Commissions - Are these autonomous bodies serving the nation as deserved?
Public hearing by the different commissions has to be absolutely introduced and practiced.


Once you open TV, the number of talking heads have increased a lot - with addition to the different commission members. These commissions are supposed to be doing important regulatory works - not be engaged in PR. Public relations er dorkar ase, but journalists, among others should be doing their PR work by reporting what things are being done - not reporting what these peoples are talking today or tomorrow. I don't see many reasons why these members and commission chairmans should be talking to the press - media on a daily basis, while each of these commissions are burdened with so many unfinished works.

These commissioner not only talk to the press - media at their offices, by inviting the members of the press, they also attend different social events as guests on a daily basis. They go to these events and talk about their professional works on their way out of the events.
This has become a common scene and we are sick & tired of this. These people have been given responsibilities and position to serve the people. But they have become talking heads.

Instead, they should be doing their regulatory job. One important thing that is missing from the work-schedule of these commissions are public hearings. These commissioners are supposed to hold public hearings on a regular basis on different matters of public interest that relates to their commission's work. Through these public hearings, they are supposed to know the opinions of the general public and make policies accordingly. These public hearings are a point of input - commissioners hear from the public, not the reverse.

However, our commissioners do not think that they have an obligation to hear from the citizens at an formal setting. Rather started to give lessons to the citizens - instead of learning from them. This is a practice that will certainly has to be changed.

Bottomline: Stop accepting invitations for becoming chief guests in social events. Save those for your retired lives. Now do your job for which you are being entrusted with. Arrange public hearings - a lot of them. By public hearings, we do not mean the PR events that ACC is doing. Those might be necessary - but leave those to your surrogates. Do formal public hearings - in designated places. Talk less - do more.

The same thing goes with the justices - both from the supreme court and the high court. Sometimes it seems that our justices do not have much work to do. They give so many speeches and attend social events. Someone outsider would be shocked to know that these justices have pile after pile of work stacked - which they can not finish even if they work 24 hours a day. Yet, they have time to go to social events - give speeches while regular citizens go without justice!! We as a nation often boost that we now have an independent judicial system. But how do you make these justices independent who do not know how to prioritize their time?

I hope this message would reach the desk of Chief Justice, Chief Election Commissioner, Chief of ACC, Chief of BTRC, Chief of many other national commissions. Among all these, so far, we have seen that BTRC has held a public hearing. This type of events should increase 10-fold and socializing should decrease 10-fold.

If you have an ear to the journalists and news editors of the electronic media, discuss it with them. Hope they would look at the suggestions and give due diligence.

For building corruption free society in Bangladesh are needed quality skilled honest leaders. For electing or selecting quality leaders people are needed to be quality persons. For making people quality educated nation wide are needded to provide quality education to all.

illegal wealth depriving a person which creates inequality and social

consecutive years has tarnished the image of Bangladesh, and in such a
situation majority of the citizens did not know what to do and how to start
a fight against this man made tool of exploitation called corruption. Under
the previous oppressive corrupt governance and social system conscious
citizens attempted to raise voice against this evil through the media or
different civil societies organizations. Today everybody including the
Chairman Anti-Corruption Commission emphasizes on the reality of designing a
collaborative strategy to limit this evil call corruption. The following
nonviolent silent strategies may be used to curve down corrupt practices in
every sector of Bangladesh.

*Ending Corruption: Naming and shaming strategy*

Naming and shaming can be a very effective tactic to eradicate corruption in
any country. Even in developing countries, where corruption is accepted as a
necessary evil, naming and shaming tactic has been effective in recent
years. In India, high profile cases uncovered and actively reported by the
citizen action group have led to disgraceful dismissals of high level
government officials and even criminal action against public figures. No
such example has been set by the political governments in Bangladesh in the
past. But citizen action groups or the media demonstrated ability to
generate outrage among the public that can be channeled productively to
control and eradicate corruption. Nobody can undermine the role and power of
media in the society for establishing good governance.

