If USA had not used 'double talk', 'double spea'k language in UN Security Council, Russia and China would have vetoed the Resolution against Libya just like they have the US Resolution against Syria and all this would not have happened. 10. Libya has no external debt and its reserves amount to $150 billion – now frozen globally.
