[FutureOfBangladesh] Re: An afternoon with Dr. Nurul Islam



Dear respected Dr. Abdul Mannan Sir,

I have gone through your nice and informative (linked) article.

I am also a very good fan of respected Dr. Nurul Islam, Vice Chairman of 1st Planning Commission of Bangladesh.
I was more impressed by writing of Dr. Nurul Islam and came to know a lot of rare and important facts by reading his few episode on Bangabndhu (SRITIPOTE  BANGABANDHU) published in the Daily Prothom Alo of mid August (9th to 15th), 2004.

But I want to make a little comments, based on my experience, on your following statement in that article:

"বাংলাদেশে কোনো নিত্যপ্রয়োজনীয় পণ্যের মূল্য পার্শ্ববর্তী দেশ ভারতের চেয়ে কম রাখলে সেই পণ্য ভারতে পাচার হয়ে যাবে। অন্য পণ্যের কথা না হয় বুঝলাম কিন্তু তেল কীভাবে আমাদের সীমান্তের অতন্দ্র প্রহরীদের ফাঁকি দিয়ে পাচার হবে, তা বুঝতে অনেকেই অক্ষম। "

I regularly find in the newspaper of the Oman that Omani police regularly seizes drums filled with Diesel, which were intended to be smuggled in Dubai or UAE. It used to surprise me too!

Though both UAE and Oman are oil producing country, but there is about 10% to 15 % price difference in Diesel. 
So, those smuggling happens by many ways, in spite of  Omani's better financial condition than the Bangalee-Indians in the border of Bangladesh-India.

I think smuggling follows the rule of gravity or hydraulics. It will flow high to low!

Please do not take it otherwise and ignore it, if my observation is not correct!

Dipu Moni seeks formal Pak apology

Diplomatic Correspondent
Foreign Minister Dipu Moni has sought a formal apology from Pakistan for the genocide and atrocities committed by the Pakistani military in Bangladesh in 1971.
Dipu Moni also called for Pakistan's understanding and recognition of Bangladesh's position on a resolution of outstanding issues, including repatriation of stranded Pakistanis, division of assets and war reparations.
"An early resolution of the outstanding issues will enable the existing friendly relations between Bangladesh and Pakistan to make a great leap forward and create a wider space for cooperation,"
she told the new Pakistan envoy of Pakistan.
Afrasiab Mehdi Hashmi, the newly appointed Pakistan High Commissioner to Bangladesh, made his first call on the Foreign Minister at her office yesterday afternoon, said a foreign ministry press release.
On the issue of a waiver for Pakistani products into EU markets in light of the recent floods in Pakistan, Dipu Moni said that Bangladesh, frequently visited by even more devastating natural disasters, was fully sympathetic toward the flood victims of Pakistan.
She, however, noted that giving trade preference to a country solely on account of natural disasters is unprecedented.
The foreign minister said that a number of countries, including those from Latin America, opposed the initiative even before Bangladesh did.
Bangladesh's decision in this regard would be considered on the merits of the proposal and not on whether other countries lent support to the initiative, she added.
The process of discussion was still continuing at the EU and the WTO, and Bangladesh would remain engaged in the process and take a decision based on how the process evolved, she stated.
Both sides emphasised the need for an early convening of the Joint Economic Commission (JEC) meeting. The Pakistan side has already desired to know of the convenience of the Bangladesh authorities for holding the JEC.
Minister Dipu Moni said that she had talked with the commerce minister in this regard and the latter would visit Islamabad for holding the JEC at the earliest opportunity. A set of suitable dates will soon be communicated to Islamabad for the JEC through diplomatic channels.

