The main stakeholders of the Election Commission are individual voters
This commission has so far given the opportunity to convey their view to every stakeholders, except for the main stakeholders! Public should be given a chance to talk by arranging public hearings on matters of national interest

First of all, we beg to differ with the honorable members of the Election Commission in saying that they are wrong when they say that the political parties are their main stakeholders. Political parties are not your main stakeholder, but the citizens of the country - specifically the individual voters - are your main stakeholders.

Its heartening to see that you have been engaged in dialogue with different organizations of the country to get a sense of what the people want. These different stakeholders have been from professional bodies to NGOs, big political parties to small political parties. Also, you never fail to find a slot in your schedule to make time for foreign guests and dignitaries.

Its good that you are being active in making sure that you take into account of others' opinions and also make sure that others are on board with different changes that you are contemplating.

However, there is a big question mark in your perception of the responsibility that you have.

Who is your employer? Have you ever thought about it?

Also, if you make regulation to streamline the electoral system and political parties, whom do you ask for opinion?

Let us give you a clue.

If I am a simple law-abiding hard-working citizen of the country and if I do not engage myself in any social, political organizations, is there a way for you to give me an opportunity to convey my opinion to you?

The opinion could be how strict the laws should you make to streamline the unruly politicians.
The opinion could be how much fine you should decide if anyone breaks election laws.
The opinion could be how much disturbance in my individual rights I am prepared to relegate in order for the political parties do politics.

The list could go on.


Bottomline: Before finalizing any electoral laws, you should give the individual voters to have their opinion. You have given enough time to special interests - both good ones and evil ones. Now is a good time you make some time for your main stakeholders - who are the individual citizens of the country.

Now that the regulation is in place for your independence, its high time for you to start thinking clearly. Arrange public hearings so that individual citizens of the country can have their say in the process.

If you thought some of the ideas are worth of your reading time, please forward it to others. If you have an ear to the columinsts in regular traditional media, please forward it to them. If you have an ear to the journalists and news editors of the electronic media, discuss it with them. Hope they would look at the suggestions and give due diligence.

Experts said the government should not limit its initiative to only informing the UN secretary general of the issue; it should ensure UN's involvement in holding the trial of the war criminals.

Deputy chief of Liberation Forces Air Vice Marshal (retd) AK Khandker in his reaction told The Daily Star last night that raising the issue before the UN top boss through the foreign adviser indicates the government's positive attitude towards it.

"But I think the government must take it up to the UN absolutely formally for its help as did Cambodia and other countries," said Khandker, also president of Sector Commanders Forum. He said he hopes that the UN will respond positively.

Shahriar Kabir, prominent researcher on war crimes and acting president of Ekatturer Ghatok Dalal Nirmul Committee, said, "We demand trial of both Pakistani and Bangladeshi war criminals.

"We expect UN's role in trying the Pakistani war criminals but now we are more concerned about the trial of Bangladeshi war criminals," he said.

The government can form a special tribunal under the International Crimes (Tribunals) Act 1973 and can seek UN expertise on how to collect documents and evidence of war crimes, he added.

The government can also request the UN to send observers to witness the trial process.

Dr MA Hasan, convener of War Crimes Facts Finding Committee, told The Daily Star that Bangladesh should seek the UN help in writing so that it cannot remain inactive regarding the issue.

"This is also an obligation of the UN to ensure the trial of war criminals as Bangladesh ratified the UN Convention on Genocide 1948 [in 1998]," he added.

"The UN can help us in forming the tribunal and can send international jurists to help the enquiry commission regarding war crimes," he said.

Shaheen Reza Noor, president of Projonmo 71, an organisation of the children of martyrs of the Liberation War, told The Daily Star that the government will have to pursue the matter to ensure UN's involvement. Meanwhile, the government should take other necessary actions to start the trial.

National and international communities raised the demand for the trial of war criminals immediately after the emergence of Bangladesh on December 16, 1971.

Bangabandhu Sheikh Mujibur Rahman took the initiative to try the war criminals and formulated several laws to this end, but all ended after his brutal killing in 1975.

Families and relatives of martyrs, victims of war crimes, freedom fighters, socio-political and cultural organisations, human rights bodies, leading professionals and eminent citizens of the country waged movements on numerous occasions for the war criminals' trial. But due attention was never paid to the demand.

In the early 1990s, Shaheed Janani (mother of martyrs) Jahanara Imam took to the street with the demand and hundreds of thousands of people joined her. Unfortunately, the movement failed because of the negligence of the authorities concerned.

