Dhaka, Mar 24 (bdnews24.com) – The government should act as the custodian of
the people, rather than acting like "businessmen", Regulatory Reforms
Commission chairman Akbar Ali Khan said Monday.

Addressing a roundtable on poverty reduction and workers' social security
issues, the former adviser said the inflation rate actually experienced by
the poor was as high as 40 percent.

He added that it was regrettable that the government always cited the
increasing price of food in international market for their failure to
contain domestic costs.

Speakers at the roundtable, organised by the Bangladesh Institute of Labour
Studies, said proper wages, pension funds, medical care and lack of
compensation for accidents are hindering social security for the country's
labour force,.

The speakers agreed that the country's Poverty Reduction Strategy Paper
(PRSP) could not work until proper wages for 40 million workers were ensured
by fixing a benchmark.

The five-year strategy plan for reducing poverty expired in 2007, with the
caretaker government announcing to extend it until the next one is drafted.

"The two fundamentals for the PRSP are employment and social security," said
the RRC chairman.

Akbar Ali claimed the caretaker administration's social security programmes
failed to meet the challenges posed by the economic conditions prevailing in
the country.

"For instance, the minimum wage for garment workers has been set at Tk 1,650
per month."

"I think, and I'm sure all of you would agree, that at least Tk 3,000 is
needed to just barely survive in a city like Dhaka," said the RRC chairman.

Akbar Ali went on to criticise the interim government for claiming the
unemployment rate was as low as 4 percent.

"If that is true then I have to say there is no unemployment in Bangladesh,
as it is higher in many countries in Europe and the US," he said.

The former adviser said the inflation rate actually experienced by the poor
was as high as 40 percent.

"The inflation rate is calculated from the prices of many commodities along
with food items."

"But the poor are only concerned about food, and considering that, I would
have to say inflation is not less than 30 percent," Akbar told reporters
following the discussion.

"The government should act as the custodian of the people, rather than
acting like businessmen," he said.

Syed Sultan Ahmed, additional executive director of BILS, in his keynote
presentation at the roundtable said that a lack of proper wages, pension
funds, compensation for accidents and medical care are hindering workers'
social security.

"Ensuring workers' social security would enable equal distribution of
resources in society while cushioning low income families from risks. This
would play a key role in poverty reduction," the BILS official said.

He focused on a realistic standard of wage structure saying that there is no
specific benchmark for workers' wages.

"Government has set the minimum wage at Tk 1500 per month which works out at
Tk 50 a day. On the other hand, rice is now priced at Tk 35 per kg. We all
wonder based on what this wage rate has been fixed," Ahmed added.

He said that government's social security schemes such as allowances for
widows, old age people does not cover the working class and suggested
provisions of mandatory workers funds, gratuity and insurance for every
factory and medical care and education for workers' dependants.

Representatives of workers' bodies at the meeting called on the caretaker
government to strengthen trade unions and collective bargaining facilities,
while they promised the creation of a more constructive trade union
environment.

Rapid Action Battalion [RAB], the most notorious Para military forces in
Bangladesh, which is known for its atrocities through extra judicial
killing, abduction, rape and collecting ransom, has finally shown its nasty
fang with Weekly Blitz editor, Salah Uddin Shoaib Choudhury.

Internationally known award winning journalist Mr. Choudhury was virtually
kidnapped by a heavily armed gang of RAB led by Captain Shafiq on Tuesday
evening.

When RAB stormed the Weekly Blitz office, they locked the editor including
other employees of the newspaper and its sister concerns inside a room,
seizing all cell phones and not allowing any communication, friends or legal
counsel.

Almost after an hour and a half, members of the armed men took Salah Uddin
Shoaib Choudhury and another senior member of the newspaper, Mahboob Ar
Rahman with them while they looted cash and other valuables from the
newspaper office. On arriving at the ground floor of the building, where
Weekly Blitz office is located, RAB men blindfolded Mr. Choudhury. Before
leaving Weekly Blitz office with the editor and other journalist, RAB's
officer reportedly known to be Major Swapan, who is the Deputy Director of
RAB-3 passed extremely offensive remarks on journalists and newspapers.
Captain Shafiq also abused and humiliated Weekly Blitz editor and other
members of the newspaper.

