The fate of the caretaker government - going forward
On and off, there has been a talk about the need and justification of the caretaker government. Our intellectuals and politicians are acting as if they actually have some grey material.
 
 
Please allow us tell you one thing in a very plain language and propose something very humbly.
 
If our post-independence politicians have done anything good for themselves and for the country, it is the idea, demand and implementation of caretaker government system. The way this idea evolved and eventually got implemented, this is true example of participatory policy innovation where situation had driven the eventual solution to an acute problem that we had.
 
It is significant for various reasons from the context of political culture of Bangladesh. First of all, this is significant because it is probably one instance where our politicians have spoken the truth, they have acknowledged that they have a problem. And they actually worked to solve the problem. Now, nindukera will say that they neither tell the truth to rescue the country nor they had the best interest of the general people behind this policy. Rather they used their brain here because it was about the ruti-ruji'r vaga-vagi for them! But let us forget that aspect for today. After all, we want to look forward.
 
So, what is the problem with this rule?
 
There is no problem. Actually, we think this is a rule that will be copied or should be copied in most of the under-developep countries. Why do we think so? Because, this rule recognizes the limitation of an election-based democratic system for a soceity which is not educated enough, a system which has not developed the institutions to check and balance the problems of a democracy. The system of caretaker government acutally enforces some of the check and balance into the system nicely.
 
Off course, this is also an indication of a weak democracy - a demonstration of not-so-developed system. In other words, as long as we or any other country have it, it will be an indication that we have a problem within our system. Probably, thats why our intellects are trying to give lesson to us. They are like haturey dactars. You have a disease - but they would like you to beleive that you have been cured! This exactly have been happening in our national porimondol during the last several decades. We think there is still need for the system of caretaker system. It is not only a demonstration of our weakness, but it also is a demonstration of our effort that we are working towards fixing the problem. At least, this system prevents a negative progression.
 
Ok, ok, lets assume we are working towards fixing the problem - but when would we be done fixing it? How would we know?
 
This off course is a koti takar prosno. But we think this can be solved by some modification in the act. Election commission should consider making a minor amendment in the rules of the national election. The idea is something like this:
 
During a national election every five years, the election commission can hold a parallel referendum asking a simple question - "Do you think our next national election should not be held under a caretaker government?" So, during the election people will send a slate of MP to the parliament. At the same time, they will also mention whether they think the upcoming government will be in power during the next election or whether a caretaker government should be installed for the next election. For example, say during the upcoming election, Party X may win the parliament but at the same time people might give a NO VOTE for the Party X. In other words, people sends this Party X to form the government, but they do not think that the national institutions are strong enough to rely on Party X to hold the next national election. So, when the time of next national election comes, a caretaker government will be formed to hold that election. This would be repeated indefinitely. Or if the people do not want the caretaker government for a consecutive five times, we may then declare that our system is now developed enough to repeal the system of caretaker government.  There might be other minor things that can be done to improve the current provision of the caretaker government. But on broad scale, we should not think that our system has already outgrown the need of the system. Not yet.

