The online registration for DV-2012 DV Lottery begins noon, Eastern Daylight Time (EDT) (GMT -4), Tuesday, October 5, 2010, and ends noon, Eastern Standard Time (EST) (GMT -5), Wednesday, November 3, 2010. All entries must be submitted electronically during the registration period, when applicants may access the Electronic DV Entry Form DS-5501 at http://www.dvlottery.state.gov. Paper entries will not be accepted. 

Applicants are strongly encouraged not to wait until the last week of the registration period to enter.  Heavy demand may result in website delays.  No entries will be accepted after noon, EST, on November 3, 2010.

Native of a country whose natives qualify: In most cases, this means the country in which you were born. However, there are two other ways you may be able to qualify. First, if you were born in a country whose natives are ineligible but your spouse was born in a country whose natives are eligible, you can claim your spouse's country of birth—provided that both you and your spouse are on the selected entry, are issued visas, and enter the United States simultaneously. Second, if you were born in a country whose natives are ineligible, but neither of your parents was born there or resided there at the time of your birth, you may claim nativity in one of your parents' countries of birth if it is a country whose natives qualify for the DV-2012 program.

The United States is not new to torture

As President Barack Obama grapples with accusations of torture by US agents, I suggest he consult former Senate Majority Leader Tom Daschle.

I first contacted Daschle in 1975, when he was an aide to Sen James Abourezk of South Dakota, who was leading a somewhat lonely campaign against CIA abuses.

At the time, I was researching a book about the United States' role in the spread of military dictatorships throughout Latin America. Daschle arranged for me to inspect the senator's files, and I spent an evening reading accounts of US complicity in torture.

The stories came from Iran, Taiwan, Greece and, for the preceding 10 years, from Brazil and the rest of the continent's Southern Cone.

Despite my past reporting from South Vietnam, I had been naïve enough to be at first surprised and then appalled by the degree to which our country had helped to overthrow elected governments in Latin America.

Our interference, which went on for decades, was not limited to one political party. The meddling in Brazil began in earnest during the early 1960s under a Democratic administration. At that time, Washington's alarm over Cuba was much like the panic after the Sept 11, 2001, terrorist attacks.

President John F. Kennedy's administration was determined to prevent another communist regime in the hemisphere, and Robert Kennedy, as attorney general, was taking a strong interest in several anti-communist approaches, including the Office of Public Safety.

When OPS was launched under President Dwight D. Eisenhower, its mission sounded benign enough – to increase the professionalism of the police in Asia, Africa and, particularly, Latin America. But its genial director, Byron Engle, was a CIA agent, and his programme was part of a wider effort to identify receptive recruits among local populations.

Although Engle wanted to avoid having his unit exposed as a CIA front, in the public mind the separation quickly blurred. Dan Mitrione, for example, a police adviser murdered by Uruguay's left-wing Tupamaros for his role in torture in that country, was widely assumed to be a CIA agent.

When Brazil seemed to tilt leftward after President Joao Goulart assumed power there in 1961, the Kennedy administration grew increasingly troubled.

Robert Kennedy travelled to Brazil to tell Goulart he should dismiss two of his cabinet members, and the office of Lincoln Gordon, President Kennedy's ambassador to Brazil, became the hub for CIA efforts to destabilise Goulart's government.

On March 31, 1964, encouraged by US military attaché Vernon Walters, Brazilian Gen Humberto Castelo Branco rose up against Goulart. Rather than set off a civil war, Goulart chose exile in Montevideo.

Ambassador Gordon returned to a jubilant Washington, where he ran into Robert Kennedy, who was still grieving for his brother, assassinated the previous November. "Well, he got what was coming to him," Robert Kennedy said of Goulart. "Too bad he didn't follow the advice we gave him when we were down there."

The Brazilian people did not deserve what they got. The military cracked down harshly on labour unions, newspapers and student associations.

The newly efficient police, drawing on training provided by the United States, began routinely torturing political prisoners and even opened a torture school on the outskirts of Rio de Janeiro to teach police sergeants how to inflict maximum pain without killing their victims.

One torture victim was Fernando Gabeira, a young reporter for Jornal do Brasil who was recruited by a resistance movement and later arrested for his role in the 1969 kidnapping of Charles Burke Elbrick, the US ambassador. (Elbrick was released after four days.)

