NGOs and corruption

As an ex-NGO activist for 15 years in Bangladesh, I strongly agree with the findings by the TIB regarding the NGO activities there. First, due to weak institutional framework, the NGO Affairs Bureau cannot monitor the NGOs' activities. Secondly, the NGOs give more than enough gifts to the donors to satisfy them and cover up their irregularities. Thirdly, many NGOs prepare their audit and financial reports improperly. Fourthly, the procurement process of many NGOs is not transparent, fake quotations are collected from the bidder that is pre-selected by the NGO concerned. A fixed percentage of money is also collected from the sellers on condition that materials will be bought from that company. Fifthly, employees of many NGOs are appointed according to the choice of the concerned NGO boss or on the recommendations of influential people. Employees of many NGOs are not paid salaries according to the proposals of the projects or pledged in the advertisements at times.

Re: [chottala.com] Attn: Mr. Alim Sharif - Re: How General Moeen U Ahmed earns over 66 lakh taka in one year?

Hello all,

As we are saying 'No one is above the law' but we do not have that situation, culture in our country. This individual (Moeen and his supporters) at least trying to create a situation that never existed in our country.

Honestly, I do not know (probably none of us) any of these individuals' character or personal honesty.

If these individuals had done any wrong or even doing any wrong that will eventually come out. There is no question about it.

In my opinion, what we are seeing these days in Bangladesh. It should have done years ago, which our two ruling parties failed to do.

We need change. We need leaders who can make changes to our policies, politics and society. Let's hope for the best instead to making water dirtier just to save corrupt individuals.

My personal opinion is ………….These corrupt people do not cost anything for my motherland.  If Mr. Moeen is also one of them we will flash him out too..

Dear All
No one should be above the laws, no matter what kind of
camouflage he/she is wearing. The question regarding the source
of earning 66 lakh Taka in one year by an armed force personal is
not baseless. It is very clear from the prospectus that General
Moeen U Ahmed made the transaction within in one year.
[see
page number 20]

General Moeen U.  pretends to be a "Transperency Guru" and
a firm believer of "the rights of the public for freedom of
information".  He may be given some benefits of doubt.

But, since the question has been raised he should come forward
and disclose his finances and the details of accumulation of wealth
over the years. He may have gotten the money from his rich

Perhaps the best option would be to do some in-depth investigation here in Dhaka instead of Net-procrastinations and speculations. That was we are assured of a 100% HALAL Ek Nombori and the Dal becomes SHADA :)

THE WINNER: Rep. Bobby Jindal celebrates his victory in Baton Rouge. In a crowded field for the open "jungle primary," Jindal won outright, taking more than half the vote.
Republican Bobby Jindal, 36, will be the first nonwhite to hold the state's top spot since Reconstruction.
By Miguel Bustillo, Los Angeles Times Staff Writer
October 21, 2007
Republican Bobby Jindal won election as Louisiana governor Saturday, setting a string of firsts and leaving no doubt that the state's voters strongly desire new leadership two years after Hurricanes Katrina and Rita.

Jindal, 36, will be the nation's youngest sitting governor. The son of Indian immigrants, he will also be the first Indian American governor in U.S. history, and the first nonwhite to hold the job in Louisiana since Reconstruction.

The election of Jindal, who is a conservative, underscores the fast-fading fortunes of the Democratic Party in Louisiana after the hurricanes.

Under Louisiana's wide-open "jungle primary" format, Jindal had a chance Saturday to win the race outright if he could capture more than half the votes in a field of 12 candidates.

He did. With nearly all precincts counted, he held 54% of the vote.

The next closest competitor, Democrat Walter J. Boasso, had 18%. Independent John Georges had 14%; Democrat Foster Campbell had 13%.

It was Jindal's second try at the governorship. He was edged out in a runoff four years ago by Democrat Kathleen Babineaux Blanco, who did not seek reelection. Her post-Katrina performance has drawn heated criticism. Jindal has been representing Louisiana's 1st Congressional District since 2004.

