Forced disappearance on increase

FM Masum

Forced disappearances of people, mostly opposition leaders and activists, after allegedly being picked up by law enforcers are on the rise, panicking people and making rights defenders concerned.

According to rights organisation Odhikar, the number of victims of forced disappearances was 17 in 2010 while the figure reached 17, including eight in the capital, in the first nine months of 2011 till September 30.

In most of the cases, families of the victims accused the law enforcement agencies of killing their relatives in a planned way that they said is an alternative to extrajudicial killing.

The families fear that the victims have been killed by the law enforcers and bodies have been concealed.

The National Human Rights Commission chairman, Mizanur Rahman, expressed his grave concerns about the increase in such forced disappearances.

He told New Age on Thursday that the law enforcers must investigate every incident of disappearances to clear themselves from the accusation by families of the victims.

Human rights defenders also expressed their grave concerns about growing incidents of forced disappearances.

They demanded that the government should thoroughly investigate each reported incident of disappearance immediately.

The Odhikar secretary, Adilur Rahman Khan, demanded that the government should arrange for search and rescue of the disappeared and also take action against the people involved in perpetrating such crimes.

‘The government’s failure to ensure impartial investigation of each of the incidents will only establish the people’s perception that forced disappearance has been adopted as an alternative to extrajudicial killing,’ he said.

Rights watchdog Ain o Salish Kendra executive

director, Sultana Kamal, told New Age, ‘These are not stray incidents and it is the responsibility of law enforcers to look into the issue seriously.’

The rise of forces disappearances has also concerned international rights groups.

The Asian Federation Against Involuntary Disappearances has urged the Bangladesh government to take immediate steps to stop forced disappearances of the people allegedly after being picked up by law enforcers.

The federation, a platform of human rights organisations of families of the disappeared and advocates working directly with the issue of forced disappearance in the region, made the urge in a letter it sent to the permanent representative of Bangladesh to the United Nations on June 14.

In the letter, the federation also urged the government to immediately ratify the International Convention for the Protection of All Persons from Enforced Disappearance.

The convention, which was unanimously adopted by United Nations General Assembly in 2006 and entered into force on December 23, 2010, provides for, among others, two new rights â€" the right to truth and the right not to be subjected to enforced disappearance.

‘We believe that this new international human rights instrument is a stepping stone to the existing government’s effort to improve governance and democracy where human rights should be at the centre of political policies and programmes,’ the letter reads.

Enforced disappearance is a convenient tool being used by state security forces to repress people’s legitimate exercise of their rights, the letter says.

The Rapid Action Battalion director general, Mukleshur Rahman, however, claimed that the battalion was not involved in any abduction and they had rather rescued several people from abductors in a couple of months.

Detective Branch deputy commissioner Monirul Islam said that the law enforcers were not involved in any forced disappearance or secret killing.

He said that they were investigating every incident of disappearances. ‘Some criminals may be involved in such abductions,’ he added.

In the latest incident of disappearance on September 29, former vice-president of Bangladesh Chhatra Union KM Shamim Akhter, 37, was abducted by some unnamed people from near his house at Purana Paltan in the capital, his 60-year-old mother, Johara Akhter, alleged.

She said that she had come to know from local people that seven to eight plainclothesmen had abducted Shamim and taken him away in a white microbus in the evening on the day.

On September 22, armed plainclothesmen abducted local BNP leader Ataur Rahman Litu and the opposition leader has been missing since then.

The family of Litu, Ward 87 unit BNP president, alleged that some armed people in plain clothes in the name of Detective Branch had abducted Litu from Dayaganj crossing.

Litu’s wife Rashida Akter filed a general diary with the Jatrabari police in this connection.

Rashida alleged that RAB or DB men had abducted her husband. She feared that law enforcers might have killed Litu in a planned way.

The Rapid Action Battalion, Detective Branch and the local police said that Litu had not been picked up by them.

On July 2, armed people abducted Tejgaon unit Chhatra League vice-president Mizanur Rahman and his associate from Tejgaon. Later on July 5, their bodies were found near the Tejgaon bus stand.

Mizan’s elder brother Tajul Islam told New Age that some quarters using law enforcers might have killed his brother. He said, ‘If he is not killed by the lawmen, then why could not they make any headway into the investigation of the killing.’

