আওয়ামী লীগ, তুমি কার?

সরকারপ্রধান থেকে শুরু করে মন্ত্রী-প্রতিমন্ত্রী এবং ক্ষমতাসীন দলের নেতাদের কথাবার্তা শুনে মনে হয়, তাঁরা এখনো বিরোধী দলে আছেন। দেশে যেকোনো অঘটন ও সমস্যার দায় বিরোধী দল ও গণমাধ্যমের ওপর চাপালেই যেন তাঁদের দায়িত্ব শেষ হয়ে যায়।
সরকারের কোনো ব্যর্থতা, দুর্বলতার কথা বললেই মন্ত্রীরা বিগত বিএনপি সরকারের উদাহরণ টানেন। ভাবখানা এমন যে, 'ওরা দশটা মেরেছে, আমরা তো মাত্র পাঁচের চৌকাঠই পার হইনি, এখনই আমাদের সমালোচনা করা কেন?' সন্ত্রাস ও দুর্নীতি এমনই ভয়ংকর সংক্রামক যে তা মুহূর্তেই মহামারিতে রূপ নিতে পারে।
সরকারের প্রথম বছরে মন্ত্রীরা বিরাট বিরাট প্রকল্পের তালিকা তৈরি করলেন, পাঁচ বছরের মধ্যে বাংলাদেশ সিঙ্গাপুর কিংবা মালয়েশিয়া হয়ে যাবে বলে দেশবাসীকে খোয়াব দেখালেন। দ্বিতীয় বছরে এসে বললেন, বিএনপি-জামায়াত দেশটাকে শেষ করে দিয়েছে। দেশের জন্য কিছু করতে গেলেই ওরা ষড়যন্ত্র করে। সরকারের জনপ্রিয়তা যত কমতে থাকে, ষড়যন্ত্র-তত্ত্ব তত ডালপালা মেলতে থাকে। মন্ত্রীরা যখন বলেন, আমরা সবেমাত্র ক্ষমতায় এসেছি, সবকিছু গুছিয়ে নেওয়ার জন্য একটু সময় তো দিতে হবে। জনগণ তাতে আপত্তি করেনি। স্বাধীনতার পর বঙ্গবন্ধু শেখ মুজিবুর রহমান দেশে ফিরে যখন বললেন, 'তিন বছরে আমি কিছু দিতে পারব না', জনগণ কিন্তু তা হূষ্টচিত্তে মেনে নিয়েছিল। কিন্তু আওয়ামী লীগের হা-ভাতে নেতা-কর্মীরা বঙ্গবন্ধুকে সেই সময় দেননি। তাঁরা দেশে ফিরেই 'যুদ্ধ শেষের প্রাপ্য' নেওয়ার জন্য মরিয়া হয়ে উঠলেন। খুনোখুনিতে মাতলেন। মহসীন হলে সাত খুন তার একটি উদাহরণ মাত্র।
এবারও শেখ হাসিনা যতই দিনবদল ও ডিজিটাল বাংলাদেশের স্বপ্ন দেখান না কেন; ছাত্রলীগ, যুবলীগের কর্মী-ক্যাডাররা দখলবাজি-টেন্ডারবাজিতে নিয়োজিত হলো। শেখ হাসিনা যাঁদের 'নবীন ও নিষ্পাপ' নেতা হিসেবে প্রার্থী করেছিলেন, নির্বাচনে জিতেই তাঁরা একেকজন মোগল সম্রাট হয়ে বসেন। বিএনপির আমলে বিএনপির সাংসদেরা যে ধরনের মাস্তানি, দখলবাজি করতেন; আওয়ামী লীগের আমলে আওয়ামী লীগের সাংসদেরাও তা-ই করছেন। তখন জাতীয়তাবাদী জনসেবকেরা রাজমুকুট পরতেন। এখন বঙ্গবন্ধুর সাচ্চা সেনারা সোনার নৌকা উপহার নিচ্ছেন।
