Jan. 10 (Bloomberg) -- At least 23 people, most of them policemen, were killed and 70 others injured in a suicide bomb attack in Pakistan's eastern city of Lahore, two weeks after former Prime Minister Benazir Bhutto was assassinated.
The bomb exploded at 11:40 a.m. local time at a police checkpoint in the General Post Office Chowk area, Aftab Cheema, senior police superintendent, said in a telephone interview from Lahore.
A large number of police had been deployed in the area because of a protest rally planned by lawyers. ``The suicide bomber rammed his motorcycle into a police van when officers tried to stop him from entering the area,'' Cheema said.
More than 600 people have been killed in suicide attacks across the country since July, the army has said. Pakistan's military has been fighting pro-Taliban militants in the tribal areas bordering Afghanistan since 2003.
Fighting has intensified since troops stormed Islamabad's Red Mosque in July, ending a challenge to the government by pro- Taliban clerics seeking to impose Islamic law in the capital.
Former premier Bhutto was killed in an attack in the garrison town of Rawalpindi, near the capital, Islamabad, on Dec. 27 after she addressed an election rally.
Religious Violence
Today's explosion came on the eve of Muharram, the first month of the Islamic calendar and a time when Shiite Muslims mourn the death of Imam Hussain, the grandson of Prophet Muhammad, 14 centuries ago. In the past, Shiite congregations have been attacked during this month, allegedly by Sunni Muslims, who are in a majority in Pakistan.
The fight against terrorism won't be deterred by today's attack, President Pervez Musharraf said in a statement, the official Associated Press of Pakistan reported. The U.S. condemned the attacks, calling the bombing a ``terrible, tragic act of terrorism,'' State Department spokesman Tom Casey told reporters in Washington.
The police were the target of today's attack, Interior Ministry Spokesman Javed Iqbal Cheema, said in a telephone interview from Islamabad. A 14-kilogram (30-pound) bomb was used in the attack, GEO television reported, citing the bomb disposal squad.
``Almost all the injured are policemen and are badly wounded,'' Fayyaz Ahmed Ranjha, medical superintendent at Lahore's Mayo Hospital, said in a telephone interview.
As many as 70 people were injured in the explosion and 22 of the 23 killed were policemen, Qamar Parvez, a spokesman for Edhi Foundation, the biggest ambulance service, said in a phone interview from Karachi.
Stocks Decline
The benchmark Karachi Stock Exchange 100 share index fell 1.3 percent to 14,083.06 at the 2:15 p.m. close after the attack. The index had risen 0.4 percent before the explosion.
Body parts were strewn on the street near the Lahore High Court, where the blast occurred, GEO TV said. Black smoke rose into the air after the powerful explosion, GEO said.
Policemen were shown on GEO television lying injured on the street. The street was littered with police helmets and shields since officers had gathered to provide security for the rally.
``Our lawyers' rally had just started, and we stopped when we heard the blast,'' Muhammad Ashraf Wahlah, member of the Pakistan Bar Council, said in a telephone interview from Lahore. ``No lawyers were hurt in the explosion.''
Lawyers have held a rally in Lahore every Thursday for the past two months to protest against Musharraf's decision to remove Supreme Court judges on Nov. 3 and detain members of the legal community, he said.

Latest information from Paris is extremely alarming for Bangladesh. Controversial Guimet Museum has finally decided to sell the whole lot of artifacts sent from Bangladesh for exhibition. According to various sources, Guimet authorities have already finalized at least three deals of selling extremely precious and rarest Bangladeshi artifacts to prospective buyers. Initial value of these three items have already been fixed at US$ 93 million. Guimet has also expelled the representatives from Bangladesh museum and abandoned any possibility of sending the artifacts back to Dhaka. It is also reported that, a number of extremely influential advisors of the present government are involved behind such trafficking of national assets abroad defying massive reactions and protests from Bangladeshis. It was already reported in Weekly Blitz that son of one of the advisor will be visiting Paris during this month to receive the stake of commission for smuggling of 42 pieces of extremely precious artifacts. Although the interim government repeatedly promised to the nation that the artifacts will return to Dhaka soon, it is already understood that, such promises made by the government will soon turn into false.

Weekly Blitz has been conducting a comprehensive investigation into the matter to identify the reason behind such massive corruption and irregularities during the interim government, which is continuing efforts to, what it said, eliminating corruption. But, the saddest incident in the history of Bangladesh, where not only some of the influential members of the government cashed huge amount of money by smuggling out national properties, but, this is the first time that Bangladeshi wealth had been handed over to foreign looters defying protests and reactions from the people of the country.

It is learnt from a number of sources that several members of the advisory council of the interim government are involved with this heinous crime. Most of the advisors involved in this smuggling are already ousted from the government. It is now learnt that, at least one of the advisors, who resigned recently may leave Bangladesh for Paris to get his stake of share in this deal. It is also learnt that, son of another ousted advisor shall visit France during this month to get his father's portion of share from the sale of invaluable Bangladeshi artifacts.

