No, we didn't mean that way. Rather what we meant that is this:
Joruri obostha eshechhilo, karon joruri oboshtha jari korar moto obostha hoyesilo. Keo keo hoitu rajnitik der ejonno dayi korben. Kintu aaj dosh khujbo na. Eta tu sotti je - oboshtha khub kharap hoyesilo. Sekhan theke mukti paoya giyesilo - joruri oboshthar jonno. Ekhon jei kotha ta keo bolse na, asha kori Mr. Chief Adviser bolben, seta hoitese - joruri oboshtha jari hobar karon gulu ki chole gese? Amader tu mone hoi na.

Unara ei promise ta kore vhul koresilen - they had no idea how long it might take to fix the problem.

Off course, apnara prosno korte paren, what do we mean by fixing the problem? Khubi khati prosno. Kokhon amra bolbo je "sob kisu ekhon thik hoyese"? How to measure that the situation has improved to some acceptable level so that the emergency can be lifted?

Eta ekta lakh taka'r prosno. Ei prosner uttor amra jani na. Amra etao mone kori je - Dr. Fakhruddin and his team also do not know the answer to this question. If they presume to know the answer to that question, they will make another mistake. Hope they do not do that.

So, ekhon ki kora?

We think we know the answer to some extant - though apnader eta posondo nao hote pare. Somadan ta ei rokom:

This caretaker government came (which we prefer to call an interim government) to take responsibility in a mix of two constitutional situation. It was a period of transition when a caretaker government should be in place. However, it was a time when the President also declared emergency, too. And it was at a time when there is no parliament in place.

The constitution didn't foresee such a combination of two special situation and it do not give any direction about how to proceed in such a case.

So, we have to go to the basics - the doctrine of necessity.

Using that principle, what take precedence - a transition period or a emergency period? It certainly should be emergency period. If we accept that premise, then:

The emergency period, in the absence of a parliament, would be in place until one month after a new parliament is in place - that is what our constitution says. Now, other experts might have different opinion, but that is the most direct and plain interpretation.

And this interpretation is also helpful to solve our problem that we are talking about in this article.

If the current government do not touch the emergency power rules (just relax it so the election campaign can be held with "reasonable" openness), that would be a better option.

Let the politicians be elected to the parliament and a new parliament will be formed in due time.

Then there will be a one month window after the election for the elected MPs to decide whether the situation hasn't improved yet. If they do nothing, emergency will go away 30 days after the parliament sits for the first time. But if they think the situation is still bad, they can extend the tenure of emergency as needed basis. Leave the ultimate decision about emergency upto the politicians - which would be wise and democratic decision.

Emergency situation was created by the politicians. Let the politicians again to decide whether its time to lift the emergency.

Yes now  country needs  to open Political Schools ( may call it factory for creating honest efficient politicians ) to create lawful wise politicians to know to learn what the problems of the people what the resources in the country how to slove the problems by using the resources & how to create new resources for solving the country's problems.

For doing these works it needs efficient lawful politicians it needs lawful system of political party under the system of lawful democracy to establish good administration.

As early as we can understand the circumstances it will give us good result otherwise all we can cry  only like donkeys.

I fully agree with you. They need more wake up criticise like this but
they are completly dead inside, they will never change. These old hagard should
be replaced or driven away forever. It seems,our Politician is our only problem.

আমি যà¦â€"ন চ�পচাপ বসে �সব কথা ভাবছি, তà¦â€"ন চাচা চায়ের কাপ সরিয়ে রেà¦â€"ে à¦Å"িà¦Å"�ঞাসা করলেন, কি ভাবছো?

রাà¦Å"নৈতিক নেতাদের কথা ভাবছি।

তাদের আবার কি কথা?

