CIA used Swiss to thwart foreign nuclear programs: report

A man crosses the lobby of the Central Intelligence Agency headquarters in Langley, Virginia

WASHINGTON (AFP) — The CIA recruited a family of Swiss engineers to help it thwart the Libyan and Iranian nuclear programs as well as an underground supply network of Pakistani nuclear scientist Abdul Qadeer Khan, The New York Times reported on its website late Sunday.

The US Central Intelligence Agency recruited a family of Swiss engineers to help it thwart the Libyan and Iranian nuclear programs as well as an underground supply network of Pakistani nuclear scientist Abdul Qadeer Khan, The New York Times reported on its website late Sunday.

The newspaper said the operation involved Friedrich Tinner and his two sons, who have been accused in Switzerland of dealing with rogue nations seeking nuclear equipment and expertise.

But the case has been hampered by the destruction of relevant documents, which was done, according to Swiss officials, to prevent their falling into terrorist hands.

But The Times said the real reason for the destruction was pressure from the CIA, which feared that its ties with the Tinners would be exposed.

Over four years, the CIA paid the Tinners 10 million dollars, some of which was delivered to them in a suitcase stuffed with cash, said the report, citing unnamed officials.

In return, said the paper, the engineers delivered a flow of secret information that helped end Libya's nuclear weapons program, reveal Iran's atomic efforts and undo Khan's nuclear supply network.

The Tinners also played an important role in a clandestine American operation to funnel sabotaged nuclear equipment to Libya and Iran, according to The Times.

Friedrich Tinner began working with Khan in the mid-1970s, using his expertise in vacuum technology to help Khan develop atomic centrifuges, the report said.

But in 2000, the CIA recruited his son, Urs Tinner, who eventually persuaded his father and younger brother to join him as moles.

As part of their services, the Swiss engineers helped the CIA sabotage atomic gear bound for Libya and Iran, the report said.

In 2003 and 2004, inspectors from the International Atomic Energy Agency discovered vacuum pumps delivered to Iran and Libya that had been damaged cleverly so that they looked perfectly fine but failed to operate properly, according to The Times.

They traced the defective parts from Pfeiffer Vacuum in Germany to the Los Alamos National Laboratory in the US state of New Mexico.

Russia's decisive response to Saakashvili's war may have temporarily reaffirmed its military readiness.

By Ramzy Baroud

Just as the world's attention was focussed on China's Beijing Olympics, Georgian President Mikheil Saakashvili, on 7 August, invaded the tiny breakaway province of South Ossetia. The initial attack on the South Ossetian capital, Tskninvali, soon extended to an all out war, which eventually invited Russia's wrath, and the death of thousands of innocent civilians on both sides.

Prior to Saakashvili's war, little was known about the political specifics of that area and the brewing decades-long territorial disputes which date back to the early 20th century, highlighted during an intense civil war that followed the break-up of the Soviet Union and its satellite states.

Georgia's successful secession from the Soviet grip, understandably, inspired independence fervour in ethnic regions within Georgia. The small region of South Ossetia -- majority ethnic Russians and minority Georgians -- sought to join the North Ossetian province, which remained part of Russia. Another region was Abkhazia, whose protracted fight with the central Georgian government has also provoked much violence.

The fact that South Ossetia belongs to Georgia was hardly contested. Even Russia has long recognised Georgian sovereignty in that region. Russia, nonetheless, remained largely involved in South Ossetia -- mostly as a "peacekeeping force", rationalising such involvement as essential for the national security of the country and the safety of its citizens. Most South Ossentians -- like Abkhazians -- hold Russian citizenship.

But setting such rationale aside, the fact is that South Ossetia is an important component in Russian foreign policy, and particularly its policy and attitude towards former Soviet republics and satellite states in Eastern Europe. Since the collapse of the Soviet Union, the Cold War was transformed into a political scramble: the U.S. and NATO expanded their boundaries of influence and territorial outreach, while Russia struggled to maintain a level of influence and halt the encroachment of the US-led NATO.

