FARAKKA ISSUE IGNORED
Dr Fakhruddin fails to represent Bangladesh at UN session
Moinuddin Naser in New York
Despite UNISDR's call for global action to prevent flood in view of the recent flood in Bangladesh, India and Nepal in particular and flood problem in general, Dr.Fakhruddin Ahmed, Chief Adviser to the Caretaker Government, failed to mention about Bangladesh's situation in his speech at the General Assembly. He also did not say anything about Bangladesh's drought problem either. But neighbouring Nepal's Prime Minister Pushpa Kamal Dahal Prachanda urged upon the international community to intervene in this regard and protect the Himalayan glacier in order to mitigate flood problems.
The call came from the International Strategy for Disaster Reduction (ISDR), a United Nations agency.
On the other hand, Indian Prime Minister Dr Monmohan Singh only spoke about the issue of drought, but did not say a word about regional cooperation. Singh detailed about investment in new technologies and new production regimes for rain-fed and dry land agriculture and explore cost-effective desalination technologies, to use saline water of the sea for agricultural purpose.
Coincidently, the statement of the UN agency, and the speeches by the Chief Adviser of Bangladesh, Prime Ministers of Nepal and India were delivered on the same day, September 26, 2008.
The United Nations International Strategy for Disaster Reduction (ISDR) in a statement, issued from Geneva, pointed out that 200 million people worldwide living in coastal flood zones and urged all states to take measures to prevent flooding from turning into a disaster.
The ISDR Secretariat in Geneva in its statement said, the devastation caused by floods was evident recently in Bangladesh, Nepal and India, where thousands of villages were submerged as rivers burst their banks.
In the statement the ISDR chief Salvano Briceno said, "Flooding is already on the rise due to increasing populations living in flood plains, and climate change will make floods more frequent and severe, with a particular impact on deltas. The recent floods... are glimpses of a future that we need to start adapting to now."
The statement also mentioned that successful flood control systems have been implemented across several countries such as Viet Nam, which has used mangrove reforestation to considerably reduce the impact of flooding on coastal populations.
Meanwhile, China has spent around $3 billion in flood control efforts between 1960 and 2000, helping to avert an estimated $12 billion in losses.
Cost-effective methods to prevent flooding from turning into disaster include risk assessments, evacuation plans, education and not building in flood-prone areas, all of which would require community participation.

   Total ignorance
The UN agency has categorically denounced the building of structure in the flood-prone area. But surprisingly Chief Adviser Fakhruddin seemed totally ignorant about the important issue and did not mention anything about the adverse impact of Farakka Barrage both in drought and flood. Now the question is whether there was no need of regional cooperation to mitigate the effect of flood in the region while Bangladesh as the delta and lowest riparian is the worst affected area.
The officials in the United Nations, who are from Bangladesh, often said that the mission and Bangladesh government's officers are engaged in lobbying for job in the United States, rather than serving the interest of the country as the Indians do in the United Nation and has in the process been able to create a very strong lobby for themselves. So the Bangladesh diplomats don't try to make India hostile, and remain silent on issues involving India, which never favoured regional cooperation to mitigate the water-related problems in Bangladesh, India and Nepal.
However Nepal's new Prime Minister Puspa Dahal Prachanda when stating about the flood problem in this region stated that for Nepal, the melting of glaciers and shifting weather patterns are threatening the life and ecosystem undermining the sustainability of agriculture and extreme climate-induced disasters such as frequent floods and landslides. He said: "The Himalayan range provides life supporting water downstream for more than a billion people. The Mt Everest is the roof of the world, and the Himalayan range need to be protected and utilised to contribute to the humanity as a whole. So I strongly appeal to the international community to extend all necessary support and cooperation to protect and promote its pristine environment. We need to create a regime of common but differentiated responsibilities, in which the developed countries will lift the burden of adaptation in the vulnerable countries, such as the least developed countries and small islands."

