Re: [chottala.com] 4 dead as police-BNP supporters clash

Dear Mr. Anwar
Bravo! For making such a bold statement, but please be careful they (BAL) might sue you and try to harm you for your writings. I notice
their are some so called intellectuals(aatell) are trying to promote themselves and BAL in this group. Some of them also became VC of university also because of political manipulation. These aatell would not get a job as a dog catcher. I would like to ask these aatell where were they on the 15th august 1975? They always howls like a coyote when the tiger is away.
Cowards die many times before their death.

It seems  that BAL politicians are politically failed to save the people in  Bangladesh under political civil administration They are killing people by using police and just like before they are creating situation in Bangladesh to save the people from political disasters and people killing by  police  for saving people  Marshal administration under Marshal law is most essential in Bangladesh to take legal action against nonsense political leaders who are most inefficient to do lawful politics and inefficient to run civil administration lawfully.

4 dead as police-BNP supporters clash
Sun, Jan 29th, 2012 11:49 pm BdST

Dhaka, Jan 29 (bdnews24.com) – Police fired from their guns, used tear gas and charged with batons to disperse the activists of BNP on Sunday in several districts, leaving at least four people dead and scores injured. The deceased were identified as 'Limon', 25 and Abul Hossain Gazi, 55, of Chandpur and Mohammad Rubel, 22, and Abul Kashem, 50, of Laxmipur. Reports say Limon was an activist of the opposition BNP and a resident of Goakhola while Gazi was a rickshaw-puller, but authorities would not immediately confirm if they had any political allegiance. Laxmipur district unit of BNP claimed that Rubel, who lived in the West Laxmipur of Sadar upazila, was one of their activists. Kashem, the other deceased in Laxmipur was a vice-president of Bhabaniganj union BNP in the same upazila. Sunday was the day for the opposition parties to hold anti-government protests across the country to mainly demand reinstatement of the caretaker government system. BNP chairperson Khaleda Zia had announced Sunday's mass procession programme across the country from a Chittagong rally on Jan 9. After Awami League had announced programmes on the same day, police banned rallies and processions in Dhaka, Chittagong, Rajshahi, Sylhet and Khulna on Sunday fearing trouble. Section 144 was imposed in Bogra, Habiganj, Sirajganj and Pabana to ban all sorts of public gathering. Later, BNP's Dhaka and Chittagong metropolitan units deferred the programmes for a day. The demonstrations in other districts were staged. Bogra unit of the party in the morning deferred the programme for a day. BNP supporters across the country clashed with police after the law enforcers fired bullets, tear gas shells and charged batons to disperse processions. At least 300 people were injured in the clashes. Police detained over 150 people in Laxmipur, Chandpur, Natore, Kishoreganj, Madaripur, Tangail and Brahmanbaria over the clashes and vandalism of cars. Two committees have been formed by the police to investigate the firing incidents. Inspector general of police (IGP) Hassan Mahmood Khandker said they will also see if there was any negligence of duty in the incident. In Chandpur, the BNP's district unit took out a procession from their headquarters around 11:15am as a part of the nationwide protest. But police tried to bar the procession immediately afterwards and the melee broke out after the activists tried to march forward. The clash spread across the town including Kalibari, Lekerpar, Notunbazaar, Chitralekha intersection as police chased the opposition activists who also attempted to retaliate. Three persons suffered bullet wounds in Lekerpar area, and two of them died. Additional superintendent of Chandpur police Amir Zafar said police opened fire following an order by magistrate Shamimul Haque Pavel. Model Police Station officer-in-charge Alamgir Hossain said the situation was brought under control. "Police have been deployed in the entire town." Chandpur BNP announced to enforce a half-day shutdown in the district on Monday protesting the killings and bar on processions. Police also opened fire on a procession of BNP and Jamaat-e-Islami in Laxmipur district town when they attempted to start a procession from Ramgoti bus stand in south Temohini area around 11am. The protesters went on the rampage in the area and clashed with police when the procession was thwarted. Doctor Nizamuddin of Zila Sadar Hospital said 17 wounded people were admitted, including three with bullet injuries. Of them, Rubel and Kashem died and Robiul Hasan, 17, was sent to Noakhali Sadar Hospital. Laxmipur district SP said 12 police personnel including a sub-inspector were injured in the clashes. Laxmipur BNP organising secretary Hasibur Rahman said two other injured in police firing, 'Naved', 35, and 'Javed', 32, were being treated outside hospital fearing detention by police. Natore BNP president Ruhul Kuddus Talukder said at least 100 supporters of the party were injured when Awami League activists and police allegedly attacked their procession in the town. Vein of a leg of Ershad Ali, 40, was cut off by the ruling party activists, he claimed. Awami League's Natore district unit president Sirajul Islam, however, denied the allegation of attack on the BNP programme. Police in Bagerhat detained six BNP activists from the town's Harikhali Bat Tala area when the opposition activists tried to take out a procession after a street rally. SP Khandker Rafiqul Islam said the detainees were planning to attack another group of BNP. Three people suffered bullet injuries and 13 BNP activists were detained during clashes in Kishoreganj. Police fired 30 rounds of rubber bullet and nine rounds of tear gas shells to bring the situation under control, Kishoreganj Model Police Station officer in charge Mir Mosharraf Hossain said. The opposition activists also clashed with police in Madaripur, Tangail and Patuakhali. bdnews24.com/corr/rn/ost/jr/bd/2119h

