Re: [chottala.com] RAB’s extrajudicial killings under US microscope

It needs to know first

1)    Why could not be able normal CTG to conduct election?

2)    Who are responsible persons for this failure??

3)    Why was created 1/11 situation for coming this present CTG with Special emergency power??

4)    What is the CTG System?

5)    Who makes this System??

6)    What are the reasons for making this CTG in Bangladesh?

7)    Now think for RAB

8)    What is the RAB?

9)    Who makes this RAB Force?

10)                       What is the purpose for making this RAB force &

11)                       What is the difference among all forces & other section people.

It is now needed for realizing by the concerned people that to understand any thing it needs some understanding knowledge. To earn understanding knowledge it requires some education. To understand the difference between the right & wrong or to make the difference between a Dakat & soldier it needs quality educational knowledge.

For earning quality educational knowledge it requires quality educational schools..

But it is the matter of very regretful that at Dhaka University or at any educational institution in Bangladesh there is no any system & it does not provide quality education.

Or the Political Party Government does not require for thinking that for providing quality education to the professional people to understand what their actual duty & to do efficiently. .

So this CTG is advised & asked for making a system to provide quality education nation wide to all professionals for making them quality educated & quality understanding persons to make the differences &  to do their actual duty correctly in time. It can be asked CTG to provide nation wide job basis quality education nation wide for all category professionals for realizing the difference between a Dakat and a Soldier.

Examples can be given for learning that

1)       Who is Dakat what his work, Who is army what his work

Can you think both are equal??

2)       Who is chur what his duty, Who is the police what his duty

Is it true that work of police & chur are the same??

3)       Who is politician what his function & what the relations among dakat army police & chur.

Have you Idea that in Bangladesh all are working at same motive for reaching to their same destination for looting public money * power??

4)         Last of all it is required to know & to understand what is the duty & responsibility of the Government &

5)        What is being done in Bangladesh by the Government of Bangladesh???.

The high court has no legal right to challenge the policy which is made by the legal CTG council of CTG government.

CTG appointed by the elected president is the constitutionally legal government for conducting fair & neutral election.

So the Government as a Care Taker Government in the CTG system can make any policy & can make any rules of law for the interest of the nation & for creating lawful administration to conduct fair election & to rule the country for the nation interest neutrally.

The duty of the Judicial Department is to do trialing works & to give verdict according to the rules of law made by the National Assembly & in absence of National Assembly rules made by the CTG council.

The duty of Government is to follow the rules of the constitution which made by the national assembly & the rules made by the CTG council..

CTG is advised to introduce Jury Board System in Judicial Verdicts for establishing justice of law, justice human right & for establishing faith in the public mind & to the society that the Lawful Verdict is given by the Court. The Jury Board can be formed selecting members from the ntation Voter list.

CTG needs also  to open quality schools for providing quality education to all professionals  including the politicians to teaching them for learing & realizing the differences

Dear Mr. Syed Aslam,

The minimum requirements of public are, to live peacefully. What are the present activities of RAB has appreciated by the General Public. I think this is the actual human rights. In order to save the general public, if one criminal die by the crossfire all should appreciate it. You see in Raozan of Chittagong. Before the crossfire, so many terrorist used to force the different places to collect the money for them by illegally but after the activities of RAB, all are hidden now. Nobody is coming to do the above terrorist activities. It is not only in Raozan but also in whole over the Bangladesh also. Due to the weakness of law and order and corrupted police department. The General Publics are not getting the proper justice. What is the opinion of United States, we shouldn't care it but what is the opinion of our General Public we should care it properly and I think this is the real democracy.

Recently, after the crossfire of a terrorist in Raozan, Chittagong, 10,000 local public cheers and distributed the sweet to each other.

Normally, ex-political leaders created the terrorist.

So, we should also find out and remove them from the root level.

