Celebrating Software Freedom Day 2007

Bangladesh Open Source Network celebrates Software Freedom Day (SFD) 2007 and continues its celebration for the week. As part of its weeklong programme, BdOSN's members arranged different programmes in different parts of the country. On 13th September, BdOSN lunched its media campaign through online national daily Bdnews24.com. On the same day, a screening of the documentary "The Code Breakers" by BBC was also arranged at BdOSN office. On 14th, the largest National Daily, Prothom Alo published an article on SFD. Later on the same day Shah Jalal University of Science and Technology Open Source Network organized UBUNTU InstaFest at their campus. 25 students converted to Ubuntu computing environment and one of the labs was also transferred to Linux environment.

On 15th, the SFD began with an appeal by BdOSN secretary, Munir Hasan through Electronic Media to every fellow countryman to use open source software to uphold the freedom of software.

In collaboration with I-Mesh multimedia, BdOSN volunteers organized an Open Day at the centre. Students from different schools and colleges enjoyed and learnt about different Open Source Software. They also learnt about the open world of the Wikipedia. In Sylhet, the programme continued for second day with a seminar. BdOSN and its member networks will continue their celebration till 22nd of this month. The rest of the programme includes Insta Fest, Open House, Rally and a wikicamp.

What you have told you are right as our Bangabandhu gave promotion to Shafiullah before Zia ur Rahman bcoz he had a soft corner for General Shafiullah than Gen Zia at that time. Bangabandhu by heart really had a good intention of introducing BAKSAL for the downtrodden people of Bangladesh and he declared it as a "Ditio biplob" but could not fullfill his desire rather he lost his life bcoz of international politics and conspiracy which he never did think of at that time. Only few army officers were not responsible for the killing of Bangabandhu but the conspiracy came from a very deep rooted top international level.

Dhaka, Sept 16 (bdnews24.com) – Abdul Kader Siddiqui, the Krishak-Sramik-Janata League president, Sunday called for banning war criminals from the general elections.

He also demanded the Election Commission take away Jamaat-e-Islami Bangladesh party's daripalla or scales of justice polls logo.

"Jamaat's anti-liberation, pro-Pakistani atrocities are clearly documented. We have asked for revoking their registration as well as their logo," Kader told reporters after the party's electoral reform meeting with the EC.

"Jamaat's election symbol is the scales, which stand for justice all over the world. Isn't that ironic?"

"We have proposed measures to bar those who directly opposed the 1971 War of Liberation and took an active part in the looting, killing and organised rapes committed by the occupying forces and their accomplices."

Kader said his party proposals included allowing political parties to have overseas branches and making them reserve a third of central committee seats for women.

The KSJL also proposed cancellation of Tk 5 lakh security deposit required for contesting more than one seat and appointing district judges or officers of equal status as returning officers in elections.

A 10-member KSJL delegation met the EC panel in a three-hour discussion.

EC secretary M Humayun Kabir later told reporters that once all parties had completed formal discussions, the EC would forward the recommendations to the government.

"All political parties will have to register when the draft electoral legislation is made into law. The parties will then be awarded new election symbols," he said.

The EC is scheduled to hold electoral reform talks with political parties until November.

Privatization Commission - A mockery to the notion of business sense and efficiency, a syndicate to facilitate thievery

Have you ever sold a car or a house? Its common sense that one would not sell a car or a house in a broken condition, instead one should do the required maintenance so you can get the maximum price from the sales. But our bureaucrats don't think its a good idea.

 

As a private citizen, we do not have access to the detail transaction record for each and all of the privatization efforts that has been done during Ershad, Khaleda, Hasina and Khaleda regimes. However, based on the perception that is conveyed through the media, it seems that government was running the privatization board (or commission at the later time) as an official syndicate to plunder the assets of state. It is a shame the present government hasn't been able to identify the very nature of syndication that existed during the past regimes - at the beginning at least. Not only that, some elements within the government machinery has even continued that effort.

Its a shame that our so called free media didn't have time to look into this aspect of the syndication that has been going on to plunder the national assets.

The problem is very fundamental. If you talk to anybody - the government officials, the development partners or the so-called consultants - everybody would tell you that these government industries are loosing money and thats why they should be privatized or sold to the private sector.

WRONG. This whole notion of selling a loosing a industry is totally wrong.

