Dear Sir,
 
I read the article with great interest and would like to comment that we need to really have an ACC that is corruption free of all types. The issues on the Chairman's children taking privilege was really disturbing and must be solved immediately. I find our Chairman to be a good person above corruption and hopefully, he should immediately clear out his good name even if that entails punishing his own children. We want the ACC to shine as the epitome of justice in Bangladesh. Let us all see to it that ACC's image is not tarnished as it is the last bastion of hope for Bangladesh.

দুর্নীতির সঙ্গে সম্পদের একটি সরাসরি সম্পর্ক থাকলেও অসৎ পথে অর্থ উপার্জনই দুর্নীতির একমাত্র মাপকাঠি এই প্রচলিত ধারণার সাথে আমি একেবারেই একমত নই। আমার বিবেচনায় রাষ্ট্রদ্রোহিতা, ক্ষমতার অপব্যবহার এবং স্বজনপ্রীতি দুর্নীতির ব্যারোমিটারে সম্পদ আহরনের তুলনায় অধিকতর নিকৃষ্টমানের দুর্নীতি। রাষ্ট্রদ্রোহিতার প্রসঙ্গটি আজকের কলামের বিষয়বস্তুর সঙ্গে পুরোপুরি সংশ্লিষ্ট নয় বিধায় ভবিষ্যতের জন্যে তুলে রাখছি। তবে, ক্ষমতার অপব্যবহার এবং স্বজনপ্রীতির মাপকাঠিতে সাবেক সেনাপ্রধান লে: জেনারেল (অব) হাসান মশহুদ চৌধুরীর নেতৃত্বাধীন দুদক'র উনিশ মাসের কর্মকা বিশ্লেষণ করা বাংলাদেশের অস্তিত্বের স্বার্থেই প্রয়োজন হয়ে পড়েছে। একটি তত্ত্বাবধায়ক সরকারের সাংবিধানিক বৈধতা একমাত্র নব্বই দিনের মধ্যে জাতীয় সংসদ নির্বাচনের সঙ্গে সংশ্লিষ্ট হলেও ড. ফখরুদ্দীন আহমদের সরকার জন্ম থেকেই তাদের বৈধতা বন্ধক রেখেছে দেশ থেকে দুর্নীতির কথিত মূলোৎপাটন কার্যক্রমের সফলতার কাছে। বিগত উনিশ মাসে ক্ষমতার অপব্যবহার এবং স্বজনপ্রীতি, উভয় বিবেচনাতেই দুদক নিজেই একটি চরম দুর্নীতিগ্রস্ত প্রতিষ্ঠানে পরিণত হয়েছে। এই দুই বৃহৎ অপরাধের সঙ্গে কর্তা ব্যক্তিরা অবৈধ পথে সম্পদ অর্জনের অপরাধও করেছেন কিনা সেটি দেশে ভবিষ্যতে জনগণের সরকার প্রতিষ্ঠিত হলেই কেবলমাত্র আমরা তথ্য-প্রমাণসহ জানতে পারব। তবে হাওয়ায় এই সংক্রান্ত যে সমস্ত গুজব ভেসে বেড়াচ্ছে তাতে প্রতিষ্ঠানটির প্রতি জনগণের আস্থা অতি দ্রুত লোপ পাচ্ছে। অমিত ক্ষমতাবানদের স্মরণে রাখা উচিত যে, বিগত জোট সরকারের আমলে হাওয়া ভবন সংক্রান্ত গুজব জনগণকে যথেষ্ট প্রভাবিত করতে সক্ষম হয়েছিল বলেই আজকে তারা সংবিধান বহির্ভূতভাবে ১৫ কোটি দেশবাসীর ওপর রীতিমত প্রভুত্ব কায়েম করতে সক্ষম হয়েছেন। তবে এটাও সত্যি যে, বর্তমান ক্ষমতাসীনরা বিভিন্ন প্রক্রিয়ায় অধিকাংশ সংবাদ-মাধ্যমকে সফলভাবে নিয়ন্ত্রণে রাখার ফলে প্রচারণা যুদ্ধে তারা পূর্বসূরিদের তুলনায় অনেক এগিয়ে রয়েছেন। ফলে বিগত সরকারের আমলে হাওয়া ভবন সংক্রান্ত সত্য, অর্ধসত্য, অতিরঞ্জিত এবং অসত্য তথ্য যেভাবে প্রতিদিন উদ্দেশ্যপ্রণোদিত সংবাদপত্রের পাতায় পাতায় ভরে থাকত সেই তুলনায় একই সংবাদ মাধ্যম সুশীল(?) সরকারের যাবতীয় অপকর্মের প্রতি অনেক নমনীয় এবং অনুগত। দুর্নীতির মূলোৎপাটন করা হবে কিংবা রাঘব-বোয়াল থেকে চুনোপুঁটি পর্যন্ত ধরে ফেলা হবে অথবা যে যত ক্ষমতাবানই হোক না কেন আইনের ঊর্ধ্বে কেউ নয়, এগুলো নিঃসন্দেহে খুবই চটকদার সে­াগান। সামরিক স্বৈরশাসক কর্তৃক বার বার প্রতারিত হওয়া সত্ত্বেও বাংলাদেশের জনগণ এসব স্লোগান আবার খুব খায়। এই কারণেই অবৈধভাবে ক্ষমতা দখলকারীরা তাদের দুষ্কর্ম জায়েজ করার জন্যে প্রতিবারই এই জাতীয় স্লোগান নিয়েই ক্ষমতার মঞ্চে আবির্ভূত হয়ে থাকে। ১৯৮২ সালের সামরিক অভ্যুত্থানের পর সামরিক স্বৈরশাসক জেনারেল এরশাদও বাংলাদেশে দুর্নীতির বিরুদ্ধে জেহাদ ঘোষণা করেছিলেন এবং ফুলের মত চরিত্রের অধিকারী এই জেনারেল সাহেবের পরবর্তী কর্মকা দেশবাসী জানেন। দুর্নীতিতে আকন্ঠ নিমজ্জিত এবং '৯০-এর গণ অভ্যুত্থানে ক্ষমতাচ্যুত জেনারেল এরশাদের দেখানো পথেই এ যাবৎ বর্তমান ক্ষমতাসীনরা হেঁটেছেন। তবে বিগত ২০ মাসের দুঃশাসনের মাপকাঠিতে এবং মানবতাবহির্ভূত নিষ্ঠুরতা প্রদর্শনে তারা যে গুরু এরশাদকেও হারিয়ে দিয়ে নতুন রেকর্ড সৃষ্টি করেছেন এই সত্যটি সকলকেই মানতে হবে। যাই হোক, তত্ত্বাবধায়ক নামধারী স্বৈর-সরকারের পাঁচ প্রধান ক্ষমতাধরের অন্যতম লে: জেনারেল (অব.) হাসান মশহুদ চৌধুরীর নেতৃত্বে দুদক যে দেশী-বিদেশী প্রভুদের প্রত্যক্ষ নির্দেশে প্রকৃতপক্ষে আইনবহির্ভূত, ফরমায়েসি এবং পক্ষপাতদুষ্ট দুর্নীতি দমন অভিযান পরিচালনা করছে তার প্রমাণ হিসেবে তিনটি কেস স্টাডি আজকের কলামে জনতার আদালতে উপস্থাপন করব। কেস স্টাডি-১ ঃ গ্যাটকো মামলা : দুদক এই মামলাটি ২০০৭ সালের সেপ্টেম্বর মাসের ২ তারিখে তেজগাঁও থানায় দায়ের করে ( এফ আই আর নং ০৫/৬৫৮)। মামলাটির প্রাথমিক তদন্ত প্রতিবেদনে অভিযোগ করা হয় যে, সাবেক প্রধানমন্ত্রী বেগম খালেদা জিয়া ব্যক্তিগতভাবে লাভবান অথবা অন্যদের লাভবান করানোর জন্যে অন্য অভিযুক্তদের সঙ্গে যোগসাজশে ক্ষমতার অপব্যবহার করে গ্যাটকো নামক একটি অনভিজ্ঞ কোম্পানীকে চট্টগ্রাম বন্দর এবং কমলাপুর আইসিডিতে কন্টেইনার হ্যান্ডলিং কাজ প্রদান করেন। এই অপরাধমূলক সিদ্ধান্তের ফলে রাষ্ট্রের নাকি এক হাজার কোটি টাকারও অধিক ক্ষতিসাধন করা হয়েছে। পাঠকবৃন্দের স্মরণে থাকার কথা যে, এই মামলা দায়েরের সূত্র ধরেই প্রায় এক বছর পূর্বে সাবেক প্রধানমন্ত্রী বেগম খালেদা জিয়াকে গ্রেফতার করা হয়। এফ আই আর রুজু করার প্রায় দুই মাস পর গত বছর নবেম্বরের ৩ তারিখে মামলার তদন্তকারী কর্মকর্তা দুদকের উপ পরিচালক মো: জহিরুল হুদা ক্রয় কমিটির সকল সদস্যসহ ৩১ জনকে আসামী করার সুপারিশ সম্বলিত প্রতিবেদন কমিশনের অনুমোদনের জন্যে পেশ করে। পরবর্তীতে চলতি বছরের মে মাসের ৭ তারিখে দুদকের মহাপরিচালক কর্নেল হানিফ ইকবাল আনুষ্ঠানিকভাবে ২৪ জনের বিরুদ্ধে চার্জশিট অনুমোদনের বিষয় সংবাদ মাধ্যমে প্রকাশ করেন। যে সাত জন ভাগ্যবান চার্জশিট থেকে বাদ পড়েন তারা সকলেই সাবেক এবং বর্তমান কর্মরত সরকারি আমলা। ভাগ্যবানদের একজন মি: মানিক লাল সমাদ্দার কথিত সততার পরাকাষ্ঠা সরকারের প্রধান উপদেষ্টার বিশেষ সহকারী হিসেবে প্রতিমন্ত্রীর মর্যাদা ভোগ করছেন। অধিকতর বিস্ময়ের ব্যাপার হলো, সরকারি ক্রয় কমিটির দ্বিতীয় প্রধান ব্যক্তি সাবেক কেবিনেট সচিব সা'দাত হোসেনকে মামলা থেকে অব্যাহতি দেয়া হয়। অথচ ক্রয় কমিটির এজেন্ডা তৈরি, সভার বিবরণ লিপিবদ্ধকরণ, সংশ্লিষ্ট সরকারি ক্রয়ে আইনের কোন ব্যত্যয় ঘটেনি এই সংক্রান্ত অবশ্য পালনীয় হলফনামা প্রদানের দায়িত্ব কেবিনেট সচিবের ওপরই ন্যস্ত থাকে। কাজেই এ জাতীয় কোন মামলা থেকে কেবিনেট সচিব অব্যাহতি পেতে পারেন না যদি না তিনি ঐ ক্রয়ের প্রস্তাবে লিখিতভাবে তার আপত্তি লিপিবদ্ধ করে থাকেন। বিস্ময়ের এখানেই শেষ নয়। বর্তমান সরকারের আমলে পুনর্গঠিত পিএসসি'র চেয়ারম্যানের নামও হচ্ছে ড. সা'দাত হোসেন। পাঠক চমকাবেন না। বিগত জোট সরকারের আমলে রেকর্ডসংখ্যক তিনবার চাকরিতে এক্সটেনশন প্রাপ্ত এবং ২৮ অক্টোবর, ২০০৭ পরবর্তী সময়ে দেশের বিশিষ্ট সুশীলে(?) রূপান্তরিত ডক্টর সাহেব বহাল তবিয়তে বর্তমান সরকারের সেবা করে চলেছেন। সারাদিন পানিতে ডুবে থাকলেও হাঁসের পালকে যেমন পানি লেগে থাকে না তেমনই দুদক'র সুনজরপ্রাপ্ত ড. সা'দাত হোসেনের গায়েও গ্যাটকো দুর্নীতির কোন ছোঁয়া লাগেনি। পূর্বেই উল্লেখ করেছি যে এফ আই আর অনুযায়ী গ্যাটকো'র কথিত দুর্নীতিতে সরকারের ক্ষতির পরিমাণ এক হাজার কোটি টাকারও ঊর্ধ্বে দাবি করা হয়েছিলো। কিন্তু, পরবর্তীতে চার্জশিটে বলা হচ্ছে, "অর্থাৎ চবকের তথা সরকারের সর্বমোট ক্ষয়ক্ষতির পরিমাণ হবে ১৪, ৫৬, ৩৭, ৬১৬.৯২ টাকা (চৌদ্দ কোটি ছাপ্পান্ন লক্ষ সাঁইত্রিশ হাজার ছয়শত ষোল টাকা বিরানব্বই পয়সা মাত্র )"। এফ আই আর এবং চার্জশিটের মধ্যে প্রায় এক হাজার কোটি টাকার হিসেবের গরমিল ! চার্জশিটে কোন তথ্য প্রমাণ ব্যতিরেকেই আরো একটি আষাঢ়ে গল্প ফাঁদা হয়েছে যে গ্যাটকোকে কন্টেইনার হ্যান্ডলিংÑ এর দায়িত্ব দেয়ার ফলে নাকি আমদানি-রফতানি বাণিজ্যে ক্ষতি হয়ে বিদেশে দেশের ভাবমূর্তি চরমভাবে ক্ষুণœ হয়েছে। এমন বানোয়াট অভিযোগে আমাদের অট্টহাসি দেয়া ছাড়া আর কিই বা করার আছে ? জরুরি আইনের অপপ্রয়োগের মাধ্যমে সমগ্র দেশকে কারাগারে পরিণত করা হলেও দেশের ভাবমূর্তির কোন ক্ষতি হয় না। সাবেক প্রধানমন্ত্রীর পুত্রকে বন্দী অবস্থায় নির্যাতন করে মেরুদে র হাড় ভেঙে দিলেও দেশের ভাবমূর্তি অক্ষুন্ন থাকে। বিদেশে ভাবমূর্তি নাকি শুধুমাত্র ক্ষুন্ন হয় কোন টেন্ডারে কাকে কাজ দেয়া হবে তার ওপর। দুদক'র মিথ্যা অভিযোগ প্রমাণের জন্যে দেশের আমদানি-রফতানি সংক্রান্ত একটি পরিসংখ্যান এখানে উল্লেখ করা প্রয়োজন। গ্যাটকোকে কার্যাদেশ দেয়ার পরবর্তী পাঁচ বছরে ( ২০০২-০৩Ñ২০০৬-০৭ ) বাংলাদেশের আমদানি এবং রফতানি বাণিজ্যে ডলারের হিসেবে প্রতি বছর গড় প্রবৃদ্ধি হয়েছে যথাক্রমে ১৬.