সরকারের মেয়াদ ইতিমধ্যে প্রায় ৩৩ মাস পার হয়ে গেছে। কিন্তু বড় কোনো নির্বাচনী প্রতিশ্রুতি পূরণেও তাদের চেষ্টা নেই। রুটিন-কাজ করছে মাত্র। আমরা কথা বলছি তথ্যপ্রমাণ সামনে রেখে। আওয়ামী লীগের নির্বাচনী ইশতেহারে প্রথম পাঁচ অগ্রাধিকারে ছিল: দ্রব্যমূল্য বৃদ্ধি প্রতিরোধ, দুর্নীতির বিরুদ্ধে কার্যকর ব্যবস্থা, বিদ্যুৎ ও জ্বালানি সংকটের সমাধান, দারিদ্র্য ঘুচাও ও বৈষম্য রুখো, এবং সুশাসন প্রতিষ্ঠা। এখন পাঠকই বিচার করুন, সরকার কোন কোন ক্ষেত্রে তার নির্বাচনী ওয়াদা পূরণ করতে পেরেছে, কোন কোন ক্ষেত্রে পারেনি। সরকার এক শ ভাগ সফল হবে সেই দাবি কেউ করে না। কিন্তু মানুষ দেখতে চায় সরকার যা বলছে, তা করতে আন্তরিক কি না?
প্রথম দুই বছর সরকার কিছু কিছু ভালো কাজ করলেও তৃতীয় বছরের শেষ দিকে এসে সবকিছু ওলট-পালট করে ফেলছে। মনে হচ্ছে, সরকার যেখানে হাত দেয়, সেখানেই জট বাঁধে। ফলে মন্ত্রীরা আত্মরক্ষার জন্য বিরোধী দলকে গালমন্দ করতেই বেশি সময় ব্যয় করছেন। এর অর্থ এই নয়, বিএনপি-জামায়াত জোট দেশটা ভালো চালিয়েছিল। বরং তুলনা করলে এখনো অনেক ক্ষেত্রে আওয়ামী লীগ আগের সরকারের দুর্নীতি-সন্ত্রাসের রেকর্ড ভাঙতে পারেনি। কিন্তু মন্দ সূচক কমানোই সুশাসনের লক্ষণ নয়।
বিএনপি ২০০১-২০০৬ সালে দেশ ভালো চালাতে পারেনি, জনগণের সমস্যার সমাধান করতে পারেনি বলেই মানুষ ২০০৮ সালের নির্বাচনে তাদের প্রত্যাখ্যান করেছে। ভালো কিছু পাবে—এই আশা আওয়ামী লীগকে ক্ষমতায় এনেছে। অথচ আওয়ামী লীগের নেতা-মন্ত্রীরা সেই পুরোনো ভাঙা রেকর্ডই বাজিয়ে চলেছেন—বিএনপির আমলে এটা হয়নি-ওটা হয়নি। আমরা করব, করছি। এই করছি, করবর সরকার চাই না। আমরা এমন একটি সরকার চাই, যারা মুখে নয়, কাজ করে দেখাবে। জনগণের কাছে দেওয়া ওয়াদা পূরণ করবে।
আওয়ামী লীগের নেতাদের বড় অভিযোগ, বিএনপি মৌলবাদী জামায়াতের সঙ্গে আঁতাত করেছে, ২০০১ সালে ১০ টাকা কেজি রেখে এলেও বিএনপি সরকার ৪০ টাকা পর্যন্ত বাড়িয়েছে। বিএনপি জনগণের ভোটের অধিকার নিয়ে ছিনিমিনি খেলেছে। নির্বাচন কমিশন ও তত্ত্বাবধায়ক সরকারকে আজ্ঞাবহ করেছিল। এসব অভিযোগ জনগণের জানা এবং ২০০৮ সালের নির্বাচনের মাধ্যমে তার ফয়সালাও হয়ে গেছে। এখন ভাঙা রেকর্ড বাজিয়ে লাভ কী?
আওয়ামী লীগ ক্ষমতায় এসে ২০০৯ সালের জানুয়ারিতে নির্বাচনের আগেই উন্নয়নের একটি রূপকথা উত্থাপন করেছিল—যার নাম দেওয়া হয়েছিল দিনবদল। কিন্তু ক্ষমতার আড়াই-পৌনে তিন বছর পর মন্ত্রী, দল, নেতা-কর্মী, ক্যাডারদের 'দিনবদল' হলেও সাধারণ মানুষের দিনবদল হয়নি।