An unsuspecting citizen might ask - who will buy this loss-making industry? On the face of it, it sounds so logical. That allows the government bureaucrats to lower the prices of this industries. One would not be surprised if there was efforts and indiscipline instilled within the factory floors just before the selling offer - to make it more cheaper. This is a tale of unholy syndication among the bureaucrats, businessmen and labour leaders. In the middle is the nation and its poor workers.

Lets say you are the responsible person to look after the assets of some children whose guardians are no longer around. You have several money making units, including a house and car. You are supposed to maintain the assets well, run the businesses efficiently and make sure that the future of the children is safe. But instead, you do the totally opposite. First of all, you allow chaos to reign in into the business units that you are looking after. At some point, you make yourself and other overseers convinced that selling these assets might be a good idea for the better future of the children instead of running them. (Upto now, it was a story of inefficiency and mis-management. However, criminal activities starts from here!) Once such a decision is made, you then make pacts with would-be buyers. You promise them a lower then market price. This unholy syndicate of bureaucrat and private-buyer then co-opts some hoodlum labour leaders. The unholy syndicate is now stronger. Probably some newsman and editors of the newspapers and electronic media is also co-opted. The whole syndication is now complete. Then your hired hoodlum labour leaders make unrest in those business units. The newsman do their job. So, the value of those businesses deteriorates. So, the private party makes the buy with a lowest possible price. Everybody in the syndicate is winner except for the children whose property it was!!

So, why we are telling this hypothetical story? There is a reason.

There is a public perception that this is the kind of things that goes on in the name of privatization. This hypothetical story might be extreme in its possibilities, but there are reasons to believe that such heinous acts were being done during our previous governments. And the present government should not continue that thievery.

 

So, what do we propose the governments do? Continue the loss?

No way. We think the government should continue the privatization - but with a different approach. What is being done so far, its a thievery. Rather government should do some business transactions through these privatization efforts that makes sense.

First of all, you never sell an industry just because its making loss. Government should make it clear to the public that it does not want to be in business. Government is the owner of the whole country. It gets taxes from every activities that goes on within the territory. Why government needs to have certain business as its own? It creates the grounds of discrimination in the business environment. It clips the strength of the regulators since one of the competitors (whom you are supposed to regulate) is a family member. Even if the government agencies, the regulators do not do anything wrong, there is a chance that such a scenario will lower the business confidence. So, as a policy - government should declare its intention of getting out of all the businesses - except for those which are necessary to own for national security reasons.

This declaration will have to be crystal clear - the government does not want be in doing business, rather it wants to focus on regulation and tax collection. Once that is done, then the next question is how do you get to there from here?

Which ones you start selling? The profitable ones or the loosing ones? Which ones do you sell now? Let us be clear again. We want to sell all of them. But which ones do we sell first?

The question can be rephrased this way. Which ones do you sell first - the ones for which you will get fair market price now or the ones for which you will get lower than fair market price now? If you are not part of the unholy syndication and if you are intelligent enough - your answer should be clear and straightforward. You should sell those items which will get you fair market price now. Also, you should focus on the other units, manage those well so that you can have them up-to-the-fair-market-price level soon. Once you can do that with better management, then you should go ahead and sell those.

Now, if you are an advisor in the CTG or somebody else in the policy-maker level, and if you do not understand this simple thing or if you do not know how to bring the loss making units to profitable ones, you should try other options. Engage the best people you have to bring discipline in those units. Selling an unprofitable unit does not make sense. Thats foolish. That policy was started by the theives in the administration and don't continue the thievery, either knowingly or unknowingly.

If you really really do not understand this - most likely you do not deserve to be where you are. We are sorry to say that - but yes - you either lack good intention or you lack the gray matter. You should not continue with you job. You should consider other options.

If you understand what we are saying here, then first, you should stop all the privatization efforts as it was done so far. Your future efforts should be two pronged. First, revisit the policies and put them in the right perspective based on the suggestions so that government's actions makes business sense. Second, look at all the privatization related transactions and get some big fish policymakers within the bureaucracy. Bring them to justice. If you can get them, hand over to police. If you can not prove them right-away, refer the cases to the ACC.

If you have an ear to the journalists and news editors of the electronic media, discuss it with them. Hope they would look at the suggestions and give due diligence.