   Regional cooperation negated
About drought Indian Prime Minister Monmohan Singh mentioned in his speech in a different way, which has totally negated the issue of regional cooperation, including the sharing of waters of common basins. He recognised that water might be the cause of many conflicts during the current century but said, "We must reflect how to use this scarce resource efficiently. We need to invest in new technologies and new production regimes for rain-fed and dry-land agriculture and explore cost-effective desalination technologies."
But for Bangladesh it is important to realise the due and traditional share of water of common basins for which we need regional and international cooperation. But Dr Fakhruddin has totally omitted that subject. Rather he only referred to the issue of climate change as the means of flooding of Bangladesh.
He said, "Bangladesh is particularly vulnerable to climate change given that we are a low lying delta in one of the highest rainfall areas of the world. There is growing concern that an irreversible climatic shift will displace tens of millions of our people. By some estimates, a one meter sea-level rise would submerge about one-third of the total area in Bangladesh. Given our population and its vulnerabilities, this would result in the greatest humanitarian crisis in history." Though the issue is controversial and the article which was reported in the daily Independent of London, it was challenged by the source of the article in NASA (National Aeronautics and Space Administration) , Dr Fakhruddin Ahmed is still continuing that kind pf propaganda, which is a very palatable issue for the anti-Bangladesh campaign in the international arena.
   Bangladesh mission's failure
Nepalese Prime Minister Pushpa Kamal Dahal in his statement thanked the Secretary General of the United Nations for smooth transfer of UN Regional Centre for Peace Disarmament in Asia and the Pacific from New York to Kathmondhu. The centre was established in 1987 and Nepal's permanent mission to the United Nations signed the agreement and a related Memorandum of Understandings (MOU) on July 21, 2007.
Regrettably the Permanent Representative of Bangladesh mission in UN had no initiative to seek the relocation of that important centre to Bangladesh, whereas for many reasons Bangladesh could be the most suitable location for such a centre.

   Singh ignores Dhaka
Last but not least, though the government of Dr Fakhruddin is totally sensitive to say anything about India, Indian Prime Minister Dr. Monmohan Singh in his speech though welcomed return of democracy in Pakistan and expressed commitment to resolve all outstanding issues between the two countries including Jammu and Kashmir through peaceful dialogue, and also welcomed the coming to power of democratically elected governments in Nepal and in Bhutan, he did not mention a single word praising the Bangladesh Government's initiative of ongoing political reforms and arrangement of election, as if India did not quite like the arrangement.

[chottala.com] To Synthia Haque: BEWARE OF CHANNEL-I OFFICIALS

dear, i have read the responses to this issue from different groups and don't disagree to any.

the reason i am writing about it is, if there is any other way to look at it i.e. can we try to respond such incidents positively. following the call you revoked. not unlikely. is there anything else you could do?

since you advanced through several auditions (shortlisted), i presume your strengths are,

1. intelligent
2. clear pronunciation
3. pleasant appearance
4. willingness to compete etc

by way of revoking and ignoring other channels you are allowing,

1. your skills remain un-utilized
2. the ill practice carrying on to others

if so, what could you do? may be,

1. check if the caller is 'influential' to this recruitment process (it could be a trick)
2. ignore the call, maintain your integrity and fight till you are dropped from the list (in case)

if you could succeed (finally selected),

1. you might be the pioneer
2. the caller could be defeated
3. most importantly, being there you could help future applicants

obstacle(s) will be there in any profession, to prosper we need to face it. wish you the best.

above should be considered as my own views with no offense to anyone.

thanks

Dear All,

I dropped my CV to Channel-i for a post of News Presenter few months
back. After several auditions I remained at their short-list with
expectation to be selected finally. At this stage I received a call
to my mobile phone one mid-night from a person who described himself
as a senior official ("Kormokorta" ) of Channel-i and asked me whether
I am interested to be his 'friend'. He called the mobile number which
was only at the CV that I dropped at Channel-i. Even after he knew
that I am married (from the CV), he wanted to take 'advantage' of his
post. I had to reject his proposal with hate to be a News Presenter
of this century.

I knew that model girls, film actresses and other professionals of
glamour world have to 'sacrifice' sometimes to get positions. But I
had no idea that News Presenters have to face same problems. Now I
lost honor to the profession and faith to the TV channels of our
country.

Regards,

Synthia Haque

While a man was washing his new car, his 4 yr old son picked stone & scratched lines on the side of the car.

In anger, the man took the child's hand & hit it many times, not realizing he was using a wrench.

At the hospital, the child lost all his fingers due to multiple fractures. When the child saw his father....
with painful eyes he asked 'Dad when will my fingers grow back?'

Man was so hurt and speechless. He went back to car and kicked it a lot of times.
Devastated by his own actions..... . sitting in front of that car he looked at the scratches, child had written 'LOVE YOU DAD'.
The next day that man committed suicide. . .

Anger and Love have no limits, Choose the later to have a beautiful & lovely life....

Re: [chottala.com] Aafia being treated inhumanely in US custody: SM Zafar

Dear Mr. Daula

Your comcerns are well appreciated:

"Whatever the truth, it is immaterial. Nothing justifies the depths of sadism that the US government and its lackeys routinely descend to," remarked Najma Sadeque, a Pakistan-based rights activist and senior journalist, referring to the treatment meted out to Dr Aafia Siddiqui by the authorities in the United States.

