The minimum requirements of public are, to live peacefully. What are the present activities of RAB has appreciated by the General Public. I think this is the actual human rights. In order to save the general public, if one criminal die by the crossfire all should appreciate it. You see in Raozan of Chittagong. Before the crossfire, so many terrorist used to force the different places to collect the money for them by illegally but after the activities of RAB, all are hidden now. Nobody is coming to do the above terrorist activities. It is not only in Raozan but also in whole over the Bangladesh also. Due to the weakness of law and order and corrupted police department. The General Publics are not getting the proper justice. What is the opinion of United States, we shouldn't care it but what is the opinion of our General Public we should care it properly and I think this is the real democracy.

Recently, after the crossfire of a terrorist in Raozan, Chittagong, 10,000 local public cheers and distributed the sweet to each other.

Normally, ex-political leaders created the terrorist.

So, we should also find out and remove them from the root level.

A six-member inter-departmental delegation from the United States has started assessing the strength and activities of Bangladesh's elite anti-crime force, the Rapid Action Battalion, to find fresh areas of cooperation in the coming days, said officials.
   But the US wants a first-hand evaluation on the reported human rights violations by the RAB before striking any fresh deal with it.
   'First, we need to assess the alleged human rights violations by the force,' Jessica R Mazzone, global issue coordinator of the Bureau of South and Central Asian Affairs of the State Department and one of the members of the delegation, told New Age on Sunday when asked about the areas of cooperation the US was looking for.
   The six-member delegation — also including representatives of the US Justice Department, US Navy, Office of the Secretary of Defence, Office of the Coordinator for Counterterrorism, Bureau of Democracy and Human Rights and Labour — is scheduled to meet human rights defenders, media personalities and officials concerned to look into the alleged human rights violations.
   The team members say the US administration needs to be sure that the RAB is not involved in any activity against internationally acclaimed norms and conventions on human rights and dignity before going for cooperation in any area.
   The success of the elite force, which came into being in 2004, was marred by a good number of reported extrajudicial killings and disregard for human dignity.
   Human rights defenders have keep track of rights violations by the RAB.
   According to the available statistics, the RAB has killed as many as 536 people in the last four years, in circumstances euphemistically known as 'encounters' or 'crossfire'. The over 8000-strong RAB members are drawn from the army, navy, air force and police department and is being supervised by the home ministry.
   Although the number of so-called 'crossfire' incidents decreased in the initial period of the assumption of power by the army-backed interim administration of Fakhruddin Ahmed in January last year, the recent trend shows that the number of extrajudicial killings is rising.
   The delegation discussed the possible areas of cooperation, including the human rights issues, with the senior RAB officials on Monday in their headquarters.
   The delegation proposed training and capacity-building of the RAB, its director-general, Hasan Mahmud Khandakar, told New Age after the meeting. He said the authorities want the RAB to be a three-dimensional force in order to tackle crimes effectively.
   Training on counter-terrorism, investigation, establishment of a modern forensic laboratory, tackling religion-based militants and left-extremists were the areas of cooperation, among others, proposed by the RAB during the discussion.
   When he was asked whether any timeframe for training and cooperation was fixed in the discussion, the RAB chief replied in the negative, saying that the talks were at the initial stage. He said that the US team appreciated the RAB's activities, especially in tackling militancy in Bangladesh. He, however, remained silent about the issue of human rights violations.

The Government is yet to issue any statement on the policy conference on Bangladesh held at Wilton Park in southern England on June 23 and 24. The two-day conference brought together a diverse group of representatives from the Bangladesh Government, political parties, and civil society organisations to discuss the future of democracy in Bangladesh.

A similar conference was held at Harvard in the US a couple of weeks ago. Political observers are dismayed that certain quarters are trying to determine our future in the lecture halls of Wilton Park or Harvard or in the lobby of the House of Commons.

Out of fifty conferences scheduled to be held at Wilton Park, the conference on Bangladesh is the only one that deals exclusively with the internal affairs of the country. It is aimed at giving a global implication of the issue of disrupted democracy in Bangladesh. Political observers wonder whether the issue of temporary disruption of democracy in Bangladesh has become a global issue.

The name Wilton Park is not familiar in Bangladesh. It has featured in media reports here for having organised the conference titled 'prospect of democracy in Bangladesh, ways and means to strengthen it on June 23 and 24.'

