Yes

This CTG is better than Easard or Ayub Khan. Causes This CTG is formed constitutionally for doing refroming works of the demands of the road fighting people. but short knowledge money looter people now do not try to understand it.

It needs to understand what does mean neutral.

Neutral means....Lawfully conducting duty without considering any personal or group interest & it is called neutrality.

The man or the group who follow this rules of law & rules of codes are neutral.

So without considering any political leader's or any political party's interest CTG can conduct Local Body Non Political Election before conducting MP Election for the greater interest of the country for creating neutral local body administration to conducting fair & neutral MP election.

IF CTG listens political party's demand & does not held local body election lawfully in time for the interest of the political party then CTG will loose its Neutrality.

Country will again go in the hands of looters. All looters will  again just like before 11/1 start road fighting for sharing the looting money.

Was too much foreign exchange a problem for Bangladesh? But it is now! Policymakers should be more innovative while they try to tackle this.


When the currency is floating, it can be a problem to have more foreign currency. The local currency gets a boast, i.e. our taka will appreciate against dollar. You may think its a good thing. But no! While it may give us a good feeling that value of taka is increasing, but it will create a lot of unwanted consequences. There are many - to mention few, here are three most important: flow of forex will face a negative pressure (i.e. dollar inflow will decrease), import gets cheaper but export gets costlier. We don't want any of these to happen.

So, what to do?

The traditional answer for our policymakers would be to sell some of the dollars. Its may sound funny, but yes, the Bangladesh Bank tries to reduce its burden of dollar!

But there should be more innovative ways to handle this.

Basic idea that BB should dislodge some dollar - that will have to be done. But that does not mean that it has to be direct sale to the banks.

How about this approach - can you do this?

Say, government decides to set a side 5 billion dollar to create a number of funds - mutual type funds - that will be securitized. Those funds will be given to different hard and soft infrastructure type authorities (Jamuna Bridge, Padma Bridge, RHD, LGRD ministry, Private Submarine Cable authority, PKSF, A fund to support the growth of private universities, a housing project for middle class, a fund to finance the student loans, one mutual fund for every city corporation and many such projects). Each of these funds can be range from 100 million to 1 billion.

When the government is facing an unwanted inward forex pressure, those money could be pushed to these funds.

Once they are set up, there should be a policy to offload these securities in the capital market over a number of years. Say for example, government can sell 5% of these funds every year (at the minimum) or more based on the capacity of the market to consume the securities.

If the government considers something similar to this, that would be a big leap for Bangladesh.

I think our hardworking wage-earners in foreign land would also immensely be happy to see their hard work paying back not only their families, but also their country.

জাতীয় সংসদ নির্বাচনের আগে উপজেলা নির্বাচনসহ স্থানীয় সরকার নির্বাচনের ঘোষণা নিয়ে সঙ্গত কারণেই নানা প্রশ্ন উঠতে পারে এবং এটা স্বাভাবিক। আর ইতিমধ্যে রাজনৈতিক দলগুলোর দিক থেকে এ ব্যাপারে তাদের আপত্তির কথা জানানো হয়েছে। রাজনৈতিক দলগুলো কি বলেছে সে বিষয়ে যেতে চাই না। কিন্তু আমরা স্মরণ করতে চাই, ১১ই জানুয়ারির সময়কার সরকারের দেয়া প্রতিশ্রুতিগুলো। ওই সময় প্রধান এবং একমাত্র প্রতিশ্রুতি ছিলÑ একটি অবাধ, সুষ্ঠু ও সকলের কাছে গ্রহণযোগ্য নির্বাচন অনুষ্ঠানের। এর পরে অবশ্য দুর্নীতি দমনসহ নানা সংস্কারের প্রসঙ্গ এসেছে। তত্ত্বাবধায়ক সরকারের কি কি কার্যাবলী তা সংবিধানে স্পষ্ট করেই বলে দেয়া হয়েছে। আর সরকারও এখন পর্যন্ত বলেননি যে, সংবিধান স্থগিত করা হয়েছে। যদিও বাস্তব পরিস্থিতি ভিন্ন। [/sb
সংবিধানের ৫৮-ঘ (১)-এ বলা হয়েছে, নির্দলীয় তত্ত্বাবধায়ক সরকার একটি অন্তর্বর্তীকালীন সরকার হিসাবে ইহার দায়িত্ব পালন করিবেন এবং প্রজাতন্ত্রের কর্মে নিয়োজিত ব্যক্তিগণের সাহায্য ও সহায়তায় উক্ত রূপ সরকারের দৈনন্দিন কার্যাবলী সম্পাদন করিবেন; এবং এইরূপ কার্যাবলী সম্পাদনের প্রয়োজন ব্যতীত কোন নীতিনির্ধারণী সিদ্ধান্ত গ্রহণ করিবেন না।

(২) নির্দলীয় তত্ত্বাবধায়ক সরকার শান্তিপূর্ণ, সুষ্ঠু ও নিরপেক্ষভাবে সংসদ সদস্যগণের সাধারণ নির্বাচন অনুষ্ঠানের জন্য যেরূপ সাহায্য ও সহায়তার প্রয়োজন হইবে, নির্বাচন কমিশনকে সেইরূপ সকল সম্ভাব্য সাহায্য ও সহায়তা প্রদান করিবেন।

