Transparency and Accountability in NGO Sector| TIB Style!

Good governance in NGO Sector Problems and Solutions workshop was arranged by TIB, BRAC, MJF, OXFAM and NGO Bureau at Chittagong. I was attended with one of my journalist friends and find interesting things. Most of the participants are Government officials and they are blaming NGOs for corruption even NGO Bureau officials also blames to NGOs. But what is interesting there is no NGO representative, I think I found 2-3 NGO personnel. But no representative from their associations. I know Mr. Nazer who is chairperson of ADAB. Most of them talks about NGOs business, corruption, monopoly. After end of the session I talked with TIB people about NGOs participation, they said they invite only their members other partners invite their partners. Again I talk with one NGO personnel, they said they are not aware who are invited and process. Mr. Pronab Kr Gosh from NGO Bureau presented paper for transparency, I informed he was most compliant for last BNP-Jamat jute government, sitting in NGO bureau for last 7 years and without money he does not signed any paper and have involved many irregularities.

 

What I would like to say, If participation of NGOs are not fair how TIB make solutions, is the TIB serve to implement other peoples agenda to say all NGOs are corrupt, which they already done before. BRAC is a symbol of corruption, manipulation, business in the world and they are arranged workshop to NGOs free from corruption. Is it possible how I don't know? They have solution, they buy the TIB and others to implement their purposes and BRAC is successful buyer in Bangladesh who has excellent capacity and skill to purchase donor, GOB minister, officials, politicians, NGOs and journalist etc. In the name of transparency and anti corruption BRAC open training school for journalist. I know BRAC is main initiator who played important role to dived NGOs in Bangladesh develop another platform, develop opportunist groups, makes syndicates, corrupt government officials and monopoly the NGO syndication. This is the main cause of NGO corruption in Bangladesh.  But nobody will discuss why the NGOs are unmanageable, I was talked with a NGO leaders for last year, he said BRAC and other few do not wants there is self regulation in NGOs sector, even all the business and other professional bodies have self regulation bodies, BRAC and others destroyed it. Now they are taking monopoly and become gang leaders. They wants NGOs size should be limited one. Government officials even TIB will not talks anything about BRAC, because once they have to go BRAC for job after retirement. If it is established all NGOs are corrupt BRAC will say we are transparent and we circulate our accounts through newspaper with big advertisement. So, come to me, give your all fund. Thus ways 3-5 NGOs are holding most of the fund? I learnt another things, donors interested to give all fund to BRAC and others who have multistoried building and facilities. In the name of bidding they also support big NGOs. So donors should be transparent and bidding process should be non profit oriented. I make another question, how BRAC and others developed multistoried buildings, million–billions dollars business? from where money is come? Is the money come from poor or deprived them or in the name of poor? What is my observation last 7 years some NGOs who are associated with business micro-credit and others and linkage with ruling government they become get bigger and those who criticized governments corruption and irregularities become down and decreased below.         

 

So, TIB should be reformed and should clear what is their inside intention, is they are stand against nation and to flash the globally Bangladesh is the nation of corrupt people? TIB also NGO, is the accountable? what I seen to selecting NGO participants, they are not perfect and controversial and engaged to implements others agenda. Otherwise they will talks about NGOs self regulation, ADAB issues and NGOs biding process. The process and dealing is corruption, how NGOs become exploit out from corruption. Probe into corruption of 1/11 people demanded

Justice Md. Abdur Rauf and Justice Amirul Islam have demanded probe into the alleged corruption of those involved with 1/11 change over and urged the government to bring back Fakhruddin Ahmed and Gen Moeen U Ahmed from abroad.
In an interview with a private channel 'Diganta TV' Justice Abdur Rouf has demanded the detail accounts of the money collected for Sidr relief in the name of "Relief Funds" conducted by the then Chief Adviser of Caretaker Government Dr. Fakhruddin Ahmed and then Army Chief Moeen U Ahmed.
He said, how the huge amount of money that poured in from home and abroad was spent must be made public. He further said the people have alleged to him that this money had been misappropriated by those in the helm.
He said the concealing of the facts about the relief money gave him the impression that the allegation about misappropriation was true. Justice Rouf said the price of dollars soared after 1/11 although there were no business transactions in the country due to the anti-corruption drive. Then, who did purchase these dollars at high price, he asked adding, certainly those who were involved with 1/11 made the transactions of dollars. The real picture of corruption of these two persons will be revealed if investigation is conducted about documents relating to land registration office and car purchase.
Justice Rouf demanded constitution of new parliamentary committee to investigate into the corruption of 1/11 people and urged the government to bring back Fakhruddin Ahmed and Moeen U Ahmed for legal action.
Justice Syed Amirul Islam in his interview said, Sheikh Hasina and Khaleda Zia should sit together and decide to amend the constitution so that the three-month Caretaker Government can not be prolonged for two years.
He called upon the Anti-Corruption Commission to investigate into the amassing of wealth by Fakhruddin Ahmed, Moeen U Ahmed and others involved with the 1/11 and Caretaker Government.
 