Meanwhile, Anti Corruption Commission is set to lodge a case against at least four of the ousted advisors, charging them for their involvement in smuggling of invaluable Bangladeshi artifacts. In this case, these advisors may be arrested and sent to prison, making a great example in Bangladesh by the present interim government that no one is above law.

Irene Khan also said that, no need to engage the army to anti terrorist activities. Actually, she does not know the situation of Bangladesh. Due to the sweet relation with terrorist, the Police Department is busy to earn money only. They do not care what is going on around here. So, who will be the responsible to save Bangladesh. Before starting the activities of RAB, the situation of Bangladesh was very bad. After appear the RAB, the terrorist activities come down to 20% from 100%. All public are very much happy and grateful to the RAB and joint force. After the proper election, if the so-called democracy will come to Bangladesh the situation will bad due to political leaders. I would like to thanks, Mr. Moin U Ahmed for his anti terrorist activities. May Allah the almighty will save him and his family. If the market price will be tolerable no body will think about the democracy.

Dhaka, Jan 9 (bdnews24.com)-- Politicians should have a stake in the ongoing reforms and changes undertaken by the caretaker government, Amnesty International secretary general Irene Khan said Tuesday.

She added that any government must honour the rule of law to establish the rule of law.

The secretary general also praised the caretaker government's initiative to present the country with a right-to-information law before it left office.

"I thank the caretaker government for taking measures to bring institutional changes. The politicians should also have a stake in the changes," Irene Khan said while addressing a discussion meeting on the future of democracy.

She said there should not be frustration over the future of democracy in Bangladesh as people of all walks wanted an election this year.

"After visiting different parts of Bangladesh, I have got the idea that there is no doubt that people want an elected government by November 2008," Khan said.

Underlining the need for ensuring fair trial of all arrested people, Irene Khan suggested that the government should proceed in such a way that people could have confidence in the changes.

"You need to act honouring the rule of law when you are working for establishing the rule of law," Irene Khan said, speaking of governments in general.

She came down heavily on the USA and the EU for violating human rights.

"The US government's war on terror has had a huge backlash, and it was done by the most powerful country in the world," she said.

"The war on terror has put the government above law and the people outside the law," the secretary general said.

Organised by Prothom Alo and The Daily Star, the meeting at the CIRDAP auditorium was addressed by Prothom Alo editor Matiur Rahman, economist Prof Wahiduddin Mahmud, and former Attorney General Hasan Arif.

The Daily Star editor Mahfuz Anam moderated the discussion meeting.

We have to distinguish those who ask a patient to start running a 100 metre sprint from those who motivate a patient to start jogging to prepare for a 100 metre sprint
 
There could be many explanations behind this - what is described in the following news item shown below at the end of the message. It is reporting that REB is planning to ban the use of any irrigation pump which are not at least 3 hoursepower capacity. But many farmers own pumps which are 1 to 1.5 HP capacity.
 
Isn't this news item weird? What could be the justification of REB of doing this?
 
While its good the reporter is reporting this incidence early on, which could be an act of policy-sabotage, at an important time when government and farmers of Bangladesh is preparing to work hard to get a good crop in the upcoming boro season. We hope that all concerned would seriously look into this.
 
We also urge our journalist community to go deeper into the news, dont just be a describer or reporter, but also try to go behind and find out the facts. That way you will do an even better service to the nation.

Small farmers upset by Nilphamari REB decision
Pumps with less than 3 HP motors won't get power

Hundreds of small farmers in the district are upset as Nilphamari Polli Bidyut Samity under Rural Electrification Board (REB) has made it mandatory to install at least 3 horsepower (HP) power pumps for irrigation during the current Irri-Boro season.

Usually, small farmers prefer 1 to 1.5 horsepower pumps for their small holdings. Such pumps consume less electricity and hence are less costly for them, some farmers told this correspondent.

Sources in the district Agriculture Extension Department (AED) said farmers, after the setback in Amon production due to flooding twice this year, now pin hopes on Irri-Boro to recover the losses. So the AED has targeted to bring 75,663 hectares under Irri-Boro in the current season, which is 3,000 hectares more than last year's area.

A major portion of lands are irrigated with small pumps using electricity from REB. A total of 5,016 power pumps and 82 deep tubewells are operated in the district during the dry season, AED sources said.

This year, farmers have applied for power connection to more 1,600 pumps, the sources said.

REB inspectors inspected most of the sights and recommended power connection. Farmers also deposited Tk 3000 as security many and Tk 2000 as wiring fee for each small irrigation pump.

But after visit by officials of the REB engineering department, farmers were told that power connection would not be given to pumps using motors less 3 HP. Pumps having 1 or 2 horsepower will not get power connection, they were told.

