divert the Brahmaputra's waters. The government has also built at least six smaller hydropower projects on the Yarlung Zangbo's tributaries, which, officials say, will have no impact on downstream flows.

Diversion plan shelved

The government has, for now, shelved a long-discussed plan to divert the Yarlung Zangbo's waters to the arid north, citing technical difficulties. The plan is part of the proposed Western route of the massive South-to-North diversion project, on which construction is yet to begin. Chinese officials and analysts say a diversion plan is very unlikely, considering the difficult terrain and technical problems.

However, with the three new approvals under the energy plan, four hydropower projects will now be built — all located within a few dozen kilometres of each other — on the main stream of the middle reaches of the Brahmaputra.

Fresh concerns likely in India

While they are run-of-the-river projects, they will be required to store large volumes of water for generating power. Their construction is likely to trigger fresh concerns in India on how the flows of the Brahmaputra downstream will be impacted.

I understand your emotion and also respect it too.

But we have to be practical and realistic. In this context I want to quote late Mau Tse Tung's a famous quote, "Do not start a war, if you think that you cannot win that war!"

 

Jamat is very strong monetarily and they have dedicated and paid worker-leader!

See Jamat-Razakar have much less people-public support (less than 5%) than BNP (33%) and even to Jatio Party (14%).

Still when BNP could not make any significant movement or able to carry out political programmes.

 

But Jamat-Razakar dis with their less people support but with big monetary support and dedicated supporters-workers (in administration and policr).

 

So, we have to handle Jamat politically and tactfully and completely and seriously!

Are we serious and tactful?

Yes I agree. Venomous cobras in the cage is much safer than hiding in the crater. If banned they will go under ground and operate through its thousand cadres already intruded into Government organizations, education institutions, medias, Banks, business organizations , Clinics, hospitals , coaching centers. We now know our enemies . But if banned we have to fight against shadows. Effective trail process and punishment of all war criminals will automatically weaken them. This will give (indirect) publication and  importance to those old – new-converted Jamat-Razakar.

We have to also condemn, hate and boycott (socially, personally and politically) those new and converted Razakars, who participate, write and work in Jamat's media, organisations!

of democracy. All people in a secular democratic country have equal rights irrespective of his/her religious orientation ....[No second class citizen

have no conflict with any religion ; Freedom to practice religion
is also basic tenet of democracy ...
Freedom of speech is a basic human right, but it is not absolute:
European democracies have Holocaust denial laws:

Hungary, Liechtenstein, Lithuania,Luxembourg, The Netherlands, Poland,Portugal,Romania,Spain, Switzerland, European Union , have

Golam Azam's crimes includes :

                 (ii)  Crimes against humanity
                 (iii) Crime against Islam (for supporting and collaborating with  unIslamic 
and murderous Yahia regime after the night of 25th March 1971 for 9 months of
Genocides and attrocities  against the innocent people of occupied Bangladesh in 
the name of Islam). Above all Golam Azam is the Greatest Traitor, Gaddere Azam of 
all times in the history of Bangladesh .... He is worst than Uzbekistan-born Mir Jafor 
Ali Khan.  Golam is local born.  Golam Azam not only collaborated with a foreign 
occupation, he collaborated with an foreign occupation regime that was engaged in 
Mass-rapes and Genocide in Bangladesh !!

FYI, The military junta of Yahya Khan decided to call an election in an attempt 
to legitimize the occupation regime. So, on October 12, 1971 Yahya Khan 
declared that an election will be held from November 25 to December 9. 
On October 15, the Pakistani government suddenly declared that 15 
candidates were elected without any competition.   Gadder Ghulam Azam 
was one of those  winners "elected" unopposed. In this Yahia sponsored 
election Jamaat won 14 of the uncontested seats. According to the 
declaration of November 2 as many as 53 candidates were elected 
without any competition:

