Thanks for allowing me to be with you in this e-mail group. It is an honor to be a member here. However, I was reading Dina Khan's mail. It seems, here Dina Khan is trying to say something interesting but I find it difficult to understand her expressions! I can see she has serious syntex problems and most of her writing has dangling sentences.  Seriously, I am interested to know her point. It could be interesting. She is talking about something interesting on the BBC news. Can I request Dina Khan to go over her sentences again or show it to somebody to make it read like English?

News is heard from BRITISH BROAD CASTING CORPORATION BBC that CA of CTG is willing for starting of negotiation talks with the politicians on this month April 2008.
No doubt it is good news.
But before starting negotiation talk CTG must needs to earn in fair & neutral mind realizing correct understanding knowledge for understanding the county's real situations & problems for correct honest decisions to the well fare of the people.
Why is formed this CTG on 11/1/2008??
What are the causes for making the constitutional system of CTG (Care Taker Government) in Bangladesh??
Why failed negotiation talks between Mr. Bhuyia Mannan Abdul &  Mr. Jalil Abdul??
Why did not Mr Hassan Kamal Rtd Chief Judge agree to be the CA of 90 days CTG on 28 October of 2006?
Why & how won Bangladesh continuously 6 six years the world top class most corrupt position in the world??
What are the reasons & who are the responsible persons for closing Adamjee Ishpahoney Chittagong steel mills & the all othe mill industries in Bangladesh for making people jobless & business less??
Why not are getting the proper & correct update educational lessons the students of Bangladesh & who are responsible for it??
Why are creating money inflation money devaluation & every thing price hiking situation in Bangladesh & who are the respnsible persons ??

Portrait of "Chatgaiya Gourov" - Sher-e-Chatgam Kajem Ali Master, J M Sen, Surjaya Sen, Pritilota, Dr Hashem, Moniruzzaman Islamabadi, Annada Charon Khastagir etc. While reading the history of Chittagong, I was amaged by the decision of great NOOR Ahmad Chairman. He made primary education compulsory for the boys in 1925 and for the girls in 1926! What a visionary man indeed.

You may wonder why I am asking picture as some of the above pictures are available in net and books. But, wikipedia server is at USA and restricted by CopyRight Law there. So, we need picture under GFDL or CC License.

Uploading picture to wiki coomons is simple. However, you may ask questions to a service provided by BdOSN(www.bdosn. org). And to have this support, please mail directly to banglawiki@bdosn. org.

At the time of anti-British movement, Gandhijii's great remark endorese that Chittagong was always ahead of all Bengal. We proved it in 1971  too!

So, it is our time to prove once again in wikipedia, by making the "Chittagong" as the first "Featured Article on Bangladeshi District" in Bangla wikipedia.

I read with utmost sorrow the news item in Bangladeshi media that duel citizenship will be offered only to Bangladesh origin British passport holders only. The announcement has been made by none but the Chief Adviser Dr. Fakhruddin Ahmed during his recent London visit in which he is reported to have said that "from now on, British passport-holder Bangladeshis would automatically retain their Bangladeshi citizenships".

Personally I am against offering such a privilege to Bangladeshi origin foreign citizen, whether one is a British or a Nepalese passport holder, but I strongly believe that if and when government offers any such privilege to the expatriate children it must be to all Bangladeshi origin foreign citizens and not to any particular group only. I consider this "extra privilege offered" to British citizens only is horrendously discriminatory, unfair, unjust, unwise and totally silly. I condemn it clearly and loudly.

Those of us settled in Europe and North America often faces discrimination in job market, in social and cultural life in our adopted countries and we know how painful it is to be discriminated. Now our motherland applies the same discriminatory law while treating us with a privilege. Once again I strongly condemn this discriminatory law and urge the Bangladesh government to withdraw this offer or if the offer must be evoked, let it be available to all Bangladesh origin foreign citizens.

