Yes, Mostafa Vai, your observations are correct.

As Sheikh Fazlul Haq Moni Vai, very correctly wrote in 1972-1973, that

"MONAEM  ER  AMLA  DARA  MUJIBER  PROSHASHON,  CHOLBE  NA"

In his great episode in the daily Banglar Banee, "BIPLOBER  PAR  PROTI  BIPLAB  ASBEI"

Similarly, Sheikh Hasina's govt cannot successfully, effectively run by the Bureaucracy of Jamat-BNP.

"Later entry" in Government Bureaucracy is must for a successful, effective government activity.
As it happen in all modern countries.

We have seen many common people oriented programmes and activities of Sheikh Hasina's government – which were not successfully - properly - sincerely implemented-executed (in most cases it was sabotaged)by the Bureaucratic Administration nourished and appointed by of Jamat-BNP

A lot of nice and people oriented programmes are either sabotaged or blocked by these anti Awami League Bureaucratic Administration nourished and appointed by of Jamat-BNP

For Successful implementation of common people oriented programmes and activities of Sheikh Hasina's government, it is needed to have:
·         Honest and sincere
·         Dedicated and loyal Bureaucratic Administration

But do you have that list of
·         Honest and sincere
·         Dedicated and
·         Loyal people

To your government?

In my opinion, most of them should from proven ex BCL and AL activist-leader.

But do you have that list or database of those proven ex BCL and AL activist-leader who can serve your government!

(But Jamat-BNP, made the list of their dedicated – proven - tested –loyal – genuine worker-supporters –leaders to run their administration in their last term)

Otherwise what labour-time-energy spent by Sheikh Hasina, her government and her party, nothing will be implemented – rather there will be a lot of sabotages (like electricity sector, communication sector, commodity price, law and order etc etc)

So, if you (as an MP and person close to government) do not take proper and urgent attention and action on this most important factor – whatever effort you and our government are doing for the Bangalee and Bangladesh -will be in vein!

Because, from now onwards, Jamat-BNP- NaPaki political forces will carry out such destructive activities (creating different issues or even without any issues) – to make this government (as well Bangalee and Bangladesh) a failed one and also to block the trial of War Criminals of 1971 and to get rid of corruption cases and other murder cases against Tarek-Koko-Khaleda – which are on progress!

No Anu, it is not at all difficult to catch those culprits and stop damaging vehicles. But the authority does not want to do that for various reasons. And one reason is that BNP & Jamaati police officers are also there. Yesterday during Hartal I travelled in my car from Baridhara to Karwan Bazar Dwasa Office and on the way I could not see even a single policeman. What does it mean? Everyday before Hartal Govt declares to deploy so many thousands of security forces. But you will find none when hooligans put vehicles to fire.

During and before any Hartal!                  Answer is "no",    then question – why??? See the attached

So, SADHU  SABDHAN

Other than the video footage taken (if at all!) by our concerned law enforcing agencies; - there are many more distinct video footage, pictures of these incidents-damages - captured by different TV and newspaper photographers!

Which we watch regularly in different TV and newspapers

But, my question,
·         Why those culprits are not caught, heavily interrogated. But unfortunately, 'improper' cases are lodged against Top and senior leaders and against huge number of unknown (!) people. Senior leaders may be responsible for 'planning' and 'masterminding and 'ordering' those 'field operations' and attack (which may be found after serious and vigorous interrogation). But initially these 'field workers' and culprits to be caught. They should be seriously and vigorously interrogated and main planner behind these to be detected and finally all will be given exemplary punishment through proper trial?

·         Have we seen or heard of any follow up on these culprits?

·         Have we seen or heard of any exemplary punishment been given to those field culprits (shown in these pictures) based on these video footages and other distinct proofs

Why our different TV and newspaper are not following those matters and trials- so that culprits get appropriate and correct punishment with evidences and based on their video footages!

This practice should not be applied for Hartal only!