২ এবং ১৫.৭ শতাংশ ( সূত্র: বাংলাদেশ অর্থনৈতিক সমীক্ষা ২০০৭)। আন্তর্জাতিক বাণিজ্যের এই প্রবৃদ্ধি বাংলাদেশের ইতিহাসের যে কোন ধারাবাহিক পাঁচ বছরের সময়কালের মধ্যে সর্বোচ্চ। গ্যাটকো মামলার সকল নথিপত্র আমার দেখার সুযোগ না হলেও এফ আই আর এবং চার্জশিট আমি তন্ন তন্ন করে পড়েছি। সরকারি ক্রয় খাতের যে কোন অভিযোগে সর্বপ্রথম যে বিষয়টি তদন্তকারী এবং অনুমোদনকারী কর্মকর্তার দেখা কর্তব্য সেটি হলো দরদাতাদের প্রদত্ত দর। এই মামলায় এমন অভিযোগ আমি কোথাও খুঁজে পাইনি যে, গ্যাটকো সর্বনিম্ন দরদাতা না হওয়া সত্ত্বেও প্রতিষ্ঠানটিকে কার্যাদেশ প্রদান করে রাষ্ট্রের আর্থিক ক্ষতি সাধন করা হয়েছে। আমার যতদূর জানা আছে, ঐ দরপত্রে গ্যাটকোই সর্বনিম্ন দর প্রদান করেছিলো এবং দ্বিতীয় নিম্ন দর প্রদানকারী প্রতিষ্ঠানের সাথে গ্যাটকোর প্রদত্ত দরের যথেষ্ট পার্থক্য ছিল। এ সকল তথ্য থেকে পাঠকের বুঝতে অসুবিধা হওয়ার কথা নয় যে, বেগম খালেদা জিয়াকে যে কোন উপায়ে অভিযুক্ত করার অসৎ উদ্দেশ্যেই এই সম্পূর্ণ ম্যালাফাইডি ( সধষধভরফব ) মামলাটি রুজু করা হয়েছে। যে ভিআইপিদের চার্জশিট থেকে অব্যাহতি দেয়া হয়েছে তাদের সঙ্গে দুদক'র কর্তাব্যক্তিদের কোন লেন-দেন হয়েছে কিনা সেই তথ্য পেতে আমাদের আরো কিছুকাল অপেক্ষা করতে হবে। তবে গ্যাটকো মামলা দায়ের প্রক্রিয়ার প্রতিটি স্তরে ক্ষমতার অপব্যবহার এবং স্বেচ্ছাচারিতার প্রমাণ যে ছড়িয়ে আছে সে সম্পর্কে দ্বিমত করার সুযোগ নেই। কেস স্টাডি-২ ঃ ওরিয়েন্টাল ব্যাংক : বাংলাদেশের ব্যাংকিং সেক্টরে এ যাবৎকালের মধ্যে যত দুর্নীতি হয়েছে তার মধ্যে ওরিয়েন্টাল ব্যাংকের কা কীর্তি শীর্ষে অবস্থান করবে বলেই আমার ধারণা। মূলধনের শতকরা হিসেবে খেলাপী ঋণের ক্ষেত্রেও এই মূহূর্তে বাংলাদেশে এক নম্বরে রয়েছে এই আর্থিক প্রতিষ্ঠানটি। একটি ব্যাংক পরিচালনায় যত প্রকারে অনিয়ম এবং দুর্নীতি করা সম্ভব তার সবই করা হয়েছে এখানে। প্রতিষ্ঠানটি ওরিয়েন্টাল ব্যাংক হিসেবে রূপান্তরিত হওয়ার পূর্বে আল বারাকা ব্যাংক নামে পরিচিত ছিল এবং সেই সময় এর প্রকৃত মালিক ছিলেন আমাদের দেশের অন্যতম বর্ণময় চরিত্রের ব্যবসায়ী আবুল খায়ের লিটু। তিনি যখন বেনামীতে আল বারাকা ব্যাংকের শেয়ার ক্রয় করেন তখন ঋণ খেলাপী হওয়ার কারণে তার পক্ষে স্বনামে কোন আর্থিক প্রতিষ্ঠানের মালিক হওয়ার আইনত কোন সুযোগ ছিল না। বুদ্ধিমান ব্যবসায়ী জনাব লিটু এই আইনগত সমস্যা মেটানোর জন্যে এমন একজন চেয়ারম্যানকে খুঁজে বের করেন যার পক্ষে পরিবারতন্ত্রের জোরে তখন বাংলাদেশ ব্যাংককে নিয়ন্ত্রণ করা সম্ভব ছিল। অনেক হিসেব-নিকোশ করেই ব্যাংকের পরিচালনা পর্ষদের চেয়ারম্যান নিযুক্ত করা হয় সাবেক কূটনীতিক এবং সিলেটের অত্যন্ত প্রভাবশালী পরিবারের সদস্য মাসুম আহমেদ চৌধুরীকে। জনাব চৌধুরীর পরিবারের সদস্যদের বিশদ পরিচয় জানা আমাদের কেস স্টাডির জন্যে অত্যন্ত গুরুত্বপূর্ণ। বেশ কয়েক মাস পূর্বে, অপর একটি কলামে প্রবল প্রতাপশালী চৌধুরী পরিবার সম্পর্কে পাঠকদের কিছু তথ্য জানিয়েছিলাম। আওয়ামী লীগ সভানেত্রী শেখ হাসিনা'র প্রভাবশালী উপদেষ্টাদের মধ্যে অন্যতম, সাবেক কূটনীতিক ফারুক আহমেদ চৌধুরী ওরিয়েন্টাল ব্যাংকের এই সাবেক চেয়ারম্যানের সহোদর ভাই। বিএনপি চেয়ারপার্সন বেগম খালেদা জিয়ার উপদেষ্টা এবং প্রাইভেটাইজেশন বোর্ডের সাবেক চেয়ারম্যান, বর্তমানে সংস্কারবাদী বিএনপি নেতা হিসেবে পরিচিত ইনাম আহমেদ চৌধুরী তার অপর সহোদর। বর্তমান তত্ত্বাবধায়ক সরকারের ভারতপন্থী হিসেবে পরিচিত পররাষ্ট্র উপদেষ্টা ড. ইফতেখার আহমেদ চৌধুরীও মাসুম চৌধুরীর আপন ভাই। পরিবারতন্ত্রের ঘোর বিরোধী বর্তমান তত্ত্বাবধায়ক সরকারের প্রধান উপদেষ্টা ডক্টর ফখরুদ্দীন আহমদের স্ত্রী এই চৌধুরী পরিবারেরই কন্যা। এই সরকারেরই সাবেক উপদেষ্টা মিসেস গীতিআরা সাফিয়া চৌধুরীর স্বামী নাজিম কামরান চৌধুরী বেগম ফখরুদ্দীন আহমদের কাজিন(পড়ঁংরহ)। সর্বোপরি দুদক চেয়ারম্যান লে: জেনারেল (অব.) হাসান মশহুদ চৌধুরীও সম্পর্কে ওরিয়েন্টাল ব্যাংকের সাবেক চেয়ারম্যান মাসুম আহমেদ চৌধুরীর কাজিন। পাঠক নিশ্চয়ই পরিবারতন্ত্র কাকে বলে এবং কত প্রকার তার কিছু নমুনা দেখতে পাচ্ছেন। আবুল খায়ের লিটু যে সম্পূর্ণ বেআইনীভাবে আল বারাকা ব্যাংকের মালিকানা হস্তগত করেছিলেন সেই সংবাদ দেশের সকল আর্থিক খাতের সরকারি ওয়াচ ডগ ( ধিঃপয ফড়ম ) হিসেবে বাংলাদেশ ব্যাংকের অবগত থাকার কথা। কিন্তু তৎকালিন বাংলাদেশ ব্যাংক গবর্নর যেহেতু আল বারাকা ব্যাংকের তৎকালীন চেয়ারম্যানের ঘনিষ্ঠ আত্মীয় ছিলেন সম্ভবত সেই কারণেই বাংলাদেশ ব্যাংকের সংশ্লিষ্ট বিভাগ এ বিষয়ে চোখ বুঁজে থাকতেই অধিকতর স্বাচ্ছন্দ্য বোধ করেছে। এরপর আরম্ভ হলো ব্যাংকে আমানতকারীদের অর্থ লুট-পাটের মহোৎসব। পরবর্তীতে জোট সরকারের আমলেই জনাব লিটু প্রথমে ব্যাংকের নাম পরিবর্তন করে ওরিয়েন্টাল ব্যাংক বানালেন এবং ওবায়দুল করিমের কাছে ব্যাংকটির মালিকানা হস্তান্তর করলেন। ব্যাংকের মালিক বদল হলেও আশ্চর্যজনকভাবে পরিচালনা পর্ষদের চেয়ারম্যান কিন্তু বদল হলেন না। এদিকে অপরিবর্তিত আত্মীয় ব্যাংক চেয়ারম্যান, ওদিকে অপরিবর্তিত আত্মীয় বাংলাদেশ ব্যাংক গবর্নর। ব্যাংকের মালিকানা এক লুম্পেনের হাত থেকে অপর লুম্পেনের হাতে। সঙ্গত কারণেই ব্যাংকের অনিয়ম হ্রাস পাওয়া তো দূরের কথা বরং অনিয়মের রেকর্ডের পর রেকর্ড সৃষ্টি হতে থাকলো। ব্যাংক পরিচালনা সম্বন্ধে যার ন্যূনতম জ্ঞান রয়েছে তিনিই জানবেন পরিচালনা পর্ষদের অনুমোদন ব্যতীত কোন লেন-দেন কোন আর্থিক প্রতিষ্ঠানেই সম্ভব নয়। আর এই অনুমোদনের অর্থ হলো পর্ষদের সভার (ইড়ধৎফ সববঃরহম) বিবরণীতে চেয়ারম্যানের স্বাক্ষর। আমাদের ধারণা করে নিতে অসুবিধা নেই যে, আল বারাকা এবং ওরিয়েন্টাল ব্যাংকের এক নম্বর ও দুই নম্বর সকল প্রকার লেন-দেনই চেয়ারম্যানের অনুমোদন ক্রমেই হয়েছে। যাই হোক এক-এগারোর পর ওরিয়েন্টাল ব্যাংক, প্রতিষ্ঠানের মালিক এবং কর্মকর্তাদের বিরুদ্ধে দুদক ব্যবস্থা নেয়া আরম্ভ করে। ব্যাংকটির মালিক এখন সপরিবারে বিদেশে পালিয়ে আছেন। প্রতিষ্ঠানের ব্যবস্থাপনা পরিচালকসহ অন্যান্য কর্মকর্তা গ্রেফতার হয়েছেন। ব্যাংকের মালিক, ব্যবস্থাপনা পরিচালক থেকে শুরু করে একেবারে নিম্ন স্তরের কর্মকর্তাদের বিরুদ্ধে পর্যন্ত দুদক মামলা দায়ের করেছে। শুধুমাত্র একজন মাত্র ব্যক্তির কেশাগ্রও অদ্যাবধি স্পর্শ করা হয়নি। বুঝতেই পারছেন তিনি হলেন ব্যাংকের চেয়ারম্যান মাসুম আহমেদ চৌধুরী। এক নন্বর কেস স্টাডি গ্যাটকো মামলায় আমরা দুদক'র স্বেচ্ছাচারিতা এবং ক্ষমতার অপব্যবহারের নজির দেখেছি। আর দুই নম্বর কেস স্টাডিতে ক্ষমতার অপব্যবহারের সঙ্গে দেখলাম নগ্ন স্বজনপ্রীতি। কেস স্টাডি-৩ঃ ওয়ার্ল্ডটেল: বাংলাদেশের প্রায় প্রতিটি সরকারি এবং বেসরকারি টেলি-যোগযোগ কোম্পানীর বিরুদ্ধেই দুর্নীতির ঢালাও অভিযোগ রয়েছে। নানারকম জালিয়াতির অভিযোগে একাধিক মোবাইল ফোন কোম্পানী তাদের নিয়ন্ত্রনকারী সরকারি প্রতিষ্ঠান বিটিআরসিকে এখন বিপুল অংকের টাকা জরিমানা দিয়ে চলেছে। টেলিযোগাযোগ খাতে ওয়ার্ল্ডটেল শেখ হাসিনার নেতৃত্বাধীন আওয়ামী লীগ সরকারের শাসনকাল থেকেই এক অতি বিতর্কিত নাম। তাদের বিরুদ্ধে অভিযোগের মধ্যে রয়েছে রথী- মহারথীদের ঘুষ প্রদান করে অন্যায় সুবিধা গ্রহণ, অবৈধ ভিওআইপি (ঠঙওচ) ব্যবসা এবং ব্যাংকের টাকা আত্মসাৎ। কিছুদিন পূর্বে ওয়ার্ল্ড টেলের ব্যবস্থাপনা পরিচালক নাইম মাহতাব চৌধুরী গ্রেফতার হয়েছিলেন। এখন কি অবস্থায় আছেন সে সম্পর্কে আমি অবশ্য অবগত নই। এমন একটি বিতর্কিত প্রতিষ্ঠানে দুই শীর্ষ পদে কর্মরত ছিলেন সহোদর হাসান মোনাফের চৌধুরী ওরফে মীম চৌধুরী এবং হাসান মোনাকের চৌধুরী। প্রথম জন ওয়ার্ল্ডটেলের প্রধান প্রকল্প সমন্বয়কারীর (ঈযরবভ চৎড়লবপঃ ঈড়-ড়ৎফরহধঃড়ৎ) দায়িত্ব পালন করতেন এবং এক-এগারো'র পরবর্তী সময়ে কোম্পানীর পক্ষ থেকে বিটিআরসি'র সঙ্গে যাবতীয় যোগাযোগ রক্ষা করতেন। তার তদবিরের জোরে ওয়ার্ল্ডটেল বেআইনীভাবে পিএসটিএন (চঝঞঘ) লাইসেন্স এবং ইন্টার কানেকশনের সুবিধা প্রায় পেয়ে গেছিল। শেষ পর্যন্ত কেন পায়নি সেটি ভিন্ন কাহিনী যা পরবর্তী কোন এক কলামে লেখা যাবে। কনিষ্ঠ ভ্রাতা হাসান মোনাকের চৌধুরী কোম্পানীটির মার্কেটিং বিভাগে চাকরি করতেন। ওয়ার্ল্ডটেলের প্রধান প্রকল্প সমন্বয়কারী হাসান মোনাফের চৌধুরী প্রতিষ্ঠানের মালিক গ্রেফতার হওয়ার পর পদত্যাগ করেন। কনিষ্ঠ ভ্রাতা হাসান মোনাকের চৌধুরী অবশ্য বড় ভাই-এর পূর্বেই কোম্পানী ছেড়ে দিয়েছিলেন। জনাব হাসান মোনাফের চৌধুরী বর্তমানে পুনবৎ@যড়সব.