 
We have to make sure that army is not involved in any civilian affairs,particularly national election. If army is involved in national election, then AL will try to make it pro-AL, BNP will try to make it pro-BNP. This will have destructive effect like  freezing-thawing on our army

[chottala.com] Banks to get Tk 11,500 cr farm loan goal




 The central bank is set to fix the agriculture loan distribution target for all banks at a record Tk 11,500 crore in 2009-10, by creating new loan products, the governor says.

"The whopping amount will have an aim to make the country self-dependant in food through boosting farm produce," said Atiur Rahman, speaking exclusively to bdnews24.com on Monday

He said that agriculture and rural loan regulations and the farm credit disbursement goal would be announced on Tuesday.

"In the upcoming agriculture and rural loan regulations, a number of new sectors have been created… new food storages under the loan coverage will be encouraged, sharecroppers will be allowed access to loan without deposit and loans for producing spices," the governor said.

"Bangladesh Bank will strictly monitor if the banks are properly disbursing farm loans," the central bank chief said and added that there would be separate monitoring cells in each bank.

Jamaat-e-Islami (JI) Pakistan and Chinese ruling Communist Party have signed a memorandum of understanding which says that both parties will collaborate in the fields of justice, development, security and solidarity. Following a weeklong visit to China, the seven members JI delegation signed the memorandum in Beijing, says a message received from JI office.

JI secretary general Syed Munawar Hasan and Secretary Foreign Affairs of Communist Party of China, Lio Hong Sai, signed the memorandum. Both parties have agreed upon four principles including independence, equality, and mutual respect and not to interfere in the internal matters of each country.

The document praised the principled stance of China on Kashmir issue and reiterated that this stance and vital cooperation of China will continue. It also expressed gratitude to China's support to Pakistan at every world forum and both sides agreed that this valuable diplomatic and political support would continue.

The Memo expressed satisfaction over economic and developmental cooperation between the two countries and assured this journey for regional stability and prosperity will be carried on in future. Both sides assured full support to China's national and geographical unity, and fully backed China's stance on Taiwan, Tibet and Xin Jiang issues. JI Pakistan ameer Qazi Hussain Ahmad, Liaqat Baloch, Prof. Mohammad Ibrahim, Sirajul Haq, Abdul Ghaffar Aziz and Asif Luqman Qazi were also present on the occasion.

Please don't possess this wrong conception that only "Adamjee Ispahani Bawani Dawood Kohinoor habib family had build the economy in Bangladesh by establishing mill industry in East Pakistan where there was no any industry in 1947 & had provided job & business facility to the people of east Pakistan but they were looted".

 

There were no industrial assets or any big assets at all in Pakistan in 1947 left behind by the Britishers, whereas in India there were many industrial establishment readymade inherited by India from the British regime. West Pakistan was not a so much resourceful country except some gas field discovered later on as for example Sui Gas Field in district Sibi, Baluchistan where as in our the then East Pakistan besides Sylhet Gas Field there were multiple natural resourceful products like Jutes available in huge amount used for Amin Jute Mills, Adamjee Jute mill and in Chandragona Paper mills from availability of huge resources like bamboos, woods and other raw materials available in the big jungles of Chittagong Hill Tracts area suitable for paper productions, humid weather of Bangladesh suitable for leather industries for Tanneries and many others suitable and available raw materials in the then East Pakistan only. Chandragona paper mills is the biggest paper mills in the whole of Asia  not possible either in Pakistan or in India yet. Indian few rich man took the opportunity of our availability of plenty of resources and geographical situation and approximity, established those industries according to their suitability and not for our benefit only as you try to indicate. At the end just before the last moment of our liberation war when they saw no other hope for their survival and came to understand they cannot  stay here more to enjoy as before, then by leaving the skeleton of those industries took everything from here during nine months of our liberation war, whatever they could take to West Pakistan but our God gifted natural resources they could not take any more for which they are repenting now and crying over there by remembering those sweet memory of their enjoyments and facilities they used to get from our Bangladesh(the then East Pakistan) at that time which they could not think of again in the deserts and huge rocky mountain area of Pakistan. There were some small amounts of non-Bengali businessman made their life in our the then East Pakistan which probably they could not dream at all.