After this caretaker government assumed power last year, the demand was raised again with the initiation of different government drives against corruption and irregularities committed by high-profile graft suspects.

The expectation gradually turned into a desire. At one stage, the sector commanders of the Liberation War and war heroes became united last year to press home the demand.

Dear Chatgaiya,

Assalamu alaikum.

I am writing to this forum after a long time, though I have had an eye on it. Enjoying the debate too.

I would like to appeal you all to have a look into the the Bangla Wikipedia (http://bn.wikipedia.org). There recently we have started to enrich the Chittagong Related Article.  We need to complete the articles on education, history, geography, business and culture of Chittagong. All these are separate entry. After completing this we can make summery of all this to the 'chittagong"  article and thus make it a candidate for a feature article in bn.wiki!

We also need some good picture as well.

We need three types of Picture

1. The natural Chittagong- Potenga, Batahi hill, Foy's Lake etc.

2. The man made chittagong -  Like the collegiate school in early age and also present age. Collegiate is the oldest highschool in Ctg, started as Chittagong Government School.

3. Portrait of "Chatgaiya Gourov" - Sher-e-Chatgam Kajem Ali Master, J M Sen, Surjaya Sen, Pritilota, Dr Hashem, Moniruzzaman Islamabadi, Annada Charon Khastagir etc. While reading the history of Chittagong, I was amaged by the decision of great NOOR Ahmad Chairman. He made primary education compulsory for the boys in 1925 and for the girls in 1926! What a visionary man indeed.

You may wonder why I am asking picture as some of the above pictures are available in net and books. But, wikipedia server is at USA and restricted by CopyRight Law there. So, we need picture under GFDL or CC License.

Uploading picture to wiki coomons is simple. However, you may ask questions to a service provided by BdOSN(www.bdosn.org). And to have this support, please mail directly to banglawiki@bdosn.org.

At the time of anti-British movement, Gandhijii's great remark endorese that Chittagong was always ahead of all Bengal. We proved it in 1971  too!

So, it is our time to prove once again in wikipedia, by making the "Chittagong" as the first "Featured Article on Bangladeshi District" in Bangla wikipedia.