পড়স নামক টেলিযোগাযোগ অবকাঠামো যোগানদার ( ঃবষবপড়স রহভৎধংঃৎঁপঃঁৎব ঢ়ৎড়ারফবৎ ) প্রতিষ্ঠান চালাচ্ছেন। শুনতে পাই উপর মহলে ঘনিষ্ঠ যোগাযোগের কারণে জনাব মীম চোধুরীর প্রতিষ্ঠানের সহযোগিতা নেয়ার জন্যে বিভিন্ন বেসরকারি টেলিযোগাযোগ কোম্পানীর মধ্যে রীতিমত প্রতিযোগিতা চলছে। বর্তমানে টেলিযোগাযোগ খাতের এই দুই বিখ্যাত সহোদরের পিতার নাম লে: জেনারেল(অব.) হাসান মশহুদ চৌধুরী। তার নেতৃত্বে দুদক বিভিন্ন প্রতিষ্ঠানের বর্তমান এবং সাবেক কর্মচারীদের উদ্দেশ্যপ্রণোদিত মামলায় অন্যায়ভাবে জড়িত করে একের পর এক আসামী বানাচ্ছে। তবে বোধগম্য কারণেই এই সব মামলার ঝামেলা বৃহৎ আকারের দুর্নীতিতে অভিযুক্ত প্রতিষ্ঠানসমূহের সাবেক শীর্ষ কর্মকর্তা হওয়া সত্ত্বেও মাসুম চৌধুরী অথবা মীম চৌধুরীদের পোহাতে হচ্ছে না। একই দেশে দুই আইনকে আর যাই হোক সুশাসন বলা যাবে না। বর্তমান সরকারের সময়ে অনেক ঢাকঢোল পেটানো দুর্নীতির মূলোৎপাটনের অভিযানের প্রকৃত চিত্র জনগণের কাছে তুলে ধরার জন্যে মাত্র তিনটি কেস-স্টাডির বয়ান করলাম। এই ধরনের ডজন ডজন কেস স্টাডি লেখার মত রসদ বিভিন্ন সূত্র থেকে ইতোমধ্যেই মজুদ করে ফেলেছি। দুদক'র শীর্ষ কর্মকর্তাদের স্বেচ্ছাচারিতা এবং আইনের অপব্যবহারের ভাইরাস তাদের আইনজ্ঞদের মধ্যেও সংক্রমিত হয়েছে। উচ্চ আদালত স¤প্রতি এই প্রকৃতির একজন দুদক আইনজীবীকে জালিয়াতির জন্যে ২৫ হাজার টাকা জরিমানা করে ভবিষ্যতে তার আচরণ সংশোধনের নির্দেশ দিয়েছেন। দুর্নীতির বিরুদ্ধে জেহাদ ঘোষণাকারী, সংবিধান লঙ্ঘনকারী সরকারের আমলে সাধারণ মানুষের জীবনযাত্রার মানের অধোগতির পাশাপাশি দেশে দুর্নীতির প্রকোপ সরকার বান্ধব বিদেশী প্রতিষ্ঠান টিআইবি'র প্রতিবেদন অনুযায়ী বৃদ্ধি পেয়েছে। আমি নিজেও একজন মাঝারি মাপের বিনিয়োগকারী। আমার প্রতিষ্ঠানের অভিজ্ঞতায় বলতে পারি চার দলীয় জোট সরকারের শাসনামলের তুলনায় বিগত ২০ মাসে বিভিন্ন সরকারি অফিসে নানাবিধ হয়রানি বহুলাংশে বেড়েছে। আমি এখন অধীর আগ্রহে অপেক্ষা করে আছি কবে আমার বিরুদ্ধে দুদকের বানোয়াট মামলার বিচার কার্যক্রম আদালতে শুরু হবে। কারণ সেখানেই বাংলাদেশের ১৫ কোটি নাগরিকের বর্তমানের দ -মুে র কর্তাদের সততার মুখোশ ইনশাআল্লাহ্ এক এক করে উন্মোচনের আশা রাখি। পাঁচ বছর ধরে রাষ্ট্রীয় দায়িত্ব পালনকালে দুর্নীতি এবং সন্ত্রাসের অভিযোগের যুগপৎ অস্ত্রে বাংলাদেশকে ঘায়েল করবার দেশী-বিদেশী চক্রান্তের বাস্তবায়ন একটু একটু করে প্রত্যক্ষ করেছি। নিজের অতি ক্ষুদ্র ক্ষমতা নিয়েই পরাশক্তি এবং তাদের স্থানীয় দালালদের বিরুদ্ধে তখনও লড়েছি এবং এখনও আমার সেই লড়াই মহান আল্লাহ্তায়ালার অসীম অনুগ্রহে অব্যাহত রেখেছি। আজ যারা সততার ডঙ্কা পেটাচ্ছেন তাদের নানাবিধ অনৈতিক কার্যকলাপও আমার জানা এবং দেখা। আমি নিশ্চিত যে, আমার আজকের লেখার বিষয় বিদেশী শক্তি নির্ভর সরকারের কর্তাব্যক্তিদের বিরাগ এবং আক্রোশ বৃদ্ধির কারণ ঘটাবে। মানবাধিকারের প্রতি ন্যূনতম শ্রদ্ধাও যে এই সরকার পোষণ করে না তার এন্তার উদাহরণও দেশবাসী দীর্ঘ ২০ মাস ধরে দেখে আসছে। এই লেখা প্রকাশিত হওয়ার পর আমি গ্রেফতার হতে পারি, আমাকে রিমান্ডে নিয়ে নির্যাতন করে হাত, পা, কোমর ভেঙ্গে দেয়া হতে পারে, এমনকি আধিপত্যবাদীদের নির্দেশে আমাকে ইসলামী সন্ত্রাসী নাম দিয়ে ক্রসফায়ারে শেষ করে দেয়াও বিচিত্র নয়। এত সব ঝুঁকি সত্ত্বেও সর্বশক্তিমান যতদিন হায়াত দিয়েছেন ততদিন ইমানের রজ্জুকে শক্ত করে ধরে দেশবিরোধী সকল কর্মকাে র প্রতিবাদ অব্যাহতভাবে অবশ্যই করে যাব। পবিত্র কোরআন শরীফের সুরা আল ইমরানের ১৫৭ এবং ১৫৮ নং আয়াত উদ্ধৃত করে আজকের লেখার সমাপ্তি টানছি : ১৫৭: আর তোমরা যদি আল্লাহ্র পথে নিহত হও কিংবা মৃত্যুবরণ কর, তোমরা যা কিছু সংগ্রহ করে থাক আল্লাহ্তায়ালার ক্ষমা ও করুণা সে সবকিছুর চেয়ে উত্তম। ১৫৮: আর তোমরা মৃত্যুই বরণ কর অথবা নিহতই হও, অবশ্য আল্লাহ্তায়ালার সামনেই সমবেত হবে। লেখক- সাবেক Proscribing Islamist Politics in Bangladesh: Lessons from and for Pakistan