*Ending Corruption: Creating awareness strategy among the Stakeholders*

Everyday policy makers, professionals, business leaders, sociologist,
economists and others independently generate amazing number of ideas and
thoughts. The reasons that these ideas don't come to fruition is because
like-minded reformers do seldom collaborate to bring changes. There are a
lot of international and domestic organizations, NGOs, government agencies,
opinion leaders and others – that are all individually working on tackling
corruption in a piece-meal fashion. A more comprehensive approach to
address corruption will be more fruitful. Corruption can be marginalized if
not eliminated if all stakeholders work together in a coordinated manner
against corruption. **

Ideas and thoughts are ineffective if not put to actions. Unless what is
thought is acted upon, such thought has no value. What is important is the
commitment of all the citizens – leaders of respective fields– to take on
the challenge of ending corruption and to do one's own part to address it in
a collaborative manner. Corruption, as in all affairs in society may be
viewed from the two sides: *a demand side* and *a supply side*. The *demand
* *side* can only be curbed by reforms of institutions, strengthened
enforcement of law by a transparent judiciary. As the owner of the country
all citizens are affected by corruption everyday, and as such they should
insist reforms of the legislative, executive and judicial organ of the
country. The stake holders of a corruption free society should get united to
raise voice against corruption to curve the *supply side*. Thus the citizens
will have to participate in the battle against corruption and only moral
support to the Anti Corruption Commission (*ACC*) is not enough to eliminate
corruption.

*Ending Corruption: Creating awareness among the Civil Society*

Citizens face potential corruption practically at every level and every
sector of life. It could be the local police, T.N.T, electricity and water
authority, Municipal Corporation or the tax department. Government alone
cannot succeed in combating corruption without the active participation of
civil society and citizen action groups. Civil society is in the best
position to articulate the grievances of the citizen and highlight
priorities of action on corruption to governments. Civil society can serve
many important roles–as observer, critic, analyst, campaigner, or protestor.
It can create public awareness against corruption and mobilize citizens to
fight against corruption in ways that governments cannot. Civil society can
also play a strong role to organize campaigns against corruption.
Center ForGood Governance is working with many civic organizations for
capacity
building of such organization.

*Ending Corruption: Creating awareness among Chambers and Trade Bodies*

As Civil society organizations, Citizens' action groups, NGOs, media, and
Chambers–can play the largest role in improving governance both in the
public and private sector. Similarly *Chambers* can be more active by
organizing seminars, workshops, round tables to generate awareness against
corruption and unethical business practice. Chambers can establish
*anti* *corruption
cell* headed by a vice president with adequate funds to establish liaison
with media, anti corruption commission (ACC) and other government agencies
to combat corruption and protect its members from extortion and corrupt
claims. Mega chambers should formulate code of conduct for their members and
put pressure on the members for compliance. Awareness regarding code of
conduct for members of chambers would have trickle down effect on smaller
business enterprises and so on. **

*Ending Corruption: Creating awareness among Private Sector*

The private sector can play a more active role in rooting out the *supply
side* of corruption. It is painful that most businessman and citizens looks
at corrupt practice as a system. According to unofficial estimates many
business house just account for it on their books – as much as 10% – adding
to the cost of doing business. Business leaders as well as the government
should take initiatives so that local and foreign investors can set up
business enterprise and function in Bangladesh without resorting to
corruption and extortion. After 1/11/07 the present Anti corruption
commission (ACC) visibly started a crusade against corruption which may be
looked upon as a proactive move towards corruption free governance.**

For eradicating corruptions the private sector must emphasize on internal
controls and auditing mechanisms. Corporate bodies and business houses
needs to set clear and enforceable policies against corrupt or unethical
business practices. Business house need to periodically train middle and
senior management on business ethics to ensure that standards are
institutionalized throughout the organization. Business houses should
change their mind-set to prefer managers having comprehensive business
education with emphasis on ethics. Any business managers can not afford to
be unaware of global ethical standards for doing business in Bangladesh.**

*Conclusion*

In a developing country for good governance the fight against corruption is
not easy. Bangladesh recently started drive against corruption. It is
expected the present caretaker government, patriot citizens and other
stakeholders will be able to address the most difficult challenge – fighting
corruption. Corruption is a tremendous deterrent to good governance and
development, and its burden falls heaviest on the shoulders of the poor
people. An effective Anti-Corruption Commission – with strong political
backing, can become a credible tool to deter corruption. All concerned
should help the ACC to be fully operative. If Bangladesh wants to establish
corruption free business friendly environment, wants to become a country
free of poverty and economically strong, where every citizen will enjoy his
or her rights and a better quality life, ending corruption is the most
important need. It is the responsibility of every stakeholder to respond to
this need towards corruption free, transparent, participatory good
governance ensuring equity and social justice.**

