Wealth of Ministers, MPs:People kept in the dark

AL turns its back on polls pledge




Wealth statements and sources of income of the prime minister, ministers, lawmakers and their family members have not been made public even nearly four years after Awami League came to power with an electoral pledge to ensure it every year to establish good governance.

The ruling party made the pledge in its election manifesto before the 2008 parliamentary polls in the wake of serious allegations of corruption against ministers and lawmakers of previous governments.

The party's manifesto, which was amended in its national council in mid-2009, also included the same commitment.

But the present AL-led government seems to be following the footsteps of the previous BNP-led alliance government that also did not fulfil its electoral pledge to disclose wealth statements of ministers and lawmakers.

The electoral laws made it possible for people to know about the wealth of all candidates contesting the 2008 parliamentary polls, as their wealth statements were made public in line with the laws during the election.

The current government made a move to implement the electoral pledge in March last year, more than two years after it came to power in January 2009. But the move failed to yield any result.

And it remains uncertain whether the AL-led government will implement its pledge in the last one year of its tenure.

The cabinet purchase committee on economic affairs on March 16 last year decided to implement the ruling party's electoral pledge over submission and disclosure of wealth statements.

Following a meeting, Finance Minister AMA Muhith told reporters that he would send letters on March 20 to the members of the council of ministers, minister-level advisers and the mayors of six city corporations requesting them to submit their wealth statements to the Cabinet Division within a week.

He also said the Speaker would decide the timeframe for lawmakers to submit their wealth statements to the Cabinet Division.

According to Muhith, they all were supposed to prepare their wealth statements on the basis of the statements they had submitted to the Election Commission before the parliamentary elections.

The cabinet on July 4 last year, however, decided otherwise. It approved a proposal and decided that the wealth statements would be submitted to the prime minister. But it did not decide on whether the wealth statements will be made public or not.

Following the decision, the Cabinet Division issued a guideline, and wealth statements were submitted to the Prime Minister's Office in line with it, a senior official said yesterday wishing anonymity. The official said they received some related documents.

Law Minister Shafique Ahmed told The Daily Star on Wednesday that he submitted his wealth statement to the prime minister and also sent a copy of it to the Cabinet Division last year.

"The government will decide whether it will make those public or not."

Advocate Mostafizur Rahman, state minister for land, said yesterday, "On directives from the prime minister, we submitted wealth statements to her last year. We were not told anything about the submission of wealth statements this year."

Parliament has not yet made any move to ask lawmakers to submit their wealth statements.

Speaker Abdul Hamid said he did not have any such power to ask lawmakers to submit wealth statements.

"The government can do something to this effect," he told The Daily Star on Tuesday.

"Every lawmaker has tax identification number and they have tax files at the National Board of Revenue. So, I don't find any reason for lawmakers to submit wealth statements afresh."

M Hafizuddin Khan, former adviser to a caretaker government, said tax-related documents kept with the NBR are secret ones, and people don't have access to those.

"People can know about the wealth statements of ministers and lawmakers only if those are made public," he told The Daily Star.

On February 14, 2010, the finance minister said wealth statements of ministers, lawmakers and their relatives would be made public by June the same year.

But it did not happen, as the prime minister and a number of ministers on different occasions spoke against submission of wealth statements, saying they had already submitted those to the EC before the last parliamentary elections.

The finance minister himself disclosed his wealth statement to the public on September 5, 2010.

Legal and financial experts said submission of wealth statements will greatly help establish transparency in the government's functioning, and people will be able to know how much wealth a people's representative makes while in office.