কত দ�র�ত �রা চেহারা পাল�টে ফেলতে পারেন। আমি বললাম, আমীর হোসেন আম� পর�যন�ত à¦�à¦â€"ন বলছেন, আà¦â€"ে শেà¦â€" হাসিনার ম�ক�তি, তারপর সংস�কার। আবার অন�যদিকে মেà¦Å"র হাফিà¦Å" বারবার 'à¦â€"ালেদা à¦Å"িয়া আমাদের নেত�রী' বলতে বলতে মà§�à¦â€" দিয়ে ফেনা ত�লে ফেলেছেন। অথচ à¦â€"ালেদা à¦Å"িয়ার নির�দেশ তিনি মানছেন না। আমি কà§�ষà§�বà§�ধকণà§�ঠে বললাম।

চাচা বললেন, রাà¦Å"নীতিতে আমরা যা কিছ� দেà¦â€"ছি, তার অনেকটাই রয়ে à¦â€"েছে আমাদের দà§Æ'ষ�টির অà¦â€"োচরে। তাই আমরা রাà¦Å"নীতির হিসাব মেলাতে পারি না। সাইফ�র রহমান সেদিন আধà¦â€"োলা লà§�ঙà§�à¦â€"ি পরে চরম অস�স�থ অবস�থায় সংস�কারপন�থিদের শো-ডাউনে কেন à¦â€"িয়েছিলেন, তা কি আমরা à¦Å"ানি?

কিছ�টা à¦Å"ানি। পত�রিকায় সে কথা ছাপা হয়েছে। আà¦Å"কাল মিডিয়ার কল�যাণে কোন কিছ�ই আর à¦â€"োপন রাà¦â€"া যাচ�ছে না। ষà§Å"যন�ত�রকারীদের সব ষà§Å"যন�ত�রই �ক সময়ে ফা�স হয়ে যাচ�ছে। আমি আরও বললাম, চাচা! �সব কথা থাক। নির�বাচন সম�পর�কে ভবিষà§�যদà§�বাণী কর�ন। নির�বাচন হবে কি হবে না?

অবশ�যই আছে। চাচা হাসি হাসি মà§�à¦â€" করে বললেন, নির�বাচন করার সদিচ�ছা না থাকলে দেশব�যাপী সৎ ও যোà¦â€"�য প�রার�থী à¦â€"োà¦�à¦Å"া হচ�ছে কেন? ইতোমধ�যে ৬০০ প�রার�থীর তালিকা হয়েছে বলে পত�রিকায় à¦â€"বর ছাপা হয়েছে। তাছাà§Å"া নির�বাচনের ব�যাপারে সরকারের সদিচ�ছা আছে বলেই à¦Å"র�রি অবস�থার মধ�যেও ফেরদà§Å'স কোরেশীকে দিয়ে কিংস পার�টি তৈরি করা হয়েছে।

কিন�ত� �সব কর�মকাণ�ড কি নির�বাচনের প�রস�ত�তি?

অবশ�যই। চাচা বললেন, আমি যদ�দ�র ব��ি, � সরকারের �কটি নির�বাচনী à¦�à¦Å"েন�ডা রয়েছে। তা হচ�ছে সৎ ও যোà¦â€"�য ব�যক�তিদের à¦Å"াতীয় সংসদে বসানো।

সেটা কিভাবে সমà§�ভব? আমি à¦Å"ানতে চাইলাম, দেশের মান�ষ সৎ ও যোà¦â€"�য প�রার�থীদের চিনবে কি করে?

�টা কোন কঠিন ব�যাপার নয়। চাচা সারামà§�à¦â€"ে হাসির ঢেউ ত�লে বললেন, সরকার à¦�তà¦â€"�লো কমিশন করছে, দেশের স�বার�থে সৎ ও যোà¦â€"�য প�রার�থী বাছাইয়ের à¦Å"ন�য কি �কটি à¦Å"াতীয় কমিশন à¦â€"ঠন করতে পারে না? ওই কমিশনের ছাà§Å"পত�র না পেলে কেউ সংসদ নির�বাচনে দাà¦�à§Å"াতে পারবে নাÑ প�রেসিডেন�টকে দিয়ে �মন �কটা অধ�যাদেশ à¦Å"ারি করালেই তো হয়।

চাচা! �তেও কিন�ত� �কটা রিস�ক থেকে যায়। ওইসব সৎ ও যোà¦â€"�য সংসদ সদস�যরা যদি সরকারের সব কর�মকাণ�ডকে বৈধতা না দেয়?

কি সব অলক�ষ�ণে কথা বলছো ত�মি! চাচার হাসিমà§�à¦â€" কিছ�টা মলিন হয়ে à¦â€"েল। কিছ�ক�ষণ চ�প থাকার পর সহসা তিনি উà¦Å"à§�à¦Å"ীবিত হয়ে বললেন, �রও উপায় আছে। মূল সংলাপের পূর�বে প�রাক সংলাপের মতো নির�বাচনেরও �কটা ড�রেস-রিহার�সেল হতে পারে।

সেটা কি রকম?

