I am also agreed that Underground train system is not suitable for bangladesh. If Dhaka becomes flooded what will be the condition of the tunnel. Underground train tunnel maintenance is complex, construction is expensive and time consuming. More over special train to be purchased for that which will incurr extra cost and maintenance.  Fly over system is suitable for Bangladesh. By fly over conventional bus and trucks i.e. passengers and goods can be transported but by underground train system only passengers can be transported. Bangladesh have skilled manpower for constructing Fly - overs but for constructing underground rail system foreign experts to be brought and for future maintenance and spares always to be dependent on other country. Unlike underground train system for fly-over after construction basically no spares or maintenance is required. For Fly-Over construction raw materials is available in our country such as, stone, brick, cement, sand, rod, etc. We can use the pillars of fly - over for carrying gas line, water line, electric line, telephone line which will eventually reduce the digging of roads in capital. So far I know India have only underground train system in kalkata. If it is so suitable then they could construct it in every state.
If Fly - Over is constructed all over Dhaka city crowded roads, traffic jam will reduce, foreigners will be interested to come to Bangladesh for investment, City will also look good.
So, the policy maker should make the right choice.

1)  Bangladesh does not have adequate electricity,  how Bangladesh will able to provide uninterrupted electricity to the underground train system.  What will happen if electricity is out and million of people stuck in the under ground system?
 
2)  How Bangladesh will protect this underground system, any Tokai can put a Bomb inside and explode any part of the system for whatever reasons.  It will be a mountain of job to secure the whole line as far as Bangladesh is concern.
 
3)  This underground system will be a future bargaining chip for the violent political leaders and parties.  They will seize it if their arguments are not respected.  This will be a total disaster for Bangladesh.
 
4)  Bangladesh can not buy enough rice, pay oil bill, where the hell they will get $5.2 Billion even through few foreign countries wants to pay for it.
 
Please CTG think twice before you commit this stupid plan as far as Bangladesh is concern.  Try to find alternatives with fly over bridge system where train can be run.