Wilton Park was set up in 1946 as a part of an initiative inspired by then British PM Sir Winston Churchill to help establish democracy in Germany after the Second World War. It is an academically independent agency of the UK's Foreign Ministry, which brings together decision makers and opinion framers from around the world. The Wilton Park Conference was designed to facilitate discussion among leading Bangladeshi players on how democracy can be strengthened.

Eight representatives from five political parties - Awami League, BNP, Jatiya Party, Jamaat-e-Islami and Bikalpa Dhara joined the Wilton Park conference besides dignitaries from international organisations. Among the politicians Dipu Moni and Saber Hossain Chowdhury of Awami League, Mofazzal Karim of BNP reformist faction, Barrister Abdur Razzak of Jamaat-e-Islami and Mahi B Chowdhury of Bikalpa Dhara participated in the conference. The Bangladeshi politicians confided to this correspondent that transition to democracy was the theme of this conference. It was also aimed at building a political consensus among the Bangladesh politicians with a view to restoring democracy in the country.

Besides, former diplomat Faruque Chowdhury, economist Rehman Sobhan, political Scientist Dr. Raunaq Jahan, Dr. Iftekaruzzaam of TIB, economist Dr. Atiur Rahman, political scientist Dr. Dilara Chowdhury of Jahangir Nagar University and Journalist Mahbubul Alam were among the participants. Widower Rehman Sobhan (about 80) and virgin Dr. Raunaq Jahan (65) attended reportedly as newly married couple.

Political developments in Bangladesh have evoked keen interest among development partners. Donors often remind that future relationship with them will be dictated by how things shape up politically in Bangladesh.

Major themes of discussion at the conference were: democratic reform and anti corruption drive, political reform, democracy and good governance and development. Included also were topics on the past performance of the parliament and the post election scenario. About 906 conferences have so far been held in Wilton Park exclusively on Bangladesh. The latest conference was the 39th in last six months.

Wilton Park conferences are exclusive deals. The delegates are to stay in the Wilton Park Hall and remain out of reach of anybody from outside. The delegates are advised not to disclose anything to the media about the topic of the discussion or the contents thereof. Dr Dipu Moni of Awami League said, something sensitive relating to Bangladesh was discussed in the conference, which were tabooed not to be disclosed to media. Even all telephone connections were kept inoperative during the conference.

Sudan president accused of genocide

The prosecutor for the International Criminal Court (ICC) has called for the arrest of Omar al-Bashir, Sudan's president, for alleged war crimes in Darfur.

Luis Moreno-Ocampo said in a statement on Monday that al-Bashir had "masterminded and implemented" a campaign to wipe out three ethnic groups in Sudan.

Moreno-Ocampo's call for an arrest warrant to be issued against al-Bashir is the first instance where the arrest of a serving head of a state has been requested at the ICC.

The prosecutor "has concluded there are reasonable grounds to believe that [al-Bashir] bears criminal responsibility in relation to 10 counts of genocide, crimes against humanity and war crimes," the statement said.

'No jurisdiction'

But Khartoum immediately dismissed the move against al-Bashir, saying the court had no jurisdiction over its citizens.

ICC prosecutor wants:

Al-Bashir to be charged with crimes against humanity and war crimes including murder, extermination, forcible transfer, torture and rape

Al-Bashir to be charged with genocide against ethnic groups in Darfur using the full apparatus of the state, the armed forces and the janjawid militias

An arrest warrant to be issued for al-Bashir and the president's property seized and assets frozen

"Everybody know that Sudan has not ratified membership of the ICC ... it is not a member of the ICC and [the court] has no jurisdiction over Sudan," Ali Othman Mohamed Taha, Sudan's first vice-president, said on Monday.

The ICC, based in The Hague, is an independent permanent court that tries persons accused of the most serious crimes of international concern.

ICC judges will now examine the prosecutor's request and determine whether there are reasonable grounds to suggest that a crime within the court's jurisdiction had been committed.

The judges will then decide if they should issue an arrest warrant, a process that could take several months.

Al Jazeera's Steven Cole, reporting from The Hague, said Moreno-Ocampo had on 11 previous occasions applied for warrants of arrest and has not been turned down by the court yet.

But the court does not have a police force and relies on the country where the accused is resident to deliver the accused to The Hague.

And Khartoum has already refused to surrender two war crimes suspects.

The ICC has also never had a successful prosecution in the five years that it has been in operation.

An ICC case against Thomas Lubanga, a Congolese militia leader accused of enlisting child soldiers during the Democratic Republic of Congo's 1998-2003 war, embarrassingly collapsed earlier this month because prosecutors were found to be withholding evidence from the defence.