Ali Ahmed, a small farmer at Titpara village in Dinda upazila, said he uses a pump with 1.5 HP motor. "I do not need a bigger pump for my lands", he said.

Some farmers said they did not face such a situation in getting power for irrigation earlier.

The price of a 1-1.5 HP pump is Tk 6,500 to Tk 7,500 and that of 3 HP motor is Tk 13,000 to Tk 14,000, farmers said.

The farmer said the REB created the problem at a time when they were preparing to go for winter cropping.

When contacted, assistant general manage of the Polli Bidyut Samity Md. Moinuddin said it is mandatory to use at least 3 HP motors in power pumps as per REB irrigation policy.

"We are following REB instructions," he added.

Visionary Leaders make the nation Great
I am delighted to be with you all at the Bhopal School of Social Sciences and discuss with you on creative leadership. My greetings to the Management Students hailing from different places of the country, teachers and other distinguished guests. I have been visiting all the states and union territories of the country, many nations and have come across several innovative leaders and organizations. It is remarkable how the initiatives of individuals and organizations are touching human lives and contributing to the national development. I would like to discuss how the political, scientific, technological and industrial leaders have touched the human lives by their creative leadership.
Mahatma Gandhi - the Great Political Leadership

I recall my traveling on 16th September 2004 in a train powered by steam engine in a first class compartment of 1900's vintage organized by Durban state of South Africa. When the train was moving from one station to another, Mahatma Gandhi's struggle against apartheid system in South Africa was going through my mind. The train halted at Pietermartizburg, the station where the monster of apartheid bite Gandhiji on a cold winter night. He was evicted out of a first class compartment because of the color of his skin. When I alighted at the Pietermartizburg railway station, I saw a plaque in the railway station, which reads like this:
In the Vicinity of this plaque
M.K. GANDHI was evicted
from a first class
compartment on the night of
7 June 1893.
This incident changed
the course of his life.
He took up the fight
against racial oppression.
His active non-violence
started from that date.
This was the rebirth of Ahimsa Dharma after the Kalinga War in 300 B.C. Gandhiji later developed the Ahimsa Dharma and gave India a powerful tool to win independence.
Indian Space Science Visionary

India`s great visionary in space science and space technologies Prof. Vikram Sarabhai, who was my Guru. Very rarely, in the journey of life we are influenced by great human beings. I was fortunate to work with Prof. Vikram Sarabhai for seven years. While working closely with him, I saw the dawn of the vision for the space program in a one page statement. Witnessing the evolution of this one page by many years of ceaseless work by a cosmic ray physicist, was really a great learning for me. Also I was thrilled to see the famous vision statement of Prof Vikram Sarabhai made in the year 1970 which states "India with her mighty scientific knowledge and power house of young, should build her own huge rocket systems (satellite launch vehicles) and also build her own communication, remote sensing and meteorological spacecraft and launch from her own soil to enrich the life of Indian citizens through satellite communication, remote sensing and meteorology."

When I look back at this vision statement now, I am overwhelmed to see the results of this statement. Today, India has built up the capability with its mighty facilities and powerful human resource to build any type of space craft and satellite launch vehicle and launch it from Indian soil. ICT has made tremendous contribution towards the high performance onboard computers and advanced embedded software systems in the Indian launch vehicles and spacecraft programs. Through space technology and space science, India can be a partner in the world space program to enrich the planet earth and further exploration.

Failure Management


Two and a half decades ago, while I was working at ISRO, I had the best of education, which won`t come from any university. I will narrate that incident. I was given a task by Prof. Satish Dhawan the then Chairman, ISRO to develop the first satellite launch vehicle SLV-3, to put ROHINI Satellite in orbit. This was one of the largest high technology space program undertaken in 1973. The whole space technology community, men and women, were geared up for this task. Thousands of scientists, engineers and technicians worked resulting in the realization of the first SLV-3 launch on 10th August 1979. SLV-3 took off in the early hours and the first stage worked beautifully. But the mission could not achieve its objectives, as the control system in 2nd stage malfunctioned. There was a press conference at Sriharikota, after the event. Prof. Dhawan took me to the press conference. And there he announced that he takes responsibility for not achieving the mission, even though I was the project director and the mission director. When we launched SLV-3 on 18th July 1980, successfully injecting the Rohini Satellite in to the orbit, again there was a press conference and Prof. Dhawan put me in the front to share the success story with the press. This success generated great happiness among all my team members.

What we learn from this event is that the leader gives the credit for success to those who worked for it, and leader absorbs and owns the responsibility for the failure. This is the unique trait of creative leadership.
The space community in India has the fortune to work with such leaders, which has resulted in many accomplishments. This management style is an important message for all the scientific, technological, industrial and even political leaders.