Contrary to what Indian nationalist Gopal Krishna Gokhale (1866-1915) is said to have observed, "What Bengal thinks today, India thinks tomorrow", in view of the ongoing and least expected "Pakistanization" of Bangladesh, one may rephrase the statement as, "What Pakistan thinks today, Bangladesh thinks tomorrow". It is beyond the comprehension of many analysts and scholars that a country created in the name of Bengali nationalism, democracy and secularism, within five years of its inception adopted Islamism and autocracy turning away from the last vestiges of secularism, democracy and the rule of law.

 

The growing menace of Islamism and state-sponsored Islamization has been wrecking havoc to Pakistan's economy and socio-political structure, at times making experts and laymen wonder if the country has already become a "failed state" or on the verge of becoming one. The situation in Bangladesh, an erstwhile Pakistani province, is slightly different in this regard as Islamists do not pose any impending threat of taking over parts of the country, as in Pakistan.

 

Nonetheless, it has also inherited Islamism as a legacy of the past; Islamist terrorism, including suicide attacks, is no longer an unfamiliar phenomenon in Bangladesh; Islam-oriented parties have become decisive factors in forming governments. While overt or covert martial law has become normative, with periodic interregnums of dynastic civil oligarchies a la Pakistan, Islamism and state-sponsored cosmetic Islamization of the polity have remained well-entrenched since late 1975.

 

One may attribute these phenomena to the failure of the welfare state, not that different from what has happened in Algeria, Egypt, Afghanistan and The Sudan, among other Muslim countries. Nevertheless, we need other explanations as to why not only the crest-fallen masses have been drawn to Islamism (considered an alternative to the "failed" secular ideologies of democracy, nationalism and national-socialism by many), but also the bulk of political and intellectual elite, including some hitherto-radical leftists.

 

As poverty, bad governance and the "Global Jihad" breed Islamist nihilism, so is illegitimate rulers' exploiting religious sentiments of the people with a view to legitimizing their rule with state-sponsored Islamization. Islamization of the polity out of sheer political expediency, in the long run, could be disastrous for the polity as we find out in Pakistan, and on a minuscule level, in Bangladesh. What was once beyond one's imagination that Bangladesh, a country created in the name of secular nationalism, would one day adopt Islam as its "state religion", and pro-Pakistani Islamist political parties would play important role in running the polity, is a reality now.

 

However, despite the abysmally poor state of affairs in regard to governance and overall well-being of the people, there is a faint hope that Bangladesh will eventually reduce the level of Islamist obscurantism and insurgency in the near future. One is hoping against hope in view of the latest development in the country. The so-called Neutral Caretaker Government (NCG) is contemplating some bold steps towards curtailing the influence of Islamist political parties.

 

As reported in the media, the NCG is contemplating impose a ban on all religion-based political parties in accordance with the 1972 Constitution. It is indeed heartening that the provisions of the latest Representation of the People Order (RPO) stipulate that "a political party shall not be qualified for registration if any discrimination regarding religion, race, caste, language or sex is apparent in its constitution". Since Islamist parties allow membership exclusively to "religious Muslims", the RPO, in accordance with the Constitution, may legitimately de-register all religion-based parties.

 

In view of the above, as Bangladesh has lessons to learn from the Pakistani experience that unbridled growth of Islamism and even worse, state-sponsored Islamization of the polity, can be disastrous in the long run; similarly Pakistan may learn from the example of Bangladesh, where the government is thinking about proscribing Islamist political parties as a step towards containing, if not eliminating, Islamism. A successful deregistration of all Islamist political parties, especially the well-organized and well-funded Jamaat-i-Islami in Bangladesh, would be a good example for Pakistan and other countries confronting similar Islamist menace. This would also demolish the myth that Islamization of a polity is not reversible. We once nourished similar view about communism.

 

There is no reason to be complacent about allowing the so-called "constitutional" and "non-violent" Islamist parties like the Jamaat, Muslim Brotherhood and their likes. Although apparently they look different from al-Qaeda, Hezbollah, Harkat Ul-Jihad al Islami (HUJI), the Taliban and similar Islamist outfits, there is no reason to assume that the Jamaat and Brotherhood believe in democracy and peaceful co-existence with liberal Muslims and non-Muslims. These proto-fascist organizations are committed to installing Islamist governments throughout the Muslim World by gradually infiltrating into every level of the polity, finally to takeover by violent means.

 

Let us hope Bangladesh will make an important breakthrough in delegitimizing Islamism by de-registering all Islam-oriented political parties as the first step. All democratic and secular Bangladeshis should come forward demanding the immediate de-registration of all religion-oriented parties. The civil society has to play an important role in this regard as some of the leading "secular nationalist" political parties are still going around with Islamists, weighing in the "vote bank" potential of the Islamist groups. Then again, Bangladesh alone cannot delegitimize Islamism in the country. Since deregistration of the various Islamist parties would be a major step towards their elimination process, countries and international donors can play a vital role in this regard. Having enough leverage to influence the policy makers in the country, they should press them hard to implement the proposed deregistration order vis-à-vis the Islamist parties.

 

Conversely, if Bangladesh fails to contain the so-called "constitutional and democratic" Islamist parties along with the clandestine Islamist ones now, under this unique military-backed Caretaker Government, the forthcoming elected government (in the event of elections taking place by December) is least likely to succeed in this regard irrespective of which party or coalition comes to power. Firstly, the major political parties in the country want to appease the Jamaat and similar Islamist groups out of political expediency; and secondly, the prevalent Islamization of the polity mainly due to bad governance, corruption and patronage of Islamism by various governments in the last thirty-odd years, Islamism has its special niece in the body politic of Bangladesh. In sum, we must realize what Islamist quagmire Pakistan has fallen into due to sheer negligence of the menace in its formative phase and the various governments' flirting with the Jamaat and its likes since the 1970s. Bangladesh government's success in deregistering Islamist parties would be a positive example for others, signaling a major victory in the "war on terror".