On July 31, Jewel Ullah Sardar, 28, Rajib Ullah Sardar, 23, and Mizanur Hossain were found dead in different places in Gazipur and Munshiganj after they had been abducted allegedly by plainclothesmen from Dayaganj.

Jewel’s father Salam Ullah Sardar alleged that his son Jewel, nephew Rajib and their friend Mizanur had been abducted by plainclothesmen from near a food shop near the Dayaganj crossing.

On July 18, a group of people identifying themselves as lawmen picked up Nuru Islam alias Tablet Babu, 27, from his house at Narinda in the city. Two day after his abduction, local people found the body of Babu in a water body in the area.

On July 4, plainclothesmen at gun point took away Sajal Hossain, 18, and Imran Ahmed, 20, from the Rajdhani Super Market area at Tikatuli in day light.

Sajal’s body was found lying in a playground at Samarsing in Gazipur on July 12 while Imran’s body was recovered by the police from near the Judge Miah brick field at Ekuria of Keraniganj the same day.

In 2010, Dhaka city ward councillor Chowdhury Alam, also a BNP leader, went missing on June 25.

Alam’s son Abu Sayeed Chowdhury said that there were enough circumstantial evidences to relate the Rapid Action Battalion to the abduction of his father.

‘We have no doubt, considering the events of past few weeks before my father’s disappearance, that the battalion abducted him,’ he said.

Mr. Syed Aslam3,
I have noticed in all of your writings you are always taking side in favour of your Awami League group by degrading the BNP and to all his suporters. Mr Babar what he has done during his tenure is already in police custody and is undergoing in a process of investigation. Still court did not give any verdict about his any sorts of guilts. Till court don't give any verdict you have no right to give your own verdict from outside and cannot say anything about his involvement in any of his misdoings. Before any court verdicts from the court you are giving so many verdicts by yourself eg how he is making his attitude towards police and how he made his face towards police etc etc. Please stop your one sided single track argument for everything against BNP and his supporters. Mind that BNP is also one of the largest party in Bangladesh.

Salaam Siraj bhai.

It was good seeing your posting after a long time. I also lost interest communicating in Chottala or Khobor as most of us in these forums are extremely biased people.

It is also sad to see how we lost our consciousness completely.

Take care and May Almighty guide us through the straight path.

Thnx.

[chottala.com] How 'Occupy Wall Street' has seized the moment

How 'Occupy Wall Street' has seized the moment

Like a lot of people, I didn't pay much attention to the Occupy Wall Street protest until the Continental Airlines pilots showed up.

In perfectly pressed uniforms, replete with shined shoes and their pilot caps, they formed neat lines and carried a handful of messages professionally printed on red, white and blue signs. As they marched amongst the far less formal, sometimes topless protesters, they seemed to bring order to what many had dismissed as a chaotic bunch.

TheGrio: Is black America sitting out 'Occupy Wall Street'?

A few days later, last Saturday, the same day Kanye debuted his fashion line in Paris to the 1 percent who still can afford high end and couture, rapper Lupe Fiasco, once more known for being Jay-Z's other protege than criticizing President Obama for the war in Afghanistan, joined political rapper Immortal Technique and the 99 percenters who were occupying Wall Street.

WATCH MSNBC COVERAGE OF THE 'OCCUPY WALL STREET' PROTESTS:

That day, when some protesters claimed to reporters they were encouraged by police to march on the Brooklyn Bridge, then "entrapped", roughly 700 people were arrested. The arrests succeeded in luring the long absent mainstream media who'd ignored the protests for two weeks.

After the spectacle of arrests on the Brooklyn Bridge the pundits finally weighed in, the Wall Street Journal rather ironically featuring the arrests on the front page and the New York Times' NIcholas D. Kristof drafting a set of focused demands he wished to offer in the form of a Sunday editorial.

Black Twitter, or at least my Black Twitter, an incredibly well-read highly educated and opinionated bunch flung across the country and age spectrum, that functions for me and many as a kind of unvetted town hall, were to the brim with dismissive condemnation. Many joined the chorus of critics who see the protest as lacking real demands, of being so much political theater.

