Neither Tsarist Russia nor Imperial France annexed Alaska or Louisiana-block
with Russia or France ...These were not sovereign states or countries, but
territories owned by Russia & France respectively.
The sales were basically treated as sale of territory (possessions) not
as sale of country by the historians and political scientists/international
relations experts.
The Alaska Statehood Act was signed by President Dwight D. Eisenhower on
July 7, 1958, allowing Alaska to become the 49th U.S. State on January 3, 1959.

The Montana [part of the Lousiana purchase] was the 41st state to be admitted
into the Union on November 8, 1889, through a historical process....almost 86 years
after the purchase.
FYI, Diego Garcia in Indian Ocean is still a British Indian Ocean Territory (BIOT),
not a part of the sovereign country known as the United Kingdom of Great Britain
and Northern Ireland. The island Diego Garcia is the site of a joint military facility
of the United Kingdom and the United States. United Kingdom owns the island,
there are British Representatives on Diego Garcia, responsible for law and order on
the island.
