ভারতকে করিডোর দিতে তিতাস নদীতে বাঁধ : 'বাঁধ কাইট্টা দেন আমাদের বাঁচান'

মাহাবুবুর রহমান, আখাউড়া থেকে ফিরে
টিপাইমুখে ভারতের বাঁধ নির্মাণের প্রতিবাদে যখন জাতীয় রাজনীতি উত্তপ্ত, তখন ব্রাহ্মণবাড়িয়ার মানুষের আকুতি, 'তিতাস নদীর বাঁধ কাইট্টা দেন, আমাদের বাঁচান।' ভারতকে করিডোর দিতে ব্রাহ্মণবাড়িয়া ও আখাউড়ার সংযোগস্থলে তিতাস নদীতে দেয়া বাঁধ মরণফাঁদে পরিণত হওয়ার শঙ্কায় রয়েছেন এলাকার মানুষ।
সরেজমিন পরিদর্শনে কথা হয় ৬৫ বছরের বৃদ্ধ রাজ্জাক আলীর সঙ্গে। রাজলক্ষ্মী নামে একটি ভেনিয়া সাম্পানের কর্মচারী তিনি। শুক্রবার বেলা আড়াইটায় তিতাস নদীতে দেয়া বাঁধে তিনি সাম্পান থামিয়ে মালামাল তুলছিলেন। ভৈরব থেকে আনা পেঁয়াজ, রসুন, চাল, তেল, বিস্কুট, আলুসহ নিত্যপ্রয়োজনীয় দ্রব্য তারা ছোট ইঞ্জিনের ট্রাকে করে আখাউড়ায় নিচ্ছেন। আগের দিন বৃহস্পতিবার বিকাল থেকেই চারটি করে বস্তা নেয়া হচ্ছে। ২৪ ঘণ্টায়ও পুরো সাম্পানের মালামাল নেয়া সম্ভব হয়নি। আগে সাম্পান আখাউড়া ঘাটেই ভিড়ত।
ব্রাহ্মণবাড়িয়া ও আখাউড়ার সংযোগস্থলে তিতাস নদীতে বাঁধ দেয়ায় সেখান থেকে গাড়িতে মালামাল বহন করতে হয়। এতে ভোগান্তির পাশাপাশি পরিবহন খরচও বাড়ছে। আবার, বাঁধের কারণে নদীর পানির স্রোত বন্ধ হওয়ায় আশপাশ এলাকার বোরো এবং ইরি ধানের ক্ষেত্রেও পর্যাপ্ত পানি মেলে না। তিতাস নদীর বাঁধটি এ এলাকার মানুষের জন্য মরণফাঁদে পরিণত হচ্ছে বলে অভিযোগ এনে তিনি বলেন, 'কথা না বলে, আপনারা এ বাঁধটি কাইট্টা দেন, আমাদের বাঁচান।' ক্ষুব্ধ কণ্ঠে রাজ্জাক আলী বলেন, 'একুশে টেলিভিশন, দিগন্ত টেলিভিশন, ক্যামেরা সাংবাদিক অনেকেই দেখি ছবি তোলে। কিন্তু বাঁধটা তো থেকেই যাচ্ছে।'
রাজ্জাক আলীর মতো ব্রাহ্মণবাড়িয়া-আখাউড়ার অধিকাংশ কৃষক, জেলে, ব্যবসায়ী ও শ্রমজীবী মানুষের আকুতি মরুভূমি হওয়ার হাত থেকে পুরো অঞ্চলকে রক্ষায় তিতাস নদীর বাঁধ অবিলম্বে কেটে ফেলতে হবে। ঐতিহ্যবাহী তিতাস নদীকে বাঁচাতে তার পানিপ্রবাহের গতিধারা ফিরিয়ে দিতে হবে। ধানসহ সব ধরনের ফসল উত্পাদন, জেলেদের মাছ ধরা এবং স্বাভাবিক ব্যবসায়িক যোগাযোগ মারাত্মকভাবে ক্ষতিগ্রস্ত হচ্ছে। অবিলম্বে তিতাস নদীতে দেয়া বাঁধ কেটে ফেলতে তারা দাবি জানান। শুক্রবার বিকালে সম্মিলিত পেশাজীবী পরিষদের আহ্বায়ক মাহমুদুর রহমানের নেতৃত্বে ঢাকা থেকে আশুগঞ্জ হয়ে আখাউড়া পর্যন্ত রোডমার্চের গাড়িবহর তিতাস বাঁধে পৌঁছলে বৃদ্ধা রাজ্জাক আলী তাদের কাছেও একই আহ্বান জানান।