Here I explain why I oppose duel citizenship, voting right and other privileges to Bangladesh origin foreign citizen. I strongly oppose expatriates' voting rights on principles and practical reasons even though it is against my personal interest. I sincerely believe that none should have divided allegiance and one should be fully loyal to the country one lives, earns a living and finally becomes a citizen. This is the basic principle I am talking about.

Voting Rights, Duel Citizenship and Owning property in Bangladesh

Offering voting right to an expatriate is wrong. Bangladesh and many other countries allow/offer double citizenship to immigrants with full rights and responsibilities of a normal resident. Rich western countries do it for certain reasons. For example, many US citizens have Israeli citizenship where they work and help the Israeli nation. They are mostly American Jews. The British and the French also allow dual citizenship and traditionally it has been so due to unholy colonial interest of the colonialist powers but the practice still continues.

Bangladesh is a poor country and it was very generous of her to offer an immigrant from Bangladesh double citizenship and even a Bangladeshi passport knowing it well that the immigrant is a foreign citizen now and has a passport from his/her adopted country. This generosity of Bangladesh has offered good and bad opportunities to many people. To a good person it gives a sense of nostalgia and he/she always fondly remembers his country of origin with deep gratitude and love. Such a decent person returns this generosity of his/her motherland doing good things in return when an opportunity comes. However, these types of people are very few and often very rare. An individual is always after his/her personal interest and there are many who would go to any extent to gain a little extra profit whenever he/she gets an opportunity to do so. There are also certain criminals who use this opportunity to maximise benefits of their many horrendous crimes. Often the generous rules and regulations of the criminals' adopted countries offer these criminals safe haven and the countries of origin of the criminals cannot take any action against them for their crimes committed in his/her country of origin. Many criminals from Arab countries moved to the UK on the pretext of political persecution in their home countries and the same pretext were used by many people from former communist countries to get a safe sanctuary in Western Europe. Some expatriates/immigrants from underdeveloped countries can be classified as political touts and basically, ordinary criminals. Sometimes they are politically connected with political touts at home and very often co-operate with corrupt politicians of their home countries to share their ill earned money or social or political advantages. Some well-established expatriates also go back to their countries of origin to take part in direct politics and hold ministerial posts by offering money to political organisations or directly to party bosses. These people are basically corrupt and live high life in Bangladesh mostly by corruption at the cost of poor Bangladesh.

Now, what can be done or what rights and privileges to be offered to a Bangladeshi immigrant/expatriate? Recently, someone has even proposed in Bangladesh media that two seats of the national parliament should be reserved for the expatriates. I consider it unfair and dangerous for Bangladesh. I shall suggest that except 'No visa requirement' seal at a reasonable fee on the foreign passport of an expatriate no other right or privilege should be offered to anybody as long as he/she carries a foreign passport. The double citizenship business should be cancelled and every expatriate/immigrant should declare his/her assets in Bangladesh if he/she stays in the country more than three months at any given time. No immigrant should be allowed to own agricultural land in Bangladesh if he/she does not cultivate and properly use it for agriculture or farming purpose. Sometime ago I read in the media about an expatriate living in USA asking the government to intervene because a criminal in Bangladesh had grabbed his land. While I do not support any land-grabbing by anybody, I strongly oppose any foreign citizen owning any land in Bangladesh under any circumstances. Bangladesh is a very small country, land per capita in Bangladesh is lowest in the world and under such circumstances no expatriate should be allowed to own agricultural or commercial land in Bangladesh if he/she does not return home and live in Bangladesh permanently.

Regarding jobs in Bangladesh, anybody with foreign passport/citizenship should not be allowed to seek any job in Bangladesh except those foreign experts whom Bangladesh may need for certain special jobs.

Again, anybody who is a Bangladeshi citizen with a Bangladeshi passport but did not live in Bangladesh continuously over a year or so (except those who are abroad on government duty or studying in a foreign country) should not be allowed to vote or to take part in any election or seek any government office. Any one in service with the Bangladesh government with foreign citizenship should be found out, dismissed and in case where any one who has hidden his/her foreign connection while serving the government should be sent out of the country after checking properly his/her assets and foreign links.

