Ershad clears suspense behind his sudden India visit

NEW DELHI: General Ershad's visit to India has caused much curiosity.
More so because he has had an audience with India's Prime Minister Dr
Manmohan Singh and President Pranab Mukherjee.

Add to that the fact that an official dinner was hosted in his honour
and the moot question is: What is he doing here?
In an exclusive interview with Kumkum Chadha of The Independent on the
eve of his departure for home, General Ershad cleared the suspense and
revealed the crux of his India visit.
Almost candidly, he let out snatches of conversations and assurances
he got from the Indian Government during the crucial meetings he had
here.
Excerpts from the interview:
Q: Why are you here?
A: I am here at the invitation of the Prime Minister Manmohan Singh
who asked me to come to India when he visited Bangladesh. I have been
warmly received and accorded due respect, honour and I am very
pleased.
Q: You also met the President of India
A: Yes, I did, this morning
Q: What transpired in that meeting?
A: Well he is a Bengali; his wife comes from our country. She was born
there and there was a lot of celebration in Bangladesh when he was
elected President of India. I feel at home with him. I enjoyed
speaking Bengali with him.
Q: And what exactly did you discuss in Bengali?

A: We talked about our country, our democracy and your democracy. The
other day in his speech he said that Parliament is the soul of the
people. Unfortunately that is not true about Bangladesh. Your
democracy has taken root; you argue and fight in Parliament which
makes it a functional democracy, and as a nation we are proud of this
fact that your democracy is acceptable throughout the world as the
largest democracy.
We have a democracy but it is not functional as yet. We only have it
in name. That is the problem. How can we have a functional democracy?
How to bring two parties or all the Opposition parties to Parliament?
How to make them talk to and about the government; to criticize it for
its failures? Unfortunately that does not happen in Bangladesh. We
feel very sorry for this state of affairs. But some day it will
happen…we will take a few more years for it to happen. So we discussed
all this.
Q: Any solutions offered by Dr Singh or the President, or a way forward?
A: No. We have to find the solution. As friends we can only discuss
with them the situation. Our elections are only a year away. They will
be held in October given that there is a Constitutional amendment
which has been passed. The present government's tenure will be over in
December so in October the entire government will be functioning:
Prime Minister, Minister and MPs will be there. Under the
circumstances, the Opposition parties will not come forward to
participate in the elections. They will be hesitant to come forward.
So how do we resolve this issue?
Q: How can this be resolved?
A: We will have to find a compromise formula to see that all
Opposition parties come on board. As things stand, they will not. So
there is a big question whether in the next elections all political
parties will participate or not? If not, how to get them to take part?
And that is why a dialogue should precede an election otherwise the
way things are there may not be an election or one where the
Opposition parties may not take part.
Q:What did Dr Singh say to that? Did he make any comment?
A: Dr Singh cannot give us a solution. That we have to find. But yes
as a neighbouring country India is worried and would like to see a
democratically elected government in place which will make it easier
to deal with each other.
Q: A general feeling in India is that the Sheikh Hasina government is
best bet for India. Do you agree?
A: You are right and that is why Shiekh Hasina is seen as pro-Indian
which at time goes against her. But what you say is right.
Q: What is your view?
A: Nothing wrong… nothing wrong. But the question is that the country
comes first. If she can serve the purpose of the country, resolve all
the outstanding issues with India, it hardly makes a difference
whether she is pro-India or not. But India on its part has given us
lots of concessions and with the exception of a few items all items
have free access into India. There are a few issues which remain
unresolved like Teesta waters, exchange of conclaves and now
Taipaimukh has come up. But Dr Manmohan Singh told me categorically
that he will not do anything which will harm the interests of
Bangladesh. He said if you want you can invest here in electricity
projects. He was very, very sincere.
Q: What about Teesta and land boundary agreement?

A: He was optimistic that it will happen. There is no water shortage
now because of the monsoons. It is only in winter that we will know
how much water we are getting. We may get any amount of water but we
want something in writing…on paper... only then the people in
Bangladesh will be happy.
Q: Do you think it will happen?
A: It has to happen today or tomorrow.
Q: But isn't a deadline important because the general feeling at
least in Bangladesh is that India promises but falls short on
delivery?
A:Yes, but the Central government is keen to do this. Dr Singh went to
Bangladesh to sign this treaty but somehow Ms Mamata Banerjee did not
turn up. So, that was an embarrassment for us and India. Yet it showed
clearly that the Indian Government is very keen to resolve this issue.
There are some problems but this time but Dr Singh told me, don't
worry we are going to resolve this issue today or tomorrow. That means
that this government is sure that this will be done.
Q:Are you sure?