No body will deny that, in Bangladesh the past governance mechanism was far
less then satisfactory. Many issues and problems were the barriers to ensure
good governance, equity and social justice. Weak watchdog institutions
corruption, political interference in administration, nepotism, misuse of
power, absence of rule of law, non-accountable and non-transparent
governments etc. are the common features of our governance which needs to be
addressed on urgent basis.

illegal wealth depriving a person which creates inequality and social
injustice. Corruption destroys social order, rule of law and all good
governance efforts. Corruption and the corrupts are the enemies of the
people and the society in any country. That is why fighting corruption and
installing honesty is a pre condition for good governance for ensuring human
rights, human dignity, equality and social justice and better business
environment.

Holding the first position in Corruption Perception Index (CPI) for 5
consecutive years has tarnished the image of Bangladesh, and in such a
situation majority of the citizens did not know what to do and how to start
a fight against this man made tool of exploitation called corruption. Under
the previous oppressive corrupt governance and social system conscious
citizens attempted to raise voice against this evil through the media or
different civil societies organizations. Today everybody including the
Chairman Anti-Corruption Commission emphasizes on the reality of designing a
collaborative strategy to limit this evil call corruption. The following
nonviolent silent strategies may be used to curve down corrupt practices in
every sector of Bangladesh.

* *

*Ending Corruption: Naming and shaming strategy*

Naming and shaming can be a very effective tactic to eradicate corruption in
any country. Even in developing countries, where corruption is accepted as a
necessary evil, naming and shaming tactic has been effective in recent
years. In India, high profile cases uncovered and actively reported by the
citizen action group have led to disgraceful dismissals of high level
government officials and even criminal action against public figures. No
such example has been set by the political governments in Bangladesh in the
past. But citizen action groups or the media demonstrated ability to
generate outrage among the public that can be channeled productively to
control and eradicate corruption. Nobody can undermine the role and power of
media in the society for establishing good governance.

*Ending Corruption: Creating awareness strategy among the Stakeholders*

Everyday policy makers, professionals, business leaders, sociologist,
economists and others independently generate amazing number of ideas and
thoughts. The reasons that these ideas don't come to fruition is because
like-minded reformers do seldom collaborate to bring changes. There are a
lot of international and domestic organizations, NGOs, government agencies,
opinion leaders and others – that are all individually working on tackling
corruption in a piece-meal fashion. A more comprehensive approach to
address corruption will be more fruitful. Corruption can be marginalized if
not eliminated if all stakeholders work together in a coordinated manner
against corruption. **

Ideas and thoughts are ineffective if not put to actions. Unless what is
thought is acted upon, such thought has no value. What is important is the
commitment of all the citizens – leaders of respective fields– to take on
the challenge of ending corruption and to do one's own part to address it in
a collaborative manner. Corruption, as in all affairs in society may be
viewed from the two sides: *a demand side* and *a supply side*. The *demand
* *side* can only be curbed by reforms of institutions, strengthened
enforcement of law by a transparent judiciary. As the owner of the country
all citizens are affected by corruption everyday, and as such they should
insist reforms of the legislative, executive and judicial organ of the
country. The stake holders of a corruption free society should get united to
raise voice against corruption to curve the *supply side*. Thus the citizens
will have to participate in the battle against corruption and only moral
support to the Anti Corruption Commission (*ACC*) is not enough to eliminate
corruption.

* *

*Ending Corruption: Creating awareness among the Civil Society*

Citizens face potential corruption practically at every level and every
sector of life. It could be the local police, T.N.T, electricity and water
authority, Municipal Corporation or the tax department. Government alone
cannot succeed in combating corruption without the active participation of
civil society and citizen action groups. Civil society is in the best
position to articulate the grievances of the citizen and highlight
priorities of action on corruption to governments. Civil society can serve
many important roles–as observer, critic, analyst, campaigner, or protestor.
It can create public awareness against corruption and mobilize citizens to
fight against corruption in ways that governments cannot. Civil society can
also play a strong role to organize campaigns against corruption.
Center ForGood Governance is working with many civic organizations for
capacity
building of such organization.

