Bangladesh should allow transit to India
Our geographical location makes India dependent on Bangladesh for only one transit-route. That is Kotkata -Dhaka - Chittagong - Yangon transit-route. We also feel that India should reciprocate this goodwill on our part by allowing a transit-route between Kathmundu - Dhaka and by allowing a transit-route between Thimpu - Dhaka.
 
 
We have said it all in the headline and sub-headline of the article. The only left is to answer this question -"If that is true, then what is all the fuss in a portion of the Bangladeshi press?"
 
Well, to find out about that you will have to ask those stupids. Its perplexing though, how come so many journalists and so many editors can simultaneously act such stupid? Well, if they are not stupids, they should work on their vocabulary. They need to get their definitions right.
 
There might be a supplimentary question from those newspapers who have been publishing with serious errors - "Well, we understand, what you are saying. Lets say we don't call that transit-route anymore. We stand corrected. Lets say, we call those alleged demands from India as something else - corridors. What do you say about that?"
 
Our answer would be - first start using the correct vocabulary. Lets first see how the transit-routes work out. Let India prove whether they really are "Incredible India" or whether they are "Irresponsible India" as far as its immediate eastern neighbors (Bangladesh, Nepal, Bhutan and Myanmar) are concerned. Once a good reciprocity is achieved on these proposed transit-routes, that will improve the body language of the relations among different nations in this region. Let the first step to happen. That would take a generation. Let the next generation think about what can happen in their time.
 
Ok, ok, eta na hoi bujlam. But what do you say about this question - "We might have our problem with the India's attitude or behaviour. But doesn't that hurt the general people of their north-eastern states (the so-called seven sisters). Because, even Indian government doesn't take care of the people in those states, it's often alleged. A direct proof in support of that allegation is that India has an Emergency Power Act imposed on those seven states for several decades. Don't we have a responsibility for those people?"
 
Our first response would be - 'Ma er cheye, mashir dorod dekhano ta ki valo?" On a serious note, we think we are addressing that, too. At least a portion of that concern. See the news time attached below, from the Bangla version of bdnews24.com.
 
Moreover, we have previously proposed to empower the cheif executives of the district councils of our bordering districts to take combined local projects in partnership with their Indian and Burmese counterparts so that more uniform and people-to-people exchange infrastructure are developed in our regions. We hope that would happen in coming years. On the same note, we have also previously proposed that Bangladesh should setup special economic zones for re-export processing in the bordering districts that can effectively proxy the corridor as far as economics is concerned. 
 
In the meantime, let us start with the transit-route projects. Bangladesh should allow transit to India, only if reciprocated. Our geographical location makes India dependent on Bangladesh for only one transit-route. That is Kotkata -Dhaka - Chittagong - Yangon transit-route. We also feel that India should reciprocate this goodwill on our part with allowing transit between Kathmundu - Dhaka and Thimpu - Dhaka transit-route.

ঢাকা, জুলাই ১৫ (বিডিনিউজ টোয়েন্টিফোর ডটকম) - বাংলাদেশ নয়াদিল্লিতে আসন্ন পররাষ্ট্র সচিব পর্যায়ের বৈঠকে ঢাকা থেকে ভারতের উত্তর-পূর্বাঞ্চলীয় শহর শিলং à¦" গৌহাটিতে সরাসরি বাস চালুর প্রস্তাব দেবে বলে জানিয়েছেন পররাষ্ট্র সচিব মো. তৌহিদ হোসেন।

মঙ্গলবার তিনি বিডিনিউজ টোয়েন্টিফোর ডটকমকে বলেন, "ঢাকা-গৌহাটি à¦" ঢাকা-শিলং রুটে সরাসরি বাস সার্ভিস চালুর প্রস্তাব দেবো আমরা।"

মূলত: ভারতের 'ট্র্যানজিট' প্রস্তাবের বিপরীতে বাংলাদেশ এ প্রস্তাব দেবে বলে জানান তিনি।

আগামী ১৭ à¦" ১৮ জুন ভারতের রাজধানী নয়াদিল্লিতে সচিব পর্যায়ের এ বৈঠক অনুষ্ঠিত হবে।

কয়েকদিন আগে ভারতের হাই কমিশনার পিনাক রঞ্জন চক্রবর্তী জানিয়েছিলেন, আসন্ন সচিব পর্যায়ের বৈঠকে উত্তর-পূর্বাঞ্চলীয় সাতটি প্রদেশের সঙ্গে দ্রুত যোগাযোগ স্থাপনে বাংলাদেশের ভেতর দিয়ে ট্র্যানজিট সুবিধা চাইবে ভারত।

ভারতের প্রস্তাবে বাংলাদেশ রাজি হবে কী না জানতে চাইলে মঙ্গলবার পররাষ্ট্র সচিব বলেন, "আপনাদের কি মনে হয়, আমরা এমন সুবিধা দেব?"