 

In many parts of the world development process depends on the availability of resources even in vast continent like U.S.A., Russia, Australia, South Africa, Middle East, Japan etc and many other big or small countries developed by the resources available over there.   Bangladesh also whatever small amount of resources we had we have come up to this level. It would be a bit early in our development if migration in bulk amount as in millions not entered in our small country. Look at many rich Muslim countries like middle east whether allowing any Muslim from a poor Muslim country to enter in their country to get citizenship, leave aside citizenship even job over there but being a small poor muslim country like us we  allowed Indian refugees to get a chance of citizenship in our country, which facilities by their selfish attitude they lost and could not avail by their own faults. If they are now without any country to stay it is not our faults. This Bangladesh we made by the sacrifice of our three millions of Bengalis. History mention no role of non-Bengali Beharis in the independence of our Bangladesh for which others have toiled. Instead they took part during our liberation war period by giving side with the Pakistanis in their wrong stance and one time by stopping a train near Sholo Sahar Wireless Colony, Chittagong slaughtered the full train of Bengali passengers travelling from Nazir Hat to Chittagong  for which they sould should have to be brought as war criminals but Bangabandhu Sheikh Mujibur Rahman after returning from Pakistan Prison had forgiven them and that is why they are still living in Bangladesh for the last 38 years though their beloved Pakistan still refusing to take them back. 

 

For your further information our renowned Industrialist and former Industrial Minister during Ayub Khan's time A.K.Khan established so many industries in our country which our peoples are still running by themselves. Mind that if those names which you have mentioned above would not come  at that time, our people were sufficient enough to establish those industries might be a bit late, by themselves as availability of God gifted resources in course of time and according to the situation.

On the other hand for lawful Administration & justice of humanity & for the cause of Human right you need to think  why had migrated they to East Pakistan what were their right &  reasons?. East Pakistan was created for the Muslim & along with Bengali Muslim to live here Indian migrated Muslims who were also the legal citizens of Bangladesh under the theory of 2 Nations. After their settlement in Bangladesh East Pakistan became a multi language province.. Bangle language to the people of Bangladesh & Urdu language to Indian migrated people. Both have equal right to speak their in own mother language Bangla & Urdu.

In this circumstances

If Bengali people would fight for their own Mother Language Bangla.

 

Then

Why could not fight migrated people who are the legal citizens of Bangladesh for their own mother Language Urdu?

If fighting of Bangladeshi people for their Bangla Language would not be crime

Then

Why fighting of migrated people for their Urdu language would be crime??

 

Dear dina khan in answering to your above inquisitiveness:   

The question of language would not arise at all provided M.A.Jinnah after his arrival in Dhaka immediately after the creation of  Pakistan would not declare  urdu and urdu sould be the state language. This created  resentment in the mind of  whole of Bengal when they saw their majority speaking Bengali languages were underestimated   and thus by creating all sorts of hatreds for the urdu language in the minds of Bengali speaking people from that very day in 21st Februaruary,1952 after the firing over the students of Dhaka University killing many of them. There is no history in the world only for language students were killed in the street as it happened  in our Bangladesh. That language movement was the turning point in the history of creation of Bangladesh in 1971. Otherwise Bengali speaking people of the then East Pakistan (Bangladesh) at that time used to become delighted to speak urdu with the non Bengali urdu speaking Biharis who entered in the then East Pakistan. Many of the Bengalis knew urdu and could talk in urdu very well, but sorry to mention very few non Bengali Biharis could speak in Bengali rather used to show their hatreds in speaking in Bengali though they made up their mind to stay as citizens in Bengal for ever.  If any Bengali speaking people in Bihar try to show their dissatisfaction in urdu what will be the  reaction in the minds of our Bihari brothers? The whole of Bengal- East Bengal of Pakistan and West Bengal of India are the biggest zone of Bengali speaking people. Nobody bother if in this area urdu speaking people speak in urdu and hindi speaking people speak in hindi. The question of language movement arose when in the vast majority of Bengali speaking area urdu were going to be imposed by force as it was tried by M.A. Jinnah in 1952.  I quite aggree with you dina khan as you told Bangladesh is a area of cosmopolitical languages of Urdu, Bengali, English and many other languages but nobody can deny as in majority Bengali speaking area the supremacy always should have to be for Bengali languages.  

No question of fighting in concern of Bengali and Urdu  as majority Bengali speaking people in Bangladesh don't  possesses any sorts of hatreds for urdu after so many ups and down.  Fighting always equal vs equal. Not our vast majority of our Bengalis like to fight with a small quantity of non Bengali Biharis until and unless they don't disturb the Bengalis as they used to do during Pakistan time in association with the high headed Pakistanis and in 1971 we lowered down their high headed thinking successfully. Our fighting with Pakistan is over as Pakistanis used to think they are more superior to us and we have shown them in 1971 and make them understand very nicely how much superior they were. Now we want to live in Bangladesh peacefully with all multi language speaking people in a harmony.

