Qoumi madrassahs doing good job, says WB 'Increase of madrassahs graduates in army is unfounded' Private donations account for 57 per cent of the money spent on running qoumi madrassah which 'confirms the popular beliefs that these types of institutions survive under community patronage and donations from Muslim households and individuals,' said a World Bank report.(The Newage) 'Thirty per cent of their total income does not fall under any category. … at the same time 11 per cent of total income comes from student fees, pointing out that not all of these traditional madrassahs provide free education,' said the World Bank report, 'Secondary School Madrassahs in Bangladesh: Incidence, Quality, and Implications for Reform,' drafted on March 15, 2009. 'If the parents only care about whether their child excels in religious studies, then as we point out in the report Qoumis are doing a good job. Unlike traditional madrassahs in Pakistan, traditional madrassahs in Bangladesh seem to have undergone some structural changes even in the absence of any state intervention. Some have stared to admit girls in recent years in addition to undertaking some modernisation of the curriculum,' it reads. 'Qoumi madrassahs in Bangladesh are also becoming increasingly feminised.… Seventy-four per cent of our samples Qoumis are all male-institutions while only a mere 9.5 per cent are coeducational.… In all of our coeducational Qoumi madrassahs, however, boys and girls have separate classroom,' said the report which was sent to the Economic Relations Division secretary, Muhammad Musharraf Hossain Bhuiyan, by Xian Zhu, country director of the World Bank, on March 31. 'This is the part of bank's comprehensive effort to examine the quality of secondary education in Bangladesh, which has been highlighted by the government as a major challenge to be addressed moving forward,' said the letter. 'We seek your comments on this report and would also like to discuss how to disseminate it effectively with a wide-range of stakeholders.' About the residential facilities, the report said, 'As a matter of fact, only 87 per cent of our qoumi madrassahs offer at least some residential facilities (compared to only 19 per cent of aliyah madrassahs).' About the number of qoumi madrassahs and their students, the report observed, 'To summarise, the number and share of qoumi madrassahs in both the primary and secondary sector is much lower than what is portrayed in the popular press.' 'Once again, even in terms of primary enrolment share, incidence of Qoumi madrassah is not large in rural Bangladesh: they account only 1.9 per cent of the total primary enrolment. These numbers are very small when compared to enrolment in a similar non-religious, non-state school that also caters to children from poor families — NGO schools account for 8.2 per cent of the primary enrolment in our study,' the report said. The first-ever survey conducted by the Bangladesh Bureau of Educational Information and Statistics in December 2008 said there were 5,230 qoumi madrassahs with about 14 lakh students. Brushing aside a 'finding' of an international survey which claimed recruitment of madrassah graduates in the Bangladesh army, the World Bank report said the finding was unfounded as the source of the data of the study was unknown. According to the report, '… also in a recent edition of Harvard International Review, Wazed and Ciovacco (2008) state that as part of a deliberate plan by Islamists to increase their representation in the armed forces in Bangladesh, madrassahas are specifically prepping their pupils for the military entrance exam. They then go on to give precise figures — they state that while only 5 per cent of military recruit came from madrassah in 2001, by 2006 madrassahs supplied nearly 35 per cent of recruits. Unfortunately, nowhere in the study do the authors give any reference whatsoever for the source of their data.' In line with the study of Wazed and Ciovacco, a former ambassador Waliur Rahman at a workshop of the Bangladesh Institute of Law and International Affairs on April 16, 2009 said the BNP-Jamaat government had recruited almost 35 per cent military from qoumi madrassah background during its tenure from 2001 to 2006, but it was not more than 5 per cent before the 2001 elections. Waliur also said 'The majority madrassah-backgroun Waliur faced severe criticism as he failed to produce an authentic document in favour of his claim. There is no state recognition of certificates offered by qoumi madrassah. |
Where there is FUND, there is BRAC!