[chottala.com] INDIA: Assault and stone-pelting on Koodankulam Nuclear Power Plant Protestors including women activists

February 1, 2012

Re: Tirunelveli: Assault and stone-pelting on Koodankulam Nuclear Power Plant Protestors including women activists

Dear Chairperson, National Human Rights Commission,

I am a Human rights activist and journalist. I am sharing my deep concern  the attack and stone pelting on the representatives of Peoples Movement against Nuclear Energy including 15 women.

Incident:
A civil group spearheading the protest against the Koodankulam Nuclear Power Project (KNPP) called off talks with the central government-appointed experts' panel, after the former's members were assaulted in Tirunelveli District of Tamil Nadu on January 31, 2012 when they were on their way for the talks.

According to the information received, the Central government-appointed expert group was scheduled to have its fourth round of talks on 31st January 2012 (Tuesday) at 11.00 a.m. in the District Collector's office, Tirunelveli.  The representatives of Peoples Movement against Nuclear Energy (PMANE) – Pushparayan and Jesuraj and 20 women accompanying them have been attacked by Goondas (hired thugs) near Tirunelveli Collecotrate on their way to attend talks with the Central Government Expert Panel. The women who tried to shield the PMANE representatives were also beaten up and they are in hospital now. The goons were said to have been hired by some local Congress leaders.

The activists came to meet the Central government-appointed expert group for the fourth round of talks but after stones were pelted at them, they decided to boycott the meeting.
The Koodankulam Anti Nuclear protest has stood out as a symbol of non-violent protest. This move of attacking movement leaders is a strategy of trying to create tension and turn the movement violent. The PMANE movement has withdrawn from the talks after the incident which gave clear indications of the Central Government's backdoor working. Protests are happening in Tirunelveli and other southern Tamilnadu districts condemning the attacks.

It is note-worthy that for the past three months the activists have been said to receive threats from the goons of Congress Party. On the eve of the crucial talks, anti-nuclear activists had said that their representatives would not engage in any dialogue, despite promising their attendance.

Additional Information:

The coordinator of the People's Movement Against Nuclear Energy (PMANE) stated "We have no faith in the talks. None of the questions we had asked were answered and the documents we had asked for were not furnished. Meanwhile, our members have been assaulted when they had gone to participate in the talks. We are calling off the talks".
A representative of the protestors in the expert panel formed by the State Government said that they would go to the meeting but would not engage in any dialogue with them. They also demanded that they needed to talk to the people living within a radius of 30 km (around the Plant) and to the expert panel.