Talks failure could diminish prospect of peaceful transition

AS THE military-controlled interim government begins its much-talked-about dialogue with the political parties today, there seem to be certain questions in the public mind – valid ones, we must add – about its objective and possible outcome. If the dialogue is really geared towards a peaceful transition to democratic order, as the government has persistently claimed it would be, there are reasons to be sceptical about its desired outcome. The seeds of such scepticism were sown by the chief adviser himself in the course of his address to the nation on May 12 whereby he seemingly sought to predetermine the content and intent of the dialogue through a list of dos and don'ts for the political parties. His prescription, so to speak, has, as we have pointed out in these columns before, touched off the suspicion that his government might coax or coerce the political parties into agreeing to ratify all its actions – legal or illegal – as and when the ninth Jatiya Sangsad convenes after the general elections, now to be held in the third week of December. Meanwhile, the incumbents do not seem to have ceded its not-so-covert attempt at redrawing the political landscape through the execution of its 'minus-two formula', i.e. banishment of Khaleda Zia and Sheikh Hasina from politics. As such, the two major political parties – the Bangladesh Nationalist Party and the Awami League – are yet to confirm their participation in the dialogue without Khaleda and Hasina, which, in turn, has only intensified public apprehension that the proposed talks, if held at all, may not end the political impasse and thus diminish the prospect of a peaceful transition.
   As we see it, for a peaceful transition, it is imperative that the apolitical incumbents engage in a comprehensive dialogue with the political parties and seek to find ways and means to create an environment conducive to all-contested and credible general elections, absence of which led to the installation of the Fakhruddin Ahmed government and its extra-constitutional perpetuation. Regrettably, however, the chief adviser, instead of trying to inspire confidence among the politicians, apparently antagonised them further by, first, not paying heed to any of their demands, e.g. immediate withdrawal of the state of emergency, release of Khaleda and Hasina for the dialogue and general elections before local government elections, and, second, talking about many issues related to pre- and post-elections scenarios, e.g. formulation of a national charter and balance of power between the president and the prime minister, which should otherwise be in the policymaking domain of elected representatives.
   Crucially still, while the elections remain the only option for a peaceful transition to democratic order, the chief adviser's address to the nation suggested that his government is in denial about the lack of Election Commission's of credibility to conduct all-contested and credible elections. The commission, at this point in time, stands devoid of credibility in the eyes of the politicians in particular and the public in general, thanks to its perceived involvement in realising the controversial 'minus-two formula'. What's more, when the government has finally recognised Khandaker Delwar Hossain as the BNP secretary general, the Commission still deems its splinter group as the mainstream of the party. In such circumstances, one would say the incumbents are either unwilling or unable to recognise that the credibility of the commission is and would be the bone of contention, in and outside the dialogue.
   Most importantly, the interim government needs to realise that, be they the talks or the elections, the political parties are the main players and that their non-participation or forced exclusion would only nullify the prospect of a peaceful transition and push the country to the brink of a sustained period of political uncertainty and social disorder. We are not suggesting, in any way, that the government should entertain whatever the political parties ask for. We strongly feel that the political parties have to own up their past failures and detail their future plans for democratisation of their individual and collective conduct in public. But the idea of imposing something upon them by an interim regime, that too by one which itself has committed many an illegal and anti-people act over the past 16 months or so, may eventually lead to confrontation. That would not be a good idea, either for the sides involved or the people at large.

I generally like your innovative ideas. But this time, I think you are asking for a little too much.
 
Where I live in Canada, rice now costs 4 dollars per kg (it was about a dollar before the Great Decider's regime). And the minimum wage (in jobs equivalent to a day laborer/rickshaw puller's) is 8 dollars per hour. That is, he could buy a kg of rice for half an hour's wage. Given the roads of Canada, the smoothness of traffic and conditions of the road, a rickshaw puller could go a minimum of half km per minute. That makes it  15 km per half hour. (As an aside: it is the best educated immigrants from countries like Bangladesh with their highest degrees who perform most of these minimum-wage jobs in Canada).
 
Therefore, according to the standards of a country with a very high standard of living, you could ask for a rickshaw fare for 15000m (15km) ride to the level of the price of 1000 grams (1kg) of rice, not "by pushing the rickshaw fare for 1000m (1km) ride to the
level of the price of 1000 grams (1kg) of rice". (Given the harsh road conditions of BD, I think we could settle for half the length at best). Would you agree?
 
Never mind! You don't have to agree. This was just a thought.

A national charter for better living standard The price of labor and the
governance: look at issues through the eyes of a day-laborer. Can you do
us a favor by pushing the rickshaw fare for 1000m (1km) ride to the
level of the price of 1000 grams (1kg) of rice?

You must be very surprised at the headline and sub-headline of the
article.

What could be the relationship of governance system (something that
pundits talk about in the round-tables in the press-club or the studios
of TV channels or in their interviews to the press) with something as
mundane as rickshaw fare? Are we kidding? No, rest assured, we are not.
We actually mean it whole-heartedly.

