The Election Commission (EC) will announce schedule of elections to four city corporations next month and request the government to relax the state of emergency in this cities during the polls.

Disclosing this during the dialogue with three political parties, Chief Election Commissioner (CEC) Dr ATM Shamsul Huda said the banning of pro-Islamic parties was not possible due to constitutional compulsion.

The EC held dialogue with Jatiya Samajtantrik Dal (Rab), Jatiya Party (JP-Manju) and Ganatantri Party on electoral reforms.

The CEC termed the war criminals and religion-based politics parties very important and sensitive issues and said the EC cannot do anything that contravenes the Constitution and existing laws.

"Election Commission is not a forum to decide whether to keep out or not a political party having name of religion of the polls," he said advising leaders, who were pressuring for banning religion-based political partied to move to court of law to decide on the issue.

"Why you the like-minded persons do not file a writ in the High Court in this regard. No one will have anything to say if the court gives a reference," he said.

The CEC said the Commission is pondering over a suggestion from political parties to sponsor election campaign for them to cut campaign cost.

He said the Commission might try it experimentally on the eve of the City Corporation elections. "If it is successful, then we will think of it for the parliamentary elections as well," he said.

Elaborating the EC's position on banning political parties based on religion, Election Commissioner Brig Gen (Retd) Shakhawat Hossain said there is no democratic country in the world without a religion - based political party.

"Narendra Modi could not have become the Chief Minister of Gujrat or Lal Krishna Advani the Deputy Prime Minister of India if democracy did not allow religious political parties," he said adding, there are political parties like that of Christian Democratic Party in most of the countries in Europe.

Shakhawat Hossain said he felt hurt whenever it is being said about religion-based politics, as the matter is very sensitive.

The three political parties supported the EC-announced election roadmap. JP (Manju) and Gantantri Party made an identical demand for the EC to announce a specific date for the polls and JP asked for lifting the ban on indoor politics outside Dhaka.

Responding to the JP and Gantantri Party, the CEC said the EC will announce the date, but it will take some time.

Ganatantri Party President M Nurul Islam, however, said they did not speak against religion rather they spoke only about those who are doing business in the name of religion, committed war crimes, raped women, plundered and assisted the Pakistanis.

Later, Nurul Islam told reporters that there is practice of religion-based politics in different countries of the world and many crimes and killings are also being committed based on that.

Election Commissioner M Sohul Hussain and Brig Gen (Retd) M Sakhawat Hussain, among others, were present at the dialogue.

Anti-liberation Role in 1971


Jamaat-e-Islami, which on Tuesday once again denied to the Election Commission its anti-liberation role during the 1971 War of Independence, had many of its top leaders among the Razakar members surrendering along with the Pakistan occupation forces on December 16, 1971.

Present Jamaat chief Motiur Rahman Nizami was the chief of Al-Badr, one of the two wings of the Army of Razakars that worked for the Pakistan armed forces to eliminate freedom fighters.

The then Pakistan government formed the Army of Razakars as a civil armed force dominated by Jamaat men.

According to the historic document of surrender, the Razakars also conceded defeat in the country's Liberation War along with the Pakistan armed forces.

"...This surrender includes all Pakistan land, air, and naval forces as also all paramilitary forces and civil armed forces," says the instrument of surrender signed between the chiefs of the Pakistan occupation forces and the Indian and Bangladesh liberation forces.

Other civil armed forces that worked against the Liberation War include the Mujhids and the West and East Pakistan police, according to the account of events chronicled by Lt Gen AAK Niazi, who led the Pakistan occupation forces as the chief of Eastern Command of the Pakistan Army in 1971.

Due to their involvement in the anti-liberation activities, Jamaat was constitutionally banned after the country's independence and many Jamaat leaders had to face trial on charges of war crimes.

However, the trial was blocked and the anti-liberation forces were rehabilitated politically following the bloody changeover of power on August 15, 1975.

With the demands for the trial of war criminals and barring anti-Liberation War organisations from contesting elections getting momentum again over the last few months, Jamaat has started denying its role against the country's independence.

Most political parties that have sat with the Election Commission (EC) for electoral reform talks opined that Jamaat cannot be registered as a parliamentary party in independent Bangladesh.

The Jamaat delegation on Tuesday embarked on a tirade against the EC and accused it of stepping beyond its jurisdiction by responding to the demand for barring war criminals from polls.

Jamaat termed the demand for not registering it with the EC "disgusting" and claimed that the accusations against it are "completely imaginary".

