[chottala.com] The Bangladesh Election

 
Next month we expect the general electionsto be held in Bangladesh, which we hope to be reasonably fair. It is surely a great achievement after so many tainted elections of the past. One party, or a coalition of a few parties, will be declared the winner. Unfortunately, like many backward countries, the losing parties will immediately declare that the election was rigged and/or the voters were not allowed to vote according to their choice. Yes in some instances the allegation could be true but I doubt whether the whole process would be tainted. Then will come the hartals, processions, demonstrations and chaos. The peace of the nation will be lost and development will come to a slow pace.
 
Is there anyway this cycle of violence and demonstrations could be avoided or minimized? I have been thinking about the situation past the election period and I have come up with some suggestions. I know no one will give a hoot to my silly thoughts but yet here I go bouncing my ideas:
 
1. All parties or individuals participating in the elections should sit with the authorities to prepare the groundwork for conducting the elections. Only the voting proceedures not other rules and regulations.
2. All parties should provide sufficient volunteers to monitor the election booths and centers.
3. The Ballot boxes, after votes are cast, should remain in a secured central location, one location for every district.
4. The votes should not be counted till the time all complaints from election centers are addressed and resolved.
5. The votes are to be counted after a week, giving all parties time to cool down.
6. All parties must sign a statement that they will contact the winning candidate and congratulate them for their success and assure solidarity with them. If they fail to contact the winning candidate then they should not be allowed to participate in any future elections.
 
Maybe, we will then find a little peace should the above be followed.

[chottala.com] ADAB under new leadership in Bangladesh!

Association of Development Agencies in Bangladesh (ADAB) is the national apex body of NGOs in Bangladesh is moving under new leadership with  the leadership of Mr. M A Matin, Executive Director of IVS Bangladesh. Earlier He was treasurer. Finally government allowed to holding AGM.

 

ADAB Annual General Meeting (AGM) was held at 1st November 2008 at IDB Auditorium, sher-e Bangla Nagar Dhaka with the chair of ADAB Chairperson Dr. Quazi Faruqe Ahmed. The AGM elected new leadership for ADAB for next two years. The newly elected office bearers are. Mr. Abdul Matin, Chairperson, Prof. Lokman hakim, Vice Char, Ms Renuka Bishwas, Treasurer, Members are Mr. Denish Dilip Dutta, Md Abdus Sobhan Miah, Kr. Azizul Hoque Moni, S M Nazer Hossain, KMAK Azad, Kazi Enayat Hossain, Rafiqul Islam, Manik Chowdhury, Rafiqul Islam Mullah.

 

Around 200 members out of 331 were present the meeting and the speakers urge to take responsibility to united and transparent NGO sector in Bangladesh. Due to non-functioning ADAB as coordinating body, some fake and corporate NGOs exploiting poor and misuse the fund and promoting unfair business in humanitarian services in Bangladesh. Last ruling Government use this scenario and created misunderstanding about NGO concept.     

    

ADAB was blacklisted for unknown political reasons by the last ruling Government. Even ADAB was restricted to holding AGM also. The activities were restrained and cut off due to refrain to received foreign funds. The DG NGO Bureau was issued a letter in April 2003 not to function ADAB as representative for NGOs. ADAB was filed suit to High Court against it and it also submits another suit to release its foreign fund from NGOAB. The High Court issues order to release it's fund and stop the action of the letter of NGOAB. But the NGOAB has no action to release fund of ADAB and other innocent NGOs. As a result there was a big crisis in NGO sectors in Bangladesh . A number of national and local NGOs faced blockade to received foreign fund and even government fund is also restricted for them. Few NGOs who are closed to the immediate past government made syndicate to hold most of the government and foreign fund and deprived the others and made division in NGO sector. They are trying to establish another apex body i.e FNB as their supporter, but it is not able to represent in NGO sector. As a result ADAB and other right-based NGOs fall funding crisis and corporate NGOs promoted by government and donors. In absence of ADAB as legal coordinating body for NGOs some corporate NGOs abusing the NGOs sector and they use this opportunity and occupying all resources from local and abroad.

 

Bangladeshi NGOs are passing hardship to receiving foreign funds, getting government approval for new projects, all NGO related government projects channel through few syndicates NGOs. As a result lots of NGOs workers become jobless, poor and victims are not getting services from NGOs, non functioning of people voice, deadlocked grass roots level social & economic progress, threats by fundamentalists, unethical disbursement of NGOs fund and NGO selection of government departments, NGO-GO coordination totally ceased, 2-3 big NGOs handing all funds (government and foreign) and non-NGO personnel (ex GOB officials, businessmen) occupying the NGOs leadership. Finally small NGOs are depriving and going to shut down their offices.