যাত্রা-শেষে ঐক্যবদ্ধ বিজেপি 'যুদ্ধে' নামল কেন্দ্রের বিরুদ্ধে
টত্রিশ দিনের রথযাত্রার শেষে রাজধানীতে পৌঁছে আজ এক ঐক্যবদ্ধ বিজেপি-কে পাশে পেলেন লালকৃষ্ণ আডবাণী। দলও তাঁর এই রথযাত্রাকে সম্বল করেই কেন্দ্রে সরকার বদলের জন্য 'যুদ্ধ' ঘোষণা করল এনডিএ শরিকদের পাশে নিয়ে। আর এনডিএ-শরিক না হয়েও যুদ্ধ ঘোষণার সেই মঞ্চে নিজের প্রতিনিধিকে পাঠিয়ে জয়ললিতা শক্ত করলেন তাদের হাত।
সাড়ে সাত হাজার কিলোমিটার পথ পেরিয়ে আডবাণীর রথ যখন আজ দিল্লির রামলীলা ময়দানে পৌঁছোয়, সামনে তখন বড়সড় জনসমুদ্র। আর মঞ্চে উপস্থিত সভাপতি গডকড়ী, অরুণ জেটলি, সুষমা স্বরাজ থেকে শুরু করে জেডি(ইউ)-এর শরদ যাদব, শিবসেনার অনন্ত গীতে-সহ এনডিএ-র সব শরিকরাই। অথচ আডবাণী রথযাত্রার ঘোষণা করা করার পর থেকেই তার সাফল্য নিয়ে আশঙ্কা প্রকাশ করে আসছিলেন দলেরই অনেক নেতা। এখন কিন্তু আডবাণীর যাত্রা-পর্বে গড়ে ওঠা ঐক্যকে সামনে রেখেই বিজেপি তথা এনডিএ সর্বাত্মক আক্রমণে যেতে চায় মনমোহন সরকারের বিরুদ্ধে। সংসদের অধিবেশন শুরুর মুখে দুর্নীতির প্রশ্নে কংগ্রেসকে প্রবল চাপে ফেলারও কৌশল নিয়েছেন এনডিএ নেতৃত্ব। গডকড়ীর হাতে লেখা খসড়া পড়ে আডবাণী আজ ঘোষণা করেছেন, সংসদ শুরু হতেই এনডিএ-র সব সাংসদ লোকসভার স্পিকার ও রাজ্যসভার চেয়ারম্যানকে লিখিত ভাবে জানাবেন, বিদেশি ব্যাঙ্কে তাঁদের কোনও অবৈধ সম্পত্তি নেই।