সোনালী ব্যাংক থেকে হলমার্ক গ্রুপের হাতিয়ে নেয়া চার হাজার কোটি টাকার গতিবিধি জানে না বাংলাদেশ ব্যাংক। এমনকি হাতিয়ে নেয়া টাকার প্রকৃত সুবিধাভোগী কারা, হলমার্ক না অন্য কেউ সে বিষয়েও অবহিত নয় বাংলাদেশ ব্যাংক। জানা গেছে, অদৃশ্য ইশারায় থেমে গেছে হলমার্কের টাকার গন্তব্য অনুসন্ধান। বাংলাদেশ ব্যাংকের এক দায়িত্বশীল কর্মকর্তা জানিয়েছেন, ঊর্ধ্বতন কর্তৃপক্ষ থেকে এ বিষয়ে তদন্ত করার নির্দেশনা তারা পাননি। শুধু ‘অনিয়ম’ বের করার মধ্যেই তারা সীমাবদ্ধ আছেন। ওই কর্মকর্তার মতে, টাকার গন্তব্য নিশ্চিত হওয়া গেলে সোনালী ব্যাংকের টাকা আদায় করা সহজ হতো।
বাংলাদেশ ব্যাংকের পরিদর্শন প্রতিবেদন অনুসারে সরকারি ব্যাংকগুলোর পরিচালনা পর্ষদের সদস্য, ব্যাংকের কিছু অসাধু কর্মকর্তার যোগসাজশে সুকৌশলে স্মরণকালের ভয়াবহ ব্যাংক কেলেঙ্কারির মাধ্যমে প্রাথমিকভাবে শনাক্ত চার হাজার কোটি টাকা বের করে নেয় বিতর্কিত হলমার্ক গ্রুপ। তবে বাংলাদেশ ব্যাংকের সংশ্লিষ্ট একাধিক কর্মকর্তার মতে, হলমার্ক ব্যাংকিং খাত থেকে একাই এত টাকা হজম করতে পারেনি, হলমার্কের পাশাপাশি আরো সুবিধাভোগী প্রতিষ্ঠান ও ব্যক্তি রয়েছেন, যারা নেপথ্যে থেকে কাজ করেছে। কেননা সোনালী ব্যাংক থেকে অর্থ বের করে নেয়ার যে তথ্য-প্রমাণ এ পর্যন্ত বাংলাদেশ ব্যাংক পেয়েছে, তাতে দেখা গেছে বেশির ভাগ অর্থই ভাউচারের মাধ্যমে বের করে নেয়া হয়েছে।
এখন প্রশ্ন উঠেছে, অনিয়মের মাধ্যমে হাতিয়ে নেয়া অর্থের গন্তব্য কোথায়? টাকাগুলো কী হলমার্কের অ্যাকাউন্টে রয়েছে, না অন্যের পকেটে চলে গেছে? হলমার্কের অ্যাকাউন্ট থেকে টাকাগুলো কার অ্যাকাউন্টে গেছে? এসব বিষয়ে নিশ্চিত হওয়ার জন্য বিশদ তদন্ত হওয়া প্রয়োজন বলে মনে করছেন সংশ্লিষ্টরা।
সোনালী ব্যাংকের দায়িত্বশীল এক সূত্র জানিয়েছে, হলমার্ক গ্রুপের বিরুদ্ধে সোনালী ব্যাংক থেকে হাতিয়ে নেয়া অর্থের একটি অংশ বিদেশে পাচারের অভিযোগ পাওয়া গেছে। শিল্পের কাঁচামাল আমদানির নামে লন্ডনে টাকা পাচার করার প্রাথমিক প্রমাণ পেয়েছেন সোনালী ব্যাংকের সংশ্লিষ্ট কর্মকর্তারা। এ বিষয়ে তারা কাজ করছেন।
বাংলাদেশ ব্যাংকের সংশ্লিষ্ট সূত্র জানিয়েছে, হলমার্ক জালিয়াতির মাধ্যমে অর্থ বের করে নিতে তাদের শতাধিক বেনামি প্রতিষ্ঠানকে ব্যবহার করে। বাংলাদেশ ব্যাংক এ পর্যন্ত ৪৩টি প্রতিষ্ঠানকে শনাক্ত করতে পেরেছে। তবে বেনামি প্রতিষ্ঠানের মাধ্যমে হাতিয়ে নেয়া অর্থের গন্তব্য নিশ্চিত করতে পারলে হাতিয়ে নেয়া অর্থের প্রকৃত সুবিধাভোগীদের চিহ্নিত করা যেত। ওই সূত্র জানিয়েছে, বহুল আলোচিত এ ব্যাংক কেলেঙ্কারির সাথে প্রকৃত জড়িতদের শনাক্ত করার