BRAC is largest NGO in Bangladesh, but BRAC is a brand name of NGO syndication for hiking fund from national and international sources. I was talked a NGO leaders in CU campus about the NGOs cheating with the country in the name of charity, transparency and accountability, they are manipulated the people through making money and business. Today I just mentioned the news in daily star title is "Investigative Journalism Centre launched". This is launched by BRAC under the support from USAID-PROGATI. In my last 2-3 years observation, I found if any fund comes in Bangladesh in areas, BRAC must targets the fund and open a section. If somebody will fund to bricks production BRAC will open a section for this. Just like when last ruling government trying to popularizing the black goats, BRAC was open a project for goat rearing. BRAC University and its many units are open that's ways. Last Caretaker government resume they open Institute of Governance Studies when USAID provided fund for good governance issue. Like this they have Institute of Education for ECD, CE, and others. They have some paid scholar like Dr. Jamilur Reza Chowdhury, Advocate Shadin Malik, Dr. Manjur Hasan etc. Most of them uses as kits for making money hunting by the Dr. Fazle Hasan Abed. As you seen Mr. Abed is life time chief executive of BRAC. Now he is Chairperson and they have paid Executive Director Dr. Mahbub Hossain and Aminul Islam. They are only in by name but actual role is plying by Mr. Abed. As we seen last 4-party ruling government resume they recruited Abdul Muyed Chowdhury who was closely associated with the 4-party government. When the resume over new players take sits. This is the culture of BRAC and its democracy. Now The Journalism Training and Research Initiatives (JATRI) is the mission to convinced media and control journalists.
Now we have got more information how the NGOs are controlling and manipulated government. Many of them are seen, after taking power by the current Government BRAC invites Rahul Gandhi to visit their project?, what is the sign? When they are failed nominated their representative is council of minister, they are arranging this game. What we have seen in last 10 years by the BRAC, they trying to purchased Government people like ministers, secretaries and political leaders for hunting money. As a result most of the international fund which is channels through government and non governments they are must managed it. As a result GFATM under Malaria, TB, WASH, Secondary education development projects, ROSC, PEDP-2, Housing grant of Bangladesh Bank, EEF, garments sectors progarmme etc now under BRAC capture. Last Caretaker government resume they were finalized to take over the responsibilities of Upazila Health Complex in Bangladesh.
This is also very alarming for us, what games are playing by our donors; they are putting all funds to same bottle-BRAC. They feels it is very safe to hand over the fund to BRAC and a few big name, they will got quick reports, response and other benefits. If they finance to other organization which is based in remote places, it is difficult to monitor, get report and site by sites get extra benefit. They are safe and got result through one AC room to another. As result BRAC and a few controlling whole funds some times says small NGOs have no capacity, capacity only have in BRAC centre. But BRAC and a few big NGOs getting fund from donors in one projects for long time, so that where is the transparency? They are receiving huge amount of money from same time for same projects. They shown one chicks to many others. They are receiving fund by BRAC, BRAC Bank, BRAC University, Arang Milk Factories, Bricks, Fabrics, BRAC Salt, garments industries, real state, Dairy and poultry firm etc many pockets. They have 100 pockets who are entry points to hunting money from various sources. Besides they have many faces who are uses as collectors.
So, now the time to evaluated how many types of window they have open to manipulated peoples money in the name of NGO or charity? Are they charity? or multinational corporate body? They are saying business for charity, but how billon dolor money BRAC need? Is there any statistics how many corporate houses they have developed to hiking international donors. Now we have seen, the donors representative give incentive to BRAC personal to hand over the fund and to secure their job? I have doubt, the BRAC beneficiaries and NGO personnel must react my writing, but I have write it from my patriotic point of view. If we always uses by others for their personal interest, nor we will take action to save our nation.

IT IS a source of growing alarm that senior members of the ruling Awami League alliance, including some influential ministers, are repeatedly indicating that governments in neighbouring countries will be asked to play a role in the reconstitution of the Bangladesh Rifles, after the decision to disband the border guards in the wake of the Pilkhana Massacre. The latest statement to this effect came from the State Minister for Home Affairs Tanjim Ahmed Sohel Taj on Tuesday after the BDR chief met with home minister Sahara Khatun, as reported in Wednesday's New Age. According to Tanjim, the government will likely seek help from neighbouring countries for the training and modernisation of the new force.