ভারতকে করিডোর দিতে আশুগঞ্জ থেকে আখাউড়া পর্যন্ত ব্রিজের পাশে বাইপাস রাস্তা তৈরি করতে ১৮টি খাল ও তিতাস নদীতে বাঁধ দেয়া হয় গত প্রায় এক বছর আগে। 'ওভার ডাইমেনশনাল কার্গো' বা ওডিসির আওতায় শুল্কমুক্তভাবে বাংলাদেশের ওপর দিয়ে ভারতের বিদ্যুেকন্দ্রের ভারী সরঞ্জাম বহন করতে এ বাঁধ দেয়া হয়। এই পথে এরই মধ্যে অর্ধশতাধিক চালান মালামাল নিয়েছে তারা। ত্রিপুরার পালাটানায় বিদ্যুেকন্দ্র স্থাপনের জন্য এসব সরঞ্জাম নেয়া হচ্ছে।
বাঁধ নিয়ে এলাকাবাসীর যত ক্ষোভ : আখাউড়া ও ব্রাহ্মণবাড়িয়ার সংযোগস্থলে তিতাস নদীতে পূর্ব-পশ্চিমে এ বাঁধটি গত প্রায় এক বছর আগে নির্মাণ করা হয়। দু'পাশে দুটি ব্রিজ থাকলেও অধিকতর ভারী মালামাল নিতে ভারতীয় একটি কোম্পানির অধীনেই এ বাঁধ নির্মাণ করা হয়। বাঁধের পশ্চিমে ব্রাহ্মণবাড়িয়ার বাসুদেব ইউনিয়নের কড্ডা গ্রাম। আর পূর্বে আখাউড়ার পৌরশহরের খড়মপুর গ্রাম। আশপাশ এলাকায় বিস্তৃত ধানক্ষেত। বাঁধের পাশে পাথর পরিবহন কর্মী শাকিল আহমেদের সঙ্গে বাঁধ সম্পর্কে কথা বলতে গেলে তিনি বলেন, 'শুনেছি আমাদের জন্য ভারত বিদ্যুত্ উত্পাদন করতে সরঞ্জাম নিচ্ছে। এজন্য নদীতে বাঁধ দিয়েছে। বাঁধটা কবে কাটবে জানি না।' সহকর্মী হারুন রশীদ তাকে থামিয়ে দিয়ে বলেন, 'বিদ্যুেকন্দ্র হবে ভারতের ত্রিপুরায়। তাতে আমাদের নদীতে বাঁধ কেন? একটা জ্যান্ত নদীকে মেরে ফেলা হচ্ছে।' আপনাদের জন্য বিদ্যুত্ উত্পাদন করবে, এটা কে বলেছে—প্রশ্ন করলে শাকিল থেমে যান। পরে আবার বলেন, আমাদের এলাকার একজন নেতা। কোন দলের নেতা—জানতে চাইলে শাকিলের উত্তর, 'এমপির দলের লোক।'
তিতাস নদীতে বাঁধ ও ব্রাহ্মণবাড়িয়াবাসীর কথা : এলাকাবাসীর অভিযোগ, ভারতের মালামাল পরিবহনের জন্য পুরো ব্রাহ্মণবাড়িয়াকে মরুভূমি করার প্রক্রিয়া চলছে। প্রায় এক বছর আগে ১৮ খাল ও তিতাস নদীতে বাঁধ দেয়ায় এরই মধ্যে বোরো ধান এবং অন্যান্য উদ্ভিদের পানিস্বল্পতার বিষয়টি স্পষ্ট হয়ে উঠেছে। তিতাসের পানিপ্রবাহ বন্ধ থাকায় পার্শ্ববর্তী খালগুলো পানি পাচ্ছে না। আরও ১৮ খালে বাঁধের কারণে অনেক গ্রামের স্বাভাবিক জলাধার শুকিয়ে যাচ্ছে। মেঘনা নদীকে বলা হয় তিতাসের দুহিতা। মেঘনারই একটি শাখানদী এটি। ব্রাহ্মণবাড়িয়ার নাসিরনগরের চাতলপাড় থেকে তিতাসের সৃষ্টি। সেখান থেকে নাসিরনগর, হরিণবেড়, হরিপুর, শাহবাজপুর হয়ে শহরের পাশ দিয়ে প্রবাহিত হয়ে আখাউড়ায় গিয়ে মিলিত হয়েছে তিতাস। উজানিশার থেকে আবার প্রবাহিত হয়ে মিলিত হয়েছে শহরের গোকর্ণ ঘাটের দিকে। গোকর্ণ ঘাট থেকে এর শাখা চলে গেছে নবীনগরে। ওদিক দিয়ে আবার একটি শাখা মিলিত হয়েছে মেঘনা নদীর সঙ্গে। একসময় প্রায় ব্রাহ্মণবাড়িয়ার নয়টি উপজেলার সাতটির মধ্যেই লঞ্চ যাতায়াত ছিল। তিতাস নদীর দৈর্ঘ্য ৯৮ কিলোমিটার। নদীকে কেন্দ্র করে প্রায় ১০ লাখ হেক্টর জমিতে ধান উত্পাদন হয়।