The anti-KNPP agitators' intensifying their stir, has come a day before the fourth and possibly, the final round of talks between the Department of Atomic Energy (DAE) nominated panel of experts and the state government's committee, slated to be held in Tirunelveli on Tuesday, as part of a long-drawn exercise to dispel local people's fears about KNPP.

It was expected that M Pushparayan, convener of Coastal People's Federation and M P Jesuraj would represent the anti-nuke protestors as part of the state panel in the talks with the Central panel headed by E Muthunayagam. PMANE had initially protested that they would boycott the talks, but changed the stance.

The previous three rounds of talks between the panels held on the 7th and 18th of November and 15th of December 2011 had failed to make any headway towards commissioning of the first unit at the KNPP as local people protesting against the project were not satisfied with the answers given by the expert group to their queries.
The Central Government Panel has failed to answer most of the questions raised by the movements own panel and whatever answers given, were all unsatisfactory. Moreover the central panel and central government have also refused to meet the movement's expert panel and have an open discussion.

The Indo-Russian joint venture ran into trouble with activists and local people going on protest citing safety concerns in the wake of the Fukushima Disaster in Japan early last year.
Simultaneously, pressure from various quarters including industry is mounting on Tamil Nadu government and the Central team to resolve the deadlock as the state's power situation is taking a turn for the worse.
We are concerned that the attack on the activists was pre-planned and aimed at suppressing their genuine voices of protest against the Koodankulam Nuclear Power Plant in Tamil Nadu.

Appeal
I, therefore, urge you to immediately take necessary steps to

  1. Guarantee in all circumstances the physical and psychological integrity of all the activists of anti-Koodankulam Nuclear Power Plant Campaign who were protesting in a peaceful manner;
  2. Initiate a departmental enquiry against the perpetrators who pelted stones and attacked the group of activists which included women and those behind them;
  3. Conform to the provisions of the United Nations Declaration on Human Rights Defenders, adopted by the UN General Assembly on December 9, 1998, especially:

- its Article 1, which states that "everyone has the right, individually and in association with others, to promote and to strive for the protection and realisation of human rights and fundamental freedoms at the national and international levels";
- and its Article 12.2, which states that "the State shall take all necessary measures to ensure the protection by the competent authorities of everyone, individually and in association with others, against any violence, threats, retaliation, de facto or de jure adverse discrimination, pressure or any other arbitrary action as a consequence of his or her legitimate exercise of the rights referred to in the present Declaration";
4. Ensure in all circumstances respect for human rights and fundamental freedoms in accordance with international human rights standards and international instruments ratified by India.
Looking forward to your immediate action in this regard,

Yours sincerely,
William Nicholas Gomes

Asslamualaikum Sir.
As usual you miserably failed to condemn the Loxmipur killing and demand justice for the killer cops.
As far as student politic concern, it should be banned completely. I guess you know more than me why student politics should be banned in Bangladesh.
Vala thaikkun.

"Police have been deployed in the entire town."

Chandpur BNP announced to enforce a half-day shutdown in the district on Monday protesting the killings and bar on processions.

As usual you miserably failed to condemn the Loxmipur killing and demand justice for the killer cops.
As far as student politic concern, it should be banned completely. I guess you know more than me why student politics should be banned in Bangladesh.

[chottala.com] Fw: [Dahuk]: Re: Police in action

Bloodthistry Sheikh Hasina in action.
Is it the begining of the end ?
Bangladesh Police is always against the people. They killed during language movement and all other killings during the past
Pakistan time as well as all killing after our liberation. They have been widely used as tool of repression. They can be called
killing force.
Nation needs to change this Police to Peoples Police not ruling party's Police.

[chottala.com] Dhaka’s ‘death squad’ shoots for a makeover

Dhaka’s ‘death squad’ shoots for a makeover

Until now, the Rapid Action Battalion has either been thought of as a killing machine — or a useful and necessary killing machine.