মোবাইল ফোনের একটি মেসেজ নিয়ে দেশের শীর্ষ রাজনৈতিক নেতাদের মধ্যে তোলপাড় শুরু হয়েছে। দেশের অন্যতম বড় রাজনৈতিক দল আওয়ামী লীগের অভ্যন্তরে এ নিয়ে বিরাজ করছে চাপা উত্তেজনা। শীর্ষস্থানীয় বেশ কয়েকজন পলিটিশিয়ানের নাম উল্লেখ করে যাচ্ছেতাই ভাষায় গালাগাল দেয়া হয়েছে ওই ম্যাসেজটিতে। এমনকি যাদের গালাগাল দেয়া হয়েছে, তাদেরও বেশ কয়েকজনের মোবাইল ফোনে মেসেজটি পাঠানো হয়েছে বলে জানা গেছে।
পরিচয় গোপন করে টেলিটকের একটি নাম্বার দিয়ে (০১৫৫৩৪২৭৮০৯) এ মেসেজটি থ্রো করা হয়েছে। মেসেজের শেষ অংশে প্রাপককে কমপক্ষে আরো ১০ জনকে ফরোয়ার্ড করতে বলা হয়েছে। ইংরেজি বর্ণমালা ব্যবহার করে বাংলায় লেখা হয়েছে মেসেজটি।
আওয়ামী লীগের শীর্ষ পর্যায় থেকে শুরু করে বেশির ভাগ নেতার মোবাইল ফোনেই মেসেজটি ২৯ মার্চ দলের ওয়ার্কিং কমিটির মিটিং শুরুর আগেই পৌছে যায়। এতে বর্তমান চিফ জাস্টিস রুহুল আমীন, সাবেক দুই প্রেসিডেন্ট এরশাদ ও বি. চৌধুরী, আওয়ামী লীগ নেতা আমির হোসেন আমু, বিএনপির সংস্কারপন্থী চার নেতা মান্নান ভূঁইয়া, সাইফুর রহমান, হাফিজ উদ্দিন ও সাদেক হোসেন খোকা এবং বিশিষ্ট আইনজীবী ড. কামাল হোসেনের বিরুদ্ধে বিষোদগার করা হয়েছে।
আওয়ামী লীগ নেতা আমুকে বিভিন্ন ধরনের গালাগাল দিয়ে বলা হয়, তার হাত থেকে আওয়ামী লীগকে বাচান। একইভাবে বিএনপি নেতা মান্নান ভূঁইয়া, সাইফুর রহমান, হাফিজ উদ্দিন ও সাদেক হোসেন খোকাকে গালি দিয়ে তাদের হাত থেকেও বিএনপিকে বাচানোর আহ্বান জানানো হয়েছে।
অন্যদিকে এরশাদ, বি. চৌধুরী ও ড. কামাল হোসেনকে গালি দিয়ে তাদের হাত থেকে দেশ বাচানোর কথা বলা হয়েছে। আর বিচার বিভাগকে বাচাতে চিফ জাস্টিসকে গালি দেয়া হয়েছে।
তাদের কথিত জাতীয় সরকারের উদ্যোক্তা বা রূপকার হিসেবেও চিহ্নিত করা হয়েছে। মেসেজের শেষ অংশে বলা হয়েছে, কমপক্ষে আরো ১০ জনকে এ মেসেজটি পাঠানো আপনার জাতীয় দায়িত্ব। তবে আওয়ামী লীগের অভ্যন্তরে মেসেজটি নিয়ে ব্যাপক নেতিবাচক প্রতিক্রিয়ার সৃষ্টি হয়েছে। আওয়ামী লীগের সংস্কারপন্থী বেশ কয়েকজন নেতার সঙ্গে আলাপ করে জানা গেছে, তারাও মেসেজটি পেয়েছেন ২৯ মার্চ সকালে। তাদের সন্দেহ, দলের ভেতর থেকেই একটি চক্র এ ঘটনা ঘটিয়েছে। যে নাম্বার থেকে মেসেজ পাঠানো হয়েছে, সেটি বর্তমানে বন্ধ রয়েছে বলে ওই নেতারা জানান। তারা আরো বলেন, মেসেজের প্রেরককে খুজে পাওয়া কঠিন কাজ নয়। তবে আমরা এসব জিনিস নিয়ে ঘাটাঘাটি করতে চাই না।
জানাজানি হয়ে যাওয়ার ভয়ে মেসেজ পাওয়া সংস্কারপন্থী আওয়ামী লীগ নেতারা চুপ থাকলেও এটিই এখন দেশের পলিটিশিয়ানদের মধ্যে ব্যাপক আলোচিত হচ্ছে।


মেসেজে যা লেখা হয়েছে
সন্ত্রাসের জন্মদাতা, লবণ চোর-চাল চোর, জাতীয় সরকারের অন্যতম উদ্যোক্তা, সরকারের এজেন্ট আমির হোসেন আমুর হাত থেকে আওয়ামী লীগকে বাচান। টিআইবি রিপোর্টে ১ নাম্বার দুর্নীতিবাজ মন্ত্রী মান্নান ভূঁইয়া, নিজে অর্থমন্ত্রী হয়ে ট্যাক্স ফাকি দিয়া কালো টাকা সাদা করা দুই দুর্নীতিবাজ ছেলের বাপ সাইফুর রহমান, সাবেক স্বতন্ত্র, জাতীয় পার্টি, বিএনপি, বর্তমান সরকারপন্থী বিএনপি নেতা, সুযোগসন্ধানী হাফিজউদ্দিন, হাইজ্যাক করতে গিয়া গণপিটুনি থেকে বেচে যাওয়া, সিটি কর্পরেশনের মি. ২০ পার্সেন্ট সাদেক হোসেন খোকাদের হাত থেকে বিএনপিকে বাচান। মিথ্যা ঘোষণা দিয়ে সরকারি প্লট নেয়া প্রধান বিচারপতি রুহুল আমীনের হাত থেকে বিচার বিভাগকে বাচান। বাদল হত্যাকারী, আওরঙ্গ, লিয়াকত, হান্নানের গডফাদার মোস্তফা মোহসীন মন্টুর বস, কালো টাকা সাদা করা, ট্যাক্স ফাকি মারা দুদক-নির্বাচন কমিশনের সরকারি উকিল, জীবনে একবারও নির্বাচনে জিততে না পারা, জাতীয় সরকারের রূপকার, দালাল, বুড়া (ড.?) কামাল হোসেন, বুড়া, নোংরা, দুর্নীতিতে বিশ্ব চ্যাম্পিয়ন এরশাদ, সব সময় রঙ বদলকারী, মিষ্টি কথার নিচে কুৎসিত চেহারার বি. চৌধুরীর হাত থেকে দেশকে বাচান। কমপক্ষে ১০ জনকে ফরোয়ার্ড করুন। এটা আপনার জাতীয় দায়িত্ব।

Happy Independence Day 2008!