Science Leadership - Sir CV Raman - Value of Science


When I am in the midst of students of management and teachers and scholars, I thought of sharing with you an incident about Sir CV Raman "
a Nobel Laureate in Physics for discovering Raman Effect. Raman was in the first batch of Bharat Ratna Award winners. The award ceremony was to take place in the last week of January, soon after the Republic Day celebrations of 1954. The then President Dr. Rajendra Prasad wrote to Raman inviting him to be the personal guest in the Rashtrapati Bhavan, when Raman came to Delhi for the award ceremony. Sir CV Raman wrote a polite letter, regretting his inability to go. Raman had a noble reason for his inability to attend the investiture ceremony. He explained to the President that he was guiding a Ph.D. student and that thesis was positively due by the last day of January. The student was valiantly trying to wrap it all up and Raman felt, he had to be by the side of the research student, see that the thesis was finished, sign the thesis as the guide and then have it submitted. Here was a scientist who gave up the pomp of a glittering ceremony associated with the highest honor, because he felt that his duty required him to be by the side of the student. It is this unique trait of giving value to science that builds science. This is one experience, how leadership can be given for the growth of science.

Leadership in Industry


When I am addressing this gathering, a unique letter comes to my mind. This letter I saw in Jamshedpur at Tata Exhibition written by Jamshetji N Tata on 23rd Nov 1898. I would like all of you to know about this letter, which I am going to read. It gives a very important message. I quote:

"Dear Swami Vivekananda ,


I trust, you remember me as a fellow-traveler on your voyage from Japan to Chicago. I very much recall at this moment your views on the growth of the ascetic spirit in India, and the duty, not of destroying, but of diverting it into useful channels.
I recall these ideas in connection with my scheme of Research Institute of Science for India, of which you have doubtless heard or read. It seems to me that no better use can be made of the ascetic spirit than the establishment of monasteries or residential halls for men dominated by this spirit, where they should live with ordinary decency, and devote their lives to the cultivation of sciences - natural and humanistic. I am of opinion that, if such a crusade in favor of an asceticism of this kind were undertaken by a competent leader, it would greatly help asceticism, science, and the good name of our common country; and I know not who would make a more fitting general of such a campaign than Vivekananda. Do you think you would care to apply yourself to the mission of galvanizing into life our traditions in this respect? Perhaps you had better begin with a fiery pamphlet rousing our people in this matter. I should cheerfully defray all the expenses of publication.

Jamsetji N Tata
N Tata has written this letter to Swami Vivekananda asking him to take the leadership of a Research Institute for Science in India. Imagine the type of courage and vision a progressive industrialist Jamsetji had to write to a spiritual leader. This strength he derived from one important incident, which took place during a voyage from Japan to USA.

At this point let me share the meeting between Swami Vivekananda and Jamsetji Nusserwanji Tata during a ship journey. It happened in 1893. A ship was sailing from Japan to USA. There were hundreds of people in that ship including two significant personalities. Swami Vivekananda and Jamsetji Tata were in that ship. Swamiji asked Jamsetji for what mission he was traveling. Jamsetji said that he wanted to bring steel industry to India. Swami Vivekananda blessed him. He suggested steel technology had two components one is steel science and the other is manufacturing technology. What can you bring to this country in material technology you will have to build material science within the country. Jamsetji was thinking and thinking and made a decision. Earlier when Jamsetji went to London he asked for technology transfer for Steel Plant. UK steel manufacturers looked at Jamsetji and said that if Indians make steel, Britishers will eat it. Jamsetji crossed the Atlantic Ocean, talked to Americans and brought manufacturing technology for steel. And the Tata Steel was established in Jamshedpur. He seeded and worked for the steel plant. Jamsetji is not there now, but 7 million tones per annum steel is rolling out. The visionary Jamsetji gave one portion of his asset for starting a science institute today known as Indian Institute of Science at Bangalore. The message I would like to convey to this audience, dream gives vision, vision gives thoughts and thoughts lead to actions. Jamsetji brought two establishments to this country  first one was steel plant and the other was an educational research institution based on the vision of Swami Vivekananda.

Now you will realize the significance of the letter from Jamsetji to Swami Vivekananda. A visionary like Jamsetji with the blessing of Swamiji paved the way for the establishment of Indian Institute of Science in 1909. The Indian Institute of Science born out of a vision of great minds is the foremost scientific research institution providing post graduate education in the country today. This institute will be celebrating its centenary celebration very soon. This institution as envisaged by Swami Vivekananda dreamt, has one of the best material science labs, providing the best of research results for development and production of material for various R&D labs and industries. Also Indian Institute of Science is a world class institution carryout research in various areas such as physics, aerospace technology, knowledge products, bio-science and bio-technology. This is one institution where research in convergence of technology like bio-technology, information technology and nano-technology has been given strong thrust. The results will have tremendous influence in improving the solar cell efficiency and drug delivery systems for healthcare. IISc is also a partner in Space, Defence, aeronautics and bio-technology missions. You can see how the vision of Jamsetji TATA and Swami Vivekananda has enable creation and nurturing of a great research and teaching institute.