But even as I write this from Detroit where we are bracing for a very real -- not theatrical -- run on the city's few food pantries after 21,000 people in need were cut off from food benefits by a governor intent on balancing the state's budgets on the backs of its most vulnerable -- I must ask, What's wrong with a little political theater?

Nevermind that the Tea Party has held the media and by extension the public, and finally, its policymakers over a barrel for the past two years with a "movement" that began as wide and wildly as Occupy Wall Street. That the ragtag bunch who came together to demand economic justice at the symbolic site of the crime is pitch perfect.

For too long it seemed the Tea Party and rabidly reactionary conservatives were successful in convincing their fellow Americans it was the barely middle class overspenders who couldn't afford their McMansions that brought this country's economy to its knees. Obama's financial reform TAARP rescued banks with billions of taxpayers dollars but about only 30 million homeowners managed to get their mortgages reduced in its Foreclosure Prevention Program. The four biggest banks, deemed too big to fail, were barely slapped on the wrist for their deceptive and discriminatory practices.

WATCH OCCUPY WALL STREET PARTICIPANTS DISCUSS THE MOVEMENT HERE:

Instead of functioning as public utilities given their tax breaks and recent bailout by taxpayers, they nickel and dime their customers "because of recent regulation" as if last year's financial reform, which largely called for transparency, went far enough. That the banks' top executives and trading houses who'd treated taxpayers pensions and mortgages like Vegas chips, received the same multi-million dollar bonuses they would've had they not gone to Congress with their hats in their hands, seemed too much for the American people to bear. But silently bear it, we seemed to. Until Occupy Wall Street took over the square, the millions of victims of some of the biggest corporate crimes committed in this country seemed invisible.
The demand within and outside the Occupy Wall Street movement that they come up with a clear set of actionable demands seems both reasonable and beside the point. (And the declaration they drafted and released did little to make clear any demands). Protest as public spectacle, even as performative, is part and parcel of any effective movement.
The regular protests in the 80s and 90s under the expansive pink triangle, the Women's Movement of the 70s and yes, the Civil Rights protests, all included diverse and conflicting protesters with varying sets of interests and palettes for reform or revolution. Some of the protesters who joined those successful movements were activists and organizers, but many more were moved to make visible, with their very bodies, their opposition to injustice.
That the Occupy Wall Street protesters have only clearly declared they demand economic justice makes this movement both amorphous and diffusive enough to include the many millions across the globe who were affected by America's cowboy bankers. Tomorrow, teacher's unions are set to join the Occupy Wall Street protests reminding us there has been no bailout of public education. The teachers' presence also is a reminder labor unions have exhausted much of their ability to collectively bargain and negotiate even with their elected officials, as tied as those officials are to corporate America.
Last week, in Athens, the European ground zero for months long anti-corporate protests, the trend in the streets pointed to the unification of the far right and the political left. Despite the reported presence of some Tea Party types at Occupy Wall Street, that doesn't look as likely in America. In fact, only a few days ago, the evangelical Apostolic Reformation movement, who received a bit of media attention when they lead a prayer rally attended by Texas Governor and flailing Republican presidential candidate Rick Perry, began a theocratic takeover of D.C. They plan to occupy the nation's capital for 40 days, demanding much of the nation be ridded of demons.
I truly hope the majority of Black people in this country don't, even secretly, identify with those loons more than they do the "fringe movement" that's taken center stage in downtown Manhattan. We have more to lose than most, and whether we believe in taking our grievances to the streets anymore, we've certainly received little result in lobbying the administration we put in office for some attention

[chottala.com] US asks court to halt state immigration law

US asks court to halt state immigration law

ATLANTA (AP) — The federal government asked an appeals court on Friday to halt an Alabama immigration law considered by many as the toughest in the United States, saying it invites discrimination against foreign-born citizens and legal immigrants.

The federal government filed the challenge to the U.S. 11th Circuit Court of Appeals in Atlanta. It claimed Alabama's new law "is highly likely to expose persons lawfully in the United States, including school children, to new difficulties in routine dealings."

The overhaul allows authorities to question people suspected of being in the country illegally and hold them without bond. It also lets officials check the immigration status of students in public schools.

