The Bangladesh Lesson

The creation of Bangladesh may have been better for Muslim Bengalis but it has deprived Pakistan of potent democratic forces. The gap left by the absence of such forces cannot be filled by anyone else
 
 

In 1971 it was not the Bengalis but almost the entire Punjabi population, along with the Urdu-speaking population of Sindh, who wanted 'Bengal'. A few tiny progressive groups, like the Young Peoples Front, some pro-Soviet intellectuals and a handful of writers and elements of Amador Kinas Party were raising stifled voices. However, these feeble voices were drowned in the thunder of Bhutto's and other patriots' rhetoric. Alas, in the Bengalis we lost the best protectors of democracy in Pakistan and our best allies even in the Punjab University.

I still remember an occasion on which a friend and myself sat in the Punjab University New Campus cafeteria talking about the agony of the Bengali Muslims and the sinful support of military action that we witnessed around us. We could not face our harassed and mentally tormented Bengali friends in those days.

At that time, there were about sixty-to-seventy Bengali students studying at Punjab University in an exchange program. They all lived with us in hostels and were our best ideological allies. All the Bengali students, with hardly any exception, stood with the progressive students to oppose Islami Jamiat-i-Talba (IJT). During the election days they would come out with their own procession, raising slogans of "Jalo Jalo Agan Jaloo." Palestinian students were also major allies of the progressive movement. Notwithstanding the claims of Jamaat-i-Islami (JI) and other Islamic groups these days, they were strong supporters of the US policies then.

The military action in East Pakistan not only broke Pakistan but also led to the dismemberment of progressive students' alliances in Punjab's educational institutions. Dr. Aziz-ul-Haq and Professor Aziz-ud-Din were the major intellectuals and organizers of the progressive students' movement that started taking shape in 1968 in Punjab. Nationalist Students Organization (NSO) was the main platform established in the process. The National Student Federation (NSF) was a powerful student organization, but somehow it was quite negligible in Punjab, particularly in Lahore. NSO gained such strength in universities that it became very competitive with the IJT.

However, the division of opinion on military action in East Bengal devastated this entire set-up. The final debate between Dr. Aziz-ul-Haq and Professor Aziz-ud-Din took place at Prof. Aijaz-ul-Hasan's (the Daily Times columnist) residence. The scene was quite funny because both sides used the same pages of the Marxist classics to support their position. It was like a religious munazara where befitting quotes are hurled from both sides. Anyway, nothing came out of this munazra and the NSO was split. Our group left the NSO and kept on working under the banner of Young Peoples Front, led by Dr. Aziz-ul-Haq.

 
To his credit, Dr. Aziz-ul-Haq was the only Punjabi intellectual who formulated a theory regarding oppressed nationalities in his famous pamphlet "Qaumaitoon ka masla" (The issue of nationalities). In this path-breaking thesis he argued that unless people from the oppressor nationalities (Punjab and Karachi) support the oppressed nationalities (East Bengal, Sindh, Balochistan and NWFP), they couldn't free themselves of dictatorship and an unjust system.

Dr. Haq maintained that even tiny changes for better political and socio-economic conditions were brought about by the struggle of Bengali Muslims. In his view, Ayub Khan had to go not because of a shallow movement in West Pakistan but because of pressure from East Pakistanis. According to Dr. Haq Muslim Bengalis, who wanted to free themselves of domination by Hindu feudals and therefore played a crucial role in the founding of Pakistan, were the best protectors of democracy. By losing East Pakistan, the rest of Pakistan's people have been left to themselves to protect democracy and they are not yet capable of that. The unfolding of the events of the last three decades has proven that Dr. Aziz-ul-Haq's formulations were prophetic.

In the years following the fall of Bangladesh many progressives supporting military action in East Pakistan repented and corrected their attitude. However, it was too late to put back the progressive coalition, that had become the victim of military action. With the separation of East Pakistan all our Bengali students were gone and, eventually, the Palestinian students also left. Consequently, Punjab University and other educational institutions were left to the attentions of the JI and IJT.

The progressive elements of Punjab and Karachi learnt their lesson, but now they are not in a position to effect any meaningful change. The creation of Bangladesh may have been better for Muslim Bengalis but it has deprived Pakistan of potent democratic forces. The gap left by the absence of such forces cannot be filled by anyone else. Baloch and Sindhi nationalists are trying to fill the vacuum, but they are much smaller in size and effectiveness.

The Pakistani state has learnt nothing from East Pakistan's experience. It is still seeking a military solution to the Balochistan and Sindh problems. It believes that, given the present geography of Pakistan, nationalists cannot achieve their goals. They may, as usual, be living in illusions. Time will tell.

However, the people of Punjab and other dominating nationalities cannot get political or socio-economic freedom from this oppressive system unless they support the oppressed Baloch and Sindhi nationalities, as prescribed by Dr. Aziz-ul-Haq.

I once asked a retiring Pakistani senator his opinion on who delivered the most progressive speeches in the Pakistan Senate. He said the Baloch representatives were the only ones who spoke about socio-economic justice for the common man. I was not surprised and neither should anyone else be who remembers East Pakistani slogans of "Jalo Jalo Aagan Jalo".