Georgia, situated strategically between Russia, the Black Sea, Turkey and Iran, deserved due attention. The U.S. became keenly interested in ensuring the inclusion of Georgia into its sphere of influence. Through dedicated efforts, a pro-Western leader, Saakashvili, came to power through a highly televised "Rose Revolution".

While the integrity of the elections that followed and the role of the CIA in concocting and ensuring the success of the "revolution" are still intensely debated, the fact is Georgia fell into a new sphere of influence. Saakashvili is a man desperate for European-U.S. validation. He too sought NATO membership and heedlessly invited Israeli military "specialists" to modernise his country's armed forces in anticipation of a battle with Russia.

Evidently, Georgia's leader knew well that a victory against Russia was unattainable. By embarking on a war against a tiny province, because, as he claimed, he ran out of patience, Saakashvili was following a script that was hardly of his own writing. The logic behind the war was to test Russia's resolve, and the readiness of its newest president, Dmitri Medvedev.

A hesitant Russian response would be taken as another sign of weakness or lack of political and military decisiveness in Moscow, which might also inspire more such experiments. Too harsh a response could also be decried as "genocide" and war crimes and could be exploited to compel Russia's weaker neighbours to seek the protection of NATO.

This is what indeed transpired since Russia called off military actions 13 August.

First, leaders of pro-U.S. countries in the region -- namely, Poland, Ukraine and the Baltic states of Lithuania, Estonia and Latvia -- attended a rally in support of Georgia's Saakashvili on 14 August in Tbilisi.

The televised event was accompanied by a flood of experts pedalling Russia's evil intents to the world media while promoting a larger U.S. role to ensure the independence of these nations and to preserve their fragile democracies. "They're all seriously worried that it's Georgia today and one of them tomorrow," surmised Krzysztof Bobinski, director of the Warsaw-based Unia & Polska Foundation.

Second, the Russian response to Georgia's war in South Ossetia has resulted in a remarkable breakthrough in negotiations between the US and East European countries regarding the Bush administration's plans for a new missile defence shield.

On 14 August, "Poland and the U.S. signed a deal to build a controversial missile defence shield in Eastern Europe," reported the British Telegraph newspaper. "The agreement highlights how Russia's invasion of Georgia has prompted a swift reappraisal of the region's security and alliances. The U.S. and Poland have been talking about the missile shield for a year but rushed to cement their alliance in the wake of this week's conflict."

It's rather interesting how a controversial and unpopular plan that has raised the ire of the Polish people -- 70 per cent of the country is against it -- was overcome within days of war and is now embraced as a necessary deterrent. One cannot help but question the relationship between the decision to invade South Ossetia, which was certain to compel some Russian response, and the rush to embrace Bush's military designs in that region.

The plan to place missiles in Poland seemed like a resounding failure as late as last month when US Secretary of State Condoleezza Rice "tried and failed just before leaving for Europe on Monday [7 July] to seal a deal to place missiles in Poland, the State Department said," according to CNN.

Now Poland is all for it. It return, Poland would receive U.S. assistance in overhauling its military, reminiscent of the Israeli-U.S. efforts in aiding Georgia's military, which emboldened the latter to pursue war with Russia.

While Russia's decisive response to Saakashvili's war may have temporarily reaffirmed Russia's military readiness, it has already provided the needed justification for greater US-NATO intervention in Georgia, Poland, the Czech Republic and elsewhere.

That U.S. presence might be welcomed by the unnerved "democratic" leaders of these states but it will pique the fury of Russia, whose political radars are intercepting the Bush administration's every move in the region with great alarm.

The ceasefire between Russia and Georgia, achieved through French mediation, will hardly be the end of the new Cold War underway in an area too accustomed to cold wars.

The fact is that Russia will fight to break away from the pro- U.S. ring of former Soviet states that promise to undermine its influence in a Eurasia, and the U.S. will do its utmost to maintain a level of tension, if not hostilities in the region, for without it neither a missile shield nor the 270 billion barrels of oil in the Caspian basin can be brought within Washington's reach.