A:I am sure because Dr Manmohan Singh is very sincere.
Q:Did you discuss domestic politics with the President of India?
A: He also discussed Bangladesh politics; he also wants a fair
election and was concerned how a way out can be found. But as I said
we have to find a formula.
Q:Do you think it is possible?
A: Under the circumstances with this (15th) Amendment it is difficult
but the elections have to be held otherwise there will be anarchy or a
third force.
Q: What role do you see for yourself in Bangladesh politics and in
Indo-Bangladesh relationship?
A: At the moment I am in an alliance with the Government and my
contribution is very great because the alliance got so many seats. I
can still play that role but for the next election I have already
declared that I will go alone. In 1996, I was debarred from taking
part in the elections and was sent to jail. So far I have not been
able to judge my popularity and vote share. This time I want to fight
alone and assess and measure my popularity. Everywhere I go people
tell me that I am much better and popular. One thing is sure: I am the
most popular figure in the country now; therefore I want to measure my
popularity through elections. Second, if the three parties fight
elections, I will never get the Awami League votes. Their 30 percent
votes no one can touch. The BNP also has 30 percent votes but the rest
of the votes are mine. And if I can draw some of their votes then I
can form the government. Therefore I want to go for election alone.
Then I can be the kingmaker.
Q: Have you told this to the Indian Government during your discussions?
A: Yes I have told them that if I go for elections alone and the BNP
comes I will get all the BNP votes. If I get 40-50 seats, in fact 60,
it will help the present government.
Q: The issue of "illegal immigration" has been debated in the Indian
Parliament in recent weeks. What is your view?
A: Why will people come to your country? There is poverty in our
country and there is poverty in your country. Maybe one or two persons
may trickle down for a job but why would they come? I do not have
figures so I cannot comment on it. But I do not agree that there is
illegal immigration.
Q: When the World Bank pulled out of the Padma Bridge project, China
stepped in to help Bangladesh while India was dithering. So the common
feeling is that while India promises China delivers. Do you agree?
A: I will not comment on this. We did not ask India to help. If we had
they would have stepped in. We did not ask for China's help but we
looked for World Bank support; unfortunately that went sour and that
tarnished the image of Bangladesh. We handled it wrongly.
Q: Do you subscribe to the view that it is in India's interest that
you stay on with Sheikh Hasina and do not step out of the alliance?
A: BNP and we have similar ideology and if I join the BNP, in my
absence, my party will be absorbed by the BNP because they are a
bigger party and that I will not allow. I am more comfortable here and
I will support them but will retain my separate identity.
Q: But you are in alliance?
A: That is okay, but I have my own (party) symbol, my own entity and
my own identity. I feel that if I go with them in the next elections
we will not do well.
Q: But looking at it from India's point of view, you going alone is
not the best option. You and Hasina are a better bet.
A: I am with Sheikh Hasina and during the elections I will help her.
My vote share will help Hasina.
Q: Would you say you are on a private visit?
A: I came at the invitation of the Prime Minister and discussed
domestic politics with him.

BNP shifts stance: Now sees no political link in Aug 21 attack

The then ruling BNP in 2004 was quick to conclude that the August 21
grenade attacks on an Awami League rally was orchestrated by none
other than AL men.

But now its leaders claim there was actually no political involvement
in the attacks.

Some of the BNP leaders even say the field-level investigations into
the gruesome attacks had shortcomings which would help the real
culprits get away scot-free.

They strongly deny the allegation that the BNP government or the party
leaders, including Tarique Rahman, had links to that incident.

The BNP leaders also have claimed to The Daily Star that the then BNP
government made its highest efforts to bring the culprits to book.

On August 21, 2004, assailants hurled grenades at the AL rally on
Bangabandhu Avenue where party chief and then leader of the opposition
Sheikh Hasina was delivering speech.

Two dozen AL leaders and workers including incumbent president Zillur
Rahman's wife Ivy Rahman were killed and 300 others injured.

Hasina narrowly escaped death.

Eleven days after the grenade attacks, the then prime minister Khaleda
Zia, also chairperson of BNP, pinned the blame on AL leaders.

"As investigations are on, I won't name anyone. But I do know for sure
that there was a plot, which is still being nursed. The attack was
part of a conspiracy to tarnish my government's image," she told a
party meeting on September 2, 2004.

One month later, reinforcing Khaleda's claim, several BNP lawmakers in
parliament blamed the AL for carrying out the attack on its own rally.

