[chottala.com] Caretaker government has cheated with the country's people.

 
Sir,
The government is conducting activities ignoring the country's constitution and that's why much problems are arising day by day. So the government will have to take decisions according to the directives given in the Constitution. The poverty rate has been increasing since the take over of the caretaker government last year and this government has failed totally to curb the commodity price hike. Political reforms cannot be done imposing it on the parties as political reform is an ongoing process and the parties will bring changes in their party by themselves.In the name of bringing reforms in political parties and other sectors, the caretaker government has cheated with the country's people.
 
My personal appeal to the military backed caretaker government to do all the good it can, by all the means it can, in all the ways it can, in all the places it can, at all the times it can, to all the people it can, as long as ever it can.

For creating clean & efficient Politicians this CTG is needed to open a Politic Teaching School for providing to the people who want to do politics in Bangladesh to learn the lawful politics, the system lawful politics, the lawful democracy, the system of lawful democracy & the duty of the politicians.

 

It seems in the system of CTG in Bangladesh that the politicians of Bangladesh are infants & children category types politicians. They are not well educated in doing politics & they are not well efficient to do lawful politics for ruling the country. For these reasons they are doing non political & non democratic activities which are in the category of Criminal works according to the Codes of Bangladesh Criminal Law.

This present CTG has been appointed by the Elected President to rule the country & this CTG is representing the elected president whose term is life long or until the next President is elected by the next elected MP of the National Assembly.

According to the rules of the present constitution until the power of this president is taken up by the next elected president this CTG is the legal Government to rule the country & to do any dialogue talking with any body or any forum. For conducting Fair & Neutral MP Election CTG can talk if CTG thinks its needs to talk or CTG can not talk if CTG thinks it does not require to talk with any body or unelected politician.

To do legal talking or to give any agenda for dialogue talking according to the rules of democracy & rules of Law the politicians requires people's mandate. To get the people'' mandate the politicians are needed to contest in the Election according to the lawful democracy.. Without election there is no any alternative way in the rules of democracy for the politicians to get the people's mandate. Without mandate there is no any lawful way in the rules of democracy for the politicians to do dialogue talking or to go in power to execute their plan program & agenda.

If the politicians think by doing hartal garrow breaking works closing works destroying works & burning works they can remove this CTG from the power still they can not catch the Power without Election. They can not execute their demands or agendas rather their nonsense activities will be according to the Rules of Democracy undemocratic & will be the Criminal Offences according to the Codes of Criminal Law.

The duty of the people's paid law executing authority Chowkhidar, Answers, Police, BDR & Army according to their service guide rules & constitution to protect the CTG appointed by the elected president, the people & their property are to resist these undemocratic Criminal Offences done by the politicians.

ACC is asking to catch the 1/3 share holders of the Tax & Vats.

It is the important duty for ACC to do investigation for trialing of the real corrupted culprits who are getting monthly salary, medical facility, food rations, others benefits & after retirement life long pensions & gratuity from the Tax & Vat Payers..

For investigating 1) ACC can go at the police box of Golab Shah Majar & other police boxes where the police are maintaining the record books of the daily money collection account. ACC

For investigating 2) ACC can go at the WASA, DESA, Land Tax, Income Tax & Custom tax offices where the wasa desa meter readers the income tax, the custom tax collectors are sharing 1/3 of the bills, taxes & vats, the land tax collectors are collecting Tk 4 thousands to5 thousands  per mutation case of the land.

3) ACC can go to the other offices where the public paid public servants are harassing the clients to get extra money from them.

4) ACC can not see any where of the Government offices, where the public paid public servant are doing timely their normal work (duty) according to the normal schedules & normal procedures.

They  work only to get extra money.

I hate people who hide behind masks to conceal their own identity. You call yourself the would be mahathir of bangladesh but from your posts all that I can see in you as the  would be monkey of Bangladesh. Instead of hiding behind the name of famous people why not appear in your own name just like all the rest of  us are doing.

             It is extremly difficult for nitwits like yourself to undrstand what message I wanted to convey in my short message. So let me elaborate. In the fifties the deputy speaker of the provicnial assembly was murdered inside the legislative assembly. An incident like this is unheared of anywhere in the world. It has given democracy of this country a very bad name. Democracy does not mean intolerance but peaceful co existance of diverging views and ideas.. In the nineties we saw a new phenomenon. " the party that controls the house controls the throne of saltanat e Bangladesh and the opposiotion automatically becomes the enemy of the state. The logic is like this " When we are in power the oposisition is the enemy of the state and when opposition is in power we are the enemy of the state"  Is it democracy? In democracy the opposition is as much a part of the government as the party in power. they even run a shadow cabinet to guide the  government.when it is faltering.. Just transfer of the takht of bangladesh by election can not be termed as democracy at best it  may be called the demo of crazies. I do not like to see this jokes of the country clowns. If we are incapable of having proper democracy then  these autocracy contraption is acceptable to me. they have mismanaged the country for two years  and I will not mind them mismanging like this for another three years as long as they can instill some sense sense about democracy among our politicians.

       Why do you think there are so many buisnessmen in the parliament? Surely they are not there to serve the people of the country. they are there to make money out of their investment by using political clout. Politics has been made the most profitable of all businsses. Is this what we wnat? Dont you want these merchants of fortune to be discarded from the political scene of the country. The whole politics needs to be cleansed Mr. would be monkey of bangladesh.

              I had no intention of writing all these but I can not take personal insults lightly. Insults are to be repaid by a higher insult. Mister.

