Things are needed to learn for the concerned people to knowing the matter perfectly so that it can be done efficiently.

Mr. Pinak Ronjon's duty is to look over the interest of his country in Bangladesh as a Government officer to his country. He is not the decision making authority of either political or technical matter. 

The political leaders & technical persons of Bangladesh are needed to know the real authority & decision maker of the job & the guide rules to Mr. Pinak.

The water technical & political persons of Bangladesh are doing dialogue with him to create nonsense politics which mean they have no clear idea or do not understand the matter for right negotiation.

Knowing their short knowledge in the political & technical fields he passes commitment that the water technical persons & the political leaders in Bangladesh are 3rd Grads Status & international rules can not be used by them as they are ignorant.

He is correct.

It is not wise to the 3rd grade politicians & technicians of Bangladesh to ask Mr. Ronjon to leave his job in Bangladesh but it will be wiser to them for asking him for learning:  

How could they learn to be 1st grade status in technical & political fields?

How could they learn to know for using the international rules to solve the problems for protecting 2 countries interest?

In 1971 during liberation war of Bangladesh main war was fought between the Pakistan Army & the Indian Army. The Pakistan Army was defeated & surrendered to Indian Army. They were brought to Delhi. After settlement with Indian Government the Pak Army was sent back to Pakistan.

During this war Rajakars & Albadar fought for helping the Pak Army against the Indian Army as auxiliary forces & the freedom fighters fought helping the Indian Army against the Pak Army as auxiliary forces. There are some international war rules which are needed to follow by both sides warriors. The breaking of these international war rules is called the war criminals. It may be done any side but falls in the rule of War Criminal.

For doing the war criminals trials in  Bangladesh  of 1971 war  the present Bangladesh BAL Government  Administration is needed to form an International fair & neutral investigating team to investigate the both sides to find out the real war criminals to establish social justice lawful  Administration for humanity & human right