প্রধানমন্ত্রী বলেছেন, দেশের উন্নয়নে ও মানুষের কল্যাণে তাঁরা কাজ করে যাচ্ছেন। কিন্তু সেই কাজের ফল তো এখনো দৃশ্যমান নয়। মহাজোট সরকার মোটা দাগে যেসব প্রতিশ্রুতি জনগণকে দিয়েছিল, তার কটি পূরণ হয়েছে, কটি হয়নি, কেন হয়নি—এখন তার হিসাব দেওয়ার সময় এসেছে। আর হিসাব না দিলে জনগণ ভোটের সময় তা কড়ায় গন্ডায় আদায় করে নেবে।
আওয়ামী লীগ সরকারের অন্যতম প্রতিশ্রুতি ছিল পদ্মা সেতু নির্মাণ। দায়িত্ব নিয়ে যোগাযোগমন্ত্রী সৈয়দ আবুল হোসেন বলেছিলেন, সরকারের মেয়াদ শেষ হওয়ার আগেই পদ্মা সেতুর নির্মাণকাজ শেষ হবে। এখন দেখা যাচ্ছে, যোগাযোগমন্ত্রীই পদ্মা সেতুর প্রধান বাধা। বিশ্বব্যাংক সাফ জানিয়ে দিয়েছে, এই মন্ত্রী থাকতে তারা পদ্মা সেতুতে বিনিয়োগ করবে না। বিশ্বব্যাংক না করলে এডিবি, জাইকাসহ অন্যান্য দাতা সংস্থাও পিছিয়ে যাবে। এখন প্রধানমন্ত্রীর কাছে কোনটি বেশি গুরুত্বপূর্ণ—বিতর্কিত ও অভিযুক্ত মন্ত্রীকে বহাল রাখা, নাকি কোটি কোটি মানুষের আকাঙ্ক্ষার বাস্তবায়ন?
সরকারের আরেকটি নির্বাচনী প্রতিশ্রুতি ছিল নিত্যপণ্যের দাম সহনীয় রাখা। কিন্তু বাজার-পরিস্থিতি ক্রমেই উত্তপ্ত হয়ে উঠেছে। এর পেছনে ব্যবসায়ী সিন্ডিকেটদের যেমন কারসাজি আছে, তেমনি আছে সরকারের খবরদারির অভাব। বাণিজ্যমন্ত্রী কথা বললেই পণ্যের দাম বাড়ে। তিনি ব্যবসায়ীদের ইমানের পরীক্ষা নেন, আর সাধারণ মানুষের পকেট কাটা যায়।
আওয়ামী লীগের আরেকটি প্রতিশ্রুতি ছিল আইনশৃঙ্খলা পরিস্থিতির উন্নয়ন এবং জনজীবনের নিরাপত্তা নিশ্চিত করা। আওয়ামী লীগের নেতারা হয়তো বলবেন, বিএনপি-জামায়াতের আমলে গোটা দেশে জঙ্গিদের উৎপাত ছিল, বোমাবাজি ছিল। এখন সেই অবস্থা নেই। কিন্তু এখনো তো মানুষ খুন হচ্ছে, গুম হচ্ছে, অপহূত হচ্ছে, ক্রসফায়ারে মারা যাচ্ছে। এসব কি আইনশৃঙ্খলার উন্নতির লক্ষণ?
এই সরকারের আমলে যে বিষয়টি জনগণকে মহা বিপাকে ফেলেছে, সেটি হলো শেয়ারবাজার। পুঁজিপাট্টা হারিয়ে হাজার হাজার খুদে বিনিয়োগকারী পথে বসেছেন। দুজন বিনিয়োগকারী আত্মহত্যা করেছেন বলেও পত্রিকায় খবর এসেছে। কিন্তু সরকার এর প্রতিকারে কিছুই করেনি। বরং তদন্ত কমিটি যাঁদের প্রতি সন্দেহের তীর ছুড়েছিল, তাঁদের এসইসিতে জামাই আদরে বসানো হয়েছে। সরকার কি মনে করে আগামী নির্বাচনে এই লাখো লাখো খুদে বিনিয়োগকারীর দীর্ঘশ্বাসের প্রতিফলন পড়বে না? অবশ্যই পড়বে। এখন শেয়ারবাজার মানেই মস্ত বড় আতঙ্ক। এক দিন দাম বাড়লে এক সপ্তাহ ধরে কমতে থাকে।