A federal judge in Alabama upheld those two key aspects of the law, which have already taken effect.

Those provisions that took effect are what help make the Alabama law stricter than similar laws passed in Arizona, Utah, Indiana and Georgia. Other federal judges have blocked all or parts of the laws in those states.

Immigration became a hot issue in Alabama over the past decade as the state's Hispanic population grew by 145 percent to about 185,600. While the group still represents only about 4 percent of the population, some counties in north Alabama have large Spanish-speaking communities and schools where most of the students are Hispanic.

The Justice Department's appeal said parts of the law conflict with federal rules, and that "attempts to drive aliens 'off the grid' will only impede the removal process established by federal law." It also said the legislation could impact diplomatic relations with foreign countries.

"Alabama is not in a position to answer to other nations for the consequences of its policy," it said. "That is the responsibility of the federal government, which speaks for all the states and must ensure that the consequences of one state's foray in to the realm of immigration law are not visited upon the nation as a whole."

It also said requiring officers to report people without adequate credentials to federal immigration officials "unnecessarily diverts resources from federal enforcement priorities and precludes state and local officials from working in true cooperation with federal officials."

RE: [chottala.com] Pictures are more than thousand words [Reply to Malicious Propaganda by Amardesh]

By the way  I do not see any big error in Amardesh reporting. State matter does not go with family picture session at all.
It was a friendly retreat at a exclusive hotel during UN session.
It's nice to see our PM with our Mr. President in a picture. It's only a word(nice) many of us find but not thousands you may find.  Relationship with USA is a relationship of taking dictation mixed with some thanks, here we go again - same cliché , "Success of  War on terror".

I salute to our PM for getting thanks for success in woman's freedom, war on terror , education,  health etc. But we cannot differentiate these successes with other countries in this region. Many of these are mere natural progression happening in most developing countries.

People will find thousand word in this picture if our PM benchmark economic success with neighbor countries:  Thailand, Malaysia, Vietnam.........

[chottala.com] Forced disappearance on increase

New Age
Dhaka, 07 October 2011

'The government's failure to ensure impartial investigation of each of the incidents will only establish the people's perception that forced disappearance has been adopted as an alternative to extrajudicial killing,' he said.

Rights watchdog Ain o Salish Kendra executive

director, Sultana Kamal, told New Age, 'These are not stray incidents and it is the responsibility of law enforcers to look into the issue seriously.'

The convention, which was unanimously adopted by United Nations General Assembly in 2006 and entered into force on December 23, 2010, provides for, among others, two new rights — the right to truth and the right not to be subjected to enforced disappearance.

'We believe that this new international human rights instrument is a stepping stone to the existing government's effort to improve governance and democracy where human rights should be at the centre of political policies and programmes,' the letter reads.

Enforced disappearance is a convenient tool being used by state security forces to repress people's legitimate exercise of their rights, the letter says.

'Some criminals may be involved in such abductions,' he added.

Litu's wife Rashida Akter filed a general diary with the Jatrabari police in this connection.

Mizan's elder brother Tajul Islam told New Age that some quarters using law enforcers might have killed his brother. He said, 'If he is not killed by the lawmen, then why could not they make any headway into the investigation of the killing.'

On July 31, Jewel Ullah Sardar, 28, Rajib Ullah Sardar, 23, and Mizanur Hossain were found dead in different places in Gazipur and Munshiganj after they had been abducted allegedly by plainclothesmen from Dayaganj.

Jewel's father Salam Ullah Sardar alleged that his son Jewel, nephew Rajib and their friend Mizanur had been abducted by plainclothesmen from near a food shop near the Dayaganj crossing.

Sajal's body was found lying in a playground at Samarsing in Gazipur on July 12 while Imran's body was recovered by the police from near the Judge Miah brick field at Ekuria of Keraniganj the same day.

In 2010, Dhaka city ward councillor Chowdhury Alam, also a BNP leader, went missing on June 25.

Alam's son Abu Sayeed Chowdhury said that there were enough circumstantial evidences to relate the Rapid Action Battalion to the abduction of his father.

'We have no doubt, considering the events of past few weeks before my father's disappearance, that the battalion abducted him,' he said.