Dr.Aafia's stories are poignant enough for a grown man to weep ....so are the stories of our mothers and sisters who sacrificed in 1971......

The same thing happened in a more barbaric way by the brutal Pakistani soldier in 1971 during our liberation war to thousands even lacs of Bangladeshi girls and women under detention in the Pakistani army camp. So many girls of Eden girls hostel suicided at that time. After the liberation many girls were rescued from the Pakistani bunker.

Aafia being treated inhumanely in US custody: SM Zafar

By SAJID ZIA submitted 1 day 13 hours ago

LAHORE - Senator SM Zafar has said that Pakistani citizen Dr Aafia Siddiqui in US detention is facing inhumane and undignified treatment. She is in a very bad health after being badly tortured in custody particularly in Afghanistan, he added.
Senator Zafar who met Dr Aafia during his US visit as a member of the Senate team has urged the national and international human rights organisations to take up her case to seek that she should be given normal human treatment available to other inmates in US custody. He said he learnt from the meeting with her that she did not expect fair justice from the US jury. "She is highly disturbed and weak yet she is confident and thankful to Pakistan for taking up her case," said SM Zafar while talking to The Nation.
Mr Zafar, head of the Senate Standing Committee on Human Rigts, Mushahid Hussain Syed, Chairman Foreign Affairs Committee of the Senate, Chairman Committee on Interior Senator Talha and Member Foreign Affairs Committee Sadia Abbasi on behalf of the government of Pakistan had met Aafia Siddiqui to find her condition and to examine as to how she could be helped in defending herself and ease her condition on humanitarian grounds.
At the Complex in Dallas, where the Senator held meeting with Dr Aafia, he said, around 1500 to 1600 females inmates were present but Dr Aafia was kept in strict detention separate from others. He said he found Aafia very weak and frail who in the beginning was somewhat reluctant to communicate with them but later "When we told that we are members of the Pakistan Senate and are here to know how can we help her in the case she was facing, she gradually opened up and begun to discuss her condition."
He said Dr Aafia under strict custody was subject to 'strip search' to come out of the cell. This strip search, he said was totally undignified and dehumanising. Aafia, who told she was taken into custody some three years back, wanted to see her relations.
The Senator said that Aafia was much worried about her other two children after a third one had been given back to the custody of his aunt. "She wants support for the recovery of her two children." He said his committee on its part would take up this matter with the US, Afghanistan and Pakistan government.
Zafar said, "Aafia at present is being led before the jury by advocate Elizabeth Fink, who undoubtedly is a good human right lawyer, but she actually needs a lawyer expert in dealing with the criminal cases for proper defence of her case." He said anyone from among the Pakistani lawyers on criminal side in the US could assist her in defending against the charges that she snatched weapon from a GI and tried to kill him.
Senator Zafar said the Pakistan government and the expatriate Pakistanis in America would be the source, who could provide her help, in addition to the assistant by the Senate Committee and the Parliament.
He said, "I understand that the government is taking interest in the matter and is engaged with the US State Department on this count." However, he said, the government needed to focus on the area where case against Dr Aafia should be withdrawn on the plea that she herself had received serious injuries after one of the GIs had struck her and the bullet had hit her stomach. He said she could not be repatriated to Pakistan unless the case was withdrawn.
He said in New York, their team also discussed the case with advocate Saleem Rizvi, who is one of the members of the lawyers who are defending her, and also talked to the brother of Dr Aafia in Texas

[chottala.com] Love and anger

A nice story unfortunately such a thing cannot happen in Bangladesh.

The Islamic fundamentalists are brain washing us everyday that we can love and show love to Allah only, no one else. Remember the Bauls near the airport. Is it not a shame that we live in such pure Islamic places?

[chottala.com] Tyranny of "Ek Mukher Ek Kotha" - would the latest example of stubborn-ness

Tyranny of "Ek Mukher Ek Kotha" - would the latest example of stubborn-ness  come from Dr. Fakhruddin?
The nation has been in trouble from the stuborn politics of BNP and AL. Now the current government, which was supposedly took over responsibility in an emergency situation to remedy the problems arising from stubornness, is about to present us a new kind of stubornness. Have you ever seen doctors attempt force-feeding a patient who is not ready to take food in a natural method? Well, the Dr. is about to show you something similar, the only problem is that you are the patient!