সরকার খুব জোরের সঙ্গে বলেছিল, ভারতের সঙ্গে সব বিরোধের নিষ্পত্তি হবে। প্রধানমন্ত্রী শেখ হাসিনা ২০১১ সালের জানুয়ারিতে দিল্লিতে গিয়ে যৌথ বিবৃতিতে সই করলেন, দুই দেশের মধ্যকার সমস্যাগুলোর সমাধানের রূপরেখাও তৈরি হয়েছিল। কিন্তু সেই রূপরেখা অনুযায়ী কাজ হয়নি। বিশেষ করে, যে তিস্তার পানি বণ্টন নিয়ে এত শোরগোল, এত আলোচনা—সেই চুক্তিটিও ঝুলে আছে।
গত বুধবার প্রধানমন্ত্রী নীলফামারীর জনসভায় বলেছেন, তিস্তার পানি বণ্টন চুক্তি হবে। আমাদের প্রশ্ন—কবে হবে? এখন শোনা যাচ্ছে, বাংলাদেশ পানি বণ্টনের সঙ্গে জ্বালানি খাতের উন্নয়নও যুক্ত করতে চায়। প্রশ্ন হলো, নতুন প্রেক্ষাপটে আলোচনা করতে গেলে তিস্তার সমস্যাটি আরও বেশি অনিশ্চিত হবে কি না?
এ রকম আরও অনেক খাত ও প্রকল্প আছে, যা ক্ষমতায় আসার পর সরকার বাস্তবায়ন করার ঘোষণা দিয়েছিল। কিন্তু সেগুলো কবে বাস্তবায়িত হবে, কেউ জানে না।
গতকালের পত্রিকায় দেখলাম, দাতাদের সঙ্গে নির্ধারিত উন্নয়ন ফোরামের বৈঠক স্থগিত করা হয়েছে। কারণ জানানো হয়নি। এর অর্থ কি উন্নয়ন সহযোগীদের সঙ্গে আমাদের নানারকম ঝামেলা চলছে? না হলে নির্ধারিত বৈঠক পেছাবে কেন?
নারায়ণগঞ্জ সিটি করপোরেশন নির্বাচন নিয়ে আওয়ামী লীগ যে মহানাটক মঞ্চস্থ করল, তার রেশ এখনো শেষ হয়নি। নির্বাচনে আওয়ামী লীগের দুজন প্রার্থী ছিলেন—সেলিনা হায়াত আইভী ও শামীম ওসমান। দুজনই খ্যাতিমান, তবে দুই কারণে।
মনোনয়নপত্র প্রত্যাহারের শেষ দিন দলের পক্ষ থেকে জানানো হলো, দল কাউকে সমর্থন করছে না। কিন্তু বৃহস্পতিবার সন্ধ্যায় দলের তিন সাংগঠনিক সম্পাদক শামীম ওসমানের সভায় গিয়ে সমর্থন জানিয়ে আসেন।
এদিকে দলের যুগ্ম সাধারণ সম্পাদক মাহবুব উল আলম হানিফ বলেছেন, দলীয়ভাবে কাউকে সমর্থন দেওয়া হয়নি। যাঁরা একজন প্রতিনিধির পক্ষে বক্তৃতা দিয়েছেন, তাঁরা ব্যক্তিগতভাবেই করেছেন। শুক্রবার দলের সভাপতিমণ্ডলীর সদস্য সুরঞ্জিত সেনগুপ্তও একই বাণী দিয়েছেন।
আমাদের প্রশ্ন, আওয়ামী লীগের এই স্ববিরোধী ভূমিকা কেন? তারা যা বলে, কাজ করে তার বিপরীত। অথবা আওয়ামী লীগের ভেতরে এমন কোনো শক্তি আছে, যারা দলের সিদ্ধান্ত উল্টে দেওয়ার ক্ষমতা রাখে।
সবকিছু দেখে একটি প্রশ্নই মনে জাগে—আওয়ামী লীগ, তুমি কার?

