CTG is asked to make rules
under president ordinances.
CTG is first needed to establish justice of law by making judicial department fair & neutral for doing trial against corruption for social & economical justice for establishing real democracy before conducting election need to make some rules that  
1) Rules should be made that only the person who does not do party politics in his/her student life & who does not do party politics before join the service can be appointed in judicial department.
2) Judicial investigation should be done for removing the person who being Judicial Person is doing party politic for keeping the Judicial Department fair & neutral.
3) Rules should also be made for taking the Common Public Jury Board's opinion before giving verdict by the high court for establishing in the people's mind that rules of law, rules of justice are being followed & executed Honestly Neutrally & Lawfully by the high court so that any verdict does not create any question to the mind of the common people.
4) Rules should be made for the politicians for doing lawful politics to establish lawful democracy.
5) Rules for election commission & conducting election procedures should be updated modified so that corruption free ill money influence free election can be conducted by the Election Commission peacefully fairly & neutrally.
i)        Any party candidate can not do separate public meeting after the declaration of the election schedules.
ii)       Only the Election commission will conduct combined all party together public meeting where all party candidates will be presented by the election commission
iii)     All candidates will get equal time equal facility to tell their party program & their party manifest to the people in the meeting.
iv)     Any candidate can not do poster publicity separately. 
v)      The Election Commission will do poster publicity by making single big size poster with the name of the candidate & his party of all party candidates along with their full body long size photos bio-data & each candidate life history so that voters can know them, can judge them, can compare them who is competent person who is honest person who is active efficient person & from which party he is represented.
vi)     Any candidate or any party can not expend any money for the election cost.
vii)     All Election cost publicity cost will be totally borne by the Election Commission.
viii)  Rules should be made if any candidate secretly or publicly expends any money for election purposes then he/she will be sentenced for 10 years & his/her candidature will be cancelled.
ix)     Rules should be made if any body (he/she) who wants to be candidate in MP election before contest in MP election 3 years can not do local body election.
x)      Election commission should be provided monetary fund for conducting election bearing all cost.
xi)     Election's Road Map should be under the terms of action for reformation works for establishing good honest active administration.
Withdrawal emergency State Emergency should be relaxed or withdraw under the terms & condition that the politicians will say sorry to the nation for their wrong works. They will do promise to the nation for learning rules of democracy & promise for doing quality politics according to the rules of democracy. They also will promise not to create people's disaster, not to do corruption works, not  to create trouble of the people by doing hartalling & burning works for closing mill industry, not  to destroy education system & education atmosphere for damaging the students' life.
Road Map for Election Road map for election should be executed after completion of all reforming works & trialing works with good co operation of the honest politician Or after creating of quality efficient politicians
 Only Quality Politicians can build Quality Nation by exercising rules of democracy in doing quality politics.

DHAKA (AFP) — British Foreign Secretary David Miliband urged Bangladesh's military backed government to stick by its pledge to lift a state of emergency and hold elections before the end of 2008.
The government in Dhaka, backed by the country's powerful military, has pledged to hold fresh polls by December after cleaning up Bangladesh's notoriously corrupt politics, and has launched a massive anti-graft drive.
"We certainly look forward to the commitment of this government be fulfilled to free and fair elections at the latest by December 2008," Miliband said after talks with his Bangladeshi counterpart Iftekhar Ahmed Chowdhury.
"A fully functional democracy cannot operate under a state of emergency," Miliband said on his arrival in the South Asian country.
Bangladesh's emergency government took power in January 2007, one day after elections were cancelled following months of violence over vote-rigging allegations.
At least 150 top politicians including two former prime ministers have been arrested as part of an anti-corruption crackdown. Dozens of them have been tried and jailed.
Miliband will meet the head of the caretaker government Fakhruddin Ahmed on Saturday, and hold more talks with Bangladesh's foreign minister.
"What I will be exploring with the minister over the next 36 hours and discuss more widely is how we can ensure as soon as possible Bangladesh becomes a fully functional democracy with all the benefits," he said.
His call came less than a week after a senior state department official of the United States met top officials here and urged early elections and withdrawal of emergency measures.
