Fund raising for a political party - what does the electoral rule say about it?
This is one of the most important aspect of reforming politics - but we often tend to ignore this. Have you heard a meaningful dialogue or debate on this topic in the national level?


Following are few important question that should be clarified about fund-raising to support political activities (throughout the year) and election activities (spending that happens related to a specific election).  Absence of these clarifications often are often the underlying reason for many of the problems that we have in our political system:

1. On principle, no political party should be allowed to spend money without proper documentation.
2. Who can donate to a political party?
3. Can a political party pay salary to the office bearers? 
4. Should there a minimum or maximum amount of salary that a political party should be allowed to pay to its office bearers or operatives?
5. Can a political party accept money from foreign source?
6. Is collecting money from Non-resident Bangladeshis considered as foreign source?
7. Can a political party spend money for any specific candidate's election - either at the national election or local election?
8. Can a candidate in a election go beyond his or constituency to collect money? 
9. Are business entities or any other organizations (including NGO) allowed to donate to candidate?
10. If at all possible, what is the maximum donation allowed for a candidate by entities other than individual? 
11. What is the maximum donation allowed for a candidate by individuals?
12. If I am not a voter for a candidate's constituency, can I still donate for that candidate? Under what circumstances? 

These are just a few of the important issues. Sure, there are more that our readers can add to the list.

Hugo Chavez celebrates 'comrade' George W Bush's conversion to socialism following financial crisis

Socialist Venezuelan President Hugo Chavez mocked George W. Bush as a "comrade" saying the US president was a left-winger for his lifeline to major banks.

Chavez, who describes capitalism as evil, ridiculed Mr Bush for his plan to buy stocks in American banks despite his widespread criticism of Venezuelan nationalisations.

"Bush is to the left of me now," Mr Chavez told an audience at a debate on the benefits of socialism. "Comrade Bush announced he will buy shares in private banks."

Chavez, who has insulted Mr Bush in the past as a drunkard or the devil, accused him of parroting the words of his aides without understanding the new policies that rely on heavy state intervention.

"I am convinced he has got no idea what's going on," said Mr Chavez, who has nationalised large parts of the Venezuelan economy in recent years and is in negotiations to take over a Spanish bank.

The Bush administration, which has promoted free-market policies throughout Latin America, resisted taking shares in banks for weeks. But, faced with a spiralling financial crisis, it reversed course this week with a multi-billion dollar plan.

Mr Chavez, who the US labels an autocrat, is a vocal critic of Mr Bush.

Despite the ideological differences between the two governments and the diplomatic sparring that led weeks ago to the countries expelling each other's ambassador, Venezuela remains a major oil supplier to the United States.

A further 3 appointments were made on Thursday (16-10-2008) to the Attorney Generals Office (AGO) but this time to the position of Deputy Attorney General (DAG). Ignoring standards of competence and integrity the Law Advisor has unilaterally approved these scandalous promotions in an overt act of unbridled nepotism and probable corruption. It appears that as the Advisors to the Caretaker administration prepare to leave office they are appointing their favorites to positions of power and influence disregarding all norms and standards of conduct and behavior. It is quite unfortunate and deeply distressing that the country's press and media have overlooked these obvious signs of moral degeneracy in what may be described as an apparent act of complicity since these dubious appointments are being made quite publicly but nevertheless remain largely unquestioned and unchallenged. This is clearly a throwback to the pre-1/11 days but the difference in this case being the lack of democratic credibility and accountability of the present administration.

 

This untoward turn of events is a clear reversal of the principles and justifications upon which 1/11 was based. Presumably the same principles and justification will be used in aid of legitimizing the acts perpetrated over the last two years by the armed forces and the Caretaker government but what credibility will these arguments have in the face of the present acts of the Law Advisor whose appointment was also made under suspect circumstances. The question now confronting the nation is whether the Chief of Army Staff Moeen U. Ahmed will show the necessary resolve, character and leadership qualities (which has thus far been lacking) to restrain these perverse acts of a few of his Advisors before they leave office and escape. The alternative may be that the whole bunch will have to face trial for the acts committed since 1/11 which would be quite an irony of fate. If the country is to face a stalemate between the contending parties (i.e. the CTG and army against the politicians) then the solution may turn out to be quite brutal as is the way in this part of the world and especially in Bangladesh. The warning of Khaleda Zia that revenge will be meted out in the form of cases is a foretaste of what might come.

Mr. Rafiqul Alam Executive Director, DUS has been taken charges as Acting Director of Association of Development Agencies in Bangladesh (ADAB). The decision was taken on the EC meeting held on last September 23, 2008. ADAB is the national apex body of NGOs in Bangladesh and it has been serving as a coordinating body for NGOs verses GOB, NGO-donors and NGO-CSOs. ADAB plays important roles in coordinating NGOs, GOs and other CSOs in sustainable development movement in Bangladesh. It has been works as spokesmen for local and international NGOs in Bangladesh in terms of coordination and provides technical supports. ADAB has been playing vital role in NGO to NGO and NGO to GO, NGO & donors, NGOs sectoral network, NGO and CSOs communication and coordination. ADAB represents various committees at national and local level from NGOs and trying to make coordination and liaison. Besides Mr. Rafique is devoted NGO & human rights activist and contributed a lots in NGO sector in Bangladesh and he is also serving as Chairperson of Bangladesh NGO Network of Radio and Communication (BNNRC) and HIV AIDS Alliance Bangladesh(HASAB).

 

Sorry to say, ADAB was blacklisted for unknown political reasons by the last ruling Government. The activities were restrained and cut off due to refrain to received foreign funds. The DG NGO Affairs Bureau was issued a letter in April 2003 not to function ADAB as representative for NGOs. ADAB was filed suit to High Court against it and it also submits another suit to release its foreign fund from NGOAB. The High Court issues order to release it's fund and stop the action of the letter of NGOAB. But the NGOAB has no action to release fund of ADAB and other innocent NGOs. As a result there was a big crisis in NGO sectors in Bangladesh . A number of national and local NGOs faced blockade to received foreign fund and even government fund is also restricted for them. Few NGOs who are closed to the immediate past government made syndicate to hold most of the government and foreign fund and deprived the others and made division in NGO sector. They are trying to establish another apex body i.e FNB as their supporter, but it is not able to represent in NGO sector. As a result ADAB and other right-based NGOs fall funding crisis and corporate NGOs promoted by government and donors. In absence of ADAB as legal coordinating body for NGOs some corporate NGOs abusing the NGOs sector and they use this opportunity and occupying all resources from local and abroad.

 

Bangladeshi NGOs are passing hardship to receiving foreign funds, getting government approval for new projects, all NGO related government projects channel through few syndicates NGOs. As a result lots of NGOs workers become jobless, poor and victims are not getting services from NGOs, non functioning of people voice, deadlocked grass roots level social & economic progress, threats by fundamentalists, unethical disbursement of NGOs fund and NGO selection of government departments, NGO-GO coordination totally ceased, 2-3 big NGOs handing all funds (government and foreign) and non-NGO personnel (ex GOB officials, businessmen) occupying the NGOs leadership. Finally small NGOs are depriving and going to shut down their offices.