[chottala.com] Bangabandu is our father of the nation or its biological father(architect) Only

Dear all,
We could not solve this problem.. We should not bring him down from his position or should not lift him up from his actual position.  If we  are really honest  by heart and if we accept logic,  we may find a solution of this problem. Please find an article describing father and biological father. You may find some food for thought from  following article.

[chottala.com] Some food for thought-'I AM A COMPETE NEUTRAL PERSON'

Mr Abul:

Your food for thought does not really make sense by citing the examples you have provided. In economics terms, the price of rice in 1972 vs 1975 does not really matter.

Any progress of the society is judged by people's buying competency (considering inflation, global impact), not by the price!

A progress also measured by the social justice, social development index, employment rate, law and order etc.

There is a major policy difference between Mujib's policy comparing Zia's. Zia was more geared to progress the country for economical benefit, thus BNP.

Mujib was more interested to have an absolute power and was more of a idological bufoon, socialism was his mantra.

Mujib was a great leader, Zia was a great visionary.

I adore Mujib, but I dislike his governance and abuse of power.

Lets accept the differences!

Bhai Mohd. Haque,

Assalamualaikum and thanks for your great thoughts.

By NEUTRALITY what I mean is, I am not biased to any political party in BD.  All of them have done some good and bad things, in fact I have a mixed feeling about all of them.

I did some research about 72~75 Government and found the following data (that I shared in my e-mail bellow).  This was done in a completely professional manner (NOT for political reasons).  The problem is some people reacted to this e-mail very personally (I am not sure about their political stand, but seems like they are pro BNP, Jamaat).

The reason I shared this data is as follows, if anybody can show me that this data is false or there is any thing else that I should take a look into, I will be more than happy to accept that.  But none of the opponents of this e-mail show ANY number/logic, they just procrastinated by name calling !!!

Can't we go beyond our political bias just for once and think logically??? ?

Thanks and best regards.

Now a days people, with pride perhaps, like to attach their own testimony that 'he is a completely neutral person'. This should have been the result of the utter failure of our leaders and many, cunningly trying to disassociate themselves with their (leader's) political myth and fantasy. But testifying this is a utter lie.

The environment we live in and the culture that is being made into our mindset, none of us can practically disconnect from the streams that flows through.

You should be proud of being a supporter of AL, BNP, Jamaat, JP or even Sarbahara. We all are different, that is only natural. Bhashani, Sheikh Mujib, Ziaur Rahman, Siraj Sikdar, Abdul Haq, Amol Sen, for your own reason you can support any of them and dream of a Bangladesh of your making through your mentor's philosophy. They are all Bangladeshi, sons of the soil.

Beside their good works and wisdom, being a human they had their limitation too and made many mistakes. Their good works gave us hope and their bad works or wrong decisions made us to suffer. What is needed as an independent person (and I strongly urge you to be independent( not neutral), that is being yourself) you should not support the wrongs of your leader; however, that is the mistakes we all are doing. We are loosing our beings and submitting ourselves.

Back of your mind what you nourish is well being of our people- people of Bangladesh and that is why you will stand against the wrong decisions that goes against the general well being. And that is only good and good for our people. Often you may not be successful in your stand but be proud of yourself being a supporter of Mujib, Zia or any one else. But do not loose your esteem, your own sovereignty.

Hello Everybody,

Today is National Mourning Day.  One of the worst assassinations of human history happened this day in 1975.  Let's take a moment to pray for the souls who died on this day.

Here are some food for thought:

1.  Salt was 80 taka/kg in '74, but when Bongobondhu was killed it was 2 taka/kg

2.  Per capita international  loan in '75 was ~ 950/= and 5,000/= during Ziaur Rahman and currently it's sky high

3.  National GDP rate was 7% in '75 which was NEVER achieved later. So why was Bongobondhu killed in '75 ???????  Why NOT in '74 or in '73 or in '72 ?????  Can anybody answer ???

Thanks and best regards.