This time, Jindal's campaign felt more like a coronation than a contested race.

The rise of Jindal, educated at Brown and Oxford universities, also suggested that Louisianians, who have often elected quirky politicians from the backwoods and bayous, may now be seeking something different.

Jindal has made a few stylistic concessions to suit the electorate: For instance, he goes by Bobby, though his given name is Piyush.

Democrats make up about half of the 2.8 million registered voters in Louisiana, outnumbering Republicans by nearly 2 to 1. But the number of registered Democrats has dropped by nearly 57,000 since the 2005 hurricanes. Residents have criticized the state government, which is dominated by Democrats, as incompetent and corrupt.

Jindal capitalized on that sentiment, making the fight to root out Louisiana's corruption a central theme of his campaign. One of his commercials portrayed his Democratic rivals as crooked clowns with cash coming out of their pockets.

No prominent Democrat stepped in to challenge Jindal, leaving Boasso and Campbell to divvy up their party's vote and providing an opening for Georges, a wealthy independent.

In the end, Jindal's rivals all took hard shots at the front- runner.

Georges tried to argue that Jindal's academic accomplishments were unfitting for Louisiana, bragging that "John Georges is not an intellectual."

Yet on Saturday, Louisiana voters flocked to the Oxford guy.

[chottala.com] Barrister M.B.I. Munshi got caught with his hand in the cookie jar !

Dear All

No kidding! Surprise?

Barrister M.B.I. Munshi got caught with his hand in the cookie jar !
His comments about selling 2 flats was not an error, but a deliberate
lie (PERIOD).

A civilized court of law  would have found him guilty of perjury and
perverting for such a mispresentation. As a legal professional, a
Barrister, his  credibility seems to be in tatters, I wonder, if he uses
this kind tactics in his professional works too? But, alas, he is not
the only one ! Such wheelings and dealings premate every wake
of our society and daily life.

In any case, General Moeen U. Ahmed's explaination is not good
enough to put the controversy to rest for good. It does not jive with the
prospectus of the Trust Bank Inc, It clearly shows that he had a balance
of 99,69,215/- Taka on December 31, 2005 and which got reduced to
33,15,323/- Taka on Dec 31, 2006. How and why? General Moeen

accusitions and judge for yourself.

This is definitely not a propaganda spread by the internet as

General Moeen would like us to believe.

www.csebd.com is Chittogong Stock Exchange's web site and

the document is a Prospectus of the Trust Bank which is owned

by the Military.

Serious readers may download the prospectus [for save it for

After making some inquiries on the issue it seems that Gen. Moeen repaid the Tk. 66 lakh by selling two flats. The original allegation was that he had committed some kind of corruption when he repaid the loans now the allegation appears to have changed into suggesting that as chairman he should not have been allowed to take the loan. Could someone clarify whether he in fact took the loan while he was chairman and whether the law disallows the taking of loans by bank chairmen.

Re: [chottala.com] How General Moeen U Ahmed earns over 66 lakh taka in one year?

Mr. Sheikh Hasnain,

You have written a moderate size of an e-mail with many information, logic (actually all are your speculation) and you finally concluded that "You and I do not know the source of 66 lakh. He may sell some other property or he may borrow from some body and pay it to avoid interests in the bank. "

This is not true at all.

Our army chief, General Moeen U Ahmed, now visiting the US, said yesterday that, "It's not true that I borrowed Tk 1 crore from Trust Bank. It's not true either that I paid back Tk 60 lakh." (Ref: bdnews24.com)

So, it proofs that all of your speculations, logics are not correct .

Some guys tried to proof them very smart by 'blindly' supporting & justifying one cores of BDT loan by our Chief of Army Staff General Moeen U Ahmed form the Trust Bank and his reimbursement of 66 lakh BDT in one year.

But his (Gen Moeen) press conference made all of them (CHAMCHAs) as a villain and liar!

History proofs that this is the fate of all CHAMCHA, villain and liars.