Management leadership for the billions
The Indian management professionals coming out of various reputed institutions including yours have become internationally famous. They serve many Indian and multinational corporate houses. The question however is whether that is adequate for realizing the goals of India 2020? Can MBAs coming out of Bhopal School of Social Sciences and other institutions provide managerial leadership for the billion people of India? I am sure all of you will agree with me, that Indian mission can be achieved only by the synergy and team work of private sector, public sector, state and central governments, NGOs and all the citizens. How can creative leadership be generated to address the needs of all the segments of the society?
In this context, let me describe my visualization of the distinctive profile of India by 2020.
Distinctive Profile of India by 2020
1. A Nation where the rural and urban divide has reduced to a thin line.

2. A Nation where there is an equitable distribution and adequate access to energy and quality water.

3. A Nation where agriculture, industry and service sector work together in symphony.


4. A Nation where education with value system is not denied to any meritorious candidates because of societal or economic discrimination.

5. A Nation, which is the best destination for the most talented scholars,
scientists, and investors.

6. A Nation where the best of health care is available to all.


7. A Nation where the governance is responsive, transparent and corruption free.

8. A Nation where poverty has been totally eradicated, illiteracy removed and crimes against women and children are absent and none in the society feels alienated.

9. A Nation that is prosperous, healthy, secure, devoid of terrorism, peaceful and happy and continues with a sustainable growth path.

10. A Nation that is one of the best places to live in and is proud of its leadership.

Integrated Action for developed India


To achieve the distinctive profile of India, we have the mission of transforming India into a developed nation. We have identified five areas where India has a core competence for integrated action:

(1) Agriculture and food processing

(2) Reliable and Quality Electric power, Surface transport and Infrastructure for all parts of the country.

(3) Education and Healthcare

(4) Information and Communication Technology

(5) Self-reliance in critical technologies.

These five areas are closely inter-related and if progressed in a coordinated way, will lead to food, economic and national security. The major mission is the development of infrastructure for bringing rural prosperity are through Provision of Urban Amenities in Rural Areas (PURA) through creation of three connectivities namely physical, electronic, knowledge leading to economic connectivity. The number of PURA for the whole country is estimated to be 7000. Educational institutions can participate in evolving road map for development of PURAs in their region.

I have come across such example: in Periyar PURA at Vallam in Tamil Nadu, where students and teachers of Periyar Maniammai College of Engineering and Technology are working in the planning and development of a cluster of sixty five villages involving one lakh population. I am happy that the members of Bhopal School of Social Sciences is working on rural development program in Sohan Kheda a tribal village, Fatehpur and Sehatganj through educational and sanitation support. I would suggest that the 1500 members of the college can be deployed in project work for developing a full fledged PURA covering a cluster of 30 to 40 villages with a population of one lakh on the model of Periyar PURA. They should have an objective of realizing valued added employment for all employable people leading to doubling the per capita income of the villagers in three years time, realizing 100% literacy, Pakka houses for every family with sanitation facility, clean drinking water for all and affordable quality healthcare for all.

In order to achieve the goals of Vision 2020 from the present ambiance, we need a measurement tool, which can guide us in our inclusive growth path. This can be done by a comprehensive measure called National Prosperity Index which I would like to discuss.

National Prosperity Index

While we are happy that our economy is in the ascent phase and our GDP is growing at nearly 9% per annum, it is evident that economic growth is not fully reflected in the quality of life of a large number of people, particularly in rural areas and even in urban areas. Hence, we have evolved what is called a National Prosperity Index (NPI) which is a summation of (a) Annual growth rate of GDP; plus (b) improvement in quality of life of the people, particularly those living below the poverty line plus (c) the adoption of a value system derived from our civilizational heritage in every walk of life which is unique to India. That is NPI=a+b+c. Particularly,
"b is a function of availability of housing, good water, nutrition, proper sanitation, quality education, quality healthcare and employment potential. c is a function of promoting the joint family system, creation of a spirit of working together, leading a righteous way of life, removing social inequities, and above all promoting a conflict free, harmonious society. This will be indicated by peace in families and communities, reduction in corruption index, reduction in court cases, elimination of violence against children and women and communal tensions. There should also be progressive reduction in the number of people living below the poverty line leading to its becoming near zero by 2020. All our efforts in improving the national economic performance should be guided by the measured National Prosperity Index of the nation at any point of time.

