[chottala.com] US cyclone expert: Bangladesh neglected by world meteorologists

US cyclone expert: Bangladesh neglected by world meteorologists

The Associated Press
Published: November 21, 2007
ORLEANS : Working on a laptop computer in a Florida hotel, Louisiana State University hurricane expert Hassan hours later, Mashriqui e-mailed the modeling he had run on Sidr to Bangladeshi officials. It was not good news: Sidr would create storm surge of up to 12 feet ( 3.7 meters).

The forecast raised the "highest possible red flag," Mashriqui said in a telephone interview this week.

"I was told that the secretary who was making (evacuation) decisions got that through personal delivery," Mashriqui said of his forecast. "And they say it helped them quickly decide how to evacuate, where to evacuate."

Sidr would strike about 15 hours later, killing more than 3,150 people.

That the storm surge modeling was provided by a Bangladeshi-born researcher from half a world away illustrates how developing nations often do not have the forecasting tools now customary in the United States and other wealthy nations.

"Places like Bangladesh, India, Sri Lanka have weather agencies, but to my knowledge actually don't run models," said Kerry Emanuel, the author of "Divine Wind: The History and Science of Hurricanes."

"So nobody's providing them the kind of guidance they need except, as we've seen, on an ad hoc basis," said Emanuel, who teaches tropical meteorology and climate at the Massachusetts Institute of Technology.

Mashriqui was the epitome of ad hoc.

"I was monitoring (the cyclone) as I was on the plane, and as I ran to my hotel room," said Mashriqui, a 42-year-old coastal engineer born in Dhaka, Bangladesh's capital. He had flown from Baton Rouge, Louisiana, to an oil spill conference in Tampa, Forida.

"I had a network connection to my laptop from the hotel room; I checked in at 12 o'clock and I finished this (model) run sitting at my hotel around 4 o'clock."

In the meantime, he said he had been on the telephone with family members in Dhaka to find out how the Bangladeshi media was handling the storm and, through friends in Baton Rouge, let the Ministry of Food and Disaster Management, the agency in charge of evacuations and relief, know that he was working on the modeling.

In an e-mail, Emaduddin Ahmad, the executive director of Bangladesh's government-run hydraulics agency, the Institute of Water Modelling, praised Mashriqui's forecast.

"I must say the findings matched quite well with the reality," Ahmad said. "This gives us high confidence on the modeling capability of these natural disasters ... I believe, we need to house the knowledge and improve it for further refinement."

Mashriqui faults the World Meteorological Organization for not doing more modeling for the Bay of Bengal, even though Bangladesh has been hit by some of the worst cyclones in history. About 300,000 people were killed in the Bhola cyclone of 1970 and a cyclone in 1991 killed about 138,000 people.

"They actually never picked up the Bay of Bengal as an area that is a hot spot," Mashriqui said. "It is very underserved."

The World Meteorological Organization — a branch of the United Nations that studies weather, climate and the oceans — did not respond Tuesday to questions about the Bay of Bengal.

Emanuel, the MIT professor, said the forecasting gaps are too glaring for huge portions of the world's coastlines, many of which are poor and becoming more populated. He said the World Meteorological Organization needs to do more to serve those nations.

"I advocate that the World Meteorological Organization establish a single magnificent forecasting operation somewhere — it could be Hawaii, it could be any place practically — that's charged with collecting the data, running the models, for forecasting hurricanes around the globe," Emanuel said.

The ruling CPI-M in West Bengal on Wednesday night said controversial Bangladeshi writer Taslima Nasreen should "leave the state" if her stay disturbs the peace.

"I don't want to speak elaborately on the role played by the Centre on Taslima Nasreen's stay in West Bengal. But if her stay creates a problem for peace, she should leave the state," CPI(M) state secretary Biman Bose said.

He said when two Union ministers sought Chief Minister Buddhadev Bhattacharjee's view on the issue, he had told them that if the Centre thought it advisable for her stay, she could do so.

Bose's comments came after the city witnessed large-scale violence when a mob attacked the police injuring 35 personnel besides torching and damaging vehicles during a three-hour shutdown called by a minority fringe group in protest against the Nandigram violence. They also demanded cancellation of Nasreen's visa.

Hi liar Shoummo & other liar Jamat - RAZAKAR - Shibir - Paki - Muslim league supporter ,

Do not produce lies & spread lies.

Read & see the statistics of last few, comparatively, free & fair general elections of Bangladesh (mainly 1991, 1996).

But those Jamat - RAZAKAR - Shibir - Paki - Muslim league supporters always "assume" & "think" that they (& their popularity) are 'huge' in number, as the see those in different blogs, in comparison to other.

Jamat never got 15% of casted vote in any general election and day by their votes are decreasing!

Huge number of the Jamati candidtes lost their "JAMANAT"

But this Jamati-Paki-Razakar wrote, "In past three election, Jamaat secured no less than 15% of the total vote count".