Bangladesh Chashi Kalyan Samity (BCKS), farmers' wing of Jamaat-e-Islami, but also registered as an NGO, remained the party's financial front through illegal banking in at least 17 districts over a decade, sources say.

Following a changed scenario after 1/11, the NGO has shut down its offices and swindled a huge amount of money collected through deposits, special deposit schemes and investment on loans among members since 1997.

The BCKS business was also unlawfully sold to Jamaat supporters for covertly continuing the financial activities.

Dissident BCKS officials, involved Jamaat leaders and victims say the accurate amount of misappropriation cannot be found out without proper inquiry. But they add the figure would be minimum Tk 100 crore collected from about five lakh people.

The sources say each of seven BCKS branches in Rajshahi earned around Tk 2.5 crore annually and the NGO staffs were engaged in misappropriation from the very beginning.

A large number of officials and employees, who were also members of Jamaat and its front wings, had left both job and party in protest against the cheating. Some dissident employees are now on the run following threats on their lives by Jamaat men.

Rafikul Islam, formerly a member of Islami Chhatra Shibir and BCKS field worker, on June 16 filed a general diary (GD) with Puthia Police Station. He says in the GD he has been threatened with death for revealing BCKS "secrets".

"I couldn't even imagine that Jamaat men were cheating," Nazmul Haque told The Daily Star. He was a Rokon (member) of Jamaat's Bagha unit and BCKS assistant director and resigned from both posts in September 2007.

"Members used to express anxiety over future of their money. I always assured them that Jamaat men cannot cheat. I had such confidence in Jamaat that I promised to return their money were they cheated.

"My illusions are now shattered. I've become penniless as I had to return money to many members from my pocket."

Nazmul was not alone. Aminul Islam, a BCKS supervisor, field workers Rafiqul Islam of Damadi village, Nazrul Islam, Khalid of Namajgram and Aminul of Agla also left both party and job.

Even a number of Jamaat leaders have expressed opinions against BCKS activities.

"We were against Jamaat's involvement in financial activities... loan recovery with interests and irregularities were turning us into enemies of the people," said Rafiqul Islam, Chapainawabganj BCKS president and district Jamaat executive member.

"The closure came more as a result of our demand than the central direction," Islam added.

    It seems that this Idea balance of power between the top constitutional positions – president and prime minister is not good intention idea. The aim of this idea may be either of stupid ignorance or may be of bad intention for doing corruption & misusing the administration in co operation between two powerful persons.

    In Parliament system democracy "National Assembly" is the supreme authority for making rules of law, rules of policy, rules of service codes &  rules of guides for all administration & individual person including the government administration and also the duty of the national assembly is to look over whether the all administration are running lawfully or not.

    So according to the Parliament System Democracy has no provision for maintaining the balance of power between the top constitutional positions – president and prime minister.

     

    Seeing this immaturity of the politicians it is essential for opening political school for for the politicians for providing political education to the politician to teach them what the politics to know the politics & the duty of the politician, what the democracy to know the democracy & to do lawful democracy, what the parliament (National Assembly) to know the function of Parliament (National Assembly) & to do work as parliamentarian & what the Government to know the duty of the government to establish Lawful Administration.

    It is also essential to open schools for providing education to the media people to know the differences of news & ill talk gossiping.

     Balance of power between president and prime minister means dual leadership. Dual leadership never works.  there are lots of such example in the history . it brings instability. so it is an stupid idea from our Susils and generals.

    Mujib's short-sightedness and dependence on Indra's India India led Mujib to develop Bangladesh as the bottomless buskat case and the 1974 treaty also helped the Chanaikka India but for the small Bangladesh to even lose fragments of Amer Sonar Bangladesh. Mujib being agitator didn't help in this statesmanship role.

    Going through a news item on Field Marshal Manekshaw's death on June 28 in a leading English daily of Bangladesh, courtesy to Press Trust of India, New Delhi, I was startled observing how the Indian press thinks of our nine-month long struggle for independence in 1971. The news started like this:

    A legendary soldier and a national hero, Field Marshal Sam Hormusji Framji Jamshedji Manekshaw crafted India's greatest military victory in the 1971 Indo-Pak war that led to the emergence of Bangladesh.

    What does that imply? The birth of Bangladesh was a by-product of that Indo-Pak war? With this statement, the sacrifice of our freedom fighters and martyrs has been brazenly belittled. It's downright despicable!

    India's help in our war of liberation has always been aptly appreciated by us except some anti-Indian elements. We're indebted to India for its help throughout our Liberation War. But exaggeration of the contribution on the part of the Indian press is reprehensible.

    It's Liberation War of Bangladesh, NOT 1971 Indo-Pak war.

    South American countries like Argentina, Venezualia and Brazil could be approached by Bangladesh embassy/ Western governments to accept the proverbial hard working, friendly and moderate Bangladeshis. These countries are sparsely populated.

    After all during the World Cup, Bangladeshis almost always support Argentina and Brazil. Also, two years ago, at the news of Argentina's defeat,a Bangladeshi from Barisal even committed suicide. I don't know the details, but I think there is a love connection and it is a love that should be respected.
