    Wikileaks releases a CIA memo titled 'What if Foreigners See the United States as an Exporter of Terrorism?' in which American Jews in Israel was one of four groups mentioned.

    The Wikileaks website released a CIA document on Wednesday that examines the trend of Americans committing terrorist acts overseas, including American Jews in Israel.

    American Jews in Israel were one of four groups mentioned in the classified report, titled "What if Foreigners See the United States as an Exporter of Terrorism?"

    "Some American Jews have supported and even engaged in violent acts against perceived enemies of Israel," the report reads. "In 1994, Baruch Goldstein, an American Jewish doctor from New York, emigrated to Israel, joined the extremist group Kach, and killed 29 Palestinians during their prayers in the mosque at the Tomb of the Patriarchs in Hebron which helped trigger a wave of bus bombings by Hamas in early 1995."

    Other groups mentioned were Irish-Americans who supported the Irish Republican Army; a group of Muslim-American men who traveled to Pakistan last year to engage in Jihad; and a Pakistani-American man, David Headley, who conducted surveillance for the Lashkar-i-Tayyiba terrorist group ahead of the attack in Mumbai, India in November 2008 that killed more than 160 people.

    The leaked report was compiled in February 2010 by the CIA's Red Cell, which, according to the memorandum, was tasked with "taking a pronounced 'out-of-the-box' approach that will provoke thought and offer an alternative viewpoint on the full range of analytic issues."

    Wikileaks, an online whistle-blowing website, recently published tens of thousands of classified military documents related to the U.S. war in Afghanistan.

      The three-page secret document titled "What If Foreigners See the United States as an 'Exporter of Terrorism?'" and dated February 2 of this year, says that the phenomenon of exporting terrorism is not new in Washington.

    The memo also says that it has not only been associated with Muslim groups or individuals from the Middle East, Africa, or ethnic groups of southern Asia.

    The report, prepared by a special division of a CIA unit called Red Cell, lists a number of cases of terrorism exported by the United States.

    These include attacks by individuals based in the United States or financiers of third parties to commit these crimes.

    This position contradicts the self-proclaimed war on terrorism initiated by former President George W. Bush after the attacks on the Twin Towers on September 11, 2001.

    The document reveals the White House's double standard on this issue and, according to the publication, could lead foreign governments to avoid cooperating with Washington on these matters.

    On July 25, Wikileaks published about 76,000 classified documents on the Pentagon's war on Afghanistan and promised to release 15,000 more documents related to the war today

    Zia had blocked the way to try the killers of Mujib by issuing the Indemnity Act. He removed the basic principles of the constitution which were included in light of the liberation war perspective, said the verdict.

    It also said, Zia, using martial law, had illegally penalised a number of freedom fighters including Col Abu Taher in military courts and tribunals.

    On Apr 5, the High Court asked the government to explain why the Seventh Amendment which legalised the takeover of power by Ershad along with the martial law instructions made between 1982 and 1986 was not illegal.

    The ruling came in response to a petition filed by Siddique Ahmed, a resident of Chittagong, who was convicted of murder during Ershad's martial law period.

    It, however, spared those decisions that were taken in public interest but declared the Fifth Amendment illegal.

    Additionally, the court had commented in that verdict, all the changes in the administration from Aug 15, 1975 till the parliament elections on 1991 were not made according to the constitution.

    The BNP-led coalition government had appealed for a stay order on the verdict. However, the ruling Awami League-led government withdrew the appeal.

    On Feb 2, the Appellate Division dismissed an appeal challenging the High Court verdict.