BCCDI (Bangla School) Membership Renewal and new membership listing 2012 is currently underway. The deadline for renewal of a current membership in good standing has been set forth on Saturday, November 12, 2011. Also for the new member to achieve voting right to elect board of directors would be collected by Saturday 29th of October 2011. The annual membership fee is ten ($10.00) dollars. This must be submitted in person at the Bangal School premise's, or will be collected by any current active Director of BCCDI. According to Bylaws Article 2 Section 1 and Article 8 Section 2, all membership application subject to approve by BCCDI's Board of Directors meeting.

Dear chottala readers,

Rape Case Against the above Saudi Prince  Alwaleed bin Talal bin Abdulaziz Al-Saud, a nephew of King Abdullah of Saudi Arabia, was accused of raping a 20-year-old model on a luxury yacht in the Spanish Mediterranean in August 2008. If it was true then what will be his punishment. According to his country's sharia law he should be stoned or lashed for 79 lashes in Spain and should not be allowed to return to his own country Saudi Arab without exemplary punishment. All Saudis accused of different crimes in different countries should be punished according to their own country's law in those respective countries. The 8 Bangladesis whom they beheaded if they happened to be American they would be allowed to return their homeland with respect and dignity. If it would not be like that bombing would be started in Saudi Arab as reparcation in no time. Their law is only for the third world poor countries.

The prince, Alwaleed bin Talal bin Abdulaziz al-Saud, a nephew of King Abdullah of Saudi Arabia, is the largest individual stakeholder in Citigroup and, among his other major holdings, is the second largest investor in the News Corporation. Forbes valued his fortune this year at $19.4 billion, making him the 26th richest man in the world and the single richest in the Arab world.
The accuser did not go public, and the original complaint appears to have remained largely unknown. The case was quietly closed in July 2010 for what a judge on the Mediterranean resort island of Ibiza called a lack of evidence. But on appeal, a Spanish provincial court for the Balearic Islands, which has jurisdiction over Ibiza, ordered the judge to resume investigating and to summon the prince to appear.
The provincial court said the judge, Carmen Martín Montero, was on vacation and could not be reached for comment.
Heba Fatani, a spokeswoman for Prince Alwaleed's investment arm, the Kingdom Holding Company, called the accusations "completely and utterly false."
"The alleged encounter simply never happened," Ms. Fatani said in a statement.
Ms. Fatani also said the prince was never in Ibiza in 2008 and provided pages of his calendar indicating that he spent time that summer in Paris; Cannes, France; and Sharm el-Sheikh, Egypt. He did not charter a yacht in Ibiza, nor did he take his own there, she said. Other people who spent time with the prince that summer can confirm his whereabouts, she said.
Prince Alwaleed first learned of the 2008 case on Tuesday, Ms. Fatani said, and his lawyers had not been informed about it.
Son of a gadfly senior prince, Talal ibn Abd al-Aziz, Prince Alwaleed has long been outspoken about expanding opportunities for women in the kingdom. The women who work in his Saudi offices are not segregated, nor do they have to wear the enveloping black abayas — his royal stature keeps them out of reach of the religious police who enforce such measures.
The model, whose lawyer has identified her by only her middle name, Soraya, filed a police complaint in August 2008, saying the prince had raped her on the yacht after she was drugged. She said she had been invited to the yacht at an Ibiza nightclub.
The Balearic archipelago is one of the most popular vacation destinations in the Mediterranean and welcomes a flotilla of luxury yachts during the summer months.
According to a summary of a provincial court's order to reopen the case, medical tests conducted by departments of Spain's National Institute of Toxicology and Forensic Science turned up traces of semen and a sleep-inducing chemical, nordazepam, in her urine.
In the 2010 decision to close the case, the Ibiza judge said the forensic and medical tests had shown no signs of physical violence that could confirm a rape. The judge also questioned whether the sleep-inducing chemical found in the model's body could have acted swiftly enough to induce a semiconscious state between the time she left the nightclub and reached the yacht.
Her lawyer, Javier Beloqui, said the tests supported her claim that her drink had been spiked and that she was sexually assaulted. He called on Prince Alwaleed to provide at least a DNA test in order to compare it with the traces of semen found.
Mr. Beloqui welcomed the decision to reopen the case. "Nobody was even questioned at the time," he said, "which is unbelievable when you consider the seriousness of the crime and the evidence that has been gathered."