*Ending Corruption: Creating awareness among Chambers and Trade Bodies*

As Civil society organizations, Citizens' action groups, NGOs, media, and
Chambers–can play the largest role in improving governance both in the
public and private sector. Similarly *Chambers* can be more active by
organizing seminars, workshops, round tables to generate awareness against
corruption and unethical business practice. Chambers can establish
*anti* *corruption
cell* headed by a vice president with adequate funds to establish liaison
with media, anti corruption commission (ACC) and other government agencies
to combat corruption and protect its members from extortion and corrupt
claims. Mega chambers should formulate code of conduct for their members and
put pressure on the members for compliance. Awareness regarding code of
conduct for members of chambers would have trickle down effect on smaller
business enterprises and so on. **

* *

*Ending Corruption: Creating awareness among Private Sector*

The private sector can play a more active role in rooting out the *supply
side* of corruption. It is painful that most businessman and citizens looks
at corrupt practice as a system. According to unofficial estimates many
business house just account for it on their books – as much as 10% – adding
to the cost of doing business. Business leaders as well as the government
should take initiatives so that local and foreign investors can set up
business enterprise and function in Bangladesh without resorting to
corruption and extortion. After 1/11/07 the present Anti corruption
commission (ACC) visibly started a crusade against corruption which may be
looked upon as a proactive move towards corruption free governance.**

For eradicating corruptions the private sector must emphasize on internal
controls and auditing mechanisms. Corporate bodies and business houses
needs to set clear and enforceable policies against corrupt or unethical
business practices. Business house need to periodically train middle and
senior management on business ethics to ensure that standards are
institutionalized throughout the organization. Business houses should
change their mind-set to prefer managers having comprehensive business
education with emphasis on ethics. Any business managers can not afford to
be unaware of global ethical standards for doing business in Bangladesh.**

*Conclusion*

In a developing country for good governance the fight against corruption is
not easy. Bangladesh recently started drive against corruption. It is
expected the present caretaker government, patriot citizens and other
stakeholders will be able to address the most difficult challenge – fighting
corruption. Corruption is a tremendous deterrent to good governance and
development, and its burden falls heaviest on the shoulders of the poor
people. An effective Anti-Corruption Commission – with strong political
backing, can become a credible tool to deter corruption. All concerned
should help the ACC to be fully operative. If Bangladesh wants to establish
corruption free business friendly environment, wants to become a country
free of poverty and economically strong, where every citizen will enjoy his
or her rights and a better quality life, ending corruption is the most
important need. It is the responsibility of every stakeholder to respond to
this need towards corruption free, transparent, participatory good
governance ensuring equity and social justice.**

No body will deny that, in Bangladesh the past governance mechanism was far
less then satisfactory. Many issues and problems were the barriers to ensure
good governance, equity and social justice. Weak watchdog institutions
corruption, political interference in administration, nepotism, misuse of
power, absence of rule of law, non-accountable and non-transparent
governments etc. are the common features of our governance which needs to be
addressed on urgent basis.

Demanding fresh vow to try war criminals by any means
On the occasion of National Day of Independent ADAB Chittagong Chapter host a reception to 13 grassroots level deprived freedom fighters at Chittagong Press Club Auditorium on 22 March 2008. ADAB Chittagong President S M Nazer Hossain was presided over the function. ADAB central Treasurer Abdul Matin was as Chief Guest. Amongst other City Editor Daily Suprobhat M Nasirul Hoque, President Peshajibi Samanoy Parishad Dr. AQM Sirazul Islam, CCC Ward Commissioner Shahidul Alam, President District Social Entrepreneurs Afsar Khan, Commander Bangladesh Freedom Fighter Chittagong Moazaffar Ahamed, President Bangladesh Teacher Association Chittagong Branch Abdul Ahab Chowdhury was special guest. ADAB Vice President Shamoli Mazumdar welcome, treasurer Emam Hossain Chaowdhury and Quazi Iqabal Bahar Sabery spoke on the occasion. Amongst other freedom fighter Anil Chakarabarti, Abu Taher Banglali, Jahur Lal Paul took part the discussion. Mr. Hossain Shahid Mufti conducted the
function.