Thanks,

Shahid

RAB's extrajudicial killings
under US microscope

Nazrul Islam

A six-member inter-departmental delegation from the United States has started assessing the strength and activities of Bangladesh's elite anti-crime force, the Rapid Action Battalion, to find fresh areas of cooperation in the coming days, said officials.
But the US wants a first-hand evaluation on the reported human rights violations by the RAB before striking any fresh deal with it.
'First, we need to assess the alleged human rights violations by the force,' Jessica R Mazzone, global issue coordinator of the Bureau of South and Central Asian Affairs of the State Department and one of the members of the delegation, told New Age on Sunday when asked about the areas of cooperation the US was looking for.
The six-member delegation — also including representatives of the US Justice Department, US Navy, Office of the Secretary of Defence, Office of the Coordinator for Counterterrorism, Bureau of Democracy and Human Rights and Labour — is scheduled to meet human rights defenders, media personalities and officials concerned to look into the alleged human rights violations.
The team members say the US administration needs to be sure that the RAB is not involved in any activity against internationally acclaimed norms and conventions on human rights and dignity before going for cooperation in any area.
The success of the elite force, which came into being in 2004, was marred by a good number of reported extrajudicial killings and disregard for human dignity.
Human rights defenders have keep track of rights violations by the RAB.
According to the available statistics, the RAB has killed as many as 536 people in the last four years, in circumstances euphemistically known as 'encounters' or 'crossfire'. The over 8000-strong RAB members are drawn from the army, navy, air force and police department and is being supervised by the home ministry.
Although the number of so-called 'crossfire' incidents decreased in the initial period of the assumption of power by the army-backed interim administration of Fakhruddin Ahmed in January last year, the recent trend shows that the number of extrajudicial killings is rising.
The delegation discussed the possible areas of cooperation, including the human rights issues, with the senior RAB officials on Monday in their headquarters.
The delegation proposed training and capacity-building of the RAB, its director-general, Hasan Mahmud Khandakar, told New Age after the meeting. He said the authorities want the RAB to be a three-dimensional force in order to tackle crimes effectively.
Training on counter-terrorism, investigation, establishment of a modern forensic laboratory, tackling religion-based militants and left-extremists were the areas of cooperation, among others, proposed by the RAB during the discussion.
When he was asked whether any timeframe for training and cooperation was fixed in the discussion, the RAB chief replied in the negative, saying that the talks were at the initial stage. He said that the US team appreciated the RAB's activities, especially in tackling militancy in Bangladesh. He, however, remained silent about the issue of human rights violations.

RIYADH (Reuters) - Saudi Arabia's top Muslim cleric has taken a rare stance against radical colleagues who brand some writers as infidels, a charge that can be used to justify violence against them, media reported on Monday.

Grand Mufti Sheikh Abdul-Aziz Al al-Sheikh said in a lecture last week that clerics should be careful before rushing to denounce writers as apostates from Islam, a practice known as takfeer and which al Qaeda uses to condemn many Muslim rulers.

Sheikh Abdul-Rahman al-Barrak, a highly revered independent cleric, said in March that two newspaper columnists should be put to death if they did not renounce their "heretical articles" in public. He was supported by 20 other clerics.

"(Takfeer) should come from knowledge, perception, understanding and awareness of the issue, and study," he said in the comments reported in al-Hayat newspaper.

"Perhaps someone wrote what he did out of ignorance or misinformation ... We should not rush to call people infidels, except if their articles are a result of invalid belief and bad intentions," he said.

The Mufti's statement came days before a Saudi-sponsored "interfaith dialogue" in Spain this week among Muslims and other faiths and philosophies.

The Saudi government is trying to shed an image -- reinforced by the Sept. 11 attacks of 2001 on the United States -- of harbouring a xenophobic religious establishment that deems non-Muslims and many other Muslims as infidels and supports jihad, or holy war.

The Mufti -- the state's official spokesperson and advisor on religious matters -- is spearheading efforts to moderate Saudi Arabia's school of Islam, often termed Wahhabism.

[chottala.com] Keeping an avatar of Hitler from the U.S.

USA in August 2008 ]

Keeping an avatar of Hitler from the U.S.

By MUQTEDAR KHAN • July 15, 2008

[Author]

Nishrin Hussein, a resident of Delaware since 1989, suffered immeasurable trauma in February 2002. Her father, Ehsan Jafferi, a former member of the Indian national parliament and a poet, was dragged out of his house and burned alive by a rampaging mob.

In that week more than 2,000 members of a religious minority were killed and burned, more than 150,000 were rendered homeless and many women were raped, often as police watched and stubbornly refused to protect religious minorities in Gujarat, a state in India. According to human rights organizations, Indian government commissions and even the U.S. government, the man ultimately responsible for this state-facilitated genocide was Narender Modi, then and now the chief minister of Gujarat again.

Modi is now seeking a U.S. visa to come and speak to his supporters and admirers in New Jersey in August. His visit also forces victims like Nishrin Hussein to relive their trauma.

Narender Modi belongs to a Hindu fascist movement that seeks to make India a global power by first religiously and culturally purifying it through elimination of religious minorities. International Religious Freedom Reports, prepared by the U.S. State Department, implicate Narender Modi's political party -- the Bharatiya Janata Party (BJP) and its religious affiliates in systematic killings of Muslims and Christians and burning of their homes and businesses, year after year.