There is a Bengali proverb that,

"OTI   VHOKHTI   CHORER   LAKKHON"

So, be careful against these ultra fan, admirer, and enthusiasts!

Please do not blame General Moeen U Ahmed. It is our jealousy out which we are writing this sort of thing in this web site.General Moeen is not a thief like our politicians, who has taken our country to a point of no return.Without knowing the thing please do not publish such information against an honest man like General Moin.If you have any doubt about his integrity, you may write to him personally without any fear(to reason it out)
He would not have taken loan,if he is dishonest. A Chief of Staff can mange any time any  amount of money illegally,if he desires and   dishonest. It does not need any time.Or who is in power in the govt.He deals with millions  each week. Please do not pull the legs of an honest man who is trying to make a corruption free Bangladesh.
I am not a military man, but I have lot of studies on South East Asian  Armies and their  structures By virtue of his position he becomes the chairman of couple of organizations like Sena Kalan Sangsta,Trust Bank,Some time  Sports Federations,Golf clubs, some times public banks even and BCIC etc.It is not the wish of General Moin to become the Chairman. It is the desire of any government.
For your kind information many dishonest officers had lost their jobs just after the  appointment was taken by Gen Moin.So do you think that a dishonest man is dare enough to do this? Never.
Do you have any statistics about the army officers/Generals who has lost their jobs in Bangladesh for corruption so far? Well, it is not publicly informed as it is related to the national interest and image of the country to the outside world. An officer who is dismissed he can never use the rank(general, major,Colonel etc) before his name. He is not given any pension as well.
After your information I have checked that Mr Iqbal was the MD of Trust Bank before General Moin become the Chief. It is not decided by him that who should be the MD of trust Bank. For your further information Trust Bank recruited a qualified and expert MD before who had stolen huge money and disappeared. Still the case is going with the civil court.
Getting commission in Any Army is not that easy.First he must be an honest man later he becomes a leader.A lot of struggle and hard work is needed. You may go to the web page of Bangladesh Army, where you may find the Chief of Army staff's life.In one day suddenly he has not become the  Chief. He is a tested honest man as before giving the appointment he was tested from various angels by various agencies.
You and I do not know the source of 66 lakh.He may sell some other property or he may borrow from some body and pay it to avoid interests in the bank.
My request without sufficient evidence please do not put Gen Moin with other corrupted personnel of our country. It is beneath dignity and indecent in nature.

[chottala.com] Lt. General Masud Uddin from Bangladesh to attend the Seminar on Terrorism

As we know that Congressman Joseph Crowley and some others get cash money and gift from Bangladeshi Americans in USA. These Bangladeshies pay huge cash and in kind to take pictures. Those are the people arranging the SEMINR. Thanks.

Subject: [khabor.com] Lt. General Masud Uddin from Bangladesh to attend the Seminar on Terrorism

As you know that "Anti-Terrorism" is a hot item to sell to the US Law makers and administration. Bangladesh officials are also linning up with the same slogan to please US and European governments.

Two current and one former Congressmen invited Gen Masud Uddin Chowdhury in writing.  These Congressmen were made understood that Gen. Masud was and is the power behind this government.

As news spreaded that more than hundred thousands US dollars are bieng raised for this seminar. DO YOU KNOW WHO ARE THE CONTRIBUTORS?

There are rumors that Salah Uddin Quader Chowdhury's close relative Mr. Mannan and Bashundhara' s Chairman Shah Alam are already in Washington, DC. They might be on the stage along with the dozens of Congressmen, US officials of Homeland Security and State Department and Gen. Masud. Congressmen might request Gen. Masud to release Salah Uddin Quader Chowdhury and withdraw cases against Bashundhara Chairman Shah Alam.

As you know that Congressman Joseph Crowley wrote a letter to the Lt. Gen (Rtd) Hasan Masud Chowdhury, Chairman of ACC for being considerate to the Bashundhara Chairman Shah Alam back in May or June, 2007. Congressman Joseph Crowley told us when we went to see him along with Shahriar Kabir last August. He expressed his anger that ACC chairman blasted him back for his letter written for Shah Alam.