 To understand Mujib you need to study about the social & economical status of then Bengal people.
You need also to study of Bengal history.
Why loved the people of Bengal to him?
Why was he so popular to them?? 
Mujib's popularity was not created by his party members or by his party so called activist. Mr Mujib was treated as an institution to the people in Bangladesh. To hear what Mujib does say in his speech, people would come to his meeting with their own transport or own foot from a long distance, they listened his speech & became Mujib's supporters.
Why they do so?? Then you need to study his political life history from 1940 to 1975. He started his political life as Moslem Student Organizer Muslim League Politician then converted him as AWL.AL politician & finished his political life in forming BAKSAL. To understand Mujib & this evolution of his political life it requires keen knowledge to understand about economical & social condition of Bengal people & his role of play in the political field.
In his political life he has done everything by getting mass people mandate & according to the mass people's mandate. At 1970 election Mr. Mujib was elected & mandated to be the Prime Minister of Pakistan. He was the elected legal supreme power man in whole Pakistan as a majority party leader. Circumstances & situations created to change his mandate by mass people support. He was elected people's leader & his decision was the output of majority people thought & support..

His decision for BAKSAL forming & banning news making news papers by keeping 4 news publishing news papers after observation of 3 years political activities in Bangladesh were also legal as he was the elected people's mandated leader.
After his death justification of BAKSAL forming can not be established due to unable to understand his life long experienced reforming works & want of real inherit skilled leadership in his party.
But his reforming political ideology is still now directed the way to the country politics for solving the political problems.
Mr. Mujib was not leader like that non elected so called self declared big leader
 
It seems that
BAKSAL system democracy & Mujib's ideology can give the guide lines to Bangladesh Government.
For controlling foreign dalalibath,
For protecting the interest of the common people
For conducting fair & neutral election to form real democratic government in Bangladesh
For solving country's economical problems by providing nation wide job base quality education & jobs to the unemployed people by creating job centers.
 
Let us try to analyze it
BAKSAL system had opened the door for all people who want to do politics & had created an opportunity for any kind of political ideological person who could utilize his thoughtful idea or ideology in the parliament by taking people mandate being fairly elected through BAKSAL system election. BAKSAL system was a multi thought forum of different thought persons. Different ideological persons being elected in parliament could enrich their idea & knowledge by exchanging their views & thought being free from party politics. It was a great system by filtering to collect honest politicians & by combining different thought for making well thought idea & plan to build the country.
BAKSAL system could execute his ideology.

His ideology was the guide lines to the Government for doing welfare works for people of Bangladesh. It was 4 consist of pillars which are
 
1) Nationalism,
2) Socialism,
3) Secularism
4) Democracy.
 
1) Nationalism…. It means the identity of the people of Bangladesh.
2)  Socialism….  It means for maintaining social & economical security for all people in Bangladesh by providing them minimum standard education for job by giving them all kind minimum facilities for sheltering feeding & health treatment.
3) Secularism …  It means all people in Bangladesh can live with their own religions faith without disturbing other's faith Government will not interfere about any one's religion's faith & give them security neutrally.
4) Democracy…..  It means Government of Bangladesh will be formed by the people's elected persons & Government will be of the people by the people for the people.

For solving the present political problems & finding the neutral system to conduct fair & neutral election to elect fair MP by controlling black money influences in election CTG may think & try to accept the concept or idea of BAKSAL system election.
1) Nationalism…….. To identify the nationality of the people of Bangladesh it is very essential to maintain population record of the people of Bangladesh by keeping birth & death registers. The population record register books can be kept in the council offices such as union council city council municipality under the direct control of country's national election commission. The election can update voter list & can issue birth certificate to any citizen of Bangladesh as national ID with supporting document of birth death register record.
2)  Socialism…. ….For maintaining social & economical security of the people in Bangladesh it is needed to provide them minimum standard of job basis quality education. It is needed to create job fields for giving them jobs. It is needed to create of all kind minimum facilities for sheltering them for feeding them & for health treating them.
3) Secularism …….. Government of Bangladesh should be alert & should not interfere about any one's religion's faith & give them security neutrally so that all people in Bangladesh can live with their own religions faith without disturbing other's faith.
4) Democracy…..  Government of Bangladesh will be formed by the people's elected persons & Government will be of the people by the people for the people. For forming the people representative government, conducting process of election must be fair & neutral.
To conduct fair neutral election
It needs fair update voter list which can be done by the election commission with the help of population register record.
It needs fair neutral administration, fair neutral election conducting authority, to get fair neutral administration & authority it is essential to make rules that any body of government administrations can not be the member or supporter of any political party & any person who has done party politics to any political party in his student life or before joining government administration can not be appointed at any government services or any administration.
It needs to provide equal facilities for all candidates in fair atmosphere.
To build nation it needs to provide nation wide quality education for educating all people as quality educated persons to make them skilled & perfect in their respective working fields.
As per example Dr. should be Dr. Eng. should be eng. All professional must need to follow the service rules. Teachers should be teachers to provide update learning lessons to the students for making them perfect citizens. Student should be student to learn something to build their future life. Politicians should be efficient politicians for making good idea good plan good rules to solve the problems to build & to rule the country. Scientism knowledge should be Scientific. Farmer should be farmer. News man must be real news writer man not be news maker or news creators..