ব�যাপারটা �কই রকম। চাচা বললেন, মূল নির�বাচনের আà¦â€"ে ২০০৮ সালের মধ�যে �কটা প�রাক-নির�বাচন করে নেয়া যেতে পারে। তাতে যারা নির�বাচিত হবেন, তারা সরকারের সব কর�মকাণ�ডকে বৈধতা দিলেই কেবল মূল নির�বাচনের ঘোষণা দেয়া যেতে পারে। �তে সাপও মরলো, লাঠিও ভাঙলো না।

CA tells Rabindra Joyantee function

Chief Adviser Fakhruddin Ahmed yesterday said Poet Rabindranath Tagore remains a great source of inspiration in the nation's all out efforts for establishing a superstition-free and a knowledge-based developed society through a rigorous transition.

Inaugurating the national celebration of the 147th birth anniversary of kabiguru Rabindranath, he told the function that Bangladesh is now engaged in a tough task of building good, balanced and well-arranged society and life through transition along a problem-strewn rough path.

And he hoped that good thought, humanity and tolerance would prevail over all spheres of society and wished that thoughts and Tagore's philosophy would guide the country in its forward march.

"Still Rabindranath is fully relevant in the determination and expectation of our national life. So observance of birth anniversary of Rabindranath is so much significant," the CA told the inaugural function, organised by the Cultural Affairs Ministry at Osmani Memorial Auditorium.

Apart from Dhaka, national-level celebration of Rabindra Joyantee (birth anniversary) is simultaneously taking place under the auspices of the Cultural Ministry at Shilaidah, Shahjadpur, Potisar and Dakkhindighi in the country where the poet had passed his important and memorable times and written poems, songs and so. Rabindra Joyantee is also being observed at non-governmental level.

Prof Mostofa Nurul Islam gave Rabindra commemorative speech at the function presided over by Cultural Affairs Adviser Rasheda K Chowdhury. Acting secretary of the ministry M

Deputy Speaker Abdul Hamid Siddiqui, special assistants to chief adviser, cultural and noted personalities and senior government officials were also present.

Referring to various initiatives and characteristics of life and works of the world poet, the CA said Rabindranath was not only conscious about the rights and dignity of struggling, deprived and neglected people of the country but also took initiatives for improvement of their lot and for realistic flourishing of the economy through taking different development-oriented steps, introducing cooperatives and applying modern and scientific management in agricultural production.

He noted that the great poet raised his voice against ultra-nationalism, repression and snatchers of human rights. General peoples of all countries had a firm faith in the universal outlook and philosophy of Rabindranath. So, sense of humanity has got impressive exposure in his creations.

"Rabindranath called for freedom of knowledge and soul rising above superstition and narrowness," he said.

The CA said Rabindranath was not only a dominant figure in Bengali literature but also a shining star in the skies of world literature and culture.

Diverse nature and soft-minded people of Bangladesh not only enriched his feelings and experiences but also emerged as mother of his spirit, inspiration and efforts.

Rivers of Bangladesh, its croplands and panoramas of different seasons were his endless source of inspiration, he told the function.

Later, a colourful cultural function based on Tagore songs and poems was staged at the function. The chief adviser witnessed the event.

Bangladesh Rabindra Sangeet Shilpi Sangstha (BRSSS) arranged a two-day programme to celebrate the 147th birth anniversary of Rabindranath Tagore (1861-1941) at the Shawkat Osman Auditorium, Central Public Library. The programme ended yesterday.

Artistes of the organisation celebrated Kobiguru's birth anniversary with renditions of his songs and recitations of his writings.

A brief inauguration programme was held prior to the main programme on May 7th. Noted educationist Professor Abdullah Abu Sayeed was the chief guest. In his speech, Professor Sayeed highlighted Tagore's life as a symbol of optimism. He said, "Rabindranath Tagore never believed in negativity and pessimism."

Tagore exponent and President of BRSSS, Kalim Sharafi presided over the inaugural programme. In his speech Kalim Sharafi said, "Rabindranath will always remain in our mind."

General Secretary of BRSSS, Tapan Mahmud gave the welcome speech.