Later the freedom fighter honored through handover books and flowers by the guest.

Take care all. It is very essential for the benefit of all us to introduce nation wide a system for providing quality education nation wide to all people for making us all quality educated persons for knowing & for understanding what needs to think what needs to do correctly.
Causes
It is observed that people are busy for talking on creating of nonsense political issues. It is true that real Independence is meaningless without self respectable understanding knowledge & self dependable ability.
The talking people are now needed to be possessed quality educated quality knowledge for understanding meaning of the Independence.
The Big India ruled by mogul paten & British is consists of multi color multi size multi languages people of multi religions of multi culture & in multi weather regions & all people of that Big India were identified & known throughout the world as Indian.
It was real fact that The Big India was one country & all people belonged to one nation.
But the Big Question
Why India was divided according to 2 nation theory & created Pakistan for Muslim & India (Hindustan) for Hindu??
Why have agreed Indian great leaders for the 2 divisions of India according to 2 nation theory?
If India was divided according to the religion factors Then Why was not divided India into multi country according to the multi religions right as Kalistan for Sheik religion people. Jainstan for Jain religion people, Bhuddistan for the Bhuddish People. Horizonstan for the lower cast untouchable hindu horizon people. Christ Stan for the Christ people?
Or If later Bangladesh is created according to the language basis then Why would not be divided India according to the Language basis as Panjam for Punjabi people. Assam for Asami People Kashmir for Kasmiri People Bihar for Behari people Sind for Sindi People & Bangladesh for all Bengali people?

Mr. Lahool Ghandi grand son of Great leader Indira Ghandi is speaking more than 110% correct. The Family of The Indira Ghandi has great contribution for creating of Pakistan in 1947 on the basis of 2 nation theory (read history) & This family has also great contribution on breaking of Pakistan in1971on the language basis theory (study to understand then actual situation) to liberate half Bangla from Pakistan as Banglastan (Bangladesh) for half Bangali people but Not for liberating whole Bangla for all Bangala Language people ( West Bengal Asam Kus Bihar Mega lay where our people are speaking in Bangla language)..

Top Asian Pacific American leaders recently participated in a recent
Maryland Democratic Unity Rally. As the Democratic presidential primary has
come to an end, top Asian Pacific Americans Democrats, who supported both
Senators Barack Obama and Hillary Clinton, have united to support Senator
Obama for President. Maryland House of Delegate Susan Lee became Co-Chair of
the Maryland Asian Pacific Americans for Obama, which included, among
others, Elisha Pulivarti, Dr. Partha Pillai, and Anis Ahmed as its Steering
Committee members. Dr. Partha Pillai and Anis Ahmed were also elected to
Co-Chair of South Asian American Outreach Committee for Asian Pacific
Americans for Obama.

More top South Asian American leaders are expected to be appointed to the
Maryland Asian Pacific Americans Steering Committee for Obama. The Maryland
Democratic Primary produced a record turn out of over 800,000 Democrats
which included Asian Pacific Americans, young and first time voters.

"Both Senators Obama and Clinton made history, and now our kids can see that
is truly possible for a minority or woman, including a South Asian American,
to be the presidential nominee and president. Now that the primary has come
to an end, it is important that we unite and elect Barack Obama as our next
President," said Delegate Lee.

Maryland Attorney General Douglas Gansler and Congressman Elijah Cummings
are Co-Chairs of the Maryland for Obama campaign. "I commend the outstanding
leadership and hard work of the Maryland Asian Pacific Americans for Obama,
which is a vital part of the campaign and will help ensure a victory for
Obama in November," noted Gansler.

Coalition of Asian Pacific American Democrats of Maryland (CAPAD-MD) Vice
Chair and Co-Chair of South Asian American Outreach Dr. Partha Pillai
stated, "this election is about positive change and electing a President who
understands, has lived, and will be a champion of our community issues."

Maryland Governor's Commission on Asian Pacifica American Affairs
Commissioner Anis Ahmed, a Steering Committee member and Co-Chair of South
Asian American Outreach stated "this election is truly inspiring, its about
a candidate who is the child of immigrant and Kansas native, raised in
Hawaii, attended schools on scholarships, as a Harvard Law graduate bypassed