BNP lawmaker Shamsuzzoha Khan alleged that AL itself had exploded the
grenades at its rally as part of a conspiracy against the government.

The then foreign minister Morshed Khan had said, "We know better who
sheds crocodile tears at meetings with foreign envoys and from where
the money for treatment comes."

Abul Khaer Bhuiyan, another BNP lawmaker, had asked the then state
minister for home Lutfozzaman Babar in parliament why AL had changed
the rally venue.

Babar replied, "It's a good question. The Awami League had sought
permission for Muktangan, but in the afternoon they moved the venue to
Bangabandhu Avenue."

Eight years on, in another August, no BNP leaders agreed to comment on
these statements.

Back in 2004, police arrested several AL men and took a hapless Joj
Mia from Noakhali saying he was responsible for the attack.

But the media exposed that the police were paying his needy family a
monthly allowance in exchange of his posing as an attacker.

The BNP blasted the media and kept on claiming that Joj Mia was the real deal.

In continual support of the their stance, BNP Joint Secretary General
Ruhul Kabir Rizvi at a press briefing on August 21 last year claimed
the Criminal Investigation Department rightly implicated Joj Mia in
the grenade attack cases.

After assuming power in 2009, the AL-led government took initiatives
for further investigations into the case.

The investigation officer submitted a supplementary charge sheet with
the names of a few BNP leaders including Tarique Rahman, Lutfozzaman
Babar, Abdus Salam Pintu and Mofazzal Hossain Kaikobad.

Of them, Babar and Pintu are behind bars, while Kaikobad, also a BNP
lawmaker, is on the run.

Rafiqul Islam Mia, a senior lawyer and member of BNP standing
committee, says, "I have gone through the documents of the case.
Tarique and other political leaders had no involvement.

"Rather, I am sure the government itself is in the dark as they could
not find out anything about those who were involved in the attack."

He said after the 1/11 changeover the military-backed caretaker
government tried their best to find out Tarique's involvement in the
incident in vain.

"A supplementary charge sheet based on Mufti Hannan's statement has
been submitted by the Awami League government keeping the name of
Tarique.

"But Hannan himself withdrew his statement saying he was beaten
severely to give the statement," Rafiqul, who was a minister of BNP
government during 1991-96, told The Daily Star.

Asked whether there was any slackness about identifying the criminals,
BNP leader Khandaker Mosharraf Hossain, who was in Khaleda's cabinet
in 1991-96 and 2001-06, said they had made the highest efforts to
identify the culprits.

He, however, did not agree to make further comments, saying the case
was under trial.

Asked why his government tried to frame Joj Mia, former deputy
minister Ruhul Quddus Talukder Dulu said some investigators or
field-level officials probably did not work properly.

But the BNP government high-ups were serious about finding out the
truth and identifying the real culprits, he added.

"Real criminals will remain out of reach if the present government
tries to implicate Tarique Rahman in the case," Dulu, a close aide of
Tarique, told The Daily Star.

Earlier on September 28 last year, the main opposition BNP demanded
the names of its Senior Vice-chairman Tarique Rahman and other
opposition leaders be dropped from the two cases filed over the
grenade attacks.

Tarique is now undergoing treatment in the UK and possibility of his
return to the country is very slim during the rule of AL-led
government.

"Mufti Abdul Hannan's petition for withdrawing his earlier statement
proves that Tarique had been implicated in the cases as part of a
conspiracy to prevent him from running for the next general
elections," said BNP acting secretary general Mirza Fakhrul Islam
Alamgir.

Earlier on September 27 last year, Hannan submitted the petition for
withdrawing the statement he gave on April 7 the same year.

In the April 7 statement, he linked Hawa Bhaban, some former BNP
ministers and a number of intelligence officials to the grenade
attacks.

Many things to said role of Safiullaha and Mujibs cheif of Air..as they are both part of this Awami league administration, they can only speak of their role, I can only make assumptions..their is apparently two list of what was called Mukti Bahani , each list lists different people as Mukti Juddho time sector commanders as just some where not even Military personnel people that were non military that took on arms and became fighters..