The programmes -- on both days -- were divided in two parts. The first part titled Kobi Bandana highlighted group performances as a tribute to Kobiguru. The songs performed at the inaugural programme included Oi mahamanob ashey and Tumi jey shurer agun lagiye diley. "These songs are related to Kobiguru's life and philosophy," said Tapan Mahmud on the reason behind the song selections.

The second part highlighted solo performances. Nusrat Jahan Runa performed Protidin ami hey. Tagore composed this song at the age of 39.

Nandita Yasmin, Tipu Chowdhury, Sandhya Bhattacharya and S.M. Khaled rendered Apnorey diye, Sranto keno hey pantho, Joraye achhey badha and Ogo shokol sharothini respectively.

Tapan Kumar Sarkar sang Pagla hawar badal diney, a song, which Rabindranath composed at the age of 78. Ema Hasan rendered Tomar khola Hawaye, while Jayanta Roy recited Krishnakoli.

Yesterday the programme started in the morning. Artistes rendered a number of songs and recited poems and excerpts from Tagore's writings.

The second day's programme also celebrated the birthday of Kalim Sharafi (born on May 8, 1924). In this regard, BRSSS arranged a brief programme at the venue.

Apart from Dhaka city, nine wings of BRSSS in other major cities of the country simultaneously celebrated the Tagore birth anniversary. Tapan Mahmud informed that the BRSSS branches in Chittagong, Sylhet, Barisal, Rangpur, Dinajpur, Kushtia, Sherpur and Manikganj arranged daylong programmes, while in Khulna a five-day programme is being held.

Shila Momen and Sreyoshee Roy, two Tagore exponents in Chittagong belonging to different generations, believe that one needs much practice, devotion and greater understanding of Tagore's philosophy to master Rabindra Sangeet.

But both expressed their disappointment over the lack of practice of Rabindra Sangeet in the proper way.

Shila Momen, who has been working as a cultural activist in the port city since the Pakistan era, founded 'Raktakarabi' -- a training institute -- in 1999 with a view to ensure the proper practice of Rabindra Sangeet and other genres of Bengali music including their theoretical aspects.

"During the Pakistan era, the practice of Rabindra Sangeet to us was a fight against the hostile attitude of the then Pakistani government towards everything Bengali," Shila said.

"We observed Rabindra Jayanti (Tagore birth anniversary) with much enthusiasm, commitment and passion at that time though the programmes lacked the grandeur that is prevalent now," she went on.

After the Liberation War the foremost task of the Tagore enthusiasts was to maintain the proper practice of Rabindra Sangeet in the country while several progressive cultural personalities like Wahidul Haque, Sanjida Khatun and others from Dhaka visited Chittagong in this regard.

Activists like Mihir Nandi, Nirmal Mitra, Shila Momen and many others worked tirelessly in teaching music and organising the cultural programmes while different institutions including Sangeet Parishad, Agrani Sangha and Alauddin Lalitkala Academy played a significant role.

Now with the passage of time Rabindra Sangeet is also affected by the ongoing trend of commercialisation, Shila observed.

She believes that Tagore songs are now attracting a large number of people and practice is on the upswing with increasing number of training schools.

But the problem is that very few care for the authenticity and strict maintenance of the original notations.

Referring to the changing mode of social environment, Shila said young singers are often after fast fame.

Shila, a member of the Muhtijuddho Sangrami Shilpi Sangstha during the Liberation War, also said that certain prominent singers of the country have become more commercial.

She said it is the duty of the senior artistes and teachers to practice what they preach and only then they can help the students to understand the depth of Tagore's philosophy.

Promising local artiste Sreyoshi Roy, who is the joint secretary of Rabindra Sangeet Shilpi Sangstha Chittagong, maintains the same view.

Sreyoshi who completed her honours from Rabindra Bharati University, said, "Lots of training institutions are operating but there is a lack of quality teachers. She also said young singers are not interested enough in extensive training and preparation."

The Tagore enthusiast expressed her frustration over poorly planned programmes on Rabindra Sangeet and substandard production of Tagore plays in Chittagong.

"The organisations remain confined in just observing birth and death anniversaries of Tagore and stay inactive for the most part all year round," she said.

Both artistes however have not lost their hopes and are determined to work towards ensuring proper practice of Rabindra Sangeet in Chittagong.