Now, I would like to discuss with you the linkage between national economic development and creative leadership:

* A nation's Economic development is powered by competitiveness.
* Competitiveness is powered by knowledge power.
* Knowledge power is powered by Technology and innovation.
* Technology and innovation is powered by resource investment.
* Resource investment is powered by revenue and return on Investment.
* Revenue is powered by Volume and repeat sales through customer loyalty.
* Customer loyalty is powered by Quality and value of products.
* Quality and value of products is powered by Employee Productivity and innovation.
* Employee Productivity is powered by Employee Loyalty, employee satisfaction and working environment.
* Working Environment is powered by management stewardship and sound project management.
* Management stewardship is powered by Creative leadership.

For success in all your missions you have to become creative leaders. Creative leadership means exercising the vision to change the traditional role from the commander to the coach, manager to mentor, from director to delegator and from one who demands respect to one who facilitates self-respect. For a prosperous and developed India, the important thrust will be on the generation of a number of creative leaders from our educational institution. I am sure the Bhopal School of Social Sciences will generate many creative leaders who will make an impact in the process of development in Madhya Pradesh and the country.

উপদেষ্টারা ব্যর্থ, টিম লিডার কি সফল

উপদেষ্টারা পদত্যাগ করেছেনÑ এটা এখন আর খবর নয়। খবর হচ্ছে, কেন তারা পদত্যাগ করলেন। কি তাদের অপরাধ। এটা তো জানার অধিকার রয়েছে জনগণের। তাছাড়া মুখ্য প্রশ্ন হচ্ছে, উপদেষ্টাদের পদত্যাগ করার কথা প্রধান উপদেষ্টা কি বলতে পারেন? আমরা যদি সংবিধান মানি, আমরা যদি নিয়মকানুন মানিÑ তাহলে উপদেষ্টাদের পদত্যাগ করার কথা বলার কোন অধিকার নেই বিশ্বব্যাংকের সাবেক কর্মকর্তা তত্ত্বাবধায়ক সরকারের প্রধান ড. ফখরুদ্দীন আহমদের। কেবলমাত্র প্রেসিডেন্ট ড. ইয়াজউদ্দিন আহম্মেদই এখতিয়ার রাখেন।

বাংলাদেশ ব্যাংকের গভর্নর না হলে হয়তো ফখরুদ্দীন আহমদ রাষ্ট্রের এই গুরুত্বপূর্ণ দায়িত্ব পেতেন না। গভর্নর হওয়ার কথা ছিল বর্তমান প্রধান নির্বাচন কমিশনার ড. শামসুল হুদার। নীতিনির্ধারকদের কেউ কেউ আপত্তি তুললে সাইফুর রহমান সাহেব সিদ্ধান্ত পরিবর্তন করেন। তখনও ড. ফখরুদ্দীন আহমদ ওয়াশিংটনে। ঘন ঘন যোগাযোগ রাখছেন সাবেক অর্থমন্ত্রী এম সাইফুর রহমানের সঙ্গে। বিকল্প প্রস্তাব হিসেবে ড. ফখরুদ্দীন আহমদের নাম বিবেচনায় আসে। সাইফুর রহমান এক পর্যায়ে তাকেই মনোনীত করে সামারি পাঠান প্রধানমন্ত্রী বেগম খালেদা জিয়ার কাছে। এরপর নিজেই ফোন করে ফখরুদ্দীন আহমদকে অতিসত্বর দেশে চলে আসার পরামর্শ দেন। তিন দিন পর দেশে আসেন ফখরুদ্দীন। এরপর দায়িত্ব নেন গভর্নরের। পাক্কা দুই মাস সাইফুর রহমান বাংলাদেশ ব্যাংকের যাবতীয় কর্মকাণ্ড নিবিড়ভাবে পর্যবেক্ষণ করেন। কারণ ফখরুদ্দীন আহমদের কাছে বিষয়টি ছিল সম্পূর্ণ অজানা। যা-ই হোক, গভর্নরের দায়িত্ব পালন শেষে পরে পিকেএসএফ-এর দায়িত্ব নেন। এই যখন অবস্থা তখনই ওয়ান-ইলেভেনের ঐতিহাসিক পরিবর্তন ঘটে যায়। কাকে করা হবে প্রধান উপদেষ্টা? বঙ্গভবনে বসেই পর্দার আড়ালের নীতিনির্ধারকরা ছুটে যান নোবেল বিজয়ী প্রফেসর ইউনূসের বাসায়। তাদের একান্ত ইচ্ছা, তাকে এ পদে আসীন করা। প্রায় দু'ঘণ্টা কথা চললো। ইউনুস কিছুতেই রাজি নন। তার ব্যস্ততার কথা জানালেন। বললেন, তাকে অনেকগুলো বক্তৃতা করতে হবে দেশে এবং বিদেশে। এ জন্য সময় দেয়া সম্ভব নয়। তবে তিনি তাদের পরামর্শ দেন। বলেন, আমি পারলাম না তাতে কি? আমার বন্ধু ড. ফখরুদ্দীন আহমদকে আপনারা বলে দেখতে পারেন। সে খুব ভাল চয়েস হবে। ইউনূস সাহেবের অবশ্য নজর ছিল প্রেসিডেন্ট হওয়ার। উপায়ান্তর না দেখে নীতিনির্ধারকরা ফখরুদ্দীন আহমদের সঙ্গে দেখা করতে গেলেন রাতেই। এর আগে প্রফেসর ইউনূস বন্ধুর সঙ্গে কথা বলে ফেলেছেন। নীতিনির্ধারকদের সঙ্গে কথা হলো প্রায় দু'ঘণ্টা। রাজি হলেন ড. ফখরুদ্দীন আহমদ। নীতিনির্ধারকরা তখনও জানতেন না কেমন করবেন ড. ফখরুদ্দীন।