Salah Uddin Shoaib Choudhury and Mahboob Ar Rahman were taken to RAB-3
office and were detained there for hours. RAB men verbally abused Choudhury
during these hours, repeatedly calling him a "Zionist spy and agent of the
Jews". They used expletives to refer to journalists against whom RAB has a
record of harassing, and the United States

which passed a resolution in Shoaib's support. The verbal assault, which
included numerous threats, continued for another three hours until someone
RAB described as a "high government official" telephoned and ordered them to
release him."

It is also learnt from the Weekly Blitz editor that RAB men demanded heavy
ransom from him while Captain Shafiq told him [the editor] that he [Shafiq]
is a notorious man, who has killed 29 people in the name of 'encounter', a
regular practice of RAB for killing people. Shafiq and 'Swapan' asked Mr.
Choudhury to work as 'source' for RAB. When Weekly Blitz editor said, it is
not his job to work as any source or spy for any organization, RAB men
threatened that, they would do the same thing with him in future.

The matter was immediately notified with the Director General of Rapid
Action Battalion and other senior officials of the government. But, there is
no action yet taken against the RAB team till filling this report.

Meanwhile, Weekly Blitz editor Salah Uddin Shoaib Choudhury has sent letters
to the Chief Advisor, Army Chief and other officials in Bangladesh seeking
immediate investigation and necessary actions against the culprits of RAB-3
for such notoriety.

On condition of anonymity, a highly placed source within Rapid Action
Battalion told Weekly Blitz that, many officials of the RAB-3 unit are
greatly involved in series of criminal activities, including collecting
ransom. They maintain close links with some criminal gangs as well in either
making money or trapping innocent people and finally end up in extracting
money. It is further learnt that, inside RAB-3 compound, most of the
interrogation rooms [which are openly seen] are equipped with torturing
apparatuses and many of the RAB-3 men are accused of raping females during
interrogation.
Weekly Blitz shall publish series of articles and investigative reports on
cocoon of terror of Rapid Action Battalion [RAB]. Our readers are requested
also to send us all specific allegations of human rights abuse or extra
judicial killing by this notorious organization in Bangladesh.

US Elections and the Global Order

I was reading an article in publicdiplomacy.foreignpolicyblogs.com
on Senator Obama and Senator Hillary and their dash to the White
house with occasional mud-slinging at each other. I am not from the
US but I am following the campaign trail with interest as it affects
all of us on planet earth. How? Because we are now live in a uni-
polar world; the US makes the rules, whether people like it or not.
Without going into that debate, the younger generation is perhaps
betting on change, be it Obama or Hillary in the US. Being from the
younger general, I am sharing a vision for the future and hope these
candidates can trickle some of the ideas into their own-selves and
their organizational persona/culture. I have presented the
following issues by reviewing the US and the Western dominance;
however, each country and its citizens can promote their own vision
by aligning with or taking stock from the following points.

1. Politics of the old has to be buried. We want honesty to gallop
in with style.
2. Poverty has to be addressed by checking greed's ugly,
extortionist and hegemonic control over economy. I am not suggesting
of doing away with capitalism. I am suggesting responsible
capitalism. Let us put the value of life, education and ethics first
and then plan the pieces of the puzzle. Some permutation and
combination will show us the right levers to push forth for a better
and more productive growth of humanity.

3. Science education and education on liberty, rationality and logic
have to be streamlined and strengthened. The US education has to be
responsible and inclusive of diversity (same goes with other
countries that have diversity in population). It is no longer apt to
learn about the glories of the white race; time has come to re-
design the knowledge capture and dissemination process. Education
has to be gender and ethnicity neutral with special provision for
religious groups and segments. I must emphasize that religion should
not be part of statecraft but a domain of the private space. Why?
Reasons are aplenty. Any sensible person can do a small homework and
see chaos, depravation and fighting stemming from religious fervors
and sentiments (I am in no way saying that freedom to practice
religion has to be controlled or stopped). Everyone thinks that
they are the chosen people and work accordingly. Knowingly or
unknowingly, this creates the first rift in human habitation and
interaction. Therefore, religion with all its splendor, glory and
magnificence has to be practiced within one's personal domain. It is
a sensitive area and, therefore, we have to address the issue with
respect.