Now I am pretty sure..above listed were among with other military personnel as any other figuring out at minimum what is going on. The thing is only thing many knew over the Radio it was AMI DALIM Bolchi. I guess neither Safiullaha nor air Cheif Khondokar took responsibility of the event that was going on. Their has to be difference of opinion among the Mukti Joddha to have two different lists..remind you Col..Tahir was also a Mukti Joddha like Jalil two who suffered during Zia rule too

The above two mentioned seemed have served Bangladesh Govt in Ambassadorial capacity and etc even in Zia administration...The thing is Dalim and all, I can swear at a minimum had Zia with them to dare what happened and I think If not Dalims, Zias soon as ascending to power..invoked ISLAMIC REPUBLIC of Bangladesh and then Press was freed..everything went in the same direction...so did the foreign Aid flew in and etc.I have to say has either Safiullaha or mujibs air chief had to feel they were less in strength..not to try anything different..

Guess what Khodokar mustaque ask his survivors regretted their role in the Coup and before death asked for forgiveness. I have always suspected the role of Zia in the Coup against Mujib based on a comment of OLI AHMED to my father and I have mentioned it many after the coup what OLI TOLD my father, who proudly took credit that he was in the same sector with..Zia and fought along and was Bir Bikram, I will mention that in subsequent emails

The thing is Neither Safiullha nor Air Chief Khodokar was with another freedom fighter Khaled Mushraff..more Pn some these as I go..

If you do not mind Gani Bhai, I want to add a little more here.
Shafiullah did not failed but went with popular militry sentiment prevailing at that time with all his concious, even when Sheikh informed him that the army people may have already killed Sk Kamal in the encounter (What a coward Muktijuddha he is?). A legal (per constititution) President has called upon for help wheather he was at all popular or not, he should have acted positively per his oath. Not only that he suggested that Sheikh should try to flee from the back door to save his life.
Tight after the incident, in a few hour, he rushed  to the Radio station without even being asked or requested by the then junta and took the oath of submission with consious mind again, with the popular public sentiment

I can bet Safiullah was as frustrated as all the nationals of Bangladesh in those days (between 72-75). Nobody even the Awami Leagures of that time was frustrated as others were. It's a fact, if you talk to the people who are around 60 years of age.

Many things to said role of Safiullaha and Mujibs cheif of Air..as they are both part of this Awami league administration, they can only speak of their role, I can only make assumptions..their is apparently two list of what was called Mukti Bahani , each list lists different people as Mukti Juddho time sector commanders as just some where not even Military personnel people that were non military that took on arms and became fighters..

Now I am pretty sure..above listed were among with other military personnel as any other figuring out at minimum what is going on. The thing is only thing many knew over the Radio it was AMI DALIM Bolchi. I guess neither Safiullaha nor air Cheif Khondokar took responsibility of the event that was going on. Their has to be difference of opinion among the Mukti Joddha to have two different lists..remind you Col..Tahir was also a Mukti Joddha like Jalil two who suffered during Zia rule too

The above two mentioned seemed have served Bangladesh Govt in Ambassadorial capacity and etc even in Zia administration...The thing is Dalim and all, I can swear at a minimum had Zia with them to dare what happened and I think If not Dalims, Zias soon as ascending to power..invoked ISLAMIC REPUBLIC of Bangladesh and then Press was freed..everything went in the same direction...so did the foreign Aid flew in and etc.I have to say has either Safiullaha or mujibs air chief had to feel they were less in strength..not to try anything different..

Guess what Khodokar mustaque ask his survivors regretted their role in the Coup and before death asked for forgiveness. I have always suspected the role of Zia in the Coup against Mujib based on a comment of OLI AHMED to my father and I have mentioned it many after the coup what OLI TOLD my father, who proudly took credit that he was in the same sector with..Zia and fought along and was Bir Bikram, I will mention that in subsequent emails

The thing is Neither Safiullha nor Air Chief Khodokar was with another freedom fighter Khaled Mushraff..more Pn some these as I go..

If you do not mind Gani Bhai, I want to add a little more here.
Shafiullah did not failed but went with popular militry sentiment prevailing at that time with all his concious, even when Sheikh informed him that the army people may have already killed Sk Kamal in the encounter (What a coward Muktijuddha he is?). A legal (per constititution) President has called upon for help wheather he was at all popular or not, he should have acted positively per his oath. Not only that he suggested that Sheikh should try to flee from the back door to save his life.
Tight after the incident, in a few hour, he rushed  to the Radio station without even being asked or requested by the then junta and took the oath of submission with consious mind again, with the popular public sentiment

"Bangabandhu Sheikh Mujibur Rahman frantically telephoned Major General KM Shafiullah, chief of staff of the Bangladesh army, when a group of soldiers, heavily armed and backed by tanks and armoured cars, attacked his residence in the pre-dawn hours on August 15, 1975. The Father of the Nation sought Shafiullah's assistance in warding off the rebels.
