It is not a matter whether they are in government or in opposition, Politicians need to criticize opponent party, leaders of the opponent party. So criticizing opponent effectively is an essential skill for politicians. On the other hand, it is a quality of politicians. Because the way someone criticize his/her opponent also reveals his/her culture/knowledge/mentality/education. In a word, reveals his quality. In this way it is a quality of politicians. Purpose of criticism is to reveal the weakness or fault of the opponent so that their popularity, support decreases. But if it is not done effectively, it may become boomerang.