Earlier on October 25 last year, after the first round of electoral reform talks with the EC, Jamaat Secretary General Ali Ahsan Mohammad Mojahid said they did not work against the Liberation War in 1971 and that there is no war criminal in the country.

But accounts of Niazi, whom the Jamaat wholeheartedly supported in eliminating freedom fighters in 1971, render the Jamaat claim untrue.

Niazi in his book ''The Betrayal of East Pakistan" has categorically said the Army of Razakars was formed by the Pakistan government to fight against the liberation forces.

Niazi also describes the formation of the Razakars, training and procurement of weapons and other logistics for them and deployment of the paramilitary vigilante force.

In his book, he says Jamaat-e-Islami, Nizam-i-Islam Party and several factions of Muslim League were known as rightist political parties at the time and the Army of Razakars was formed with the men recruited from these parties.

Military schools were set up to train the Razakars and a separate Razakars Directorate was established. The Razakars were provided with machine guns, sten guns and intelligence against Bangalee freedom fighters, their supporters and sympathisers.

"Seventy percent of the target ceiling, of 50,000 Razakars spread over all the districts of the province, was achieved. Battle schools were established to train Razakar platoon and company commanders. To provide an effective command structure to this organisation, about sixty young officers were selected to be appointed as Razakar Group Commanders," Niazi says.

In fact, Jamaat's dominance in the paramilitary force annoyed other parties.

Maj Siddiq Salik, who was the public relations officer of the then Eastern Command of Pakistan Army and worked closely with Niazi in 1971, in his book "Witness to Surrender" says in September 1971 a political delegation from West Pakistan complained to Niazi that he had raised an army dominated by Jamaat men.

"The General called me to his office and said: From now on, you will call the Razakars--Al-Badr and Al-Shams--to give the impression that they do not belong to one single party," Salik writes.

Those who came forward to form the Army of Razakars were the rightists like Khwaza Khairuddin of Council Muslim League, Fazlul Qader Chaudhry of Convention Muslim League, Khan Sobur A Khan of Muslim League Qayyum, Prof Golam Azam of Jamaat-e-Islami and Maulvi Farid Ahmed of Nizam-i-Islam Party, Salik adds.

He observes that the Jamaat leaders collaborated with the Pakistan army "not only to advance their ideals of Pakistan as an Islamic state, but also to wreak vengeance on people they were at enmity with".

Jamaat leaders Golam Azam, Abbas Ali Khan, Motiur Rahman Nizami and Ali Ahsan Mohammad Mojahid launched a countrywide campaign urging youths to join the Razakars, Al-Badr, and the Al-Shams to resist the liberation forces of Bangladesh. The then home ministry also sent reports to West Pakistan about the activities of these forces in favour of the Pakistan occupation forces.

Pleased with their performance, Niazi dedicated his book to the Razakars and Mujahids of East Pakistan along with the members of the armed forces, civil armed forces, civilian officers and the West Pakistan police, saying they "strove hard, made supreme sacrifices and suffered humiliation to keep Pakistan united".

EXCERPTS FROM THE INSTRUMENT OF SURRENDER

The instrument of surrender signed in Dhaka on December 16, 1971 says, "The Pakistan Eastern Command agree to surrender all Pakistan Armed Forces in Bangladesh to Lieutenant-General Jagjit Singh Aurora, General Officer Commanding in Chief of the Indian and Bangladesh forces in the Eastern Theatre. This surrender includes all Pakistan land, air, and naval forces as also all para-military forces and civil armed forces. The forces will lay down their arms and surrender at the places where they are currently located to the nearest regular troops under the Command of Lieutenant-General Jagjit Singh Aurora."

Lt Gen Jagjit Singh Aurora, general officer commanding in chief of the Indian and Bangladesh forces, and Lt Gen AAK Niazi, chief martial law administrator Zone-B and commander of Eastern Command of Pakistan Army, signed the instrument of surrender.

A university professor allegedly caught in a Saudi-style honey trap has been sentenced to 180 lashes and eight months in jail – for having coffee with a girl.

The man, a prominent and well-respected Saudi teacher of psychology at Umm al-Qra University in the holy city of Mecca, was framed by the religious police after he angered some of their members at a training course, his lawyer said.

The academic has not been named by the local media, which have given his case wide coverage, but one senior Saudi journalist told The Times he was Dr Abu Ruzaiz, a married man in his late 50s with children.