তিনি জানান, দীর্ঘ ২৮ বছর পর সমুদ্রসীমা নির্ধারণের বিষয়েà¦" আলোচনা করতে সম্মত হয়েছে দুই দেশ। এর আগে বাংলাদেশ সমুদ্রসীমা নির্ধারণে ভারতের সঙ্গে আলোচনা করতে চাইলেà¦" ভারত রাজি হয়নি। সচিব বলেন, "এখন ভারতই এ ব্যাপারে আলোচনা করতে আগ্রহী।"

১৯৮০ সালের ২ থেকে ৫ ডিসেম্বর শেষবার দু'দেশের সমুদ্রসীমা নির্ধারণ করা হয়।

এছাড়া বৈঠকে ভারতকে প্রতিশ্র"তির চেয়ে বাড়তি একলাখ টন চাল রপ্তানি করারà¦" অনুরোধ জানানো হবে বলে তৌহিদ হোসেন জানান।

গত ডিসেম্বরে বাংলাদেশ সফরের সময় ভারতের পররাষ্ট্রমন্ত্রী প্রণব মুখার্জী বাংলাদেশে পাঁচ লাখ টন চাল রপ্তানির প্রতিশ্র"তি দেন। কিন্তু ভারত এ পর্যন্ত মাত্র এক লাখ টন চাল সরবরাহ করেছে। অভ্যন্তরীণ ঘাটতির জন্য ভারত চাল রপ্তানির ক্ষেত্রে নিয়ন্ত্রণ আরোপ করেছে।

বার্ষিক এই বৈঠকে যোগ দিতে বাংলাদেশের চার সদস্যের প্রতিনিধি দল নিয়ে পররাষ্ট্র সচিব বুধবার দিল্লির উদ্দেশে রà¦"না দেবেন।

মঙ্গলবার পররাষ্ট্র মন্ত্রণালয়ের এক বিজ্ঞপ্তিতে বলা হয়, বাংলাদেশ à¦" ভারতের মধ্যে ১৯০ কোটি ডলারের বাণিজ্য ঘাটতি কমিয়ে আনার বিষয়ে বৈঠকে আলোচনা করবে বাংলাদেশ। এজন্য ভারতের বাজারে বাংলাদেশের পণ্যের শুল্কমুক্ত প্রবেশাধিকার, অন্যান্য বাধা তুলে নেà¦"য়া à¦" একটি সমন্বিত মাননিয়ন্ত্রণ কাঠামো অনুমোদনের বিষয়ে আলোচনা করা হবে। এছাড়া ভারতীয় সীমান্ত রক্ষীদের (বিএসএফ) সীমান্তে 'বাংলাদেশী নাগরিক হত্যা' à¦" দু'দেশের মধ্যকার অভিন্ন নদীর পানি ভাগাভাগি বিষয়েà¦" আলোচনা করবে বাংলাদেশ।

OTTAWA (Reuters) - Omar Khadr, the only western prisoner still held in the U.S. prison at Guantanamo Bay, broke down and wept when questioned by Canadian interrogators, video footage released on Tuesday shows.

 

Khadr, a Canadian, was arrested in Afghanistan in 2002 at the age of 15 and is charged with killing a U.S. medic. The secret video was taken in February 2003 and shows Khadr -- then 16 -- being grilled by officials from the Canadian Security Intelligence Service spy agency.

At one point, when his interrogators are out of the room, Khadr moans repeatedly in a desperate voice as he holds his head in his hands.

The phrase sounded very much like the English words "Kill me," but a native Arabic speaker from the National Council on Canada-Arab Relations told Reuters that he believed Khadr was in fact saying "Ya ummi," the Arabic for "my mother."

Extracts of videos taken over four days of interrogation were released by Khadr's lawyers on Tuesday after a long battle with the Canadian government.

"It's the cry of a desperate young man. He expected the Canadian officials to take him home," said lawyer Dennis Edney.

The poor quality footage -- recorded by cameras hidden in the room -- offers a rare glimpse into the Guantanamo Bay, Cuba, facility, where the United States is holding about 265 prisoners in conditions criticized by human rights groups.

Khadr also tells the interrogators, "You don't care about me," complains of poor medical treatment and removes his orange jumpsuit to show scars from the serious wounds he suffered during the firefight in Afghanistan in which the medic died.

Critics of Khadr's treatment say he is a child soldier who should be rehabilitated rather than punished. Canadian Prime Minister Stephen Harper has brushed off calls to intervene with Washington, saying Khadr faces serious charges.