Dear Mr. Sohail Tajul Islam,

Mentioning about Neo Razakers why you are trying to show too much gratitude to India for their helpful activities in 1971. Needless to say we the Bangladeshi people are always very much grateful to them as they came forward to help us during our liberation war with the Pakistani army junta. But that does not mean we should do too much Bharat pooja and that is what they want by reminding us from time to time about their help rendered to us during our fight with Pakistan. We came out of the Pakistani occupation after sacrificing the lives of our three millions of people not to woship India. Our present Bangladesh that is previous East Pakistan if would not be within Pakistan in 1947, we would never think of Bangladesh, it would be another Kashmir. India came forward only because they wanted to take revenge from their longstanding enemy Pakistan with whom they fought three wars since 1947.

If in the mind of Indian people, the idea about us as ungrateful it is their another misconceptions. We are grateful to them all the times but they should also be a little bit grateful  to us and vice versa. It is because of our freedom fighters, they got the chance and took the full advantage of our fighting with Pakistan. They were able to defeat Pakistan absolutly with our co-operation.

Thanks God we are now living in an independant Bangladesh a separate homeland for our Bengali speaking people not like Kashmir or like West Bengal Dadababus under the occupation and repression of India.

Over the last few months I have been observing the increasingly
monotonous promotion of the book `The India Doctrine' by the infamous
Barrister MBI Munshi. His supporters and the books promoters are
easily identified and include Isha Khan, Zoglul Hossain and Moin
Ansari (a Pakistani national residing in New York). These are all
well-known and renowned anti-Indians who at every opportunity spout
venom at our big neighbour and try to create a hostile and militant
attitude to New Delhi. If the opinions of these few individuals were
kept within this small coterie there would not be much concern but the
ideas and perspectives found in The India Doctrine appear to be
spreading. If one reads the recent write-ups and speeches of such
public intellectuals like Farhad Mazar, Mahmudur Rahman, Prof.
Mahbubullah, Prof. Ataur Rahman, Shah Abdul Hannan and the anti-Indian
stance of the BNP-Jamaat neo-Razakars you will see the adoption of the
ideas contained in The India Doctrine. Similarly, several newspapers,
magazines and journals such as the Naya Diganta, Sangram, Dinkal, New
Age, Bangladesh Defence Journal, The Financial Express, PROBE, The
Bangladesh Today and The New Nation have also been sponsoring or
highlighting this new anti-Indian agenda.

After much irritating and incessant publicity surrounding this book I
decided to purchase a copy from The Bookworm near Jahangir Gate. This
is the only bookstore in Dhaka that actually sells the book. For those
who support the ideals of the Liberation War and the sacrifices made
by the people of Bangladesh one can only be repulsed by its contents.
The book does not even leave Bangabandhu Sheikh Mujibur Rahman
untouched by its scurrilous and repulsive innuendoes and second rate
theorizing about a supposed and fantastic Akhand Bharat being
allegedly pursued by Indian policy-makers since partition in 1947.
What Barrister MBI Munshi does not discuss is the sacrifices that were
made by India for the independence of Bangladesh. Barrister Munshi
manages to disingenuously twist history to make India appear as the
villain and not the murderous Pakistan army that raped and killed
unarmed civilians in the erstwhile East Pakistan.

What is particularly aggravating is that none of the so-called
defenders of our freedoms and secular ideals has come forward to
contradict the objectives and ideas of the book. This is extremely
dangerous as the anti-Indian tilt now appearing in Bangladesh could
have very unfortunate consequences for the country. If New Delhi views
its small neighbour as becoming hostile to its friendly overtures it
could turn the screws and make things difficult for Bangladesh.
Already many in India view Bangladesh as ungrateful. The secular
intellectuals of Bangladesh must come forward and warn of the dangers
of following the ideas contained in The India Doctrine.

The book essentially promotes an intellectual blueprint for
instability and reversal of the secular gains made in 1971 which
ultimately trashed the concept of the Two Nation Theory but which is
still oddly propounded in Pakistan. After 1971, Pakistanis should have
come to realize that the misguided ideals of the Two Nation Theory are
no longer relevant - the creation of Bangladesh proves that point.
Unfortunately the neo-Razakars in Bangladesh still passionately hold
to this concept of the Two Nation Theory. The India Doctrine
superficially provides them with an argument but it is indeed a weak
foundation. The dream of India's disintegration (an implication made
in the book) is just that – a dream. Instead we are seeing Pakistan on
the verge of political collapse and Bangladesh with an uncertain
future. It is without doubt India that will emerge as the regional
superpower and elites in Pakistan and Bangladesh better come to
recognize that reality or both countries will suffer the consequences.
Both Pakistan and Bangladesh are too weak and internally divided to
pose a threat to India's rise so why fosters dreams based on an
ill-conceived religious division which has done more harm than good.
The meaning of Islam is submission so both countries should gracefully
submit!