আডবাণীকে 'লড়াইয়ের সেনাপতি' অ্যাখ্যা দিয়ে গডকড়ী বলেন, "বিদেশের ব্যাঙ্কে রাখা পুরো কালো টাকা উদ্ধার না হওয়া পর্যন্ত তাঁরা আডবাণীর নেতৃত্বে লড়াই চালিয়ে যাবেন। দুর্নীতি মোকাবিলার প্রশ্নে সনিয়া গাঁধী ও মনমোহন সিংহ যে অবস্থান নিয়েছেন, তার জন্য দেশবাসীর কাছে তাঁদের ক্ষমা চাওয়া উচিত। প্রাক্তন টেলিকম মন্ত্রী এ রাজা যদি জেলের ভিতরে থাকেন, তা হলে একই দোষে দুষ্ট চিদম্বরম বাইরে কেন?" গডকড়ি মতে, আডবাণীজির রথযাত্রা শুধু ঝলক মাত্র। গোটা সিনেমাটা এখনও দেখা বাকি। জেটলি-সুষমারাও একই সুরে বলেন, "নেতৃত্বের সঙ্কটে ভুগছে এই সরকার। প্রধানমন্ত্রী দুর্বল ও অসহায়। এই সরকার বিশ্বাসযোগ্যতাও খুইয়ে ফেলেছে।" সুষমারা জানিয়ে দিয়েছেন, দু'দিন পর থেকে সংসদে শুরু হবে তাঁদের 'লড়াই', সেখানে কংগ্রেসকে চার দিক থেকে আক্রমণ করা হবে। অধিবেশন শেষ হওয়ার পরে ফের রাস্তায় নেমে তাঁরা এই সরকারে অপসারণের দাবিতে আন্দোলন চালাবেন।
ভোট-ঘুষ কাণ্ডে বিজেপি সদস্যদের গ্রেফতারের পরেই আডবাণী এই যাত্রা শুরু করেছিলেন। যাত্রা শেষ হওয়ার আগেই তাঁরা জামিনে মুক্তি পেয়েছেন। গত কাল গডকড়ী তাঁদের সংবর্ধনা দিয়েছেন। আজ রামলীলাতেও উপস্থিত ছিলেন তাঁরা। তবে এখন আবার নতুন এক অস্বস্তির মুখে বিজেপি। স্পেকট্রাম বণ্টনে অনিয়মের অভিযোগ তুলে প্রমোদ মহাজনের আমলের তদন্ত শুরু করেছে সিবিআই। বিজেপি নেতৃত্বের মতে, হতাশা থেকেই কংগ্রেস এত পুরনো বিষয় খুঁচিয়ে ঘা করার চেষ্টা করছে। দলের মুখপাত্র প্রকাশ জাভড়েকরের অবশ্য বক্তব্য, "কংগ্রেসের যা করার করে নিক। যদি এই অভিযোগের বিন্দুমাত্র কোনও ভিত্তি থাকত, তা হলে ইউপিএ সরকার গত সাত বছর চুপ করে বসে থাকত না!"
কিন্তু বিজেপি-র এই প্রবল আত্মবিশ্বাসের কারণ কী?

দলের এক শীর্ষ নেতার কথায়, "আডবাণীর যাত্রাই বিজেপি-র মনোবল বাড়াতে অনুঘটকের কাজ করেছে। আরএসএস তাঁকে আর প্রধানমন্ত্রী পদপ্রার্থী করতে চাইছে না, এমন একটা অবস্থায়ও পঁচাশি বছর বয়সী এই নেতা এত পরিশ্রম করার হিম্মত দেখিয়েছেন। কালো টাকা, দুর্নীতি, মূল্যবৃদ্ধির বিষয়ে কংগ্রেসের বিরুদ্ধে জন-আক্রোশকে সংগঠিত করতে পেরেছেন রাজ্যে রাজ্যে। ফলে যাত্রার গোড়ার দিকে যখন তাঁর প্রধানমন্ত্রী হওয়ার বাসনা নিয়ে অনেকে প্রশ্ন তুলেছেন, যাত্রা শেষ হতে হতে সেই সব বিষয় অনেকটা উধাও হয়ে কেন্দ্রে ক্ষমতা পরিবর্তনের লক্ষ্যেই সকলে একজোট হয়েছে। যে রামলীলা ময়দানে সাম্প্রতিক অতীতে অণ্ণা হজারের সমর্থনে মানুুষের ভিড় দেখা গিয়েছে, আজ ঐক্যবদ্ধ বিজেপি-র সামনে এত লোক জড়ো হয়েছে।"
সংসদীয় মন্ত্রী তথা কংগ্রেস নেতা রাজীব শুক্ল আজও আডবাণীর যাত্রাকে তাঁর 'ব্যক্তিগত উচ্চাশা'র কারণে বলে কটাক্ষ করেছেন। তাঁর বক্তব্য, "যে কালো টাকা উদ্ধার নিয়ে আডবাণী এখন এত সরব, ছ'বছর ক্ষমতায় থেকে কেন সে বিষয়ে তিনি পদক্ষেপ করেননি? আজ ইউপিএ সরকার এই বিষয়ে তৎপর হলেও অহেতুক অভিযোগ করা হচ্ছে।"
আডবাণীর জবাব, "এনডিএ জমানায় বিদেশি ব্যাঙ্কগুলি তথ্য দিত না। কিন্তু এখন দিচ্ছে। তা-ও সরকার তা প্রকাশ করতে এত ইতস্তত বোধ করছে কেন?"

