Make young professionals first time homeowners - a followup proposal on budget

Help the working and honest middle class citizens. Empower them. REHAB has to come forward to face this challenge to help the middle class and young generation

First thing - exclude real estate sector from black money whitening scheme. Don't encourage a bubble in the housing sector.

In any country, where tax laws are made and applied with a sane mind, house ownership is not treated as just another service that people need. There is a difference between owning two pieces of clothes and owning two houses or two apartments. As a human being we need more than one shirt or more than one lungi's, more than one clothes of any type. However, we do not need more than house to live. One person or one family can not live in two apartments at the same time.

So, whenever someone owns two houses, the second house is identified as a way of doing business. It may be a stable way, or a less aggressive way depending on who you are, but it is not a living space for that owner. In other words, this second home or apartment is not his or her fundamental right.

In Bangladeshi weather, the second and subsequent house ownership is not a luxury, either.

Given the context and weather pattern of Bangladesh, the only incentive for owning more than one house is earning money - albeit a very lazy way to earn money.

Population density of Bangladesh is very high. So, tax laws regarding more than one house ownership should be even tighter compared to other countries to make sure every working and able (young) citizen can afford their first house within a reasonable amount of time from their own and honest income. Did you hear that, Mr. Finance Minister?

But how to achieve that goal of helping young professionals to buy their first house or apartment as soon as they enter the workforce? Irony of policy making of Mr. Saifur Rahman and his peers is that they allowed the black money holders to invest in the housing sector as a way of whitening money! Celukus! This policy makes a already difficult situation even worse.

We really do not understand the reasoning. Saifur Rahman did not really understand a thing about policy making, it seems! The absence of any rational tax structure on house-ownership and the incompetencies of the policy makers have worsened the situation for the citizens of Bangladesh - a situation which is already very complex due our very few amount of per capita land. Government and the members of REHAB to address this issue. Ideally, REHAB should take their responsibility pro-actively and come up with a recommendation about how government could help solve this urgent problem without adversely affecting their business.

But it has to be recognized that like any other rich people in the country who owns multiple living spaces in Bangladesh, members of REHAB will also have to take a portion of the hit. No more free lunches, do you hear that?

No change comes without a cost. All have to pay the price. Unless REHAB stands up to this challenge, we urge the respective agencies to use their policy making role to mitigate the huge imbalance that exist in the housing sector. This sector is supposed to be the backbone of the economy, not something that breaks the backbone! We do not want to go into details of the policy making, but we would like to emphasize few points here with regards to what should be the goal of policy reform:

1. A first class government officer who lives a honest life should be able to realistically dream of a his or her own apartment within five to ten years of their career if they plan and use their money wisely. At the beginning, it might be hard to do that. So, at least, it should be made possible for those couples where both husband and wife is working. There would be loans to pay for a longer period of time, may be for 30/40 years, but they have to start gaining the benefit of home-ownership.

2. Private sector employees with university degrees should be able to dream of their own houses at some point of their early career. If both of the spouses works, they should get the option very early. Tax structure and other policies have to be modified accordingly.

3. Ownership of multiple houses should be made too pricey to be considered. Those who own multiples already, new policies should encourage them to divest in the real estate sector. Investing in a second house should be made less attractive. Now, this is a very loaded sentence for it to be implemented. But we are sure if some "honest and competent" economists and finance graduates sits together and think about it, there are many ways to make this as a target goal that can be achieved in five to ten years time. The rent that people gets from second houses - those should be taxed heavily, as a starting point. But that is the easiest route as far as policy making goes. There should be other ways to address this.

4. There should be public/private partnership funds created (these may use social business model) to support the working middle class and the REHAB members so these funds can underwrite the initial down payment necessary for a loan to be approved by a bank. This funds and social businesses can support the house building finance corporation (HBFC) to underwrite the real estate transactions in block arrangements. HBFC should stop dealing directly with consumers, rather it should be something similar to what we have in the micro- finance sector (i.e. PKSF). We are sure our NRB readers from different other countries can share their example of similar organizations that operate in the private sector but they were initially formed at the initiative of the government. If the industry do not come forward with their proposal so government's main work becomes easy, the government should take a very tough stance to investigate all previous problems and apply existing laws to correct any violations. REHAB should behave responsibly.

5. Do not only do "cosmetic surgery" like taking few projects for the poor. Rather address the main issues to create an environment so the market mechanism allows the working middle class to start dreaming about their own houses - own their first houses. Also, make policies so that the people who owns multiple houses finds it unattractive to hold on to those extra houses. This suggestions should come to the multiple house owners as a shock. But this shock is necessary to fix the society. These multiple house owners were mostly corrupts - at some points in their career/life. But law probably can not get all of them - also it would be useless to go after and punish all the corrupts. Rather, a better policy will be to make these "seemingly OK but corrupts" to work hard to increase their wealth. They will risk loosing money or sell these houses to invest the money to some other sectors that will generate employment. So, the corrupt money will be made to help the country, help the government to acheive their goal and that would be beauty of the reformed policies.

6. There has to be a good framework for secondary market for selling and buying existing homes, which is abesnt now.

The clock time are generally adjusted near to the south & north poles countries of the world due to the day time becomes too much long & night time becomes too much short  in Summer & the day time becomes to much short & night time becomes too much long in winter of the countries to these area.

Bangladesh does not belong to this area & this clock time adjustment does not increase the rate of electricity to any country.

The BAL Administration for making the people foolish has done this Clock time Adjustment to save Electricity in Bangladesh.

They should need to learn that by adjusting clock time Electricity can not be saved. They need also to learn that the electricity is needed to create & is needed to produce more electricity in the Electricity Factory.

To increase more electricity & to give more Electricity production in the Electricity Factory the management, the work staffs of the Electricity Factory are needed to be more skilled are needed to be more efficient & are needed to do work correct perfectly & efficiently. 

Wearing Mujib coats doing chapabaji works & adjusting clock time will not be possible to solve the Electricity problems for making Sonar Digital Bangle.

To build Sonar Digital Bangle is needed more & more Electricity .To create more Electricity are required more Electricity Factories.

To build & running the Electricity Factory are needed providing to the people Modern  Electrical Education to educate them perfectly in learning & working  theoretical & practical modern electrical education System for using Electrical System efficiently.