পাশাপাশি টাকার গন্তব্যস্থল সম্পর্কে নিশ্চিত হওয়া অতীব জরুরি। কেননা ব্যাংকের টাকা জনগণের আমানত। ব্যাংকের টাকা খোয়া যাওয়ার অর্থ হলো জনগণের অর্থ খোয়া যাওয়া। এ অর্থ আদায় করার কৌশল নির্ধারণ করাই এখন সময়ের দাবি। ওই সূত্র জানিয়েছে, সোনালী ব্যাংকের আলোচিত তিনটি শাখা, রূপসী বাংলা, আগারগাঁও ও গুলশান শাখা থেকেই বেরিয়ে গেছে এ অর্থ। এ তিনটি শাখা থেকে অ্যাকাউন্টের সূত্র ধরে তদন্ত করলেই বেরিয়ে যেত হলমার্ক গ্রুপ কোথায় টাকা লুকিয়ে রেখেছে। কিন্তু কেন্দ্রীয় ব্যাংক এ পর্যন্ত এ দিকে পা বাড়াচ্ছে না। বাংলাদেশ ব্যাংক আলোচিত হলমার্ক গ্রুপসহ আরো কয়েকটি প্রতিষ্ঠান সোনালী ব্যাংক থেকে কিভাবে টাকা বের করে নিলো তার মধ্যেই ঘুরপাক খাচ্ছে।
এ পরিস্থিতিতে জনগণের অর্থ উদ্ধার করা কঠিন হয়ে পড়েছে বলে ওই সূত্র জানিয়েছে। কেননা ইতোমধ্যে সোনালী ব্যাংক থেকে টাকা উদ্ধারের চেষ্টা ব্যর্থ হয়েছে। হলমার্ক গ্রুপের এমডি দুর্নীতি দমন কমিশনের প্রাথমিক জিজ্ঞাসাবাদে বলেছিলেন, তারা সোনালী ব্যাংক থেকে যে অর্থ নিয়েছেন তার ২০ গুণ সম্পদ তাদের আছে। এ বক্তব্য দেয়ার পর সোনালী ব্যাংক হাতিয়ে নেয়া অর্থের ৫০ ভাগ নগদ পরিশোধের জন্য ১৫ দিনের সময় বেঁধে দিয়েছিল। কিন্তু এ সময়ের মধ্যে তারা টাকা পরিশোধ করেনি।
এ পরিস্থিতিতে হলমার্কের কাছ থেকে টাকা উদ্ধার করা এখন কঠিন হয়ে পড়েছে। কেননা ইতোমধ্যে তারা যে ৪৯ একর জমির কাগজপত্র বন্ধক হিসেবে সোনালী ব্যাংকের কাছে জমা দিয়েছে, তার বেশির ভাগই ভুয়া। সোনালী ব্যাংকের প্রাথমিক তদন্তে এ তথ্য পাওয়া গেছে।
বাংলাদেশ ব্যাংকের এক দায়িত্বশীল কর্মকর্তা জানিয়েছেন, রাজধানীর রোকেয়া সরণিতে সব ব্যাংকের সব শাখা দ্রুত তদন্ত করা প্রয়োজন। কারণ বিতর্কিত হলমার্কের প্রধান কার্যালয় রোকেয়া সরণি এলাকায়। সুতরাং এসব শাখায় দ্রুত তদন্ত করলে তাদের হাতিয়ে নেয়া অর্থের কিছুটা হলেও এসব ব্যাংক থেকে পাওয়া যাবে। কিন্তু বাংলাদেশ ব্যাংকের নীতিনির্ধারণীপর্যায় থেকে তদন্ত করার অনুমোদন মিলছে না বলে ওই কর্মকর্তা অভিযোগ করেন।
প্রসঙ্গত হলমার্ক গ্রুপ পোশাক তৈরির কাজে স্থানীয়ভাবে কাঁচামাল (সুতা বা কাপড়) সংগ্রহের জন্য সোনালী ব্যাংকের রূপসী বাংলা শাখায় এলসি খোলার আবেদন করে। আবার সরবরাহকারী প্রতিষ্ঠানও ছিল হলমার্কের বেনামি প্রতিষ্ঠান। ভুয়া এলসির বিপরীতে পণ্য সরবরাহ না করেই বিল সৃষ্টি করে। এসব বিল জনতা, অগ্রণী রূপালীসহ আরো ২৬টি বেসরকারি ও বিদেশী ব্যাংকে উপস্থাপন করে। এসব ব্যাংক যাচাই-বাছাই না করেই সোনালী ব্যাংকের দেয়া স্বীকৃত বিল কিনে নেয়। এসব অর্থ একপর্যায়ে হলমার্কের অ্যাকাউন্টে চলে যায়।