Modi is a self-styled disciple of Adolf Hitler. He has often expressed his admiration for Hitler and even members of his own party sometimes refer to him as the Hitler of India. In Gujarat, Adolf Hitler is glorified in higher secondary school textbooks. Modi and the state of Gujarat's growing admiration for Hitler has even spooked Israel. Former Israeli Councilor General David Zohar Zonshine has made significant efforts to rectify the matter, including holding exhibitions to educate Modi's followers about the Holocaust. But textbooks printed before Israeli protests are still being used in schools.

Modi frightens me. I think he is sowing the seeds of hatred and preparing the people of Gujarat for a bigger and more ominous genocide in the future.

Modi now wishes to mobilize his supporters in New Jersey. Fortunately, a broad spectrum of Indians in America, American academics, human rights organizations and members of the U.S. Congress, like Betty McCollum (D- Minn.) have come together to forge a coalition against genocide and are pressing the State Department to reject this avatar (re-incarnation) of Hitler.

The Indian elite, empowered by recent economic successes, wish to piggyback on the U.S. to superpower status. They wish to forge a new strategic alliance with the U.S. that will facilitate the transfer of critical military technology, attract financial investments, open U.S. markets to Indian businesses and enlist U.S. diplomatic support for Indian ascendancy.

Modi seeks to increase his influence in the United States. He also wishes to increase fundraising from the rich Indian American community to finance his politics in India. It is vital to his cause that he has intimate access to the U.S.

At the moment, Hindu nationalists cannot have both Modi as a national leader and the U.S. as vehicle to global power. As long as Modi is shunned by the U.S., he is ineligible for national office. It is therefore essential for his supporters to purify his image, and they hope to do so by bullying the U.S. government into allowing him entry. If he was received in the U.S., he will be projected in India as a leader of global stature.

U.S. law on international religious freedom prohibits the State Department from allowing people who commit egregious violations from coming to the U.S. Modi is now enforcing a new law against religious conversions in Gujarat which primarily targets Christians. This single act of curbing religious consciousness triggers a section of that law and alone makes him ineligible for a U.S. visa.

The U.S. Commission on International Religious Freedoms has also asked the State Department to deny Modi.

The Bush administration has been excellent on this issue, so far. In 2005 it not only denied Modi a diplomatic visa, but also rescinded a valid tourist visa underscoring his status as an untouchable. All the signals from the State Department suggest that the U.S. will reject any new application from Modi.

All politics is now global. The struggle between secular Hindus and minorities and Hindu nationalism has spilled over to Foggy Bottom and Capitol Hill. The U.S. cannot stay away. It must engage and fight with the Coalition Against Genocide to preserve India's democracy and its pluralistic traditions.

Dr. Muqtedar Khan is Director of Islamic Studies at the University of Delaware and Fellow of the Institute for Social Policy and Understanding.

[chottala.com] Police arrest Malaysia's Anwar over sexual assault charges

Police arrest Malaysia's Anwar

Anwar says the allegations against him are politically motivated [AFP]

Malaysia's de facto opposition leader, Anwar Ibrahim, has been arrested shortly before he was due to give a statement to police over allegations that he sexually assaulted a male aide.

Anwar's lawyer told Al Jazeera police stopped his client's car near his home in Kuala Lumpur, the capital, at about midday on Wednesday and took him to police headquarters.

Earlier police had obtained an arrest warrant for Anwar, saying he had failed to respond to a request to be questioned over allegations made by a male former aide that he had been sodomised by Anwar.

Mohamad Bakri Zinin, head of the police criminal investigation department, had warned of "necessary action" should the de facto opposition leader fail to appear for questioning before the 2pm (06:00 GMT) deadline on Wednesday.

It is not clear why police acted before the deadline.

Anwar's lawyer, Sankara Nair, had said his client would abide by the police order and was prepared to be arrested.

Sodomy is a non-bailable offence punishable by up to 20 years in jail in Malaysia.

Early this month, Anwar filed a defamation lawsuit against the 23-year-old man who claimed he was sodomised by the opposition leader.

Previous allegations

A similar sodomy allegation 10 years ago led to his sacking as deputy prime minister and a prison sentence, but the country's highest court subsequently overturned the conviction.

He did, however, spend six years in prison on a related corruption charge.

Earlier this month he filed a police complaint against the country's national police chief and the attorney-general over that incident, alleging the two had fabricated evidence against him.

Anwar, who on Tuesday debated with the information minister on the country's recent massive fuel price hike, has repeatedly said the current sodomy allegation was politically motivated to stop his campaign to topple the Barisan Nasional government.

The one-hour debate with Ahmad Shabery Cheek was Malaysia's first ever live television debate with a cabinet minister.