    The "Occupy Wall Street" protests are gaining momentum, having spread from a small park in New York to marches to other cities across the country.
    So far, the protests seem fueled by a collective sense that things in our economy are not fair or right.  But the protesters have not done a good job of focusing their complaints—and thus have been skewered as malcontents who don't know what they stand for or want.
    (An early list of "grievances" included some legitimate beefs, but was otherwise just a vague attack on "corporations." Given that these are the same corporations that employ more than 100 million Americans and make the products we all use every day, this broadside did not resonate with most Americans).
    So, what are the protesters so upset about, really?
    Do they have legitimate gripes?
    To answer the latter question first, yes, they have very legitimate gripes.
    And if America cannot figure out a way to address these gripes, the country will likely become increasingly "de-stabilized," as sociologists might say. And in that scenario, the current protests will likely be only the beginning.
    The problem in a nutshell is this: Inequality in this country has hit a level that has been seen only once in the nation's history, and unemployment has reached a level that has been seen only once since the Great Depression. And, at the same time, corporate profits are at a record high.
    In other words, in the never-ending tug-of-war between "labor" and "capital," there has rarely—if ever—been a time when "capital" was so clearly winning.

    Let's start with the obvious: Unemployment. Three years after the financial crisis, the unemployment rate is still at the highest level since the Great Depression (except for a brief blip in the early 1980s)

    That 9% rate, by the way, equates to 14 million Americans—people who want to work but can't find a job.

    CEO pay is now 350X the average worker's, up from 50X from 1960-1985.

    Of course, life is great if you're in the top 1% of American wage earners. You're hauling in a bigger percentage of the country's total pre-tax income than you have at any time since the late 1920s. Your share of the national income, in fact, is almost 2X the long-term average!

    And the top 0.1% in America are doing way better than the top 0.1% in other first-world countries.

    In fact, income inequality has gotten so extreme here that the US now ranks 93rd in the world in "income equality." China's ahead of us. So is India. So is Iran.

    And, by the way, few people would have a problem with inequality if the American Dream were still fully intact—if it were easy to work your way into that top 1%. But, unfortunately, social mobility in this country is also near an all-time low.

    So what does all this mean in terms of net worth? Well, for starters, it means that the top 1% of Americans own 42% of the financial wealth in this country. The top 5%, meanwhile, own nearly 70%.

    That's about 60% of the net worth of the country held by the top 5% (left chart).

    And remember that huge debt problem we have—with hundreds of millions of Americans indebted up to their eyeballs? Well, the top 1% doesn't have that problem. They only own 5% of the country's debt.

    And then there are taxes... It's a great time to make a boatload of money in America, because taxes on the nation's highest-earners are close to the lowest they've ever been.

    The aggregate tax rate for the top 1% is lower than for the next 9%—and not much higher than it is for pretty much everyone else.

    As the nation's richest people often point out, they do pay the lion's share of taxes in the country: The richest 20% pay 64% of the total taxes. (Lower bar). Of course, that's because they also make most of the money. (Top bar).

    And now we come to the type of American corporation that gets—and deserves—a big share of the blame: The banks. Willie Sutton once explained that the reason he robbed banks was because "that's where the money is." The man knew what he was talking about.

    Remember when we bailed out the banks? Yes, and remember the REASON we were told we had to bail out the banks? We had to bail out the banks, we were told, so that the banks could keep lending to American businesses. Without that lending, we were told, society would collapse...

    So, what have banks been doing since 2007 if not lending money to American companies? Lending money to America's government! By buying risk-free Treasury bonds and other government-guaranteed securities.

    And, remarkably, they've also been collecting interest on money they are NOT lending—the "excess reserves" they have at the Fed.     When you can borrow money for nothing, and lend it back to the government risk-free for a few percentage points, you can COIN MONEY. And the banks are doing that. According to IRA, the "net interest margin" made by US banks in the first six months of this year is $211 Billion. Nice!

    And that has helped produce $58 billion of profit in the first six months of the year.

    And it has helped generate near-record financial sector profits—while the rest of the country struggles with its 9% unemployment rate.

    And these profits are getting back toward a record as a percentage of all corporate profits.

    And those profits, of course, are AFTER the banks have paid their bankers. And it's still great to be a banker. The average banker in New York City made $361,330 in 2010. Not bad!

    This average Wall Street salary was 6X the average private-sector salary (which, in turn, is actually lower than the average government salary, but that's a different issue).

    So it REALLY doesn't suck to be a banker.