"He is highly respected and above-board. Nobody believes the religious police's version of what happened. The whole of Jeddah (the main city near Mecca) is in uproar about this. Everyone believes he is innocent and was set up," the journalist said.

Usually bearded and often wielding canes, they ensure women are not harassed, sexes do not mix and shops close for prayers. They are under the command of the Kingdom's Commission for Promotion of Virtue and Prevention of Vice.

Abdullah Al-Sanousi, the academic's lawyer, told local newspapers that his client had drawn the ire of some of the Commission's staffers for speaking at length during a training session about how important it was for them to be polite to the public. Some of the trainees also wanted revenge because they had failed the course while others were not happy with their examination results.

Mr Ruzaiz is said to have received a call from a girl purporting to be one of his students who asked to meet to discuss a problem that she did not want to talk about over the phone. The professor agreed to meet at a family café provided she brought along her brother as a chaperone.

When he arrived, he was surprised to find the girl alone, and was promptly surrounded by religious policemen who handcuffed him and hauled him into custody. He was accused of being in a state of khulwa – seclusion – with an unrelated woman.

His lawyer insisted that because the two met in a public place frequented by hundreds of families, the question of khulwa, or illegal seclusion, never arose. The commission, however, insists that the family sections at coffee shops and restaurants are meant only for families and close relatives.

The professor is said to have taped a later conversation with the girl in which she admitted that she had been sent to the café by the religious police. The professor is relying on an appeals court to overturn the verdict. His lawyer has urged local human rights associations to back his plea for reviewing the case.

A spokesman for the Commission in Mecca denied that his officials had conspired against the professor. "They are honourable people and would not create such a trap for any kind of personal revenge," Ahmad Kasim Al-Ghamdi, told Arab News, a local paper.

The controversial case is the latest of several involving the often over zealous religious police that brought widespread international coverage that has embarrassed the Saudi authorities.

Kim Howells, the British Minister for Middle East Affairs, raised the issue of human rights with the Saudi authorities during a visit to the Kingdom this week. "He also mentioned certain high profile cases that have made international headlines recently," a British official told The Times.

A 37-year-old American businesswoman and mother-of-three was recently thrown in jail for sitting with a male colleague at a Starbucks coffee shop.

In another high-profile case, an illiterate Saudi woman is hoping that King Abdullah will spare her life after she was condemned to death for "witchcraft". Her accusers included a man who claimed that the woman, Fawzi Falih, had made him impotent with her sorcery.

An international human rights group said Falih – who faces being publicly beheaded – was allegedly beaten by religious police and forced into fingerprinting a false confession.

Prosecutors are currently investigating 57 young men arrested last week for flirting with girls at shopping centres in Mecca. They were accused of wearing indecent clothes, playing loud music and dancing in order to catch the attention of girls. The men insisted they were just trying to "have fun" without "imposing themselves" on the women.

And a teenaged victim of a gang rape was sentenced last year to 200 lashes and six years in jail for having been in an unrelated man's car at the time. She was pardoned by King Abdullah, although he maintained the sentence had been fair.

Demi Doha, if more people thought the way you do, the world would undoubtedly be a better place. Religion is all about making the right choices and being guided in the right way and not being cajoled and bullied by fear of violence.

Islam is supposed to be a religion of tolerance and respect yet the various fundamentalist versions show very little of this and yet require all to follow suit. It harps back to the middle ages when Christianity went through a very similar phase and surely this should prove to all that religion based on fear and hatred simply can not sustain itself.

These zealots who disguise themselves as religious police are simply human beings with human traits such as the desire for revenge the ability to lie and decieve and most of all the absolute coruption that comes with absolute power.