This modern and effective practice (detection of culprit from Video footage) should be carried out for any other destructive incidents, like,
Damages done to any public – police - private property - vehicles etc – during and after any kind of unrest (like reaction after any death or injury due to a road accident, student action for their legislative demand, labor unrest for some genuine demand also etc

If our law enforcing agencies

·         Cannot detect and find those culprits
·         Cannot uncover and spot those main 'planner' behind these field operations
·         Cannot place them for trial –

Then something wrong within our law enforcing agencies

Main 'wrong' of our most of the law enforcing agencies and personals are:
·         they are not utmost sincere and honest
·         they are not dynamic and professional
·         they are heavily politically infected and bias

We have seen our law enforcing agencies had handled most of the incident incorrectly or nonprofessionally and created more problems to the government and people (except very few)

So, SADHU  SABDHANM

See a police is very close to the attacked bus and spot

So, SADHU  SABDHAN

Attack on a bus during Jamat-BNP Hartal on Elias Ali

So, SADHU  SABDHAN

Bomb in Secretariat and stoning to a vehicle Yesterday's 29.04.2012 Jamat-BNP Hartal

In a previous Hartal of Islamic parties backed by Jamat-BNP

RE: [chottala.com] Jabbarer Bolikhela

As I heard from our seniors (Chacha, Jettas, Dhadas, Dadies  etc of village Satbaria, Chandanish) that once upon a time a beautiful hill tract girl was bathing/swimming in the river and lost her ear rings. She never recovered the ring, and was crying. Villagers came out and dived under water but failed to recover. Ear ring was washed away along with river current. Villagers decided to comport her, naming the river unanimously  as "Karna-Phuli"  ie, 'Kanir Phul' snatcher river.
Thanks to all,

[chottala.com] FDA may let patients buy drugs without prescriptions

FDA may let patients buy drugs without prescriptions

In a move that could help the government trim its burgeoning health care costs, the Food and Drug Administration may soon permit Americans to obtain some drugs used to treat conditions such as high blood pressure and diabetes without obtaining a prescription.
The FDA says over-the-counter distribution would let patients get drugs for many common conditions without the time and expense of visiting a doctor, but medical providers call the change medically unsound and note that it also may mean that insurance no longer will pay for the drugs.
“The problem is medicine is just not that simple,” said Dr. Matthew Mintz, an internist at George Washington University Hospital. “You can’t just follow rules and weigh all the pros and cons. It needs to be individualized.”
Under the changes that the agency is considering, patients could diagnose their ailments by answering questions online or at a pharmacy kiosk in order to buy current prescription-only drugs for conditions such as high cholesterol, certain infections, migraine headaches, asthma or allergies.
By removing the prescription requirement from popular drugs, the Obama administration could ease financial pressures on the overburdened Medicare system by paying for fewer doctor visits and possibly opening the door to make seniors pay a larger share of the cost of their medications.
The change could have mixed results for non-Medicare patients. Although they may not have to visit a doctor as often, they could have to dish out more money for medications because most insurance companies don’t cover over-the-counter drugs.
“We would expect that out-of-pocket costs for insured individuals, including those covered by Medicare, would be increased for drugs that are switched from prescription to OTC status,” said Dr. Sandra Adamson Fryhofer, who testified last month on behalf of the American Medical Association in an FDA-held public hearing.
Pharmacists and doctors have lined up on opposite sides of the issue. Often trying to combat a public perception that downplays their medical training, pharmacists embrace the notion that they should be able to dole out medication for patients’ chronic conditions without making them go through a doctor.
“We think it’s a great development for everybody — for pharmacists, for patients and the whole health care system,” said Brian Gallagher, a lobbyist for the American Pharmacists Association. “The way we look at it is there are a lot of people out there with chronic conditions that are undertreated and this would enable the pharmacists to redirect these undertreated people back into the health care system.”
Medical providers urged caution, saying the government should not try to cut health care costs by cutting out doctors.
“What the government via the FDA has decided to do is just bypass the expensive doctor and to satisfy some safety concerns of letting people just pick out their medications is make sure they have to get counsel by the pharmacists,” Dr. Mintz said. “I believe there is value to using pharmacists, but not at the expense of primary care.”
Although the FDA says more patients will be likely to obtain the drugs they need under the proposed model, Dr. Fryhofer questioned whether the agency has sufficiently proved that.
“The FDA has not offered any evidence establishing that it is safe, or patient outcomes are improved, when patients with hypertension, [high cholesterol], asthma or migraine headaches self-diagnose and manage these (or other) serious chronic medical conditions on their own,” she said.
Comments on the proposal are due by May 7.
FDA spokeswoman Erica Jefferson said the agency will issue a decision sometime after that but didn’t offer a more specific time frame.
“The agency is still reviewing the public comments and will make a determination on the best path forward once this has been completed,” she said.