Khmer Rouge trial: Cambodia awaits answers

 Decades after the Khmer Rouge fell, its leaders are going on trial
Thirty-three years. That is how long it has taken to bring the leaders of the Khmer Rouge to account for the atrocities committed when they governed Cambodia in the late 1970s.
The ultra-Maoist organisation led by Pol Pot evacuated towns and cities, forced their former inhabitants into slave labour in the rice fields, and summarily executed anyone considered an "enemy of the revolution".
But so much time has passed that the majority of Cambodians have no memory of the horrors of the Khmer Rouge era.
Now, at last, the three most senior surviving leaders of the organisation are going on trial.
They are Nuon Chea, also known as Brother Number Two, the right-hand man of the late Khmer Rouge leader Pol Pot; Khieu Samphan, who served as head of state during the Khmer Rouge era; and Ieng Sary, the foreign minister and international face of the organisation.
The charges they face include genocide and crimes against humanity. But their day in court has come too late for many of those who lived through the nightmare the three men are accused of causing.
Trials split
The death of Vann Nath in September highlighted the issue. He was one of just a handful of survivors from a notorious Khmer Rouge detention centre - and a well-known campaigner for justice.

Who were the Khmer Rouge?

  • Maoist regime that ruled Cambodia from 1975-1979
  • Led by Saloth Sar, better known as Pol Pot
  • Abolished religion, schools and currency in effort to create agrarian utopia
  • Up to two million people thought to have died of starvation, overwork or by execution
  • Defeated in Vietnamese invasion in 1979
  • Pol Pot fled and remained free until 1997 - he died a year later
But he did not live long enough to see those who set up the nationwide network of brutal prisons explain their actions.
Time has taken its toll on the alleged perpetrators as well. Pol Pot died in 1998; his military commander Ta Mok was in custody at the time of his death in 2006. Ieng Thirith, the former social affairs minister and wife of Ieng Sary, has escaped prosecution after developing Alzheimer's disease.
All of this makes the work of the UN-backed Khmer Rouge tribunal seem agonisingly slow. The judges were sworn in more than five years ago - and the defendants have been in custody since 2007. But only now are they going on trial.
A belated sense of urgency appears to have crept in. The judges have decided to split the case against the three surviving leaders into a series of "mini-trials", in the hope of reaching verdicts more quickly.
"The judges have severed the cases into segments so we get to a result," says the international co-prosecutor, Andrew Cayley. "Their major concern was that the accused would pass away before we got to a conclusion. That's why we're dealing with forced displacement first before moving on to other crimes.
"The tension here is that the Cambodian people will want much more dealt with than just the forced displacement. There will need to be further mini-trials for this court to leave the right kind of legacy."
'Want to know why'
Whatever happens in the trials, many Cambodians have already decided on the guilt of the accused. The evidence has been piling up for years - much of it in the research facility known as the Documentation Center of Cambodia, or DC-Cam.

Its director, Youk Chhang, has travelled the country interviewing former Khmer Rouge members and the people they tormented. Much of his research has ended up in the hands of the prosecutors at the tribunal.
But he says that what survivors of the Khmer Rouge era really want to hear is an explanation from the organisation's leadership.
"People want to hear why the Khmer Rouge killed their own population, why Cambodian killed Cambodian. This question has been asked for 30 years. On the village level, all the killers were your neighbours, your friends - but Cambodians find that difficult to accept," he said.
"People just want to confirm that the Khmer Rouge leadership were guilty of crimes against their own population - and that's going to be very important for the whole country to move beyond victimhood and develop."
The Khmer Rouge tribunal originally set out to allow survivors to play a direct role in the judicial process.
Its "civil party" system gave victims a voice in court on a similar footing to the prosecution and defence, and was held up as a pioneering example of what international criminal justice could mean to the people who had suffered.
But over time, the civil parties' role has been whittled away - much to the disappointment of those who signed up to take part. Adding to their disillusionment has been a never-ending series of controversies at the court - including allegations of political interference, judicial incompetence and corruption.
'Poor man's therapy'
All this has led Theary Seng to give up on the tribunal altogether. She lost both her parents in the Pol Pot era and was the first person to sign up as a civil party.