It is a complete lie and reality is different

Actual statistics are:

But, one thing is that Jamat-RAZAKAR-Paki-Muslim league supporters (BNP is cocktail of these).have very "BIG" mouth and they can write; tell lie (& mix of lie & truth) without any hesitation & without any truth.

So, beware of the Jamaat - Shibir - Razakar - Al-Badar - Muslim League - Paki supporter and their cronies (BNP is cocktail of these).

Jamaat - Shibir - Razakar - Al-Badar - Paki - Muslim League (BNP is cocktail of these).will continue to be hated, criticized, damned as it was done in past and will be treated same at now and also be treated same in future, for hundreds and hundreds of years to come!

Bangalee & Bangladesh will fight the same fight they fought in 1971 to get rid of these Jamat-BNP-Razakar-Muslim League-Paki supporter and their cronies.

Finally I am telling to all Jamaat - Shibir - Razakar - Al-Badar - Paki - Muslim League (BNP is cocktail of these - not to assume any bogus data or manufacture & spread lies.

But I know it is the usual habit of Paki-Razakar-Jamat-Muslim League supports (BNP is cocktail of these).

So, all Paki-Razakar-Jamat-Muslim League supports go back to your 'F(p)akistan'

Dear Shamim Chowdhury,

I enjoyed reading the article attached in your mail. But remember, in past three election, hailed atleast by one major party i.e. BNP or AL as free and fair, Jamaat secured no less than 15% of the total vote count. If you convert these percentage point to equivalent population, considering each voter represent same chunk of population as a mass, that would come to like 2,25,00,000 number of people supporting Jamat. (Considering population of Bangladesh to be 15 crore). This number is bigger than the population of most of countries in the world and almost half of that of influential country like UK.  For every 20 people in Bangladesh, there is atleast 3 person supporting Jamat. And beleive me, those who support Jamat, support it on their own free will. They understand it's mission and vision and very little we and other scholarly alem can do about it.
The way some people try to just wipe Jamat off with their 'well written' mail is simply astonishing. We should try to respect people and respect their choices. Only then, in return, we can expect respect from others.

Thanking you.

Jamati and Moududi Thoughts: An Illustration of Bankruptcy

I?d like to assure Adda?s readers that I absolutely have no personal or political agenda in Adda. I feel ethically obligated to express my thoughts and ideas independently and objectively when most of the Islamic and nationalistic ideas in Bangladesh are basically bankrupt, distorted and politically biased. Jamati Islami, as a fundamentalist and extremist Islamic party in Bangladesh, needs to look at their misdeeds and misrepresentation of Islamic thoughts that really hurt them and absolutely undermine the Muslim world.

Jamatis inherited their Islamic ideologies from Moududi, a Pakistani literary scholar who has never had any in-depeth Islamic knowledge and background even he appears to be as an Islamic scholar to Jamatis and its followers. Basically, Jamatis read his ?Tafhims? (explanation of Holy Quran) as text books and frequently use them as references. Tafhim was considered controversial about different statments on prophethood and sunnah. Any literate person can browse books in this regard that highlighted distortion in Moududi's thoughts. Moududi, like Jamati leader Golam Azam, lacks any academic background and expertise in Islamic teaching. Yet, their books and booklets are text books for Jamatis that simply ignite their Jihadi political spirits based on narrow and misleading explanations of Islamic tenets. Philosophically, Jamatis follow the Taiymiah explanation and thoughts that have narrowly followed basic Islamic beliefs and drastically lacked the Prophet (PBUH) and his companions' teaching.

In Saudi Arabia and some other Middle Eastern countries, they have followed Taiymiah?s strict teaching of Islam that Jamatis and their leader Moududi have always allied with. Saudi assistance and influence have generously benefited Jamatis and their followers to establish financial and academic institutions in Bangladesh. Islamic scholars in the mainstream Muslim world have always rejected Wahabi and Moududi?s fundamentalist thoughts as false and misguided. Islam in its belief and practice has never endorsed any political party system and putting a party in this effect, indeed, can be considered as a misguided innovation.

Jamatis perceive political islam as their mainstream ideology where extremism reins their thoughts and practice. For example, few blind people were asked to depict an elephant by touching. Each blind person explained an elephant based on the body part or limb he touched as an Elephant. Jamatis are like those blinds who firmly believe in and fight only for the fundamentalist form of political Islam that simply lacks the complete and fair expression and practice of Islamic tenets. Islam teaches peace, compassion and leaves no place for violence in its practice.

In Bangladesh, politically active and conscious people who rejected Jamatis have never been adequately equipped to refute Jamati view points in larger context other than their disgraceful collaboration with Pakistanis in mass killing of innocent Bangladeshis. On the other hand, Islamic scholars in Bangladesh who fundamentally exposed the bankruptcy in Jamati and Moududi thoughts have mostly failed to articulate and present their writings to the larger audience of conscious people. In reality, Jamatis have found ways to reappear as Epiphytes in our political system. History has shown us independence loving Bangladeshis' hearts and souls have never been deceived for a long period. People will wake up to put Jamatis in the dustbin of history.