 

Exactly thirty seven years ago, on March 26, 1971, the freedom bell rang across the Bay of Bengal - a new nation was born; and history was made with the belief which perhaps was impressively described by JFK -- another president of another country, long before the independence of Bangladesh that “each man is free. He is free in thought. He is free in expression. He is free in worship.”

 

And today as we stand at the dawn of the 21st century and look back at the events of the period that has passed, we see the end of Pakistani oppression and its colonialism from our soil to be the most important development in our history. Our great leaders, our countrymen and women, waged the most powerful struggle for independence in 1971 against a tyrant Pakistani regime. By doing so, our heroes paved the way for the liberation of education, poverty, hunger and justice for all men, which sadly remain to be seen even after 37 years of independence.

 

It is our moral obligation to honor those noble and devoted leaders and patriots who struggled for freedom throughout their lives, and when needed, laid down their lives for the freedom of the country and its people. Let us strive to become worthy heirs to those great leaders, and dedicate this sacred day of March 26th to their memory.

 

As we stand at the last dusk of March 2008, let us look forward to an increasingly productive and prosperous Bangladesh where poverty, ignorance, and injustice will be diminishing at a pace far faster than we have so far been able to achieve.

 

Let us work together to change our policy and politics where hopes of the electorate will reflect- “government of the people, by the people and for the people” - a process where neither money nor muscle power shall be the core principle of the agenda.  President George Washington once said, "It is probable that no plan we propose will be adopted. Perhaps another dreadful conflict is to be sustained.  If, to please the people, we offer what we ourselves disapprove, how can we afterwards defend our work? Let us raise a standard to which the wise and honest can repair, the event is in the hands of God."

 

Let us ask ourselves what we can do for our country and our heritage at home and abroad, and “ask not what” our country can do for us. Let us extend our firm hand to our fellow citizens and uplift the sprit of their hearts and minds with love, compassion and commitment…

Dear Musharraf Bhai,
     I believe, Dr. La Porte made a very important and timely observation re the right of people to RTI being formulated in Bangladesh. 
     I urge and recommend that BAAI and other organizations representing people of Bangladeshi origin write to the Bangladesh CTG/CA to incorporate and preserve the RTI of all people, cause free access to information and transparency is the single most factor in ensuring accountability of officials in power at any time.  It is much better to follow the time- tested US model of RTI that has proven very successful in uncovering the excesses of government and preserving/re-establishing citizens' rights, than the proposed Indian model.  Notwithstanding, the reasoning that may be cited that given the LDC status of Bangladesh such restrictions are appropriate; history proves that an open/accountable government is a better and effective government for the people and the country. 
     Through a copy of this message, I request all organizations/email groups to press the government of BD to adopt the policy of RTI for all, not just Bangladeshi citizens, immediately so they are timely within the public comment time.  Thank You, Dr. La Porte for bringing this to our attention.

I am MD-PhD student at the Univ. of Chicago and I have spent a fair amount of time in Bangladesh conducting medical research (see links below).  I’ve also been working pro bono on Right to Information matters in India and Bangladesh in recent years.
 
As you may be aware, the Ministry of Information released a Draft Right to Information Ordinance about 2 weeks ago, and they are seeking public commentary until next week.
 
The Right to Information Draft restricts usages to citizens only.  Thus, any Bangladeshis with foreign citizenship (US, UK, etc.) and any foreigners would not be able to use the Right to Information to access Gov’t records or files, even if it pertains to their own well-being.  This is a consequence of the adaptation of the Indian Right to Info Act 2005, which contains this restriction.  In contrast, the U.S. Freedom of Information Act of 1966 does not contain this restriction, and allows any “person” to apply for any information.
 
So, I am writing to find out if you and your colleagues would be interested in writing to the Ministry of Information, the Chief Advisor, or the newspapers (DS, Prothom Alo, etc) to ask that the RTI be extended to all people, since clearly a good number of your organization’s members (and possibly even you) would not be eligible to use RTI if you are US or UK citizensI have already written to the concerned people but I think that similar expressions from foreign-nationality Bangladeshis would also be very well merited and helpful for everyone’s sake.