Fears of fallout

Moreno-Ocampo's accusation against al-Bashir comes amid concerns that tensions in Darfur could reach boiling point and lead to the expulsion of aid workers and peacekeepers in Sudan's western region.

The joint UN-African Union peacekeeping mission in Darfur on Monday ordered the evacuation of all non-essential staff amid fears that they may be targeted.

However, troops in the joint force will remain in the region, the UN-AU mission said.

The UN says up to 300,000 people have died since the conflict in Darfur broke out in February 2003. The Sudanese government puts the toll at 10,000.

It is very easy.to know

1) What is the RAB?

2) Why is introduced the CTG System in Bangladesh constitution?

Both the systems are special systems in the world & are essential in Bangladesh Reasons are that for controlling corruption & creating the fair & the clean.

It is now needed for realizing by the concerned people that to understand any thing it needs some understanding knowledge. To earn understanding knowledge it requires some education. To understand the difference between the right & wrong or to make the difference between a Dakat & soldier it needs quality educational knowledge.

For earning quality educational knowledge it requires quality educational schools..

But it is the matter of very regretful that at Dhaka University or at any educational institution in Bangladesh there is no any system & it does not provide quality education.

Or the Political Party Government does not require for thinking that for providing quality education to the professional people to understand what their actual duty & to do efficiently..

So this CTG is advised & asked for making a system to provide quality education nation wide to all professionals for making them quality educated & quality understanding persons to make the differences &  to do their actual duty correctly in time. It can be asked CTG to provide nation wide job basis quality education nation wide for all category professionals for realizing the difference between a Dakat and a Soldier.

Examples can be given for learning that

1)       Who is Dakat what his work, Who is army what his work,

2)       Who is chur what his duty, Who is police what his duty

3)       Who is politician what his function & to know what the relations among dakat army police & chur.

4)       Last of all to know & to understand what is the duty & responsibility of the Government.

The high court has no legal right to challenge the policy which is made by the legal CTG council of CTG government.

 

CTG appointed by the elected president is the constitutionally legal government for conducting fair & neutral election.

So the Government as a Care Taker Government in the CTG system can make any policy & can make any rules of law for the interest of the nation & for creating lawful administration to conduct fair election & to rule the country for the nation interest neutrally. 

The duty of the Judicial Department is to do trialing works & to give verdict according to the rules of law made by the National Assembly & in absence of National Assembly rules made by the CTG council.

The duty of Government is to follow the rules of the constitution which made by the national assembly & the rules made by the CTG council..

 

CTG is advised to introduce Jury Board System in Judicial Verdicts for establishing justice of law, justice human right & for establishing faith in the public mind & to the society that the Lawful Verdict is given by the Court. The

The country do not need any sectarial science or office managment graduates?
A case could be made against the decision that has been reported in the following news item attached below.
 
It can not be true that the country do not need these graduates. So, we must be missing something.
 
What is the problem with these two programs? Its too early to learn secretarial science? Or is it too early to learn office management?
 
Those who have worked in Dhaka knows that most of the good office secretaries and front office executives are O-level and A-level graduates who do not want to study further or who are just taking a break before they decide for higher studies. So, the same topics can not be too early for HSC level students. Rather it would seem logical that with the increase in our need to hire them as we expand our services industry, it should be seen a good way to produce more workers with soft-skills. So, why the counter-intuitive decision from the national curriculum board, who has so far proven beyond doubt that they have been a worthless some.
 
Or is it that the graduates of these programs are not as per expectation of the industry? If that is the case, then measures should be taken and the teachers should be trained so that they can produce better graduates, hopefully with more emphasis on at least one foreign language.
 
Or is it that these graduates have started taking away the jobs of O-level and A-level dropouts and at the same time, they might be bringing the salary level down, too. So, could this decision be a result of the lobbying of the english medium schools?
 
We should clarify that we are not here to accuse somebody for nothing. However, the decision seems to be counter-intuitive from the context of market need. All we are asking that some stakeholder should look into the actual reasoning and merit of the decision and make sure that it helps broader national interest. Business associations (e.g. FBCCI, DCCI, etc) are relavant shakeholders in this and they should be worried about this decision.

'Secretarial Science and Office Management' has been omitted from the higher secondary-level curricula in general and madrasa education with effect from 2009-10 academic session, an official announcement said yesterday.

The caretaker government took the step as a part of a recipe for updating the country's outmoded education system in keeping pace with the demand of the time at home and abroad.