May 8 marked the 147th birth anniversary of Rabindranath Tagore. To celebrate the occasion channel-i arranged a Rabindra Mela at its Tejgaon office yesterday.

The event was inaugurated at 11:00 am. Renowned artist Hashem Khan, Managing Director of Impress Telefilm Ltd, Faridur Reza Sagor, poet Asad Chowdhury and others attended the inauguration. A performance by the artistes of Chhayanat followed.

Musical performances were held at two separate stages -- an open stage at the office premises and another stage inside the studio. Solo performances were held on the indoor stage while the group performances by artistes of Chhayanat, Surer Dhara, Bishwa Bina, Dhrubotan and others were held on the open stage.

Sajed Akbar, Bhashwar Bandyopadhyay, Laila Afroz, Tapon Mahmud, Hassan Arif, Rabi Shankar Moitri, Nargis Sultana, Shanta Marium, Bulbul Islam and others sang and recited poems at the mela.

The programme was well attended by leading writers, Tagore exponents, poets, artists and more. Artists -- Rafiqun Nabi, Hashem Khan, Shahid Kabir, Biren Shom, Alokesh Ghosh, Farida Zaman, Kanak Chanpa Chakma and others attended the programme and drew paintings on the theme, "Tagore".

A total of 25 decorated stalls were set up at the venue. Books containing literary works of Tagore were on display. One stall featured reproductions of Tagore's artworks. There was also a stall that provided information on Rabindranath's contribution to agriculture.

"There are mainly three reasons behind organising this event -- to bring to light all aspects of Rabindranath. Most may know Tagore as only a writer but he was also an artist who had made significant contribution to our agriculture. As channel-i is now transmitted in six continents, hopefully this initiative will get a wider audience. We also wanted to popularise everything Tagore among the young generations," said agricultural activist and media personality Shykh Seraj.

At the mela children took part in painting as well.

Poet Asad Chowdhury said, "To arrange such an event to celebrate Tagore's birth anniversary is a positive endeavour by channel-i. Such initiatives are helpful in generating interest in Tagore among the youngsters."

This year Channel-i presented the "Rabindra Mela Aajibon Shommanona" to Tagore artiste and exponent Ajit Roy. Roy received a crest, an uttorio and a cash prize of Tk 10,000. As part of the award, the artiste will receive Tk 10,000 from channel-i every month from now on.

However, several stalls at the Rabindra Mela had nothing to do with Tagore. For instance, it makes one wonder what connection does a beauty salon, an entertainment magazine, a fashion house or a hospital has with Tagore's philosophy, life or works.

No, we didn't mean that way. Rather what we meant that is this:

Eta ekta lakh taka'r prosno. Ei prosner uttor amra jani na. Amra etao mone kori je - Dr. Fakhruddin and his team also do not know the answer to this question. If they presume to know the answer to that question, they will make another mistake. Hope they do not do that.

So, ekhon ki kora?

We think we know the answer to some extant - though apnader eta posondo nao hote pare. Somadan ta ei rokom:

This caretaker government came (which we prefer to call an interim government) to take responsibility in a mix of two constitutional situation. It was a period of transition when a caretaker government should be in place. However, it was a time when the President also declared emergency, too. And it was at a time when there is no parliament in place.

The constitution didn't foresee such a combination of two special situation and it do not give any direction about how to proceed in such a case.

So, we have to go to the basics - the doctrine of necessity.

Using that principle, what take precedence - a transition period or a emergency period? It certainly should be emergency period. If we accept that premise, then:

The emergency period, in the absence of a parliament, would be in place until one month after a new parliament is in place - that is what our constitution says. Now, other experts might have different opinion, but that is the most direct and plain interpretation.

And this interpretation is also helpful to solve our problem that we are talking about in this article.

If the current government do not touch the emergency power rules (just relax it so the election campaign can be held with "reasonable" openness), that would be a better option.

Let the politicians be elected to the parliament and a new parliament will be formed in due time.

Then there will be a one month window after the election for the elected MPs to decide whether the situation hasn't improved yet. If they do nothing, emergency will go away 30 days after the parliament sits for the first time. But if they think the situation is still bad, they can extend the tenure of emergency as needed basis. Leave the ultimate decision about emergency upto the politicians - which would be wise and democratic decision.

Emergency situation was created by the politicians. Let the politicians again to decide whether its time to lift the emergency.
