India sets conditions for rice export

Bangladesh food delegation's planned visit to India would be delayed because of last-moment conditionalities set by Delhi. Bangladesh delegation was supposed to leave today (Sunday).
Among other conditions, India wants to have cash payment of rice to be imported. The export and import bills between Bangladesh and India are settled through the Asian Clearance Union (ACU).
Departing from the existing institutional arrangement, Indian state-owned trading corporations expressed their desire to have down payment of their rice export bills.
The Indian state trading corporations also wanted to know what would be the standard certification process and who will conduct the pre-shipping inspection (PSI). They also wanted to know whether the rice price would be on the FOB (freight on board) basis or the C & F (cost and freight).
Bangladesh earlier requested different Indian state trading corporations to let Dhaka know their rice export price. But the Indian public sector organizations are yet to respond to that request.
Recently, the Indian government put price restriction on the export of its rice. The rice export price had been re-fixed at US$500 per tonne in place of earlier price of US$425 per tonne. The new export price was enforced since December 27 last.
Food adviser Tapan Chowdhury a few days back said that the new Indian rice export price would not be applicable for Bangladesh import of five-lakh tonnes of rice. But the food officials are not certain about this. They smell rat in this regard.
Food officials are now examining the latest Indian conditionalities and a reply to Indian latest communication would be given as early as possible.
Food secretary Dr Mohammed Ayub Miah Saturday evening said that the departure of Bangladesh delegation to India would be delayed for some couple of days and hinted that Bangladesh delegation might leave after January 09. The food secretary did not spell out the reason for the delay.
