Police probe finds Kadar innocent

Investigators say OC cooked up story on the DU student's crime link

 

A departmental probe finds that Khilgaon police did torture Abdul Kadar, a Dhaka University student, falsely charging him with robbery and carjacking.

"We have found him innocent, and his statement on his arrest and torture last month was right," a member of the police investigation team told The Daily Star yesterday in return for anonymity.

Helal Uddin, officer-in-charge of Khilgaon Police Station, and some of his colleagues cooked up stories to frame Kadar and cover up the brutality they had committed on him.

The four-member committee will submit its report after the Eid holidays. It will attach to the report all evidence and statements of the persons concerned, added the probe body member.

Abdul Jalil, additional commissioner (admin and finance) of Dhaka Metropolitan Police, leads the committee. "We have completed our investigation; now we are preparing the report," he said when contacted.

Kadar, known as a gentle, caring person to his classmates and teachers, was picked up by OC Helal and his men from Segunbagicha intersection in the capital at around 1:30am on July 16. Though he showed his identity card and said he was returning to his dormitory from a relative's house, the cops beat him up. Later, in custody, they tortured him further to make him confess that he had been involved in a robbery.

Teachers and students of DU and people from different walks of life reacted sharply to the police torture on Kadar, a master's student of biochemistry.

Even ruling Awami League lawmakers raised their voice and extended their support to free Kadar on bail.

In a suo moto rule on July 28, the High Court summoned the policemen concerned and brought the victim and others for hearing the rule the same day.

After the hearing, the HC bench of Justice AHM Shamsuddin Chowdhury Manik and Justice Gobinda Chandra Tagore ordered the inspector general of police to suspend immediately Helal and two other members of Khilgaon police for torturing Kadar.

In its observations, the court said Helal had lied while giving statement on Kadar's arrest and what happened afterwards.

Police tortured Kadar so severely that he had to be taken to hospital and he could not walk for weeks.

Helal slashed the calf muscle in one of his legs with a cleaver.

Kadar was in jail for over two weeks, and police filed three cases against him. He was freed on bail on August 3 after 18 days of detention.

OC Helal came up with the story that they found a group of people driving suspiciously in Khilgaon area in the early hours of July 16.

He claimed the car they were riding in was hijacked from Mohammadpur area on July 15. His team chased the gang and caught two including Kadar at Segunbagicha around 3:30am.