4. Knowledge frontiers have to be re-designed and its boundaries
reset. The institutions of higher learning, especially the seats of
knowledge creation both in the scientific and societal dimensions
are clustered in the West. I believe it is in the best interest of
planet earth not to continue in that direction. Peace and prosperity
cannot be ordained through such an un-equal system of knowledge
innovation, sharing and flow. The issue of `haves and have-nots' can
never be addressed this way. Fundamental shift in thinking and out-
side the box perspectives have to be injected. Education has to be
pro-poor and driven by practical ground reality.

5. The UN headquarters are almost in the Western countries. This is
a ludicrous proposition to my mind. I can simply say that if 6 or 7
of these large entities are moved to Africa, Asia and Central
America with fair representation from these countries then the
development paradigm would have bagn to be addressed partly. We, the
smaller countries, would not be in need of million dollars
consultants all the time to share their wisdom because the problem
would have begun to rectify with this time bound but audacious
shift. I am absolutely for this change and let us no more waste on
useless research to explore the cost benefits of such a move. It may
be an unpopular decision and, therefore, researching by the same
folks - the Westerners - will be faulty and biased, so we should not
walk in that direction. A bold decision has to be taken and the
process of advocacy at the citizen's and global specter has to be
initiated.

6. The financial, corporate and media capitals of the world are
again in the Western enclaves. These have to be re-positioned
globally with the thrust of relocation to the poorer segments of the
world. The UN may begin a global campaign for this monumental
shift. The West and East talk about inclusion without identifying
the real reasons why inclusion is not happening. I attempt at
connecting you to the roots; therefore, let us move in designing the
new future state of the world. It is possible and what we need is
global awareness, acceptance and political will. Most importantly,
we need to understand that a flawed system will eventually correct,
so why continue to walk against the stream? You can never bring
peace and prosperity and neither can you legislate these notions
sitting on a pile of misconstrued concepts.

The US socio-politico legislation in Iraq is a brilliant case of
failure at addressing point six mentioned above. Lee Hamilton
recently spoke of a concerted effort at creating a rational policy
framework by US for Iraq and spoke of finding unifying leadership
while voicing skepticism in the present leadership in Iraq being
sectarian. Indeed, Iraq's leadership had been sectarian and, if I
may say, righting a situation with a policy that had been flawed at
conception makes the task all the more difficult. I am referring to
the US intervention in Iraq on the pretext of exposing the WMD
(which to date could not be found). Diplomacy for a protracted
period could have helped to situate Iraq and planet earth in a
congenial atmosphere. Millions of lives and billions of dollars
could have been ploughed into nurture and education; the present day
global chaos, economic disfunctionality, runaway price spiral on
gasoline and on essential goods and sporadic terrorists' attacked
could have been surely averted. These realities are to be addressed
and war and media hype have to be shunned. Once again the magic hat
of responsibility becomes the crucial instrument for the world that
we live in. The leaders of the world, especially the US, need to
begin a dialog for the common welfare of all and only then progress
and peace will reign supreme.

Lastly, socially responsible citizens of Bangladesh and the universe
should commit to advocating a peaceful world thorough respecting the
institution of dialog for harmonious and equitable living in all
matters and understand at heart that unless we vision and work
toward such a destination pandemonium may result.

There lectures have been delivered by the renowned persons Ex Chief Justice & Ex CA of CTG Mr. Habibur Rahman, Mr. Teaching Professor Dr. Anisujjaman, Mr. Teaching Professor Dr Sirajul Islam, Mr. Ex C& C Shafi Ullah, Mr. Ex C& C Hurun-or–Rashid & other freedom fighters who were responsible Government service in Judging Teaching & Commanding positions for the time of during last 36 years.
It's good news. Now the question is that
Where were they during the last 37 years when was in power the elected political party??
Why are they now claming it to the unelected CTG?
Is it for establishing the war criminals?? Or is it creating problems for CTG??
Now the people of Bangladesh are suffering not only for the activities of war criminals but also they are now suffering for
i) Political corruption
ii) Activities, irregularities & corruption of the police & other Government administration.
iii) Activities, irregularities & corruption of the army & judicial department.
iv) Activities, irregularities & corruption of the education teaching department.
v) System of education & teachers' corruption the boys & girls all the students are suffering. Causes all the University Teachers along with other teaching institutions are not taking regular classes, they are not providing correct update education lessons to the students, they are not taking examinations in time, they are not giving result in due time but they are doing nasty party politics, they are destroying teaching atmosphere in the education area, they are creating session jots & they are killing the poor student's life time & their poor parent's money.