In custody, Gabeira later told me, he was tortured with electric shocks to his testicles; a fellow prisoner had his testicles nailed to a table. Still others were beaten bloody or waterboarded. Gabeira's captors said very little, but they sometimes boasted about having been trained in the United States.

During the first seven years after Castelo Branco's coup, the OPS trained 100,000 Brazilian police, including 600 who were brought to the United States.

Their instruction varied. Some OPS lecturers denounced torture as inhumane and ineffectual. Others conveyed a different message. Le Van An, a student from the South Vietnamese police, later described what his instructors told him: "Despite the fact that brutal interrogation is strongly criticised by moralists," they said, "its importance must not be denied if we want to have order and security in daily life."

Brazil's political prisoners never doubted that Americans were involved in the torture that proliferated in their country. On their release, they reported that they frequently had heard English-speaking men around them, foreigners who left the room while the torture took place. As the years passed, those torture victims say, the men with American accents became less careful and sometimes stayed on during interrogations.

One student dissident, Angela Camargo Seixas, described to me how she was beaten and had electric wires inserted into her private parts after her arrest.

During her interrogations, she found that her hatred was directed less toward her countrymen than toward the North Americans. She vowed never to forgive the United States for training and equipping the Brazilian police.

Flavio Tavares Freitas, a journalist and Christian nationalist, shared that sense of outrage. When he had wires jammed in his ears, between his teeth and into his anus, he saw that the small grey generator producing the shocks had on its side the red-white-and-blue shield of the USAID.

Still another student leader, Jean Marc Von der Weid, told of having his genital organ wrapped in wires and connected to a battery-operated field telephone. Von der Weid, who had been in Brazil's marine reserve, said he recognised the telephone as one supplied by the United States through its military assistance programme.

Victims often said that their one moment of hope came when a medical doctor appeared in their cell. Now surely the torment would end. Then they found that he was only there to guarantee that they could survive another round of shocks.

CIA Director Richard Helms once tried to rebut accusations against his agency by asserting that the nation must take it on faith that the CIA was made up of "honourable men." That was before Sen Frank Church's 1975 Senate hearings brought to light CIA behaviour that was deeply dishonourable.

Before Brazil restored civilian government in 1985, Abourezk had managed to shut down a Texas training base notorious for teaching subversive techniques, including the making of bombs. When OPS came under attack during another flurry of bad publicity, the CIA did not fight to save it and its funding was cut off.

Looking back, what has changed since 1975? A Brazilian truth-and-reconciliation commission was convened, and it documented 339 cases of government-sanctioned political assassination.

In 2002, a former labour leader and political prisoner, Luiz Inacio Lula da Silva, was elected president of Brazil. He's serving his second term.

Gabeira went home to publish a book about kidnapping the American ambassador and his own ordeal in prison.

The book became a bestseller throughout Brazil, and Gabeira was elected to the national legislature. In an election last October, he came within 1.4 percentage points of becoming mayor of Rio de Janeiro.

But in the United States, there's been a disheartening development: in 1975, US officials still felt they had to deny condoning torture. Now many of them seem to be defending torture, even boasting about it.—Dawn/LA Times-Washington Post News Service

Your writing in "The daily Jugantar" on 18th Sept, 2010 is highly appreciated but I could not appreciate your subsiding the truth about Ziaur Rahman's contribution by his first declaration of independence on 26th March from Kalur Ghat Radio station.

No doubt Gen. Zia was an unknown Major at that time but you cannot refuse and try to ignore him as a first declarer of independence in that crucial moment when the then East Pakistan was suddenly plan wise attacked from all sides by the brute Pakistani armies killing our unarmed civilians and brush firing our sleeping Bengal Regiment armies in the army barrack at a time.

People may make so many untrue self-made stories by distorting the histories about that night of 26th March, but being a professor you should be idealistic and should not disregard the actual facts.

I will be happy if instead of becoming biased you can express the truth boldly. Best of regards.

    You are right Mr. Mannan.

    It is true opposition politicians can not remove her from power in doing lawful politics.

    There are in the villages of Bangladesh lot poor people who love Hassina as his daughter. The great example is Hasmot Ali a poor Rickshaw Driver husband of poor Romiza who bought .7 decimal lands at Mymensingh in the name of orphan Hassina after brutal killing of her father considering her as his daughter.  

    But her party people wearing Sleeveless Black coats saying Bangobhundu are doing harmful works to make her unpopular.