অদ্বৈত মল্ল বর্মণ যে নদীর দ্বারা প্রভাবিত হয়ে লিখেছিলেন 'তিতাস একটি নদীর নাম', সেই উপন্যাসকে ঘিরে রচিত হয়েছে নাটক, চলচ্চিত্র। এই ঐতিহ্যবাহী নদীর বর্ণনায় আখাউড়ার অধিবাসী, সাংস্কৃতিক কর্মী আতাউর রহমান চৌধুরী বলেন, একসময় তিতাস নদীতে লঞ্চ চলত। লাখো জেলে নদীতে মাছ ধরে জীবন চালাত। তিতাসজুড়ে মাছরাঙা, পানকৌড়ি, গাংচিলের কলরব ছিল। পালতোলা নৌকার ভিড় এবং ধেয়ে আসা মাঝিমাল্লার সুরেলা কণ্ঠ আমাদের কানে বাজে। কিন্তু নানা কারণে এ ঐতিহ্যবাহী নদীটি ছোট হয়ে আসছে। গত প্রায় ১০ মাস আগে ভারতীয় মালামাল টানতে তিতাস নদীতে বাঁধ দেয়া হয়। গত বর্ষা মৌসুমে বাঁধটি কিছুটা ক্ষতিগ্রস্ত হলে আবারও পুনর্নির্মাণ করা হয়। নদীর পানিপ্রবাহ বন্ধ করে এমন বাঁধ এ এলাকার জন্য মরণফাঁদ হয়ে দেখা দেবে বলে তিনি আশঙ্কা প্রকাশ করেন।
বাঁধ নিয়ে স্থানীয় রাজনীতিকরা যা বলেন : তিতাস নদীতে দেয়া বাঁধকে 'অস্থায়ী বাঁধ' বলে অভিহিত করেছেন স্থানীয় সংসদ সদস্য ও প্রধান বিরোধী দল বিএনপি নেতারা। 'বাঁধটি বেশিদিন থাকলে এলাকার ক্ষতি হবে'—দু'জনই এ মন্তব্য করে বলেন, 'অস্থায়ীভাবে এ বাঁধ দেয়া হয়েছে। কাজ শেষ হলে বাঁধ থাকবে না।' একাত্তরে মুক্তিযুদ্ধে তিতাস নদীকে ঘিরে যুদ্ধ এবং পাকবাহিনীকে হঠানোর ঐতিহ্যকে স্মরণ করেই তারা এ নদীকে বাঁচিয়ে রাখার পক্ষে মত দেন।
'একটি প্রবহমান নদীতে বাঁধ দেয়ার আইনি ভিত্তি এবং এলাকার ক্ষতির বিষয়টি কীভাবে বিবেচনা করেন'—আখাউড়ায় সরকারি দল আওয়ামী লীগ থেকে নির্বাচিত সংসদ সদস্য আলহাজ শাহ আলম অ্যাডভোকেটকে প্রশ্ন করা হলে তিনি বলেন, 'ভারতের পাওয়ার প্লান্টের সরঞ্জাম পরিবহনের জন্য ক'মাস আগে বাঁধটি দেয়া হয়েছে। বন্ধুরাষ্ট্রকে আইনি ভিত্তিতেই সুবিধা দেয়া হয়েছে। তারপরও যেহেতু অস্থায়ী বাঁধ, এটা বেশিদিন থাকবে না বলে আশা করি। বর্ষা এলে অটোমেটিকেলি ভাঙা হয়ে যাবে।' ব্যবসায়িক ও পরিবেশের ক্ষতির বিষয়ে জানতে চাইলে তিনি বলেন, 'সামান্য ক্ষতি হচ্ছে। অবশ্য যোগাযোগে এখন নৌকা ব্যবহার হয় না বললেই চলে। তবে পরিবেশের ক্ষতির আগেই বাঁধ ভেঙে যাবে।' ব্রাহ্মণবাড়িয়া সদর আসনের সংসদ সদস্য রবিউল মুকতাদির চৌধুরী এমপির মোবাইলে ক'বার ফোন করলেও তিনি রিসিভ করেননি।
বাঁধ নিয়ে এলাকাবাসীর ক্ষোভ ও বিরোধী দলের প্রতিবাদের বিষয়ে জানতে চাইলে আখাউড়া উপজেলা বিএনপি সভাপতি প্রকৌশলী মুসলেম উদ্দিন বলেন, 'তিতাস নদীতে বাঁধটি করার সময় বলা হয়েছে মাত্র ক'দিনের জন্য। এখন ৮-১০ মাস হয়ে গেলেও বাঁধ থেকে গেছে। আমরা সাধারণ মানুষের সঙ্গে বিষয়টি নিয়ে আলোচনা করে প্রতিবাদ জানাচ্ছি।' পরিবেশ ও জনগণের স্বার্থবিরোধী এ বাঁধের প্রতিবাদে কোনো আনুষ্ঠানিক কর্মসূচি নিয়েছেন কিনা জানতে চাইলে তিনি বলেন, 'দলের পক্ষ থেকে কোনো কর্মসূচি নেইনি। তবে অবিলম্বে বাঁধ না কাটলে জনগণকে নিয়ে আমরা আন্দোলনে নামব।'