DHAKA, Bangladesh — “Is there a force in the world fighting armed terrorists who can guarantee there will be zero casualties?” asked Mohammad Sohail.
The question is obviously rhetorical. Sohail is a commander of Bangladesh’s Rapid Action Battalion, better known as RAB. Depending on whom you ask, the elite paramilitary force is either a killing machine, or a useful and necessary killing machine.
RAB has admitted to killing at least 622 people since its formation in 2004. Rights groups put the number closer to 1,000.
Human Rights Watch’s Asia director Brad Adams has called RAB a “Latin American-style death squad dressed up as an anti-crime force.”
If that is the case, then they are now a US-trained Latin American-style death squad.
More from GlobalPost: Bangladesh's "Wall of Death"
American diplomatic cables released by Wikileaks revealed that in 2008 and 2009 embassy officials in Dhaka were worried about the force’s record of human rights violations. But the State Department decided to work with them anyway.
The US has focused on human rights training for now. Part of the reason for the engagement is because US officials view RAB as their best prospect for a partner in counter-terrorism operations in Bangladesh. Even detractors admit the force has been successful in stemming the tide of Islamic terrorist activity in the country.
The other driver, however, is RAB’s own desire to rectify what it considers to be a misrepresentative public image. The cables expressed the view that there was strong support within RAB for the human rights training.
Ad Choices
More from GlobalPost: Inside Bangladesh's organ bazaar
On Jan. 18, 2011, a day he claimed as a turning point in RAB’s history, US Ambassador Dan W. Mozena addressed the graduates of a five-week training program that established an internal inquiry wing to probe RAB’s human rights violations.
You, said the American ambassador to the 19 cadets, are the key to changing how RAB is seen.
Bangladesh’s Men in Black
Image has always been an integral part of the RAB setup. They are quick to stress the “elite” part of “elite paramilitary force.” RAB’s members are drawn from the army, navy, air force, police force and border guards.
“We only consider the best from them, and we only pick the very best of the best,” said Sohail.
RAB takes this Men in Black ethos literally. They are an intimidating and visually striking sight, men and women patrolling the streets of Dhaka armed with assault rifles while dressed in all-black from the boots up to the bandanas and of course, sunglasses.
Sohail himself comes from a navy background. The head of RAB’s Media and Legal wing, he spearheads the task of shedding the “death squad” tag.
He insists that what shows up in the media and on talk shows does not reflect ground reality.
“The challenges in a country like Bangladesh are huge,” he pointed out. “The law and order situation in 2004 was beyond control, a terrifying situation. Militant groups, drugs spreading everywhere, Dhaka was completely run by five to seven Mafia bosses.”
Sohail highlights the difficulties they face in the more inaccessible parts of the country such as the Sundarbans, the sprawling rainforest in the south of the country.
“Take the dacoits [robbers and traffickers] in the Sundarbans. We don’t know the area, they do. They are also desperate to avoid being arrested.”
Around 8,500 RAB personnel cover the whole country, which has a population of around 150 million. 34 RAB members have been killed in action since 2004, and over 400 injured.
Street justice vs. no justice
“I think people feel safer because these guys are around,” said Nicolas Haque, Al Jazeera’s correspondent in Bangladesh.
The public’s reaction to RAB doesn’t neatly fit the reaction one would expect from a term like “death squad.”
“I like RAB,” said an American expatriate working in Dhaka.
“I mean, I don’t LIKE them, but you know,” he clarified, implying he doesn’t approve of all their methods but appreciates what they’re doing.
It isn’t just those living in the capital who feel this way. The leaked diplomatic cables note that people in remote areas, particularly women, feel more comfortable coming forward to RAB.
“RAB enjoys a great deal of respect and admiration from a population scarred by decreasing law and order in the last decade,” said one cable, quoting civil society sources.
“The saying in Bangladesh is that there are people who are actually above the law,” said Sultana Kamal, the director of Ain o Salish Kendra (ASK), a human rights group based in Dhaka.
“For people who think they’re above the law, RAB is an interesting factor to think about,” Al Jazeera's Haque said.