তাহলে দেখা যাচ্ছে, সংবিধান অনুযায়ী তত্ত্বাবধায়ক সরকারের দায়িত্ব হচ্ছে শুধুমাত্র একটি জাতীয় সংসদ নির্বাচন অনুষ্ঠান করা। কিন্তু সরকার নীতিনির্ধারণী সিদ্ধান্ত থেকে শুরু করে নির্বাচনী সব আইন-কানুন এখন নিজের হাতে নিয়েছেন। এখানে সংবিধান, ন্যায্যতা এবং বৈধতার কোন বালাই নেই। কোন কোন আইনজীবী, যারা সুশীল সমাজের ধারক-বাহক বলে নিজেদের মনে করেন, তারা বলছেন, ওই নির্বাচন অনুষ্ঠানে কোন বাধা নেই। কিন্তু সংবিধান পড়ে মনে হয়, তারা হয় জ্ঞানপাপী নতুবা 'বিবেক প্রতিবন্ধী'।


গত ২৭শে জানুয়ারি উপজেলা পরিষদ আইনের সংশোধনী উপদেষ্টা পরিষদের বৈঠকে অনুমোদন দেয়া হয়। আর এই অনুমোদনের মাধ্যমে উপজেলা পরিষদ নির্বাচনের তারিখ নির্ধারণের ক্ষমতা নির্বাচন কমিশনের হাতে ন্যস্ত করা হয়েছে। যে মুহূর্তে নীতিগত অনুমোদন হয়ে যায়, সে মুহূর্তেই আমরা ধরে নিতে পারি, সরকার এ বিষয়টি সিদ্ধান্ত নিয়ে ফেলেছেন। বাকি থাকে শুধু কাগজপত্রের কাজ। কিন্তু স্থানীয় সরকার উপদেষ্টা খুলনায় মে মাসে উপজেলা নির্বাচন অনুষ্ঠানের দিন-তারিখের যে ঘোষণা দিলেন তা কি ওই নীতিগত অনুমোদনের বিপক্ষে নয়? সরকার কি ওই নীতিগত অনুমোদন প্রত্যাহার করেছে? বাস্তবে মনে হয়, উপজেলা নির্বাচনের তারিখ ঘোষণার যে ক্ষমতা নির্বাচন কমিশনকে দেয়ার কথা ছিল সরকার সে ঘোষণা থেকে সরে গেছে।

সরকার যে প্রথমে উপজেলা নির্বাচন করতে চাইছে, তার একটি রাজনৈতিক দিকও আছে। এ রাজনৈতিক দিকটি হচ্ছে, এই উপজেলাসহ স্থানীয় নির্বাচন হচ্ছে একটি রাজনৈতিক কৌশল মাত্র। আমরা যদি অতীত ইতিহাসের দিকে তাকাই, তাহলে দেখতে পাই সেনাশাসক আইয়ুব খান ১৯৫৮-তে ক্ষমতা দখলের পরে মৌলিক গণতন্ত্র (নধংরপ ফবসড়পৎধপু) ব্যবস্থা চালু করেছিলেন। আর এটা করা হয়েছিল তার সামরিক শাসনের একটা জনভিত্তি তৈরি করার জন্য। আমরা সামরিক শাসক এরশাদের সময়ও দেখতে পাই, তারাও জনভিত্তি তৈরির জন্য উপজেলা ব্যবস্থা চালু এবং এর নির্বাচন দিয়েছিলেন।

আমরা যতই ভাবতে চাই, এ সরকারটি ওই ধরনের সরকার নয়, ততই এ সরকার ওই দিকেই হাঁটছে। উপজেলা নির্বাচনসহ স্থানীয় সরকার নির্বাচনের মাধ্যমে এই সরকার কি নিজস্ব একটি অবস্থান সৃষ্টি করতে চাইছে? চাইছে কি নিজস্ব একটি পক্ষ তৈরি করতে? যদিও ইতিমধ্যেই তারা বেনামে দু'-তিনটি দল করে ফেলেছেন। আর স্থানীয় সরকার ব্যবস্থা গঠন এবং কাঠামো এমন যে, এর উপরে কর্তৃত্ব করা এবং একে যেদিকে বলার সেদিকে চালানোর একটা পথ এবং পদ্ধতি অন্তর্গতভাবেই রয়ে গেছে।

সেনাপ্রধান কিছুদিন আগে বলেছেন, তারা নতুন ধারার একটি গণতন্ত্র সৃষ্টি করতে চান। এটা কি সেই নতুন ধারার গণতন্ত্রের প্রথম যাত্রা?

উপজেলা নির্বাচনসহ স্থানীয় সরকার নির্বাচন আগে অনুষ্ঠিত হলে বর্তমানে জাতীয় নির্বাচন অনুষ্ঠান নিয়ে যে সংশয় এবং সন্দেহ তা আরও বাড়বে। আর ওই নির্বাচন এ বছরের মধ্যে অনুষ্ঠিত হবে কিনাÑ সে প্রশ্ন আরও বড় আকারে দেখা দেবে। কারণ, ইতিমধ্যে সংসদ নির্বাচনের আগেই জাতীয় সরকার গঠন, নেত্রীদের বিদেশ যাওয়াসহ যেসব কথা আকাশে-বাতাসে ভাসছে, তার সঙ্গে উপজেলা নির্বাচনের এই ঘোষণার একটা মিল খুঁজে পাওয়া যায়।

সংসদ নির্বাচনের আগে উপজেলাসহ স্থানীয় সরকার নির্বাচন অনুষ্ঠান এবং অন্যান্য কার্যক্রম আসলে আবার প্রমাণ করেছে যে, এই সরকারÑ না নির্দলীয়, না নিরপেক্ষ, না তত্ত্বাবধায়ক।