 The all-party parliamentary committee cannot visit the Tipaimukh dam project site by July 15, as was previously scheduled, the water resources minister said on Monday.

"The committee cannot visit the site within the particular time as Awami League and Jatiya Party are set to hold national council and it did not receive any letter from the foreign ministry," Ramesh Chandra Sen told reporters at the Secretariat.

The committee was set to go to India on July 15. But he hoped that the committee would visit the site by this month.

Sen also said his ministry was yet to receive a letter from opposition chief Khaleda Zia with a list of names for an alternative team, including four experts, to visit the controversial dam site.

A three-member delegation led by BNP joint secretary general Nazrul Islam Khan, however, handed the letter to officials at the prime minister's office on June 29.

"We have not got any letter from the opposition. If we don't receive one there is no scope to send a separate delegation," said Sen.

Congratulations the Grand Alliance ruling Government for successful finishing the 6 months tenure.  Present Government has many success, progress and has taken many initiatives in different areas of the country but the NGO sectors remain unchanged. Some of the areas are deteriorated. It was described earlier last ruling Government BNP-Jamat alliance government has created many dark stories in NGO sector in Bangladesh. They have created division in NGO sector and developed opportunists groups and promoted corporate NGOs in Bangladesh. As a result few NGOs holding and occupying the most of the Government and donor channel funds and NGOs are criticized by the civil society and others. But nobody not gone through why this situation arisen? If you gone through the process you must find out the reason why NGOs become unmanageable. The last ruling government is created this situation. As we are across the last resume and the elected democratic Government taken charges. However till now the agents of last ruling BNP-Jamat jute Government's now exist in NGO Affairs Bureau, Office of the Prime Minister and other parts of the Government. This was also alarming for us some of them has been sitting over last 07 years and has created many obstacles for progressive NGOs and promoted fundamentalist and corporate NGOs. They are created bar to progressive NGOs to getting registration, renewal of FD registration and project approval from NGO Affairs Bureau and also advice other Government departments to develop policies which makes barrier and criteria to small and right based NGOs to get Government fund also. They introduced many new formula and set up criteria which is not familiar to small NGOs and encourage the large and corporate NGOs. They are now still in NGOAB and pushing new ideas and thought how the NGOs become corrupt and giving wrong information to Government. These groups were played important role to dived NGO sector and blacklist ADAB as NGO coordinating body. Till now they are active in old game? You can get a clear picture about the present the BNP-Jamat backed NGOs are promoted by the present Government officials. You can read the news from the link below. Is the NGO syndication and monopoly are exist and going smoothly right now? Are the people changes covers to become progressive and doing old game? If it is going ahead safely, this will be great loss for us. The Government and other policy makers should think it seriously? As we know Government has public procurement act which is also applicable for non profit sector. The business sector make profit from the contract but the non profit what they are gain and the same procedure maintaining both the sector. It is not realistic and justice.

 

After finishing of the 6 months of the present Government, the Government has no taken any initiatives to reorganized NGO sector in Bangladesh, restore ADAB as coordinating body for NGOs, not cancel the letter of NGOAB Ref. ¯§viK bs-gcwe/gvmvcÖ/8(2)/145(540) Ges bs-Gwee¨y/mc-2/ GWve/190/2002-1228 dated 19 April and 6th April 2003. Even Government has not follows the instructions of High Court regarding the issues. Government has no initiatives to re-functioning the Government NGO Consultative Council-GNCC. Some of the opportunist NGOs who are become NGO crowd-puller during the last Government resume are trying to manage present government. Finally Bangladeshi NGOs are passing hardship to receiving foreign funds, getting government approval for new projects, all NGO related government projects channel through few syndicates NGOs, lots of NGOs workers become jobless, poor and victims are not getting services from NGOs, non functioning of peoples voice, deadlocked grass roots level social & economic growth, threats by fundamentalists, unethical disbursement of NGOs fund and NGO selection of government departments, NGO-GO coordination totally ceased, 2-3 big NGOs handing all funds (government and foreign) and non-NGO personnel (ex GOB officials, businessmen) occupying the NGOs leadership.

 

What we have seen, many opportunists are trying to manage the ruling party men by anyhow and become friends of ruling party men but the ruling party people must consider the background and previous history of these people. If they got incentives none will be considerable. This is terrible for all of us. These may be considers in next election. Government has to must identify who are their friends and well-wisher. At present AL has so many friends, but before 6 months who are with them, that should be considerable. Otherwise dangerous situation may be arisen, which may not be recoverable.