The idea of creating Bangladesh came from the student politicians of Dacca University led by Mr. Sirajul Alam Khan (now called dada) of East Pakistan Student League. While these student leaders were preparing the people for independence of Bangladesh, as the winner of 1970 election Mujib and the Awami League leaders were struggling to take over the governance of undivided Pakistan. After the surrender of the Pakistan military to the Indian military, Tajuddin government moved to Dacca and continued before the return of Mujib from Pakistani jail. Mujib was put to the throne and within short time he brought his family members to the power, kicked out Tajuddin and his associates, closed down the newspapers, and introduced one party rule (BAKSAL) when his sons were ruling with terror the streets of Dacca and the university campus.
 
Before the independence of Bangladesh Mujib advocated democracy but coming to power he abandoned democratic principles of all sorts and chose a system of communist/socialist dictatorship with the help of a powerful paramilitary called "Rakshi Bahini".  He was relying more on the advice of the communist/socialist elements of Bangladesh. Mujib protected the political and financial interests of his incompetent family members and relatives than the interests of the people who call him "Father of the Nation".

BAKSAL in History: [from Banglapedia]
Bangladesh Krishak Sramik Awami League (BAKSAL) the only legally recognised party of Bangladesh founded on 7 June 1975 following the Fourth Amendment to the constitution of Bangladesh. Under the Fourth Amendment (Article 117A), bangabandhu sheikh mujibur rahman was entrusted with the responsibility of forming a new 'national party' which would try, on the one hand, to tackle the social, political and economic destabilisation consequent upon the war of liberation, and on the other, reconstruct the nation from the debris of the war. Thus authorised, Sheikh Mujibur Rahman formed a national party which he named Bangladesh Krishak Sramik Awami League. The rules of BAKSAL required all other parties and associations including various services and forces to join the national party and work unitedly in fighting corrosive forces and in rebuilding the nation. Elaborating on the various aspects, scopes and prospects of BAKSAL, Sheikh Mujib characterised it as a 'second revolution'.
In seeking national unity, the Fourth Amendment provided that no person could continue to remain a member of parliament unless he joined the national party before a time fixed by the President. BAKSAL, the new national party, was scheduled to replace officially the nation's other political organisations and associations on 1 September 1975. Many restrictive regulations coming from the BAKSAL included the promulgation of the Newspaper Ordinance (June 1975) under which the declarations of all but four state owned newspapers were annulled.
Organisationally, President Sheikh Mujibur Rahman, the BAKSAL chairman, appointed for the national party a fifteen-member executive committee, a 115-member central committee, and five front organisations, namely, Jatiya Krishak League, Jatiya Sramik League, Jatiya Mahila League, Jatiya Juba League and Jatiya Chhatra League. All members of the executive committee were to enjoy the status of ministers. BAKSAL was also designed to overhaul the administrative system of the country in order to make it people-oriented. Reforming the elitist bureaucracy was one major aim of the party. The reorganised bureaucracy under the new system was to stand on two pillars, the central committee at the national level and the administrative council at the district level. Every existing sub-division was to be turned into a district headed by an elected governor.
The administrative council would comprise the members of the Parliament of the district, BAKSAL representatives, and district officials belonging to civil, police and security forces. The governor would be the chief executive of the district with deputy commissioner as his secretary. Such a scheme of local government was a complete departure from the colonial and post-colonial systems that Bangladesh had inherited. It was felt that the district governor system would destroy the vestiges of the exploitative colonial bureaucracy and bring the administration closer to the people and make independence politically and economically meaningful to them. BAKSAL also envisaged large scale nationalisation of private concerns with a view to eliminating social and economic inequalities and exploitations.
In short, BAKSAL, as a system, aimed at achieving an exploitation- free and socialist economic and administrative order more or less close in spirit and contents to the systems of government in contemporary socialist countries.
The new system, in fact, created a lot of misgivings and revulsion amongst the bureaucracy, army, and civil society. Many of the people who had supported Bangabandhu for his role as a democratic activist, were unhappy to see him as the champion of an authoritarian single party system. However, before the BAKSAL system was put to full operation, Sheikh Mujibur Rahman was brutally killed (15 August 1975) with other members of his family at his residence. BAKSAL was neither abrogated nor operational until April 1979 when it was removed from the Constitution and a multi-party system reintroduced. [Sirajul Islam]