Are not they criminal persons like war criminals?
Are not they doing criminal activities??
Are their activities less quality criminal than the activities of the war criminal persons??
So for establishing lawful good Administration under the system of lawful democracy it is very essential to do political reforming works & is very essential to ask the present CTG for doing trial against of all corruption & criminal activities.
It is also essential to ask CTG for introducing nation wide a system to provide nation wide category quality education to all category people respectively.
1) For creating quality efficient politicians who being elected in Parliament can make quality lawful rules of law.
2) For creating quality learned teachers who being efficient in education researching & in teaching professions can provide the students update quality education.
3) For creating quality lawful honest judges who can do trial according to the lawful system of law for giving lawful verdict.
4) For making all professional people quality skilled persons who being efficient in their respective working fields can do their works efficiently in time.
Socially boycott the war criminals along other criminal persons is not a wise process to stop the activities of the war criminals or any kind of criminal activities.
Socially boycott is a bad intention process & it will create a situation for organizing them or doing bargaining works for strong grouping of organized power.
The Wise Process is that to establish correct lawful administration.
For establishing correct lawful administration it needs to make correct lawful rules of law.
To make correct lawful rules of law it requires correct lawful politicians who do lawful politics & make lawful rules of law under the lawful system of lawful administration in the system of lawful democracy. The wise working process for the Politicians is to be honest lawful politicians under the lawful system of lawful administration in the system of lawful democracy. Then political Government can do trial of war criminals & all other criminals
CTG will continue unless & until finished these jobs, fair & neutral election will be conducted after creating fair clean & quality educated efficient politicians.

Where were they during the last 37 years when was in power the elected political party??
Why are they now claming it to the unelected CTG?
Is it for establishing the war criminals?? Or is it creating problems for CTG??
Now the people of Bangladesh are suffering not only for the activities of war criminals but also they are now suffering for
i) Political corruption
ii) Activities, irregularities & corruption of the police & other Government administration.
iii) Activities, irregularities & corruption of the army & judicial department.
iv) Activities, irregularities & corruption of the education teaching department.
v) For System of education & teachers' corruption the boys & girls all the students are suffering. Causes all the University Teachers along with other teaching institutions are not taking regular classes, they are not providing correct update education lessons to the students, they are not taking examinations in time, they are not giving result in due time but they are doing nasty party politics, they are destroying teaching atmosphere in the education area, they are creating session jots & they are killing the poor student's life time & their poor parent's money.

Are not they criminal persons like war criminals?
Are not they doing criminal activities??
Are their activities less quality criminal than the activities of the war criminal persons??
So for establishing lawful good Administration under the system of lawful democracy it is very essential to do political reforming works & is very essential to ask the present CTG for doing trial against of all corruption & criminal activities.
It is also essential to ask CTG for introducing nation wide a system to provide nation wide category quality education to all category people respectively.
1) For creating quality efficient politicians who being elected in Parliament can make quality lawful rules of law.
2) For creating quality learned teachers who being efficient in education researching & in teaching professions can provide the students update quality education.
3) For creating quality lawful honest judges who can do trial according to the lawful system of law for giving lawful verdict.
4) For making all professional people quality skilled persons who being efficient in their respective working fields can do their works efficiently in time.
Socially boycott the war criminals along other criminal persons is not a wise process to stop the activities of the war criminals or any kind of criminal activities.
Socially boycott is a bad intention process & it will create a situation for organizing them or doing bargaining works for strong grouping of organized power.
The Wise Process is that to establish correct lawful administration.
For establishing correct lawful administration it needs to make correct lawful rules of law.
To make correct lawful rules of law it requires correct lawful politicians who do lawful politics & make lawful rules of law under the lawful system of lawful administration in the system of lawful democracy.
The wise work & process for the Politicians is to be honest lawful politicians under the lawful system of lawful administration in the system of lawful democracy.
CTG will continue unless & until finished these jobs, fair & neutral election will be conducted after creating fair clean & quality educated efficient politicians.