"The decision was taken as per the recommendations of the National Curriculum Coordination Committee to make students interested in more important subjects in consistence with the global demand and to improve the standard of education at higher secondary level," read the announcement.

Students registered in this subject would get the scope for completing their education, it said.

If any registered student fails in the subject at the public examinations, he/she would be allowed to take part in the exams till his/her registration remains effective as per the existing rules.

Besides, the teachers of this subject working under MPO (Monthly Pay Order) facility will retain their job and they can teach other subjects, according to the measure taken by the Ministry of Education.

A six-member inter-departmental delegation from the United States has started assessing the strength and activities of Bangladesh's elite anti-crime force, the Rapid Action Battalion, to find fresh areas of cooperation in the coming days, said officials.
   But the US wants a first-hand evaluation on the reported human rights violations by the RAB before striking any fresh deal with it.
   'First, we need to assess the alleged human rights violations by the force,' Jessica R Mazzone, global issue coordinator of the Bureau of South and Central Asian Affairs of the State Department and one of the members of the delegation, told New Age on Sunday when asked about the areas of cooperation the US was looking for.
   The six-member delegation — also including representatives of the US Justice Department, US Navy, Office of the Secretary of Defence, Office of the Coordinator for Counterterrorism, Bureau of Democracy and Human Rights and Labour — is scheduled to meet human rights defenders, media personalities and officials concerned to look into the alleged human rights violations.
   The team members say the US administration needs to be sure that the RAB is not involved in any activity against internationally acclaimed norms and conventions on human rights and dignity before going for cooperation in any area.
   The success of the elite force, which came into being in 2004, was marred by a good number of reported extrajudicial killings and disregard for human dignity.
   Human rights defenders have keep track of rights violations by the RAB.
   According to the available statistics, the RAB has killed as many as 536 people in the last four years, in circumstances euphemistically known as 'encounters' or 'crossfire'. The over 8000-strong RAB members are drawn from the army, navy, air force and police department and is being supervised by the home ministry.
   Although the number of so-called 'crossfire' incidents decreased in the initial period of the assumption of power by the army-backed interim administration of Fakhruddin Ahmed in January last year, the recent trend shows that the number of extrajudicial killings is rising.
   The delegation discussed the possible areas of cooperation, including the human rights issues, with the senior RAB officials on Monday in their headquarters.
   The delegation proposed training and capacity-building of the RAB, its director-general, Hasan Mahmud Khandakar, told New Age after the meeting. He said the authorities want the RAB to be a three-dimensional force in order to tackle crimes effectively.
   Training on counter-terrorism, investigation, establishment of a modern forensic laboratory, tackling religion-based militants and left-extremists were the areas of cooperation, among others, proposed by the RAB during the discussion.
   When he was asked whether any timeframe for training and cooperation was fixed in the discussion, the RAB chief replied in the negative, saying that the talks were at the initial stage. He said that the US team appreciated the RAB's activities, especially in tackling militancy in Bangladesh. He, however, remained silent about the issue of human rights violations.

It is very easy.

To understand any thing it needs some understanding knowledge. To earn understanding knowledge it requires some education. To understand the difference between the right & wrong or to make the difference between a Dakat & soldier it needs quality educational knowledge.

For earning quality educational knowledge it requires quality educational schools..

But it is the matter of very regretful that at Dhaka University or at any educational institution in Bangladesh there is no any system & it does not provide quality education.

Or the political party government does not require for thinking that for providing quality education to the professional people to understand what their actual duty & to do efficiently..

So this CTG is advised & asked for making a system to provide quality education nation wide to all professionals for making them quality educated & quality understanding persons to make the differences &  to do their actual duty correctly in time.

You can ask CTG to provide nation wide job basis quality education nation wide for all category professionals for realizing the difference between a Dakat and a Soldier.

An example you can give as for learning that

1)       Who is Dakat what his work, Who is army what his work,

2)       Who is chur what his duty who is police what his duty

3)       Who is politician what his function & to know what the relations among dakat army police & chur.

4)       Last of all to know & to understand what is the duty & responsibility of the Government.

 The high court has no legal right to challenge the policy which is made by the legal CTG council of CTG government.

 

CTG appointed by the elected president is the constitutionally legal government for conducting fair & neutral election.

So the government as Care Taker Government in the CTG system can make any policy & can make any rules of law for the interest of the nation & for creating lawful administration to conduct fair election & to rule the country neutrally for the interest of the nation. 

The duty of the judicial department is to do trial & to give verdict according to the rules of law made by the national assembly & in absence of National Assembly rules made by the CTG councils.