The caretaker government has failed us
The regime is now in a state of panic and utter confusion and is frantically looking for an exit strategy. However, the fear is that in its utmost state of frustration, it might consider handing over the reins of the government to yet another element of extra-constitutional authority. If that happens, we are in for a long hot summer,

The Awami League failed us, so did the Bangladesh Nationalist Party and the flamboyant regime of General Hussein Mohammed Ershad. Every regime cried wolf in the name of democracy. I often wonder with so many proclaimed champions of democracy in this country, why democracy remains as elusive as ever.
   Without exception, the hallmark of all these parties which once ruled this country has been the indulgence in lies and deception. All of them promised us the moon but failed to ensure even the very basics for the vast majority of this country's population. It has become nearly impossible to trust anyone in this country, particularly those who occupy the seat of power. Even the best get drunk with the elixir of power soon after assuming the seat of power and almost immediately embarks upon trying to figure out how to stay in the seat of power forever.
   While such scenarios continue to repeat themselves, the simple villagers, the day labourers, the deprived and the distressed continue to suffer year after year. All that is left for them to do is to pray and repose their absolute trust and faith in the creator.
   Look at the much professed and glorified caretaker government. The holy month of Ramadan is here. Everybody promised tight control over unbridled rise of prices. Even the apex body of trade and commerce and no less than its president promised that there would be no undue hiking of prices during this Ramadan. Well, morning shows the day. If anything, the prices have gone up. In a statement expressing his frustration over the matter, the president of the apex body is now proposing that members of law enforcing agencies be deployed to monitor and control retailers at the market places. As far as I remember, similar attempts were also undertaken on earlier occasions but they did not succeed. It will not succeed this time.
   Also, I have always felt very uncomfortable about the Bangladesh Rifles' sale of essentials at subsidized prices from the very day it began. The BDR is neither a trading house nor meant to be one and hence this venture cannot be sustainable. Surely this additional task is bound to create undue pressures affecting its regular work. This, among other things, sets a bad precedence.
   Human Rights Watch, the New York-based and internationally reputed human rights group, has reported that at least 50 people were killed by the Rapid Action Battalion and the police just in the last two months. Brad Adams, the Asia director of the group, went on to say that there was enough evidence to suggest that these were nothing but extra-judicial killings. And now, the regime has set up a so-called 'independent' Human Rights Commission only to work at the behest of the government, a commission that is perceivably designed to ultimately legitimise and cover up abuses committed rather than ensure that justice is meted out.
   I knew from day one that the Anti-Corruption Commission's drive against corruption could not be sustained. As a matter of fact, on the very subject I wrote an article titles 'Tackling corruption the sustainable way' in this very daily published in early March of this year. Hence, I am not a least bit surprised about the high profiled corruption suspects now being released on bail one after the other. Frankly, in this regard the ACC alone is to blame.
   This regime, since its inception, has promulgated as many as 79 ordinances (new and revised), apparently aimed at 'ensuring transparency and accountability and reduce public suffering'. The question is, has the public suffering been reduced? Unfortunately, there has only been further complication of problems and the people's suffering has been on the rise. On the other hand, of the 79 ordinances promulgated, many of them have given rise to further controversies. How can ordinances conceived by a handful of bureaucrats and people who have had no previous experience in governance be effective and have any impact whatsoever on the people at large?
   The regime is now in a state of panic and utter confusion and is frantically looking for an exit strategy. However, the fear is that in its utmost state of frustration, it might consider handing over the reins of the government to yet another element of extra-constitutional authority. If that happens, we are in for a long hot summer.

Nobel laureate Muhammad Yunus might take legal actions against Telenor to force the Norwegian telecom operator to honour a deal concerning their joint subsidiary in Bangladesh.

Telenor owns 62 percent shares while Yunus' Grameen Telecom holds the remaining stakes in GrameenPhone, launched in 1996.

Pointing out Telenor's alleged involvement in illegal internet telephony services and allegations of violating environmental law and employment of underage workers by its subcontractors, the 'banker of the poor' demanded that Telenor authorises complete transparency in the matters, making public the investigation reports and shareholders' agreement.

"We cannot allow the name of Grameen to be tarnished directly or indirectly by inappropriate operations," Yunus said in a statement distributed through PR Newswire yesterday.

Telenor, meantime, said yesterday that it hopes for an amicable solution to the row with Muhammad Yunus over Grameenphone which it aims to list on the Dhaka bourse, according to wire services.

The Nobel laureate also hoped that legal actions might not be needed after all 'because the owners of Telenor will require the company to honour the intention it had expressed in 1996 for transferring ownership and control of GrameenPhone to the poor of Bangladesh', adding that the transfer should take place at the earliest before the reputation of Grameen is damaged further.

"I am very optimistic about the eventual outcome of this controversy because it is really in the hands of the people of Norway, whom I have come to know and trust. Norwegians set a very high standard for business ethics, and they are the majority owners of Telenor," Yunus said in the statement released in response to media interviews.

Referring to the 1996 deal, Yunus said Telenor and Grameen Telecom agreed that the joint company should become a locally operated company within six years with Bangladeshi management and majority Bangladeshi ownership.

"This has not happened. Telenor is unwilling to let go control of the company," complained Yunus adding, "We now are being told that the words of the written agreement in a legal sense are non-committing statements. We relied on the words of the agreement."

Saying that Grameen Telecom believed in the agreed intentions of the parties, business ethics, and generally accepted company government rules of conduct, believing that the Norwegian public listed company would do as agreed, Yunus wrote, "Telenor now tells me that it was a mistake to rely on their words."

Yunus' statement about a possible lawsuit surprised and disappointed the Telenor authorities, said the company's Head of Communications Paal Kvalheim.

"We have had a good dialogue lately and we had hoped to continue this," he told Reuters.

Telenor reiterated that it still aims to list Grameenphone on the bourse, according to wire services.

"The IPO could be this year or next ... At the moment, things are a bit unpredictable," Telenor spokesman Dag Melgaard said. He however declined to say how much share Telenor will hold after the IPO.

Pointing out that Telenor has been in charge of the management of GrameenPhone from the beginning, Prof Yunus said the agenda of Telenor is to maximise returns for the benefit of its owners, which is in conflict with the social and non-profit agenda of Grameen Telecom.

Yunus went on, "Telenor knew this when we became partners. Telenor knew we expect strict business ethics to apply to any organisation or entity we participate in and that we as a non-profit organisation rely on the statements of our partners."

He pointed out that there are differences between Grameen and Telenor on matters of business ethics and corporate governance.

Referring to the release of pictures by Norwegian state-owned television NRK on September 4 of children aged under 14 building parts for Grameenphone cellphone base-stations in Gazi Engineering in Dhaka, Yunus said, "Grameen and I cannot be identified with this."

"Bangladeshi authorities on two different occasions found that the telephone company was not in compliance with Bangladeshi laws. In total, the company was fined US$60 million," he said adding that the violation of Bangladeshi laws poses a risk to the company of losing its license as a telephone operator.

He personally has been condemned by the Bangladeshi media for this violation of laws and have been accused of making illegal money, the Nobel laureate said.

"The people do not understand that Telenor runs the company and that Grameen Telecom hardly has any effective say in the company operation," he added.

Referring to a police report, he said Malaysia based company DiGi Telecom Ltd, 61 percent of which is owned by Telenor, was accused of money laundering through an account in Singapore.

"The police report includes severe information regarding Telenor's involvement in the activities, and states: It can be perceived to the committee members that the majority shareholders of GrameenPhone Ltd are involved in encouraging the illegal VoIP business in the international field," Yunus said in his statement.

The goodwill the name of Grameen provides to the telephone company is being undermined now by these alleged illegal activities, he said.