[chottala.com] 'Kashmiris Not Necessarily For Pak' -Mirwaiz Umer Farooq [Hurriyat Conference]

'Kashmiris Not Necessarily For Pak'

INTERVIEW
'Kashmiris Not Necessarily For Pak'
'There is a feeling that Pakistan has lost interest in Kashmir ... that PTV or the Pakistan media is not covering the events in Kashmir prominently' ......
Saba Naqvi interviews Mirwaiz Umer Farooq
Mirwaiz Umer Farooq, 35, heads a faction of the Hurriyat Conference and is one of the key leaders in the Valley that New Delhi can talk to. As the Mirwaiz or chief priest, he has great influence in Kashmir. Besides his religious and popular clout, he is a reasonable man who has tried to engage in dialogue with the Centre in the past. He spoke to Saba Naqvi. Excerpts:

How would you like to see New Delhi manage the situation?

There seems to be no policy in New Delhi. You are right—they want to manage and not address the situation. India is a responsible power and now, with the US nuclear deal, it is seen as a big power.

People here are disappointed with what has become of the political system in Pakistan.
But with power you also have responsibility. You can't shun responsibility on an issue like Kashmir. It is so sad that Kashmir is judged by people in India from a Pakistan perspective.

Has there been any attempt at a solution from the Manmohan Singh government?

This government has done nothing. The Vajpayee government was keen to move forward. Vajpayee had a personal sort of interest in trying to see that there is movement in the (peace) process. With the Congress the problem is that they still have a colonial bent of mind. They only see Kashmir as a live issue when a bomb goes off or people die in firing. And now that elections are due in India, parties there are trying to play politics in the name of Kashmir. The BJP in the name of religion and Congress in the name of national security.

Are you pro-Pakistan? Many slogans raised (in the rallies and protest marches) were for Pakistan and an Islamic state.

Please look at the mood of the people. When someone on the street here says Pakistan or Nizam-e-Mustafa, what are they trying to convey? What he (the Kashmiri) is saying is that he rejects the present system. This does not necessarily mean he would choose Pakistan. People here know what has been happening within Pakistan. They are disappointed in what has become of the political system there. There is also a feeling that Pakistan has lost interest in Kashmir. Some people come and complain to me that PTV or the Pakistan media is not covering the events in Kashmir prominently.

Many slogans are also raised in support of a militant group like the Lashkar...

(Laughs) This is to agitate the Indians. Militancy is not so strong now, though it might be alive. The Lashkar slogan is about a sentiment. It is wrong to say that Kashmir was always about militancy.

Are you scared by the force of this movement?

I am scared in a sense that I know this has to be controlled. The other night, people were on the streets. There were fears that anyone can attack in the dark. A spontaneous movement is at times hard to channel.

How do you respond to Syed Ali Shah Geelani's dramatic proclamation of his own solitary leadership?

This is a mass movement, and plainly not driven by one leader. I don't know what was going through his mind when he made that declaration.

Who is keeping in touch with you from New Delhi?

No one at all. I have only been contacted by the local district collector who came yesterday to talk about the UN march. Of course I will talk if someone comes as doors cannot be closed. No home ministry official, no envoy from Delhi, I promise. Maybe they will now speak to Geelani saab as he has said that he is the single leader of Kashmir (laughs).

Would you have ever considered taking part in an election?

Ultimately, yes. But you can't expect the Hurriyat to go for elections with nothing to offer if none of our demands are met.

Would a dialogue help now?

Manmohan Singh is a nice person, but as a leader he has failed. He has nothing to offer the people of Kashmir. I don't think anything will happen till the general elections are over.