We are sending out this article with a very heavy heart. What is the
reason for that heavy heart? The heart is heavy - because the leaders
of the party of Bangabandhu and/or the leaders of the party of Zia do
not understand what a national charter could contain. Many of these
bagha bagha leaders and more importantly, the so-called intellectuals do
not know what government should or should not include in the proposed
national charter. They are afraid what government would pressure them to
sign up for. Afsos! These are our politicians? These are our
intellectuals? Khubi afsos er kotha. Are beta, tora na bolbi oder ke
what a national charter should contain. Doesn't that make more sense?
Govt. e jara bose ase, ora tu rajniti'r kisu buje na. They do not
presume to be learned on that. But they are trying to learn and respond
to the feedback that they are getting. Now, so far, they progressed to
the point that there needs to be some limit in what has been done in the
name democratic politics. Also, what has been done in the name of free
market policy making. So, the national charter will be helpful in
making sure that all the politics and national policy making would
actually benefit the people - the real owners of the country. Now,
would you question how a national charter could help ensure the rights
of people? We could go in detail - but its better if you find them out -
after all, you are the politicians whom the government is inviting to
discuss, isn't it? But let us give you a starting point? How about
having a sentence that says the price of labour would be enough to
sustain the basic need of a person? Do not talk about taka. We would
prefer something like this "the rickshaw fare for 1000m (1km) ride to
the level of the price of 1000 grams (1kg) of rice?" Can you set this as
a mandate for the policy makers? We know what you are thinking. It
sounds too much for those rickshaw pullers? How about half the price? Or
whatever you think is fair. Can you set this a goal for all politics
and policy-making that government and political parties and the leaders
would not stop the working hard until this basic goal is acheived.
Start from this basic declaration. Then go forward in stipulating few
more items that makes the nation a progressively civilized one where
more citizens start using their knowledge to earn a living instead of
using labour for a living. Also, try to think one or two items that
ensures that the youth can work to build a knowledge-based economy
without interruption. Do this favour to the nation selling which you
have fed your families so far, please. And that includes all those
intellectuals who was reported to be saying as the national charter to
be an "ADIM JUG ER CHINTA"! Bravo, mr. professors. Bravo, on your
intellects. Without your understanding, how would the nation go forward.
Bravo, mr. reporter. Bravo, on the might of your pen. You can now claim
to rescue the nation from sliding into anarchy. Bravo, mr. editor.
Bravo, on the freedom that you exercise. BTW, don't you think freedom is
not serving your professon very well, because people often can see whats
inside? We are really ashamed, this time.

Please allow us this writing on a positive note. Whatever you do,
whatever you decide, policy goal should be to achieve the national
economic condition to such a height where an hourly worker would be able
to sustain a small family with basic humane honor. Start from there, you
will then know how to think modern. Keep faith - you can go there.
Also, there is another valid question. When there is a constitution,
what is the need for a national charter. To put it simply, the
constitution is for you peoples, the politicians, the intellectuals,
judges, journalist. And none of you ever think about that sacred
document while do your professional jobs. The national charter is a
simple point by point document (very short in length compared to the
constituation) that the people will memorize and hold you accountable
to. One could say its the summary document of the constitution. Whatever
that is - we would know whether the document is good for us because that
document will be written in simple language. If you thought some of
the ideas are worth of your reading time, please forward it to others.
If you have an ear to the columinsts in regular traditional media,
please forward it to them. If you have an ear to the journalists and
news editors of the electronic media, discuss it with them. Hope they
would look at the suggestions and give due diligence.

(Reuters) - Following are five facts about John Demjanjuk, a retired Ohio auto worker who once was convicted and then cleared of being the Nazi concentration camp guard "Ivan the Terrible:"
* Born on April 3, 1920, in Kiev, Ukraine, he said he was drafted into the Russian army in 1941, became a German prisoner of war a year later and served at German prison camps until 1944. He immigrated to the United States in 1951 and became a naturalized citizen in 1958.
* He was stripped of his U.S. citizenship in 1981 and extradited to Israel, where he was sentenced to death in 1988 after Holocaust survivors said he was the notorious guard Ivan at Treblinka where 870,000 people died.
* The Israeli Supreme Court overturned his conviction and death sentence in 1993 and freed him after newly released records from the former Soviet Union showed another man, Ivan Marchenko, was probably the Treblinka guard.
* He returned to his home near Cleveland in 1993 and in 1998 the United States restored his citizenship. But the U.S. Justice Department the following year refiled its case against him, arguing he had worked for the Nazis as a guard at three other death camps and hid the facts when he immigrated.
* A federal judge rescinded his citizenship in 2002 and he was ordered deported in 2005, an order he appealed. But the U.S. Supreme Court on Monday rejected Demjanjuk's appeal.