Why Mr Mujib founder of the country life long struggler for parliamentary systems democracy after 3 years administration of Bangladesh at what situation & at what circumstances he  was compelled to declare semi state emergency & had build the BAKSAL system democracy in Bangladesh?? .
It seems to me (though I am not a politician) that BAKSAL formation was  in Bangladesh due to bangal political culture & his long life experienced result  which is the  real & correct solution for facing the problems of Bangladesh.
But it is the matter that he failed.
Because
He did not try to be a strong administrator
Only he tried to be the father of the nation &  so he failed to create real followers who can understand
What was his BAKSAL.??
Why did he form the BAKSAL system democracy?
After his death of 32 years It is now needed to think that the time now has come for the nation to think again about the BAKSAl systems democracy in Bangladesh is very essential to build a peaceful fair & neutral political atmosphere which is the precondition of making develop selfdepend Bangladesh. 
Now is the time to think to realize & to utilize about  the BAKSAL theory for the betterment of the country.
Political people are divided under 2 banners & using their brainless languages to attack each other for making themselves as politicians for earning money. Media persons & columnists are also doing same. None is trying to understand
What is the Solution??
None is trying to understand what needs to learn for making good idea to make good plan for building the country as a good nation. 
This CTG is busy for creating neutral & fair atmosphere to conduct fair & neutral election for electing fair government.
But the CTG does not know 
How can be it done?? 
Or not finding any clue
How can be it possible???
So it is the time now for the CTG & the people who are doing politics to think & to try for understanding

Why Mr. Mujib founder of Bangladesh had formed this BAKSAL system by dissolving all political parties by banning all news papers for controlling everything under the Banner of BAKSAL??
All should remember after forming BAKSAL in Kishoregong by election among 5 candidates one school teacher won the parliament election without spending any money. One of the failed candidates was the brother of Syed Najrul Islam then Vice President of Bangladesh. He spent a lot of money but couldn't win in election though he is the powerful man in Kishoregonj as a brother of vice president.
This by election was fair & Neutral & it had proved that under the banner of BAKSAL, Election could be fair & Neutral & people can caste votes fairly to the person whom they choose.
It was really a platform for all people of different thought.
To understand this BAKSAL system & to execute the idea of Baksal formula 
The time also has come for study to know for understanding about what was the Mujib-bad??
Mujibbad was the Philosophy or guide lines to the Government of Bangladesh for doing welfare works of the people of Bangladesh.
It was 4 pillars such as 1) Nationalism, 2) Socialism, 3) Secularism & 4) Democracy.
1) Nationalism…. It means identity of the people of Bangladesh.
2)  Socialism….  It means for maintaining social & economical security for all people in Bangladesh by providing them minimum standard education for job by giving them all kind minimum facilities for sheltering feeding & health treatment.
3) Secularism …  It means all people in Bangladesh can live with their own religions faith without disturbing other's faith Government will not interfere about any one's religion's faith & give them security neutrally.
4) Democracy…..  It means Government of Bangladesh will be formed by the people's elected persons & Government will be of the people by the people for the people.
 To execute the ideology of Mr. Mujib founder of Bangladesh it needs to provide nation wide quality education for educating all people as quality educated persons to make them skilled & perfect  in their respective working fields.
As per example Dr. should be Dr. Eng. should be eng. All professional must need to follow the service rules. Teachers should be teachers to provide update learning lessons to the students for making them perfect citizens..  Student should be student to learn something to build their future life. Politicians should be efficient politicians for making good idea good plan good rules to solve the problems to build & to rule the country. Scientism knowledge should be Scientific. Farmer should be farmer. News man must be real news writer man not be news maker or news creators..