By adopting such a strong measure against the expatriates Bangladesh may prove itself very unkind or even hostile towards its 'lost' children but these measures are very necessary to safeguard the interest of Bangladeshi people and to curb the ill activities of a great number of criminals who are Bangladeshi expatriates/immigrants and foreign citizens.

[chottala.com] Comments on RTI - RTI should be for ALL

Dear Chief Adviser, GoBD,
 
     I urge upon the Bangladesh CA of the CTG, Ministry of Information, and other concerned Ministries to incorporate and preserve the Right To Information (RTI) of all people, not just the citizens of Bangladesh, cause free access to information and transparency is the single most factor in ensuring accountability of officials in power at any time.  Allowing RTI only to the BD citizens will disenfranchise significant number of people of Bangladeshi origin settled and naturalized throughout the world, especially in North America, Europe, and Australia, in addition to people of other countries that support BD causes and interests. 
     It is much better to follow the time-tested US model of RTI (since 1966) that has proven very successful in uncovering the excesses of government and preserving/
re-establishing citizens' rights, than the proposed RTI that is likely to be modeled after the Right to Info Act of 2005 of India.  Notwithstanding, the likey reasoning that given the LDC status of Bangladesh such restrictions are appropriate; history proves that an open/accountable government is a better and effective government for the people and the country. 
     I thank you for consideration in preserving rights of all people, and uplifting the source of transparency in the government and development of the country.  If you have any question, please let me know.

Corruption in its all shades and color is the illegal tool of accumulating illegal wealth depriving a person which creates inequality and social injustice. Corruption destroys social order, rule of law and all good governance efforts. Corruption and the corrupts are the enemies of the people and the society in any country. That is why fighting corruption and installing honesty is a pre condition for good governance for ensuring human rights, human dignity, equality and social justice and better business environment.

Holding the first position in Corruption Perception Index (CPI) for 5 consecutive years has tarnished the image of Bangladesh, and in such a situation majority of the citizens did not know what to do and how to start a fight against this man made tool of exploitation called corruption. Under the previous oppressive corrupt governance and social system conscious citizens attempted to raise voice against this evil through the media or different civil societies organizations. Today everybody including the Chairman Anti-Corruption Commission emphasizes on the reality of designing a collaborative strategy to limit this evil call corruption. The following nonviolent silent strategies may be used to curve down corrupt practices in every sector of Bangladesh.

 

Ending Corruption: Naming and shaming strategy

Naming and shaming can be a very effective tactic to eradicate corruption in any country. Even in developing countries, where corruption is accepted as a necessary evil, naming and shaming tactic has been effective in recent years.  In India, high profile cases uncovered and actively reported by the citizen action group have led to disgraceful dismissals of high level government officials and even criminal action against public figures. No such example has been set by the political governments in Bangladesh in the past.  But citizen action groups or the media demonstrated ability to generate outrage among the public that can be channeled productively to control and eradicate corruption. Nobody can undermine the role and power of media in the society for establishing good governance.

 

Ending Corruption: Creating awareness strategy among the Stakeholders

Everyday policy makers, professionals, business leaders, sociologist, economists and others independently generate amazing number of ideas and thoughts. The reasons that these ideas don't come to fruition is because like-minded reformers do seldom collaborate to bring changes.  There are a lot of international and domestic organizations, NGOs, government agencies, opinion leaders and others – that are all individually working on tackling corruption in a piece-meal fashion.  A more comprehensive approach to address corruption will be more fruitful.  Corruption can be marginalized if not eliminated if all stakeholders work together in a coordinated manner against corruption. 