Which behaviour would be called stubborn? Depending on to whom you talk to, each of the following could be argued as something similar to being stubborn on the part of current government:

1. To keep the date of election of December 18, even if every other symptom indicates that cure has not been achieved yet;

OR

2. To hold the election of under emergency, even if every other political parties wants it to go;

OR

3. To postpone the national election, after a good assessment of the activities of the political parties and their unwillingness to talk to each other which are a strong indication that this generation of politicians are incapable of delivering the governance style that we need for the 21st Century Bangladesh.

But which one would actually be adopted by current government, it remains to be seen. Whatever they do, based on the judgement and information they have, will have to be accepted by us and live with the consequences. At the end of the day, the goal should be to build a "Simple, sustainable democracy" that is enough to spur economic growth.

Dr. Fakhruddin never forget to reiterate his "Mukher Kotha" of leaving his responsibility by the end of the year. But have you heard him talking about how his government is going to make sure that they have corrected the problems that caused the situation which promted the President to declare emergency? Its important that we get out of this situation as soon as possible, also imporant is that we are convinced that we will not go back to the same situation which led to the current situation.

More importantly, what is the natural tenure of an emergency government that is allowed in the constitution? Certainly, everybody including Dr. Fakhruddin will agree that his government is NOT a caretaker government, rather it is a emergency interim government that had to be installed during a time when another caretaker government was in power. So, in effect, the interim government had to simultaneously take the responponsibility of "CARETAKING" in addition to the "EMERGENCY" role. At best, this hybrid government could be called a caretaker and interim emergnecy government. However, the bureaucrats in the Banga Bhaban didn't realize the full extent the situation. No wonder, if one looks at the article numbers of the constitution under which Dr. Fakhruddin's government took oath of office, does not reflect this situation. Thats another issue, but let us stick to our main focus here.

By definition, the current government has two major role. "CARETAKING" role and "EMERGENCY" role. Under caretaking role, the government has the responsibility to hold a free and fair election. Under emergency role, the government has to make sure that it has done everything to remedy the problems that have led to the situation of emergency. The two roles seems to have conflicting implications as far as timing is concerned by which these two responsibilities has to be delivered.

The constitution puts a time-limit of 90 days by which the government has to perform its caretaking role. For the other role, the constitution requires the government to take time "as much as needed".

With this apparently conflicting guideline from the constitution, the government off course have to first determine the priority of the two roles. Which one takes precedence in comparison to the other?

We leave it upto our readers to decide which one comes first - to make sure that the lives and basic needs of the citizens are protected or to make sure that a good governance framework is evolved and practiced to ensure the sustainability of ongoing security and well-being of the citizens. On the same paragraph we should emphasize that both these priorities have overlapping area and one can-not be completely achieved without the other.

It is upto the leaders of the helm to use their judgement based on the information available to make sure that the EMERGENCY ROLE of the current government gives way to the CARETAKER ROLE. It is also needs to be emphasized that while making the judgement, we should not forget the regime of "Ek Mukher Ek Kotha" style of policy making of Hasina or Khaleda that brought us here in the first place. Fakhruddin government should never forget the lesson of those two ex head of governments.

If you thought some of the ideas are worth of your reading time, please forward it to others. If you have an ear to the columnists in regular traditional media, please forward it to them. If you have an ear to the journalists and news editors of the electronic media, discuss it with them. Hope they would look at the suggestions and give due diligence.

[chottala.com] Jamaat charter still anti-constitutional

Finds EC committee; BNP's associated organisations not RPO proper; AL's charter not accepted yet

Some provisions in the revised constitution of Jamaat-e-Islami still run counter to those in the republic's, finds the committee assigned by the Election Commission (EC) to examine the applications for registration.

One section ignores the fundamental feature of the country's constitution in that it does not accept the plenary powers of parliament to make laws. Another calls for concerted efforts to establish 'just rule of Islam', said sources at the EC Secretariat.

Talking to The Daily Star yesterday, Jamaat's Secretary General Ali Ahsan Mohammad Mojahid however claimed that in no way does his party's constitution contradict the country's.

According to the criteria laid down in the revised Representation of the People Order (RPO), a political party shall not be qualified for registration if the objectives in its constitution are at variance with those in the constitution of the people's republic of Bangladesh.

Meanwhile, a section of the BNP's revised charter has been found to have ignored the RPO condition that says a party seeking registration must disallow associate organisations made up of students, workers and other professionals, said sources close to the EC committee.

According to the amended RPO, the BNP's interim constitution was supposed to have a provision disavowing affiliated or associate organisations.

BNP's revised constitution says students and workers with allegiance to BNP can form organisations, and theirs will be considered associated bodies of the party.

BNP and Jamaat, partners in the four-party coalition, applied for registration Monday.

In the last two days, the experts' committee examined the revised constitutions and other documents attached to their applications.