ভারত সফরে জেনারেল মইন প্রকৃতই যা অর্জন করতে পারেন।

জেনারেল মইনের ভারত সফরের উদ্দেশ্য বা লক্ষবস্তু কী তা আমরা কেউই জানিনা। তবে সত্যিকার অর্থে তিনি যা ভারতীয়দের কাছ থেকে অর্জন করতে পারেন বা শিখতে পারেন তা হলো কীভাবে একটি পেশাদার সেনাবাহিনী গড়ে তুলা যায়। এ বিষয়ে কোন সন্দেহ নাই যে আমাদের প্রতি ভারতীয়দের আচরণ নিয়ে অনেকেরই মধ্যেই একটা তিক্ততা আছে। এতদ্সত্ত্বেও ভারতীয় সেনাবাহিনীর পেশাদারীত্ব এবং অন্তত নিজদেশ এবং নিজদেশের মানুষের প্রতি কমিটমেন্ট নিয়ে মনে হয় কোন সন্দেহ নেই। দীর্ঘ ষাট বৎসরের ভারতীয় সেনাবহিনীর ইতিহাস, কার্যারলী তাই প্রমাণ করে। এই দীর্ঘসময়ে ভারতীয় সেনাবাহিনী কোন প্রকার রাজনৈতিক কর্মকান্ডে প্রবেশ করেনি কিংবা রাজনীতি নিয়ে মাথা ঘামায়নি। কোন সেনপ্রধান টিভিতে সাক্ষাৎকার দিয়ে দেশের সংবিধান পরিবর্তনের কথা বলেননি। ভারতীয় সেনাবাহিনী বিসামরিক প্রশাসনেও নাক গলায়না। ।

ভারতের ষাট বৎসরের ইতিহাসে কোন সেনানায়ক ( অবসরপ্রাপ্তরাও) সরকার প্রধান কিংবা রাষ্টপ্রধান হননি কিংবা হওয়ার চেষ্টা করেননি। এমনকি বর্তমান ক্যাবিনেট কিংবা অঙ্গরাজ্যের মুখ্যমন্ত্রীর পদেও একজন সেনানায়ক খুঁজে পাওয়া কষ্টকর হবে। এক্ষেত্রে ১৯৭১ পরবর্তী একটা ঘটনাকে সুন্দর উদাহরণ হিসেবে প্রসঙ্গক্রমে বলা যেতে পারে। ১৯৭১ সালে বাংলাদেশের স্বাধীনতা যুদ্ধের সময়ে ভারতের সেনাপ্রধান ছিলেন জেনারেল স্যাম মানেকশ। যুদ্ধে জয়ের ফলশ্রুতিতে তিনি জেনারেল থেকে ফিল্ডমার্শাল উপাধি পান এবং সে সময়ে ভারতের সবচেয়ে জনপ্রিয় ব্যক্তিত্বে পরিণত হন। এই জনপ্রিয়তার কারণে তিনি একবার গর্ব করে বলেছিলেন যে, আমি এতোটাই জনপ্রিয় যদি আমি দেশের সর্বময় ক্ষমতা নিয়েও নেই তবে জনগণ তা মেনে নেবে। এ বক্তব্যের পরিপ্রেক্ষিতে তিনি দেশের জনগণ ও তার সহকর্মী জেনারেলদের দ্বারা এতোটাই সমালোচিত হয়েছিলেন যে বছর তিনেক আগে মৃতু্র আগ পর্যন্ত তিনি কোনদিন উচ্চবাচ্য করেন নি। অনেকটা নীরবেই প্রথিবী থেকে চলে যেতে হয়েছিলো ভারতীয় সেনাবাহিনীর ইতিহাসের অন্যতম সফল এ সমরনায়ককে। ভারতীয় সেনবাহিনী তাই প্রকৃতঅর্থেই একটি পেশাদার সেনাবাহিনীর রোল মডেল। সীমান্তে দেশের জন্য যুদ্ধ করে জীবনদান করাটাই তারা তাদের সার্ভিসের একমাত্র কাজ বলে মনে করে।

আমার মনে হয় আমাদের সন্মানীত সেনাপ্রধানের ভারত সফরের সবচেয়ে বড় অর্জন হতে পারে যদি তিনি ভারতীয় সেনাবাহিনীর কাছ থেকে শিক্ষা নিতে পারেন কিভাবে একজন পেশাদার সৈনিক হওয়া যায়। তিনি যদি ভারতীয় সেনাবহিনীর আদলে নিজে পেশাদার সৈনিক হয়ে তার সৈন্যবাহিনীকেও একটি যথাযথ পেশাদার বাহিনীতে পরিণত করতে পারেন তবে দেশের মানুষ তাকে সত্যিকারের সন্মান জানাবে এবংতার মৃতুর পরেও তাকে মনে রাখবে।

বিঃদ্রঃ- (আমার এই লেখাটিকে ভারততোষণ বলে মনে করে ভুল বুঝতে পারেন। তবে আমি মনে করি নিজের শত্রুরও যদি কোন ভাল গুন থাকে তা স্বীকার করতে কিংবা তাকে অনুসরণ করতে দোষের কিছু নেই। বরং তা প্রকৃতঅর্থেই বুদ্দিমানের কাজ এবং মহত্ত্বের পরিচায়ক)।