Ideas and thoughts are ineffective if not put to actions. Unless what is thought is acted upon, such thought has no value.  What is important is the commitment of all the citizens – leaders of respective fields– to take on the challenge of ending corruption and to do one's own part to address it in a collaborative manner.  Corruption, as in all affairs in society may be viewed from the two sides: a demand side and a supply side.  The demand side can only be curbed by reforms of institutions, strengthened enforcement of law by a transparent judiciary.  As the owner of the country all citizens are affected by corruption everyday, and as such they should insist reforms of the legislative, executive and judicial organ of the country. The stake holders of a corruption free society should get united to raise voice against corruption to curve the supply side. Thus the citizens will have to participate in the battle against corruption and only moral support to the Anti Corruption Commission (ACC) is not enough to eliminate corruption.

 

Ending Corruption: Creating awareness among the Civil Society

Citizens face potential corruption practically at every level and every sector of life. It could be the local police, T.N.T, electricity and water authority, Municipal Corporation or the tax department. Government alone cannot succeed in combating corruption without the active participation of civil society and citizen action groups. Civil society is in the best position to articulate the grievances of the citizen and highlight priorities of action on corruption to governments. Civil society can serve many important roles–as observer, critic, analyst, campaigner, or protestor. It can create public awareness against corruption and mobilize citizens to fight against corruption in ways that governments cannot. Civil society can also play a strong role to organize campaigns against corruption. Center For Good Governance is working with many civic organizations for capacity building of such organization.

 

Ending Corruption: Creating awareness among Chambers and Trade Bodies

As Civil society organizations, Citizens' action groups, NGOs, media, and Chambers–can play the largest role in improving governance both in the public and private sector.  Similarly Chambers can be more active by organizing seminars, workshops, round tables to generate awareness against corruption and unethical business practice. Chambers can establish anti corruption cell headed by a vice president with adequate funds to establish liaison with media, anti corruption commission (ACC) and other government agencies to combat corruption and protect its members from extortion and corrupt claims. Mega chambers should formulate code of conduct for their members and put pressure on the members for compliance.  Awareness regarding code of conduct for members of chambers would have trickle down effect on smaller business enterprises and so on. 

 

Ending Corruption: Creating awareness among Private Sector

The private sector can play a more active role in rooting out the supply side of corruption.  It is painful that most businessman and citizens looks at corrupt practice as a system.  According to unofficial estimates many business house just account for it on their books – as much as 10% – adding to the cost of doing business.  Business leaders as well as the government should take initiatives so that local and foreign investors can set up business enterprise and function in Bangladesh without resorting to corruption and extortion.  After 1/11/07 the present Anti corruption commission (ACC) visibly started a crusade against corruption which may be looked upon as a proactive move towards corruption free governance.

For eradicating corruptions the private sector must emphasize on internal controls and auditing mechanisms.  Corporate bodies and business houses needs to set clear and enforceable policies against corrupt or unethical business practices.  Business house need to periodically train middle and senior management on business ethics to ensure that standards are institutionalized throughout the organization.  Business houses should change their mind-set to prefer managers having comprehensive business education with emphasis on ethics.  Any business managers can not afford to be unaware of global ethical standards for doing business in Bangladesh.

 

Conclusion

In a developing country for good governance the fight against corruption is not easy. Bangladesh recently started drive against corruption. It is expected the present caretaker government, patriot citizens and other stakeholders will be able to address the most difficult challenge – fighting corruption. Corruption is a tremendous deterrent to good governance and development, and its burden falls heaviest on the shoulders of the poor people. An effective Anti-Corruption Commission – with strong political backing, can become a credible tool to deter corruption. All concerned should help the ACC to be fully operative. If Bangladesh wants to establish corruption free business friendly environment, wants to  become a country free of poverty and economically strong, where every citizen will enjoy his or her rights and a better quality life, ending corruption is the most important need. It is the responsibility of every stakeholder to respond to this need towards corruption free, transparent, participatory good governance ensuring equity and social justice.

No body will deny that, in Bangladesh the past governance mechanism was far less then satisfactory. Many issues and problems were the barriers to ensure good governance, equity and social justice.  Weak watchdog institutions corruption, political interference in administration, nepotism, misuse of power, absence of rule of law, non-accountable and non-transparent governments etc. are the common features of our governance which needs to be addressed on urgent basis.