    It is  your good advice to her that she should remember that her father did not do politics depending on Sramic league Chatra league or Jubo league.

     He was the leader of common people.

    Common people have faith on him & love him.

    So advice to Hassina

    Be the leader of common people who are Voters Tax & Vat payers.

    Take lawful legal action against misdeeds & false speakers.

    NEW YORK – A proposed Islamic center near ground zero is slowly being embraced by some Muslims who initially were indifferent about the plan, partly in response to a sense that their faith is under attack.

    A summit of U.S. Muslim organizations is planned for Saturday and Sunday in New York City to address both the project and a rise in anti-Muslim sentiments and rhetoric that has accompanied the nationwide debate over the project.

    It has yet to be seen whether the groups will emerge with a firm stand on the proposed community center, dubbed Park51. The primary purpose of the meeting is to talk about ways to combat religious bigotry.

    But Shaik Ubaid of the Islamic Leadership Council of Metropolitan New York, one of the groups organizing the gathering, said he has a growing sense that some American Muslims who initially had trepidation are now throwing their support behind the plan.

    "Once it became a rallying cry for extremists, we had no choice but to stand with Feisal (Abdul) Rauf," he said, referring to the New York City imam who has been leading the drive for the center.

    Groups scheduled to participate in the summit include the Islamic Society of North America, the Islamic Circle of North America, the Muslim Alliance of North America and the Council on American-Islamic Relations.

    Gauging support for the center among U.S. Muslims is difficult. As a group, they are diverse, ranging from blacks who found the faith during the civil rights movement to recent immigrants hailing from opposite ends of the globe. They rarely speak with one voice.

    Yet after a pastor in Florida injected himself into the debate by threatening to burn copies of the Quran, U.S. Muslims stirred.

    "I think most Muslims outside New York City are more concerned about the backlash than the actual center, which most of them will never directly benefit from," said Shahed Amanullah, the editor-in-chief of the website altmuslim.com and a group of other Islam-themed sites.

    "Grass-roots support is indeed building," he said, "but that is probably more due to the pushback against the general hostile climate."

    The center's proposed location two blocks from the World Trade Center site has upset some relatives of Sept. 11 victims and led to angry demands that it be moved. Critics say the site of mass murder by Islamic extremists is no place for an Islamic institution.

    Rauf has called for the 13-story Islamic center to be open to people of all faiths, while his co-leader of the project, Manhattan real estate developer Sharif El-Gamal, has stressed its non-religious aspects, which include a health club and culinary school.

    The summit comes as some supporters of the center have encouraged its organizers to include prayer space for Jews, Christians and other religious groups as a way of countering critics who say it will be a monument to Islamic supremacy.

    Julie Menin, the chairwoman of the Manhattan community board that endorsed the project months ago, said she will meet with Rauf to discuss the interfaith possibility in the coming weeks.

    "They had always talked about giving the center an interfaith concept," she said, "like having classes in Buddhism."

    "It's one thing to have panel discussions, but if you really want to bring these factions together ... have a nondenominational interfaith space, like the chapel at the Pentagon, where local rabbis and priests could hold services on different days of the week."

    There has always been some interfaith support for the center.

    Its backers modeled their concept for the center after the city's two popular Jewish community centers and consulted at length with the managers to learn how to make their model work downtown, and reached out to some neighborhood politicians for support.

    There was much less outreach to Muslims, Ubaid said.

    Rauf, he said, may have been a regular talking head for the national news media on Muslim world affairs, but among New York City imams he was something of an outsider, Ubaid said.

    "He was not that involved with the local Muslim community," Ubaid said. He said that included a general failure to round up support for the center before going public with his plans. "Had he consulted us, we probably would have told him, gently, no."

    Even after the proposal became public, there was a hesitation by some Muslim groups to quickly endorse the idea, in part because of questions about its feasibility.

    Questions about the project's finances have lingered. The investment partnership that owns the property, led by El-Gamal, quickly fell more than $224,000 behind on its property taxes this summer.

    The city's finance department confirmed Friday that El-Gamal had begun resolving that debt Wednesday, turning over a check for a little more than $35,000 and signing on to an eight-installment payment plan to pay the rest.

    El-Gamal said in a statement that the failure to pay was due to a dispute with the city over the assessed value of the property - an appeal that is still pending.