Now she has withdrawn from the process - and she is putting her energy into producing dartboards printed with the faces of the Khmer Rouge leaders.
"This is the poor man's therapy - a way of releasing aggression from the humiliation and suffering of the past," she said.
"But we also offer humour-coated education. With each dartboard pack, we provide educational materials from the Khmer Rouge tribunal, some of which are well-researched documents from the court. I'm continuing to pursue justice and engage victims - just not through this sham court."
While Ms Seng will be absent, hundreds of people are still likely to attend each day of the trial. Many more will follow the proceedings on live television.
Like Youk Chhang, a lot of them will be hoping that the tribunal can produce a definitive version of Khmer Rouge history - which can be handed down not just to Cambodia's current youthful population, but to future generations.
At the very least, this is a chance for survivors to see for themselves that the former Khmer Rouge leaders are, at last, in the dock. Perhaps they will even receive the answers they have been waiting for all this time.

Bangladesh opens 1971 war crimes trial

The first trial of a suspected collaborator from Bangladesh's 1971 war of independence has begun, in a widely-criticised court process that the government says will finally bring traitors to justice.

The current government says up to 3 million people were killed in the war, many murdered by locals collaborating with Pakistani forces.

The 1971 war began after tens of thousands of people were killed in Dhaka when then-West Pakistan launched Operation Searchlight, a campaign intended to deter Bangladeshis from seeking independence.

Delawar Hossain Sayedee, now a senior figure in the opposition Jamaat-e-Islami party, stood in the dock as the war crimes tribunal opened in Dhaka with a lengthy statement from the chief prosecutor.

Ghulam Arif Tipoo listed the crimes that Sayedee is alleged to have committed during the war, including the murder of nearly 60 people when he was in charge of a militia that opposed the country splitting from Pakistan.

Sayedee is charged with crimes against humanity, genocide, murder, rape, religious persecution and enslavement. If found guilty, the 71-year-old could be hanged.

Mr Tipoo said Sayedee's trial was essential for "the establishment of rule of law, democracy and human rights in Bangladesh and it is key to the future of the nation".

Prime minister Sheikh Hasina - the daughter of independence hero Sheikh Mujibur Rahman - established the tribunal after she returned to power in 2009, but it has been accused of targeting her political opponents.

Sayedee has been held in detention along with four other suspects from his party and two from the main opposition Bangladesh Nationalist Party (BNP).

Both parties have dismissed the court as a government "show trial", while the New York-based group Human Rights Watch has said its legal procedures fall short of international standards.

Mr Tipoo said the court would be fair.

"The whole of Bangladesh was turned into a mass grave during that time," he said.

"Under this circumstance, the trial is not aimed at political or individual axe-grinding."

He said the trial was "a landmark event for the country as it brings an end to decades of culture of impunity".

But Sayedee's counsel Tajul Islam cast doubt over the court's independence, alleging the senior judge was biased and that the defence had been given only minimum time to prepare.

"We've told the court that if justice Nizamul Huq remains as the chief of the tribunal, there is no chance we'll get justice," he said.

One British lawyer who was recruited to defend Sayedee said he was tailed by security operatives on a trip to Bangladesh and not allowed back into the country to participate in the trial.

The court, called the International Crimes Tribunal, is a domestic set-up with no United Nations oversight or involvement.

Muslim-majority Bangladesh, which was called East Pakistan until 1971, has struggled to come to terms with its violent birth.