Broad change, or a tight noose?
THEY are the biggest rallies in Bangladesh for at least two decades. Hundreds of thousands of protesters gather peacefully each day in Dhaka, the capital, demanding vengeance against a bearded political figure, Abdul Quader Mollah. Their numbers swell daily: ordinary people furious that, despite his conviction for dreadful crimes during Bangladesh's war of independence in 1971, Mr Mollah faces only a life sentence.
The rallies began on February 5th after online activists called for protests at Shahbag, a busy intersection in central Dhaka. They want Mr Mollah and others on trial to face the death penalty. He was convicted by the International Crimes Tribunal, a local court set up by the government of Sheikh Hasina to prosecute men, largely from an Islamic opposition party, accused of murder, torture, rape and other wartime atrocities. When, somewhat unexpectedly, Mr Mollah was spared a death sentence, he was seen flicking supporters a V-for-victory sign. That smug gesture may have helped to provoke the outrage.
Shahbag has given its name to the protests, though some now dub it "new generation roundabout", hinting at broad aspirations for political change. Families attend, with toddlers sporting bandannas bearing slogans that call for the death penalty. Television coverage helps to draw the crowds. By February 15th, and Friday prayers, 500,000 people may gather. The sight of young, otherwise progressive Bangladeshis seeking capital punishment, through music, street theatre, chants and recitals, is both moving and unsettling. Almost no one pays heed to known flaws in the trial.
Both the ruling Awami League and, belatedly, the chief opposition, the Bangladesh Nationalist Party (BNP), have fallen in with the protests. Senior politicians from the ruling party have attempted to co-opt the demonstrations, but their efforts to speak to the crowd were firmly rebuffed. Still, the League could get a boost. Sheikh Hasina honoured her promise to hold war-crimes trials. In parliament this week she also spoke up for the death penalty, saying that even impartial judges must listen to public opinion. Next, the parliament is expected, on February 17th, to amend the act behind the war-crimes court so that the government can appeal against verdicts. Mr Mollah's reprieve may be short-lived.
Matters are trickier for the BNP, which dallied for eight days before joining the protesters. It had more to lose, in particular a useful electoral alliance with the biggest Islamist party, the Jamaat-e-Islami, whose leaders comprise most of those on trial. In the end, so many BNP supporters went off to join the Shahbag protests that the party had no choice.
Protesters say that their movement is a narrow one against political Islam: in favour of secular government, they want Jamaat banned. A rampage by Jamaat's violent youth wing has done nothing to damp down such calls. The government, which has already brought back an explicitly secular constitution from 1972, may soon feel ready to move.
Yet, as with any big protests, further political demands may emerge. The protests could become a plea for broad change. Few like a political system dominated by a long, bitter fight between a pair of self-serving dynasties, those of Sheikh Hasina and the BNP's Khaleda Zia, and their stave-wielding followers. If that duopoly were broken up, many at Shahbag would celebrate.

মিছিল-স্লোগানে প্রকম্পিত শাহবাগের প্রজন্ম চত্বরে গতকাল বিকেল চারটা বাজতেই নেমে এল নিস্তব্ধতা। উপস্থিত লাখো মানুষ। কারও মুখে কোনো কথা নেই, শুধু হাতগুলো ওপরে তোলা। মানবতাবিরোধী অপরাধে অভিযুক্ত ব্যক্তিদের ফাঁসির দাবিতে টেকনাফ থেকে তেঁতুলিয়া পর্যন্ত শাহবাগের তরুণদের ডাকে প্রতিবাদী মানুষ তিন মিনিট নীরবতা পালন করেন

তিন মিনিটের স্তদ্ধতায় জেগে উঠলো দেশ

এ এক প্রতিবাদী নিরবতা। নিরবতা যে কত বড় শক্তি তা দেখলো বাংলাদেশ দেখলো বিশ্ব। আজ বিকেল ৪টা থেকে তিন মিনিটের জন্য স্তদ্ধ হয়ে গেল শাহবাগ ও এর আশপাশের এলাকা। গোটা দেশেই নেমে এসেছিলো এই নিস্তব্ধতা।