“We have a system with such a huge backlog, a backlog of 10 years of cases that have not been tried,” he added. “One case that made me really angry was a story we were doing. A child had acid poured on her ear, and the culprit, her father, was free. We went to the Home Ministry and the cops, and no one wanted to do anything about it.”
One US cable observed that members of civil society were prepared to accept that “some notorious individuals will die in encounters with RAB,” and that this was preferable to risking the court process.
Kamal and ASK do not belong to this group.
“Our problem is with the way the crime situation is dealt with by RAB,” said Kamal. “In our constitution there are definite directives on how to go about this. The way RAB was dealing with crime was extrajudicial, and not permitted in a civilized society.”
Damage control
The extrajudicial deaths, which RAB usually presented as being the result of crossfire, eventually took its toll. Newspapers implicitly mocked the explanation put forward for deaths by always using quote marks around "crossfire."
“No one believed they happened in shootouts or crossfire,” said Kamal, “everyone knew these were instances of direct killing. They believed this was the only way to deal with crime. But now there is quite a lot of opposition to it.”
In March 2010 photographer Shahidul Alam arranged an exhibition on the extrajudicial killings titled “Crossfire.”
“I got a phone call from RAB,” Alam recalled, “It was a Col. Sohail or something. He said that it would not be good to go through with the exhibition. He strongly recommended we don’t go through with it."
The gallery was shut down before the exhibition was due to open, and protesting the clampdown became a popular cause. A further blow to RAB’s image was dealt with the shooting of Limon Hossain, a 16-year-old student Sohail says was the lackey of a local mobster.
Kamal says that extrajudicial deaths are rarer now, but that forced disappearances linked to crime and politics are on the rise.
RAB is in the strange situation of being a popular entity that is at the same time a stigmatized one. The result has been a new level of opening up to the media and a process of re-branding.
According to Sohail, the media acts as one of its biggest sources. RAB reciprocates, staging theatrical press conferences when it makes arrests where reporters get to confront those accused for the benefit of live television.
At one such press conference, following a narcotics bust, Sohail himself approached the detained man. “Do you deny that this is a drug?” he thundered, holding up a packet of Ya ba, a popular methamphetamine, to the face of the arrested man.
“I was really surprised, happily surprised to be inside RAB headquarters with crime correspondents questioning the RAB with the US and UK diplomats right there,” said Haque. “Before there were only one or two outlets to deal with, but now there’s so many broadcasters that RAB is more open to questioning.
“They [the media] were talking about the case of Limon, raising really strong journalistic questions without any fear.”
A South Asian FBI
Mohammad Sohail, the RAB commander, is a religious man, and he interrupts the interview for his afternoon prayers. He leaves to wash himself, and after returning rolls up his trousers, rolls out a mat, and prays on the floor of his office.
“Look, I pray,” Sohail said after he’s done. “And I’ve gone to Hajj [in Mecca]. You can have ideology. But when you impose …”
In 2004 when RAB was formed, Bangladesh was experiencing a rise in Islamic militancy. The Far Eastern Economic Review, along with the Wall Street Journal, published articles identifying Bangladesh as a “cocoon of terror.”
A defining moment for Bangladesh arrived on Aug. 17, 2005.
Five hundred bombs ripped through 63 of the country’s 64 districts almost simultaneously. Jama’atul Mujahideen Bangladesh, a group allegedly linked with Al Qaeda, claimed responsibility.
RAB reacted swiftly. It took the US nearly 10 years to capture Osama bin Laden; it took RAB a little more than six months to collar Bangla Bhai and Shaykh Abdur Rahman, the masterminds behind the August bomb plot.
“Since 2004, we’ve arrested 104,000 people, confiscated more than 10,000 illegal firearms, all foreign made. These people were killing daily. Law and order was a mess. We changed this, otherwise Bangladesh could be like Afghanistan or Pakistan,” said Sohail.
Considering the state of those two countries, the US sees RAB as a valuable ally in counter-terrorism. American diplomats think that RAB could develop into a South Asian equivalent of the FBI.
Sohail disagrees, saying: “We can do better than the FBI.”