"The recent activities in Bangladesh leave me with little alternative other than to investigate the possibility of taking legal action to protect the interests of the millions of poor people in Bangladesh who stand behind Grameen and who will be the ultimate beneficiaries if the phone company comes under Bangladeshi ownership and management to become a company with social objectives," Yunus asserted

The recent row between Yunus and Telenor became a news item for many international news agencies and newspapers over the last two days.

What the nation (or the govt) is expecting by letting them go and what could be the problem in their reasoning? What could be done to fix?
 
 
 
If you are willing to consider the scenario in the form of a story - here is one for you:
 
You want to sow some good plants in a deserted land so that in time the land can become a place where life can grow and sustain. However, there is another group of people avowed to keep the land deserted since their business is not with life, rather they deal with death and profit from it. So, every time you sow plants, these other group destroys the plants in its early stage. It is well known that a plant would take some time to grow fully, but that slow process ensures that most of the plants are killed before they grow to their full potential, before they can become big trees that protects life, grows life and peace.
 
What should you do? If this "you" is actually the government, what would you suggest the government to do so that they become successful in growing enough plants so a virtuous cycle may start where life can grow and sustain forever?
 
Before going to the suggestion part, let us see how the government is diagnosing the problem and what they seems to be thinking.
 
1. First they caught several leaders from the group who profit from death irrespective of their color.
2. Then they realized that the roots of these groups is too big. When the leaders are in, other smaller ones are taking dictates from the jails.
3. Now, govt is thinking may be if we manage the leaders, may be they will stop sending signals to their lower ranks not to destroy the plants.
 
4. There is two problem in this strategy:
 
A. It could be a totally wrong approach in the sense that expectation of managing someone who 'profit from death' is not realistic. In that case, a better approach could be to outnumber the culprits - sow more plants than they can destroy. How to do that? Easiest answer to that is to use economic incentives - footsoldiers do not have much say on the strategy. They want to earn so they can support their families. If you can give economic incentives to the footsoliders to behave, they will leave their leaders who have built a career through 'profiting from death'. In other words, the vicious cycle of corruption economy will have to be broken by instilling virtous cycles. Government has tried some, but they failed miserably in most cases. It needs more time. To read a previous article on the same theme, you may read this - "The finance and investment policies of CG - two specific proposals".
 
B. Its also wrong in the assumption that they can actually manage the leaders - for a different reason. Over time, these leaders had relegated to become insignificant - they have already been taken over by the 'original' forces of desertification. Just like in many science fiction movies where aliens come to the earth and take over the control of many important human being and wait for a proper moment to unleash destruction; we think the major two political parties and a portion of their top-tier leadership has been taken over by the defeated forces of 1971. The two parties are incapable of behaving - they have become incabable of stoping 'profiting from death' - because they no longer control themselves. Don't be surprised if many of the top and medium tier leaders of these two parties are actually bank-rolled by those defeated forces that spawned their network upon the society in a junction of our history because of two simultanous (planned or unplanned) event:
 
   (i) A political vacuum created by the deaths of our notable citizens - during Liberation War on the war-front, selected killing of intellectuals at the end of Liberation War, killing or netralizing of many JSD political operatives during post-Liberation War by Mujib government and eventual killing of Mujib.
 
  (ii) The vacuum created was filled by those 11,000 alleged war criminals who were under-trial at the time of Mujib's death.
 
 
With this background, what is the suggestion? You have to do both. You have freeing the leaders in the hope of managing them so that they stop 'profiting from death'.
 
But you should not stop there. You have to ACTUALLY free them so that they can act in their free will. They have forgot how to live a free human being who should always be in favour of growing and sustaining life. How to do that?
 
Try the war criminals. Now.

The 'master plan' to save Pakistan

The victory of Asif Zardari, husband of assassinated former Prime Minister Benazir Bhutto, in Pakistan's presidential election represents an extraordinary turnaround for the most mistrusted politician in the country.

As her husband, Mr Zardari lived in Ms Bhutto's shadow.

He proved to be a weak link in her political armour, repeatedly being charged with corruption and earning the infamous nickname, "Mr 10%".

He spent eight long years in jail while Pervez Musharraf was president. He was released in 2004 as part of political haggling between General Musharraf and Ms Bhutto.

He was thrust into the centre stage after his wife's assassination in December 2007, when he became the de facto leader of their Pakistan People's Party (PPP).

Many doubted his ability to lead the country's largest political party. Others simply said it marked the beginning of the end for the PPP.

But thus far Mr Zardari has proven them all wrong.

After the PPP's success in February's elections, Mr Zardari engineered a coalition government that included the PPP's historical rival, the PML-N of former Prime Minster Nawaz Sharif.

Mr Zardari then played a Machiavellian game in which the two men worked to force President Musharraf to resign, rather than risk being impeached.

Mr Zardari then locked horns with Mr Sharif, refusing to fulfil pledges to restore judges sacked by Mr Musharraf or to reduce the powers of the president.

In fact, Mr Zardari announced that he himself would stand for president, rather than support Mr Sharif's option of supporting a non-partisan person for the post.

As a result, Mr Sharif opted to leave the coalition.

Long-term battle

As long as the remaining parties in the coalition stand firm, Mr Zardari looks certain to win Saturday's election.

However, he could be facing a longer term all-out battle with Mr Sharif, the most popular politician in the country, that many analysts believe could eventually wipe out the PPP.

However, some Zardari confidantes say he has a grand master plan developed by Benazir.

It starts with a deal with the country's most powerful institution, the army. Mr Zardari's government will protect their interests, taking into account the army's foreign strategic concerns and making sure its share of the national budget is well stocked.

The government will ensure a steady supply of aid and equipment from the US to meet the army's needs to keep up with its giant neighbour, India.

In return, the army will go all out to defeat the militants in Pakistan's tribal areas and keep out of national politics, party insiders say.

The PPP would be able to offer the one thing the United States most wants, all-out war on the Taleban and their al-Qaeda associates using Pakistan's full resources.

For this, the PPP has made it clear to the US and the army that it needs as much power as possible, and that means having PPP people as president and prime minister.

'Future guaranteed'

It also means scrapping any talk of reducing the power of the president. "It would be counter productive to our aims for the future of the party," says a confidante.

So the obvious next question is how the PPP can use all of this to shore up its electoral strength.

"The future could be guaranteed for the next generation of PPP leadership, if we play it right," says a party insider.

This would be done by using the massive aid Pakistan expects to receive in return for its "good performance" in the "war on terror".

The plan would be to spend most of the aid in deeply rural areas where Pakistan's closest political battles are fought - the southern Punjab, eastern North West Frontier Province and northern Sindh province.

The linchpin in the plans is Mr Zardari. "If he can maintain this position and ensure the plan is carried out, Bibi [Ms Bhutto] will have won even in death," a PPP insider says.

The broad outlines of the plan are simple enough. But there are reasons to be sceptical.

In Pakistan, what can go wrong generally does go wrong.

It wasn't that long ago that the then President Musharraf and Benazir Bhutto were working on a grand master plan that fell apart with her assassination.

Mr Zardari's military hopes rest on the assumption - not universally shared - that the army can defeat the Islamist militants, and that it will co-operate with the PPP after years of mutual mistrust.

As far as popular support goes, the PPP has got its work cut out to reverse the country's ever-worsening economic woes.