একের পর এক সঙ্কটে পড়ছে সরকার। জনবিচ্ছিন্নতার দিকে ছুটে চলেছে। প্রশাসনে গতি নেই। ব্যবসা-বাণিজ্য স্থবির। ঋণে ডুবে যাচ্ছে সরকার। কিন্তু নির্বিকার ড. আহমদ। সব দোষ উপদেষ্টাদের ওপর চাপিয়ে নিজে ক্লিন থাকার চেষ্টা করছেন। শিক্ষা ও সংস্কৃতি উপদেষ্টা ড. আইয়ুব কাদরী বিদায় নিলেন পুরাকীর্তি ইস্যুতে। ফ্রান্সের গিমে জাদুঘরে পুরাকীর্তি যাবে এই সিদ্ধান্ত কি সংস্কৃতি উপদেষ্টা এককভাবে নিয়েছিলেন? এই সিদ্ধান্ত হয়েছিল উপদেষ্টা পরিষদের বৈঠকে। একা সংস্কৃতি উপদেষ্টা বিদায় নেবেন কেন? প্রধান উপদেষ্টার কি এখানে কোন দায়িত্বই নেই? বলা হচ্ছে, সংস্কৃতি উপদেষ্টা চুরি ঠেকাতে পারেননি। এটা কি উপদেষ্টার কাজ? বিমানবন্দর হচ্ছে অত্যন্ত স্পর্শকাতর ও নিয়ন্ত্রিত এলাকা। জনসাধারণের প্রবেশও নিষেধ। আইন প্রয়োগকারী সংস্থার চোখের ডগায় কিভাবে চুরি হলো?

এরপর একযোগে চারজন উপদেষ্টাকে পদত্যাগ করতে বলা হলো। তারা তাৎক্ষণিকভাবে পদত্যাগ করলেন। পুলিশ সপ্তাহের অনুষ্ঠানে উপদেষ্টারা হাজির ছিলেন। এক ঘণ্টার মধ্যে এমন কি ঘটলো তাদেরকে পদত্যাগ করতে বলতে হবে? রাষ্ট্রীয় অনুষ্ঠানে উপদেষ্টারা খোশ মেজাজেই ছিলেন। তিন বাহিনীর প্রধানগণ ছাড়াও সশস্ত্র বাহিনী বিভাগের প্রিন্সিপাল স্টাফ অফিসারও সেখানে উপস্থিত। উপদেষ্টারা পদত্যাগ করতেই পারেন। তাদেরকে পদত্যাগ করার কথা বলা যেতে পারে। তাই বলে একদম সময় দেয়া যাবে নাÑ একি কথা! তারা তো তাদের কাজ গুছিয়ে যথাযথভাবে বিদায় নিতে পারতেন। সেটাই হতো শোভনীয়। কিন্তু এভাবে টার্মিনেট করা হলে ভবিষ্যতে উপদেষ্টা হতে কেউ এগিয়ে না-ও আসতে পারেন। মনে করা প্রয়োজন, এই ব্যক্তিত্বদের কেউই ধরনা দিয়ে উপদেষ্টা হননি। তাদেরকে ডেকে আনা হয়েছিল। তাছাড়া প্রশ্ন উঠেছে আরও। দেশের অর্থনীতি ভেঙে পড়েছে। জাতীয় প্রবৃদ্ধি নিম্নমুখী। এক ভাগ প্রবৃদ্ধি কমলে রাষ্ট্রের ১৫ হাজার কোটি টাকার ক্ষতি হয়। গত ১৫ বছরেও ১৫ হাজার কোটি টাকার দুর্নীতি হয়েছেÑ এর তো কোন দালিলিক প্রমাণ নেই। সাধারণ মানুষের ক্রয়ক্ষমতার বাইরে চলে গেছে নিত্যপণ্য। চালের দাম আকাশ ছুঁয়েছে। মানুষ বাঁচার তাগিদে খাদ্যাভ্যাসও পরিবর্তন করতে পারছে না। কারণ চালের চেয়ে আটার দাম বেশি। ড. ফখরুদ্দীন সরকারের বোধ করি এটাই অন্যতম বৈশিষ্ট্য। অর্থনীতিতে সব সূচক নিচের দিকে। বিগত ৩৬ বছরে এমনটা হয়নি। এ রকম এক অবস্থায় অর্থ উপদেষ্টা মীর্জা আজিজুল ইসলাম দায় এড়াবেন কি করে? সবাই জানে, মীর্জা সাহেব প্রধান উপদেষ্টার জানি দোস্ত। এ কারণে তাকে প্রটেকশন দিয়ে চলছেন তিনি। অথচ উপদেষ্টাদের বাদ দেয়ার তালিকায় অর্থ উপদেষ্টার নাম ছিল শীর্ষে, গোয়েন্দা প্রতিবেদনে।[/sb