They have decided to ask the parties to correct their charters so those conform to the registration requirements, the sources added.

As of yesterday, the committee did not accept Awami League's (AL) provisional constitution since it still provides for associate organisations consisting of students and workers.

AL submitted its application on October 15. In its reworked statute it kept the provision for those two auxiliary bodies.

The experts' committee already had a meeting with an AL delegation Thursday and asked the party to correct the provision.

As AL has yet to respond, the EC is planning to issue a letter directing it to get rid of the contradictory provision, sources in the EC said.

Meanwhile, HM Ershad-led Jatiya Party (JP) that also applied for registration on October 15 has corrected a provision following the EC committee's objection to that.

In response, the EC has directed its officials to provide the party with registration certificate, said sources at the EC Secretariat.

As per the provision in question, the JP parliamentary board was allowed to pick parliamentary candidates all by itself, whereas the RPO says that for registration with the EC an organisation must have a provision for its contestants to be chosen from panels selected by the grassroots.

The expert's committee will ask the district- and upazila-level election officials to check the authenticity of the information provided by the parties on their office and committees at the grassroots level.

Besides, the EC has already sought from the home ministry a list of banned outfits.

JAMAAT CHARTER VS CONSTITUTION
For amendments to the RPO, Jamaat was forced to bring some major changes in its constitution to get registered with the EC.

But its revised constitution still has a number of provisions that clash with those in the country's constitution, the supreme law of the land.

The EC committee found that section 5(3) of Jamaat's charter is in conflict with the country's constitution, EC sources said.

The section urges organised efforts to end all types of repression, exploitation, corruption and injustice by establishing 'just rule of Islam and of honest people'.

On the other hand, the preamble to the country's constitution reads: "…. it shall be a fundamental aim of the state to realise through the democratic process a socialist society, free from exploitation--a society in which the rule of law, fundamental human rights and freedom, equality and justice, political, economic and social, will be secured for all citizens."

The experts' committee also found that section 2 (5) of Jamaat's charter threatens to undermine the plenary lawmaking powers bestowed on parliament by the country's constitution.

It says people must not accept anyone except Allah as law-making authority.

The committee also opined that sections 6 (4) and 3 (1) of Jamaat's charter seek to chip away at the supreme authority of the country's constitution.

The sections encourage efforts to ensure complete Islamisation through change of government by conventional means and safeguard the country's independence and sovereignty through revival of Islamic values and national unity.

Queried, Mojahid said interpreting the sections as against the constitution is akin to depriving one of his right to freedom of religion.

i am not trying to protect anyone. i am merely telling her to go through the standard procedure, which would be first complain to the higher officials and take it up with BNWLA who can actually help her file a case against the company if she wants to. Please read the whole email before making such statements.

Please donot try to protect Channel I officials Shyakh Shiraj or Faridur Reza Shagor. I donot think they were not aware of such undue behaviour of their employees. It is natural for a private brodcasting corp.in a third world country like Bangladesh to take advantage of the aspitration of newcomers. I  am confident that justice won't be served to the victim. Channel I won't do justice to the victim. Please donot try to appease the high officials of Channel I

On the contrary, no one should just support the blood relatives, leaving behind the others, who are empowering him, giving all necessary supports. During his raising in the childhood, and later in his professional rise, the blood relatives, including his own father, did not help him when he mostly needed the help. He was raised by his mother and maternal grand parents. He got absolutely no supports (mentally, physically, financially, psychologically or spiritually) from any one of his father's family. Then in the schools, colleges, and in the universities, he made all distinctions, with the help of the teachers and scholarships from the educational institutions, and by his talent he earned very good financial supports from the educational donors. No Kenyans or no one from his father's side made any contributions for him to bring him to this position. He got full supports by the taxpayers' money, and the institutional donor's money from the USA. US institutions shaped him up. People of US supported him by all means to bring him in this position. So, he is doing the right thing, trying help US to build anew. On top of all these, if he can help his father's family in Kenya, it would be wonderful. But I do not see any reason why someone will say, "...no one wants a president who do not or will not support his relatives sooner or later.'' This comment does not make any sense. The great people always try to help everybody whenever and whatever way possible. They do not do nepotism. Obama personally visited his father's family in kenya, wore kenyan dress that many pointless criticizers criticized. It is not true that he is not helping his father's family, but the deep attraction to a family comes from the closeness, that he was never been offered. Still he is doing what he should do. This is not any point of discussions, specially for the people who never know the facts. Let him take care of his sacred business, save the US and the world. There is ample time ahead to help just a family.

Thanks,
KR

one wants a president who do not or will not support his blood