[chottala.com] Chechen women in mortal fear as President Kadyrov backs honor killings

Chechen women in mortal fear as President Kadyrov backs honor killings

ACHXOY-MARTAN, Chechnya — Chechnya's government is openly approving of families that kill female relatives who violate their sense of honor, as this Russian republic embraces a fundamentalist interpretation of Islam after decades of religious suppression under Soviet rule.
In the past five years, the bodies of dozens of young Chechen women have been found dumped in woods, abandoned in alleys and left along roads in the capital, Grozny, and neighboring villages.
Chechen President Ramzan Kadyrov publicly announced that the dead women had “loose morals” and were rightfully shot by male relatives. He went on to describe women as the property of their husbands, and said their main role is to bear children.
“If a woman runs around and if a man runs around with her, both of them should be killed,” said Mr. Kadyrov, who often has stated his goal of making Chechnya “more Islamic than the Islamists.”
In today’s Chechnya, alcohol is all but banned, Islamic dress codes are enforced and polygamous marriages are supported by the government.
Some observers say Mr. Kadyrov’s attempt to impose Islamic law violates the Russian Constitution, which guarantees equal rights for women and a separation of church and state.
“We are a traditional, conservative society, but the government has gone overboard,” said Lipkhan Bazaeva, head of the Women's Dignity Center, a nongovernmental organization promoting women’s rights in Grozny. “They are declaring unacceptable limits on women — as an individual, she has no rights even if her husband beats her, despite Russian laws.”
Though observers agree that honor killings are on the rise in Chechnya, the issue remains largely taboo among locals — making official statistics hard to come by.
“You hear about these cases almost every day,” said a local human rights defender, who asked that her name not be used out of fear for her safety. “It is hard for me to investigate this topic, yet I worked on it with [human rights activist] Natasha [Estemirova] for a while. But, I can’t anymore. I am too scared now. I’ve almost given up, really.”
Estemirova, who angered Chechen authorities with reports of torture, abductions and extrajudicial killings, was found in the woods in 2009 in the neighboring region of Ingushetia with gunshot wounds to the head and chest. Her killer or killers have not been found.
Few dare to openly challenge Mr. Kadyrov’s rule. But activists say some young Muslim women do so surreptitiously, placing themselves in a constant tug of war between two value systems.
Milana, a ninth-grader in Grozny, wears thick eyeliner, dons tight miniskirts, smokes cigarettes and dates boys: all things a proper Muslim girl is forbidden to do in Chechnya.
She said she has heard it from her father countless times: A Chechen girl who loses her virginity before marriage is a prostitute, and Allah will punish her.
“If only my parents knew some of the things I did,” she said with a giggle. “My parents are too strict with me, but it is like that here.”
Analysts say dating can be an escape for teenagers such as Milana who often live double lives.
“It is a great temptation to break from tradition when they are away from their family, said Ms. Bazaeva. “They have a good time, but it is not without consequences, not in Chechnya.”
In this small Chechen village, residents talk about the teenage girl who was killed in early February after she spent a night at her boyfriend’s house.
The 16-year-old’s body was wrapped in a traditional rug and returned to her mother’s house. Her relatives are suspected of killing her in the name of family honor.
To escape the strict mores, some of the young opt for early marriage, which they view as the gateway to independence, sexual activity and societal respect. That goes for young Chechen men, also.
Abu-Khadzh Idrisov, 20, married in his teens to simply experiment, he said. His first marriage at age 14 lasted barely a year. He married a second time at 18. He spotted his future wife at a park in Grozny and, with the help of his friends, kidnapped her.
“When I married her, I honestly knew only two things: her name and the school she studied at. We talked together once,” he recalled. “But we have traditions and extremely strict rules in Chechnya, and you can’t just ignore them. I carry my family’s name, and if I tarnish it, I will have problems.”

Is it difficult to catch those culprits who:

·         Ignite busses (public, police and private)

·         Ignite cars and other vehicles (public, police and private)

·         Damages shops, offices and other property beside the roads