The duty of government is to follow the rules of the constitution which made by the national assembly & made by the CTG councils.

 

CTG is advised to introduce Jury Board System in Judicial Verdicts for establishing in the public mind that the Lawful Verdict is given by the Court. The Jury Board can be formed by the persons who are voters.

What makes the difference between a Dakat and Soldier?
The teachers at our universities should know that their professional responsibility includes that the graduates from these universities do not become dakat, rather they becomes responsible professionals. Ethics should be included in each and every curriculum taught in the universities and colleges. They themselves should act as a role model for their students so that the graduates from their institutions do not go out in the soceity to find ways to cheat the citizens, rather to serve them.
 
 
There was a time when people would need physical strenghth to take away the wealth of others, to rob. The stories of different infamous pirates are there in the history who would do such things - take away other's money and property by using force.
 
Just like any other time, there were also a different type of people who would protect general people from those pirates. These people were also trained to use physical force to protect people from the pirates, albeit with a different purpose.
 
How do you differentiate these two groups? Off course, this is not an easy task. You have to go back and find out the 'ostads' or gurus of these people. Tactically these two groups of people might be in the same level, but based on who teaches them, they would become either pirates or soldiers.
 
Fast forward to current times - a time when you no longer need physical strenghth to take away the wealth of others, to rob. You only need to be a person with office - either your power comes from the knowledge you know or your power comes from the office you hold. Using the knowledge or using the power of office, a professional can act either as robber or as a soldier as far as general citizens of the country is concerned. Similar to the previous times, when you go to a office for getting a service, you have no way to know whether its a robber or a soldier whom you are facing. You would only know after you have been served!
 
Wait, can't you apply the same rule as was applicable in the old times, i.e. can't you go back and find out the 'ostads' or gurus of these professionals to find out how these people might behave (either a robber or a professional) ?  Say for example, if you go to RAJUK and find a engineer who graduated from BUET, can you make a guess whether this engineer will be a robber or a professional with ethical behaviour? Or may be if you go to a doctors office and you find out that this person is a graduate from DMC, can you make a guess wehther this doctor will be a robber or a professional with ethical behaviour?
 
In ideal world, you should be able to make an educated guess by looking at the curriculum of the institutions along with other relevant track records including those of the teachers of those institutions. If you look at the teaching methodologies, topics related to professional ethics that is present in the curriculum, those will give you an idea about what to expect. Off course, professionals are human beings, not robots. So there will be exception when your guess might not be correct. However, in case of a good institution, you should be able to confidently say with certain level of probabilistic certainty that an alumni of institution X should be a good professional. That is probably true in most of the institutions of the world, specifically in those countries who are developed.
 
But not the same in Bangladesh. In here, if you look at the curriculums of most of the programs, there is no talk about professional ethics. Nor the teachers are peoples who can be called a role-model. So, what do you get?
 
You will have to just step into any offices - be it in government or in private institutions. There is nothing like professional behavior. They act at the will of their bosses. Or boss's boss. Or boss's wife. Or boss's son.
 
Off course, some act against the will of their bosses. In this category, you will find people of both categories, those who to act professionally and those who act as robber.
 
These professionals are just like "boti" or knife in the kitchen. They can be used to prepare your meal or you could use them to kill, too!
 
We really hope that the teachers of different instituations will start a process of soul searching - to find out what they have been doing wrong in Dhaka University, BUET, Dhaka Medical College and off course in their peer organizations, so they can't tell what their graduates will become when out in the workforce. Things should be done both at the personal level and at the institutional level, that can reverse the trend for betterment of the nation. The sooner they start it, the better.
 
Like all the good turnarounds, this should start with saying sorry to the nation. Tell the nation that you have failed the millions of people who pay for your salary so that you can provide subsidized education to your students (most of whom are becoming robbers, instead of professionals) .
 
In this sad story, each segment of the society has a pie in the failure cake. The biggest pie of the failure, off course, belong to the politicians of the country. They are paying for their mistakes now - to some extent. However, the nation haven't heard any sorry from them, yet.
 
We hope, as the bibek of the naion, you should start the process of reversing the trend. Say a sorry to the nation - from each of the teachers' association of each institution - if you feel that your graduates have failed in delivering their duties. Take the responsibilites of your graduates' failures - that will not lower your status - but raise your moral status with the nation. Someone start the process, please. If you, the teachers take the moral high ground and lead, we are sure that other segments of the society will also follow-on.