 Accused Nazi Guard Demjanjuk Loses US Court Appeal  
Demjanjuk was identified by prisoners of KZ Treblinka as "Iwan the Terrible" a particular vicious camp guard who commited attrocities in the camp. He was sentenced in Israël but in the review he was acquitted. In 2002 his US citizenship was revoked. He claims to be a victim of failing memories by his accusers and claims he isn't "Iwan the Terrible" but merely a victim of mistaken identity.

WASHINGTON (Reuters) - Democrat Barack Obama has opened an 8-point national lead on Republican John McCain as the U.S. presidential rivals turn their focus to a general election race, according to a Reuters/Zogby poll released on Wednesday.

Obama, who was tied with McCain in a hypothetical head-to-head matchup last month, moved to a 48 percent to 40 percent lead over the Arizona senator in May as he took command of his grueling Democratic presidential duel with rival Hillary Clinton.

The Illinois senator has not yet secured the Democratic presidential nomination to run against McCain in November.

The poll also found Obama expanded his lead over Clinton in the Democratic race to 26 percentage points, doubling his advantage from mid-April as Democrats begin to coalesce around Obama and prepare for the general election battle with McCain.

"Obama has been very resilient, bouncing back from rough periods and doing very well with independent voters," pollster John Zogby said. "The race with McCain is going to be very competitive."

The poll was taken Thursday through Sunday during a period when Obama came under attack from President George W. Bush and McCain for his promise to talk to hostile foreign leaders without preconditions.

Obama's gains followed a month in which he was plagued with a series of campaign controversies and suffered two big losses to Clinton in Pennsylvania and West Virginia.

The poll was conducted after Obama denounced his former pastor, the Rev. Jeremiah Wright, who made a series of public appearances that rekindled a controversy over his inflammatory comments on race and religion.

Obama also survived a furor over his comments about "bitter" small-town residents who cling to guns and religion out of frustration over their economic concerns.

Obama edged closer to clinching the Democratic nomination on Tuesday when he split two nominating contests with Clinton, beating the New York senator in Oregon and losing in Kentucky to gain a majority of pledged delegates won in state-by-state nominating contests.

The results put him within easy range of the 2,026 delegates needed for the nomination. Just three Democratic nominating contests remain before voting concludes on June 3.

OBAMA BETTER ON ECONOMY

The poll found Obama was seen as a better steward of the economy than McCain, leading 48 percent to 39 percent. McCain led Obama by 3 points last month on an issue that is certain to be crucial in their campaign.

Obama led McCain among independents, 47 percent to 35 percent, and led among some groups of voters who have backed Clinton during their Democratic primary battle, including Catholics, Jews, union households and voters making less than $35,000 a year.

McCain led among whites, NASCAR fans, and elderly voters. McCain led with voters who believed the United States was on the right track, and Obama led with the much higher percentage of voters who believed it was on the wrong track.

"Clearly voters are looking for change. Every problem Obama has had in consolidating his base and reaching to the center, John McCain has the same sort of problem," Zogby said.

"It's McCain's lead among voters over the age of 65 that is keeping him within shouting distance of Obama," he said.

The poll found Clinton, who has shrugged off calls to quit the Democratic race, tied at 43 percent with McCain in the national poll. She led McCain by 47 percent to 40 percent on who would be the better manager of the economy.

Obama and Clinton have refrained from attacking each other in recent weeks as Obama has turned his focus to McCain.

But Zogby said the attacks on Obama by Bush and McCain, who have been critical of his willingness to talk to leaders of countries like Iran, did not appear to hurt Obama. If anything, he said, it reminded voters of McCain's ties to Bush, whose approval rating is still mired at record lows.

"The president is so unpopular. To inject himself into a presidential campaign does not help John McCain, particularly when McCain is tied to Bush," Zogby said.

The national survey of 516 likely Democratic primary voters had a margin of error of 4.4 percentage points. The poll of the national race between McCain and the two Democratic contenders surveyed 1,076 likely voters with a margin of error of 3 percentage points.