We are alarmed by these plans for a number of reasons, the principal having to do with the strategic implications of our national borders with both Myanmar and India being guarded by a force that feels even fractionally beholden to these foreign governments for either their equipment or their training. Surely the implications of this move, even in a token form, cannot be lost on the present regime's senior leaders. Tasked with the immense responsibility of preserving a country's territorial integrity, border guards play one of the key roles in the functioning of a nation state, though that role is often invisible, in the form of deterrence. If good fences make good neighbours, undermining the standing of the soon-to-be reconstituted border security agency by seeing them trained or outfitted by governments that share geographical borders with the country is not only counter productive in terms of martial strategy but potentially dangerous. While the government has expressed its desire to involve New Delhi and Naypyidaw in the BDR reconstitution, the US has offered to lend a hand in the effort as well. Ironically, these are also the three countries whose geo-strategic interests may potentially require them to violate Bangladesh's territorial integrity.
It is pertinent to mention here that both Naypyidaw and New Delhi not only authorised oil and gas exploration vessels to violate Bangladesh's territorial boundaries to conduct surveys, but refused to withdraw from our territorial waters despite repeated protests from Dhaka last year. It does not speak well of neighbourly relations that both these violations took place at a time when Bangladesh was at its weakest political juncture, governed by a military-backed interim government. The present regime cannot ignore the fact that every year, scores of Bangladeshi civilians are shot and killed by the Indian Border Security Forces – a reality that has received repeated focus but has persisted nonetheless. These facts themselves are enough to indicate that border relations between Bangladesh and its two neighbours in question have been troubled at the best of times. The Awami League-led alliance government cannot afford to ignore these stark realities.
Last but not least, we must remind the government that its plan to reconstitute the BDR with the help of neighbouring governments is offensive to the national sentiment of independence and sovereignty. We cannot overstate the importance of constructive neighbourly relations across South Asia for regional progress and security, but the government must ultimately retain full control of some key arms of the state – without exception.

In the name of freedom fighters nobody has got any right to do any loot pat of govt property. Before liberation of Bangladesh Bangabandhu Sk. Mujibur Rahman used to tell West Pakistanis were taking everything from our East Pakistan (presently Bangladesh) and that is why after a long nine months of liberation war Bangladesh came into existence as a separate independent country. The ideology for which Bangladesh was created, immediately after liberation war what we have seen Bangladesh was made a place of "hariloot" by many of the Awami Leaguers in the name of freedom fighters and started loot pat the whole country. In the practical field what we have seen, the actual liberation war done by our revolt Bengal Regiment army under the supreme command of General M.A.G. Osmani arranging the whole freedom fighters by dividing it into different sectors under S-force (Shafiullah) , Z-force (Ziaur Rahman), and K-force (Khaled Musharraf). What these Awami League leaders did at that time, by leaving the innocent public in the gun points of Pakistani soldiers fled to India at that time and by staying in a luxurious apartments and hotels in Calcutta free of cost with free fooding provided to them by the Indian govt enjoying in full swing(I think you can well imagine and understand what I mean) for the long nine months of liberation war while our actual freedom fighters (Bengal regiment army, with 'few months arms trained common people including our enthusiastic freedom lover School, College and University students') by risking their life, fought valiantly by moving from jungles to jungles day and night for nine months in the whole Bangladesh border area. I request again to our newly emerged freedom fighters and selfish Awami Leagures at present, please don't invite another 1975 which took the life of our Bangabandhu with his whole families except two, because of your activities. I still remember Sk. Mujibur Rahman in one of his meeting in Ramna Race course maidan told, "Don't utter Bangabandhu by your filthy mouth again as you have already send Bangabandhu under the grave". He further told "many countries are getting gold mines but I have got mines of thieves, wherever I see, I see all thieves around me". You can well understand to whom Bangabandhu really meant by that. His finger was directed to his own Awami leaguers and nobody else as there was nobody except Awami league at that time. Now the same type of groups, after winning of Awami league with overwhelming seats again started to peep through the windows of Awami League claiming to occupy the govt buildings as their right. To fight as a freedom fighter does not mean to occupy the whole govt establishments in their name as an exchange of their freedom fighting. Real patriotic freedom fighters will never ask like this. I doubt whether such type of their activities will bring again another 1975.
