To ensure one stop services for the NGO registration and regulation the speakers demands NGO Commission as Charity Commission of London and formulate NGO friendly laws for NGOs to promote sustainable development in Bangladesh. Otherwise the whole social development movement becomes fall down and that will be big disaster for country. The Voluntary Social Welfare Organization (registration and Regulation) Ordinance 1961" was enacted during the resume military ruler in Pakistan to control the social movement in East Pakistan. Now the present democratic government should not follow the procedure and aims of the laws. It should be people oriented and NGO friendly. This was demanded the workshop on "The Voluntary Social Welfare Organization (registration and Regulation) Ordinance 1961" and amendment held May 19, 2008 at CSDF auditorium Chittagong. The principal apex body for NGOs in Bangladesh Association of Development Agencies in Bangladesh (ADAB) Chittagong Chapter arranged the workshop to share the proposed laws and take opinion.. ADAB Central EC member S M Nazer Hossain presided over the meeting and Mr.. Quazi Iqbal Bahar Sabery and Nandita Barua facilitated the workshop. Amonsgt others ex chairperson ADABB Chittagong Monowara Begume, YPSA Chief Executive Arifulr Rahman, Jesmins Sultana Paru, EELMA, Yousuf Abdullah Haroon, IDF, Khairunahar, BITA, Rezia Begume, Banaful SWO, Halima Chowdhury, CWWFP, Jalal Uddin ANTAR, Shahjahan, MAMATA, Lalit C Chakma SAS Rangamati, Kaid-E-Azam, AWAC, Nuri Akbar Chowdhury, OACH, Hossain Shaid Mufti, Proshika, Sowrab Barua, Sangsaptak, Probal Chowdury, OWDEB, Nazrul Islam, PARC also took part the discussion. The speakers say there is no definition of Social welfare organization and NGO activities and peoples have created wrong attitude and have propaganda against NGOs. The last 4 alliance Government has created bar to ADAB as apex body for NGOs in Bangladesh and it has taken various steps to harassment the NGOs and the NGO activist and formulate rules and regulation against NGOs and local organization. Most of them uses as contractor for making money, but the NGO concept and the NGOs philosophy are not that. NGO should be act for the grassroots people and try to ensure rights of the helpless. At present NGOs are not playing to ensure human rights and they are serving as service providers, like as business. The speakers criticized the last 4 party alliance government to stop self regulation by the NGOs and promote militancy in NGO sector. They also harassment the progressive NGOs and created bar to taken fund from outsides and they created division in NGOs sector, introduced bank guarantee for participating NGOs to government projects and total NGOs sector forces to make profit. As a result total NGO community now blame by the people as business group instead of humanitarian group, which is not expected. Around 50 participants from 43 organizations from Chittagong, Cox's Bazar, Bandarban, Rangamati and Khagrachari took participate the workshop and discuss about the "Voluntary Social Welfare Organization (registration and Regulation) Ordinance 1961" and its proposed amendments.