I doubt Gen. Masud will be that much open to public.

This much for today.

I may be wrong but it seems to me that there are some Bangladesh American (excluding you) who are trying to get introduced to this General  for whatever reason.

Mr. Alam, if you knew Shajahan vai, you wouldn't have commented in such a rude way...I believe that Sahajahan vai is not doing it for his personal benefit. Dr. Sahajahan is a very straight. His involvement may be useful if he ask the General some of our feelings:  Why don't we see any current or ex Military brass in the list? How did the govt appoint Bridg. Gen. Sakwat as one of the EC though he was sacked from the Amry for corruption? How did this government select him in such a sensitive job that is equivalent to a Secretary? Could you please ask Gen Masud, why is he protecting his brother-in-law ex. Major Syed Eskander and his brother Shameem Eskander?

Sincerely,

Dr. Jamir Chowdhury

Please acknowledge each other with respect.

Re: [khabor.com] Lt. General Masud Uddin from Bangladesh to attend the Seminar on Terrorism

Dear Mr. Aslam:
You have crossed the boundary of civility. You have to know how to write and what to write in a civilized forum. If I do something that you do not like, you may criticize it, but not using words that an uneducated man will do. First, you should know why are we involved in the matter and to what extent? Then you should have passed your judgment.

Mr. Aslam, this is probably not your actual name. Why do you have to be under veil? Please write with your actual identification – don't remain under disguise.
By writing few lines on the internet, you think that you have become the savior of Bangladesh and acquired the sole agency of Bangladeshi patriotism. By the way, how many people read your postings? I do not know you, but I can challenge that I have not done any less than you for Bangladesh.  Probably you are doing on your own way and I'm doing on my way.  I don't like to know what you are doing. But if you like to know what I am doing, communicate with me first.
A New York based group is organizing this seminar. We have a common area where we work together.  Based on this relationship, the group is seeking local support from us. That's all.  The group will organize the seminar regardless of our help.  I am neither an insider nor a member of the group – you will not find our names in their formal invitation letter. We are also helping them for the cause of Bangladesh, if you want to know how, contact any of the organizers. I do not go any where alone, lot of people have suggested me that it is an opportunity to discuss issues about Bangladesh in front of the Reps.

You have asked me if I am looking for a cushy job. Mr. Aslam, I don't know what you are doing but I'm doing a professional job with a modest salary and I don't have any intention to look elsewhere. What kind of professional job are you doing? How come you get so much time to write on the web so frequently?  Are you trying for a cushy job too from any quarter now or in future?
No one has the guts to say that I have reaped any benefit from these activities. I do work for the community spending money from my pocket in some cases.  Let me give you an example how much distance I maintain from personal gains in this type of case.  I have good acquaintance with one of the past Prime Ministers of Bangladesh. When she was in power, I even did not visit Bangladesh intentionally during her reign, lest I get the temptation to approach her for any favor for me or for any one else.
So, please do not pass a comment about anybody without knowing details.
I'm too busy a person and I do not have enough time to respond to these silly accusations. Probably I won't reply any more.
Thanks
Shahjahan Mahmood

"Weldon was instrumental in organizing Defense Solution's outreach to Bangladesh in the wake of the recent military coup that has installed an interim government there. General Moeen Ahmed, the head of the military in Bangladesh, knew of Defense Solution's contract to rebuild 77 Soviet-style tanks for U.S. forces in Iraq, and he wants similar vehicles for Bangladesh.
In March, Weldon led an envoy of retired military personnel to Dhaka in order to foster better relations between the United States and Bangladesh. In addition to military vehicles, Bangladesh wants to open branches of Prime Bank Limited in Bangladeshi communities in the United States. This new partnership comes despite growing instability in Bangladesh and United Nations allegations that the country's armed officials have been relying on murder and torture as a means of law enforcement" .