এই সরকার রাজনৈতিক নয়। তবে রাজনীতিকদের মধ্যেকার অবিশ্বাস, ভুল বোঝাবুঝি ও অনৈক্যের ফসল হচ্ছে অ™ভুত ধরনের এই সরকার। রাজনীতিবিদেরা এখন হাড়ে হাড়ে টের পাচ্ছেন সেদিন তারা কি ভুলই না করেছিলেন। সরকার রাজনৈতিক না হলেও রাজনীতিবিদদের সঙ্গে সম্পর্ক গড়ার কথা এই সরকারের। এক বছর পার হয়ে গেল, ড. ফখরুদ্দীন রাজনীতিবিদদের সঙ্গে একটি বারের মতো কথা বললেন না। বরং বক্তৃতা-বিবৃতিতে একতরফা দোষারোপই করে যাচ্ছেন। রাজনৈতিক কোন দিকনির্দেশনা তিনি দিতে পারেননি। রাজনৈতিক সংস্কারও হলো না। অর্থনৈতিক দিকনির্দেশনাই বা কি দিয়েছেন? নিজের ব্যর্থতা ঢাকার চেষ্টা করেছেন পাঁচ উপদেষ্টাকে পদত্যাগ করতে বলে। প্রেসিডেন্ট ইয়াজউদ্দিন যেমনটা করেছিলেন। তত্ত্বাবধায়ক সরকারের কাজ হচ্ছে একটি অবাধ ও নিরপেক্ষ নির্বাচন করা। সে পথে কি সরকার যাচ্ছে? কেন মানুষের মনে নির্বাচন নিয়ে সংশয়। উপদেষ্টা ব্যারিস্টার মইনুল হোসেন যখন কথা বলতেন তখন মনে হতো তিনিই সরকারপ্রধান। তার কথাবার্তায় সরকার যে অপ্রিয় হয়ে উঠছে, মানুষের যে রাগ বাড়ছেÑ তা কি সরকারপ্রধানের নজরে পড়েনি? তিনি কি একবারও ডেকে ব্যারিস্টার হোসেনকে নিবৃত্ত হতে বলেছেন যে, মি. উপদেষ্টা, আপনি সীমা লঙ্ঘন করে জনগণকে নিয়ে খেলা করছেন। রাজনীতিবিদদের অপমান করছেন। এটা দেশ ও জাতির জন্য কল্যাণকর হবে না। অবাধ স্বাধীনতা পেয়েছিলেন ব্যারিস্টার হোসেন। মার্কিন লেখক অ্যালান কেইজের বিখ্যাত উক্তি হচ্ছে, 'স্বাধীনতা মানে সীমাহীন লাইসেন্স নয়, সীমাহীন পছন্দের সম্ভাবনা কিংবা অসীম সুযোগও নয়। স্বাধীনতা প্রথমত একটি দায়িত্ব, ঈশ্বরের কাছে, যার কাছ থেকে আমরা এসেছি।'

খাদ্য উপদেষ্টা তপন চৌধুরী শুধু সরকারের বারোটা বাজাননিÑ মধ্যবিত্তের বেঁচে থাকার ওপর চ্যালেঞ্জ ছুড়ে দিয়েছেন। তিনি ওই মন্তব্যের জন্য ক্ষমা চাননি, দুঃখও প্রকাশ করেননি। এই যখন অবস্থা তখন টিম লিডার হিসেবে কি প্রধান উপদেষ্টার কোন দায়িত্বই নেই? নিজের ক্লিন ইমেজ রেখে সরকারকে বিপদের মুখে ঠেলে দেয়ার মধ্যে কি কোন আনন্দ আছে? আমরা খেলার মাঠে কি দেখি? টিম হারলে ম্যানেজার মুহূর্তের মধ্যে পদত্যাগ করেন। ম্যানেজার মনে করেন এটা তার ব্যর্থতা। দেশে দেশে রাজনৈতিক ক্ষেত্রেও এমনটা দেখা যায়। বাংলাদেশ কি এর বাইরে?