In 1957 at Tangail Kagmary Conferrence Mr Mowlana Abdul Hamid Khan Bhasani had declaerd that in near future East Pakistan would say Ashalmu Alaikum to the West Pakistan in protest of injustice to east Pakistan of then Pakistan centeral Government in present of the then AL Leader Pakistan Prime Minister  Mr Hossain Shahid Sarwordy & Resigned the post  left AL &  formed NAP( National Awami Party).

After liberation of Bangladesh  Mr Mowlana had asked Indian Prime Minister Mrs Indira Ghandi to leave the area of India where Bangla Speaking people are living & being oppressed by the Hindi Language & hindi speaking people to build One Bangladesh for all Bangla speaking People & to live all Bangla speaking people all together in one Independent country in happy or in sorrow situation.

It seems in the system of CTG in Bangladesh that the politicians of Bangladesh are infants & children category types politicians. They are not well educated in doing politics & they are not well efficient to do lawful politics for ruling the country. For these reasons they are doing non political & non democratic activities which are in the category of Criminal works according to the Codes of Bangladesh Criminal Law.

So this CTG is needed to open a Politic Teaching School for providing to the politicians in Bangladesh to learn the lawful politics, the system lawful politics, the lawful democracy, the system of lawful democracy & the duty of the politicians.

This present CTG has been appointed by the Elected President to rule the country & this CTG is representing the elected president whose term is life long or until the next President is elected by the next elected MP of the National Assembly.

According to the rules of the present constitution until the power of this president is taken up by the next elected president this CTG is the legal Government to rule the country & to do any dialogue talking with any body or any forum.

For conducting Fair & Neutral MP Election CTG can talk if CTG thinks its needs to talk or CTG can not talk if CTG thinks it does not require to talk with any body or unelected politician.

To do legal talking or to give any agenda for dialogue talking according to the rules of democracy & rules of Law the politicians requires people's mandate. To get the people'' mandate the politicians are needed to contest in the Election according to the lawful democracy.. Without election there is no any alternative way in the rules of democracy for the politicians to get the people's mandate. Without mandate there is no any lawful way in the rules of democracy for the politicians to do dialogue talking or to go in power to execute their plan program & agenda.

If the politicians think by doing hartal garrow breaking works closing works destroying works & burning works they can remove this CTG from the power still they can not catch the Power without Election. They can not execute their demands or agendas rather their nonsense activities will be according to the Rules of Democracy undemocratic & will be the Criminal Offences according to the Codes of Criminal Law.

The duty of the people's paid law executing authority Chowkhidar, Answers, Police, BDR & Army according to their service guide rules & constitution to protect the CTG appointed by the elected president, the people & their property are to resist these undemocratic Criminal Offences done by the politicians.

Do you have any idea aobut what happens in our parliament.  In mid fifties  speaker of the provincial assembly was killede by the  members of the provincial assembly. Our parliamentary history is nothing t write hme about. So I want t ask you wheter do we at all require sucvh a parliament?

Surprisingly high interest in Satellite Channels  - Can this be translated into consumer benefit?
Sat Channel regulaors and SEC should take this sector as a test case for free investment regime. It might be questioned whether there is an economic justification of this high interest in this sector - however, the approach should be professional. This disproportionate interest, however questionable that might be, should be seen as an opportunity to benefit the national interest (i.e. mature the investment scenario).

If we were the regulator of this sector, we would consider doing the following. Give just several additional license - at least one through auction for a for-profit company (general purpose channel that are foreign language channel), one TV-guide type channel, and at least another for a BBC type non-profit company under social business model, if there is any interested party or a group. In case of for-profit licenses, auction should be used to determine the winner to get a direct financial measure of the interest that numerous corporate houses are showing in this sector (see the following link: http://www.ittefaq.com/content/2008/04/30/news0909.htm ). In case of not-for-profit social business type request, a beauty contest type competition should be arranged to determine the winner - similar to what is followed in many scandinavian countries while giving out licenses.

After this auction is done, there will still many interested investor who want to have a play in this sector. How to translate those market interest into investment that will eventually increase the benefit of the consumers? What to do with that?

So, at the same time, in cooperation with different agencies and the securities exchange commission, we would give a short deadline time for all the locally licensed satellite channel companies to go public through IPO. If the auction value was over-blown (which should be expected demonstrated through these numerous applications), allow the existing satellite companies to value their brand while assessing the value of the company.

Once these companies are public (listed, IPO), do incremental deregulation in the sector - like they have in many other countries. Allow the provision of hostile bidding procedure where interested parties can force AGM by offering more than market price of any company - thereby forcing a transfer of ownership. Off course, there has to safeguards on the issue of national interest so that the local companies do not become easy prey of the foreign investors. We would leave the details for the experts. (This particular practice will an important lesson for our capital markets and the regulator, the SEC. We have not develped our market yet to allow this kind of transactions, however, if we were to progress ahead, these type of rules needs to be examined and implemented as a step by step process to ready the market for global competition).
 
A detailed approach following the broad principles outlined here should be examined to infuse fresh energy in our media sector which is currently going through a dormant phase - as far as creativity and constructive engagement is concerned. We think such an approach will also help settle the question of a sustainable number of businesses for a healthy competition. Also, if a sophisticated policy planning and support is provided to the media industry, this could be another focus area where Bangladeshi economy could aim to become a hub of Asian Engine serving all the major markets (India, China and East Asia).