Khadr has alleged U.S. interrogators repeatedly threatened to rape him or send him to another country to be raped.

In Guantanamo Bay on Tuesday, Osama bin Laden's former driver took the witness stand and said he had been subjected to isolation, sleep deprivation and sexual impropriety during nearly seven years of captivity.

Documents released earlier this month show U.S. authorities deprived Khadr of sleep ahead of a separate interview with an official from Canada's foreign ministry in 2004.

Edney said the videos and the documents demonstrated that Harper misled Canadians when he said Ottawa had received U.S. assurances that Khadr was being treated well.

"They knew from Omar Khadr that he had been mistreated, that he was frightened of the Americans and had been tortured ... this kid has suffered enough. This kid needs to come home. This kid is not a terrorist," he told reporters.

A Canadian judge ruled last month that Khadr has a right to see descriptions of interviews that the Canadians conducted with him, to help him prepare for his trial at Guantanamo.

The video shows Khadr at a plain wooden table in an apparently windowless cell, and also sitting on a sofa. He wears an orange prison jumpsuit, and at times buries his head in his hands, or pulls at his hair.

"I lost my eyes, I lost my feet, everything," he says. "No, you still have your eyes and your feet are still at the end of your legs, you know," responds one Canadian official.

Khadr was taken to Afghanistan by his father Ahmed Said Khadr, an alleged al Qaeda financier and close friend of Osama bin Laden. Khadr senior was killed in a battle with Pakistani forces in 2003.

Omar's brother Abdullah Khadr faces extradition from Canada to the United States on charges of gun-running and conspiracy to murder Americans abroad. A middle brother, Abdurahman Khadr, was also a prisoner at Guantanamo, but he was later freed.

Other western countries have successfully pressed for the repatriation of citizens imprisoned in Guantanamo.

TORONTO - Lawyers for a Canadian prisoner at Guantanamo Bay released excerpts of videotaped interrogations Tuesday, providing a first-ever glimpse into the secretive world of questioning enemy combatants at the isolated U.S. prison in Cuba.

 The 10 minutes of video — selected by Omar Khadr's Canadian lawyers from more than seven hours of footage recorded by a camera hidden in a vent — shows a 16-year-old Khadr weeping, his face buried in his hands, during the 2003 interrogation that took place over four days.

The video, created by U.S. government agents and originally marked as secret, provides insight into the effects of prolonged interrogation and detention on the Guantanamo prisoner.

A Canadian Security Intelligence Services agent in the video grills Khadr about events leading up to his capture as an enemy combatant when he was 15. Khadr, a Canadian citizen, is accused of throwing a grenade that killed a U.S. soldier during a 2002 firefight in Afghanistan. He was arrested after he was found in the rubble of a bombed-out compound — badly wounded and near death.

At one point in the interrogation, Khadr pulls off his orange prisoner shirt and shows the wounds he sustained in the firefight. He complains he can't move his arms and says he had requested, but hadn't received, proper medical attention.

"They look like they're healing well to me," the agent says of the injuries.

"No, I'm not. You're not here (at Guantanamo)," Khadr says.

The agent later accuses Khadr of using his injuries and emotional state to avoid the interrogation.

"No, you don't care about me," Khadr says.

Khadr also tells his interrogator that he was tortured while at the U.S. military detention center at the Bagram air base in Afghanistan, where he was first detained after his arrest in 2002.

Later on in the tape, a distraught Khadr is seen rocking, his face in his hands.

"Help me," he sobs repeatedly in despair.

On the final day, the agent tells Khadr that he was "very disappointed" in how Khadr had behaved, and tries to impress upon him that he should cooperate.

Khadr says he wants to go back to Canada.

"There's not anything I can do about that," the agent says.

The video is believed to be the first footage shown of the Canadian Security Intelligence Service in action during its 24-year history, offering an unprecedented glimpse into its interrogation strategies.

The video was made public under Canadian court orders, and released by Alberta-based lawyers Nathan Whitling and Dennis Edney a week after intelligence reports made public last week showed Khadr was abused in detention at the U.S. naval base-turned-prison on the tip of Cuba.

A Department of Foreign Affairs report said Canadian official Jim Gould visited Khadr in 2004 and was told by the American military that the detainee was moved every three hours to different cells to deprive him of sleep and familiar cell mates.

The report also says Khadr was placed in isolation for up to three weeks and then interviewed again.

Whitling and Edney released the video with hopes that public reaction to the footage will prompt Canadian Prime Minister Stephen Harper to lobby for his repatriation.

"We hope that the Canadian government will finally come to recognize that the so-called legal process that has been put in place to deal with Omar Khadr's situation is grossly unfair and abusive," Whitling said. "It's not appropriate to simply allow this process to run its course."
