It seems that this Idea balance of power between the top constitutional positions – president and prime minister is not good intention idea. The aim of this idea may be either of stupid ignorance or may be of bad intention for doing corruption & misusing the administration in co operation between two powerful persons.

In Parliament system democracy "National Assembly" is the supreme authority for making rules of law, rules of policy, rules of service codes &  rules of guides for all administration & individual person including the government administration and also the duty of the national assembly is to look over whether the all administration are running lawfully or not.

So according to the Parliament System Democracy has no provision for maintaining the balance of power between the top constitutional positions – president and prime minister.

 

Seeing this immaturity of the politicians it is essential for opening political school for for the politicians for providing political education to the politician to teach them what the politics to know the politics & the duty of the politician, what the democracy to know the democracy & to do lawful democracy, what the parliament (National Assembly) to know the function of Parliament (National Assembly) & to do work as parliamentarian & what the Government to know the duty of the government to establish Lawful Administration.

It is also essential to open schools for providing education to the media people to know the differences of news & ill talk gossiping.

 Balance of power between president and prime minister means dual leadership. Dual leadership never works.  there are lots of such example in the history . it brings instability. so it is an stupid idea from our Susils and generals.

 

we must resist at our level best to implement such  nonfunctional and ineffective leadership  on our country.

 

 balance of power between prime minister and parliament may be best solution,restrictio n of prime  ministers power by the parliament  will bring desired change.
