Siraj Sikder is one of the tragic heroes of Bangladesh, the others are Sheikh Mujib, Ziaur Rahman, Major General Manjoor, Col. Taher and many others. About Siraj Sikder unfortunately many politically oriented writings include some wrong information. In response to that Sayed Chowdhury says "... more than the focus on class struggle, annihilation of class enemies, and dictatorship of the proletariat - the single most emphasis and top most priority (resolving the principal contradiction) in his political thesis and his party's objective was to liberate East Bengal, which he termed as a colony of Pakistan, through an armed struggle and establishing an independent peoples republic of East Bengal. This is where his views and objectives were markedly different from all other left political forces in the then East Pakistan. Neither his party (Sarbohara Party) nor the other outfit - Purbo Banglar Sramik Andolon- he created in late 1960s before launching his party in April/May 1971- was in alliance with Matin-Alauddin or Haque-Toaha groups." Chowdhury says "So to mention them as his comrade in arms is far from truth. In 1971, with the only exception of India based CPB elements who had a limited participation in the muktijuddho, Siraj Sikdar's party is probably the only organised marxist force that valiantly fought the Pakistan Army, although in some instances their fighting the pro-AL muktibahini at the same time, often in self-defence to repulse or pre-empt their attacks, may be seen as an untimely tactical mistake. However, they should not be solely blamed for this. During the last phase of the muktijuddho, they did try to forge a cooperative approach with the pro-Al mukti bahini but the latter savagely butchered them, whenever they could. One instance was near Savar, where both sides agreed to negotiate an alliance but when the Sarbaharas came to attend the meeting - they were outmanoeuvred and savagely killed. Chowdhury adds: "…the sad question still is: How could a patriot like Sheikh Mujib cold-bloodedly ordered the killing of another patriot? While being in state power, he was the custodian of a citizen taken captive by the state for an offence(s) and deserved a trial under the law, as also Taher deserved. While Suranjit Sen Gupta's corruption issue turned into the talk of the country, another huge corruption issue of one of the advisors of the Bangladeshi Prime Minister is gradually getting buried. This advisor, taking the fullest advantage of enjoying confidence of Prime Minister Sheikh Hasina has already indulged into limitless corruption and crime, which include unlawful occupation of lands and properties, forceful grabbing of foreign invested projects and trafficking of millions of dollars in overseas.

Serious allegation of committing broad-day-light crime by the ruling elites in Bangladesh has already drawn attention of the national and international media. The matter became more prominent, when former minister for railway ministry, Suranjit Sen Gupta's assistant personal secretary Omar Faruq and few other officials of Bangladesh Railway were caught red-handed while carrying TK 7 million bribes to the minister's residence. It was later revealed by the wife of the missing driver of the railway minister's assistant personal secretary that, such huge amount of cash were being carried at the residence of the minister on a regular basis. Suranjit Sen Gupta, by abusing his position in the railway ministry turned into a multi-millionaire within the span of three plus months.

The only son of the minister, Soumen Sengupta, who served in a telecommunication company for TK 50 thousand monthly salary established a telecommunication company of his own, when his father became the railway minister. Sengupta Telecommunications, a company owned by ex railway minister's son had to deposit TK 50 million in cash as security deposit with the Bangladesh Telecommunication Regulatory Commission (BTRC), while the company is also set to invest an amount of TK 300 million within the course of next one month. Local news media in Bangladesh as well as Anti Corruption Commission have already raised question about the source of such sudden wealth of minister's son, while it is clearly understood by many that the one and only source of the money was Suranjit's extra income from bribes. International organizations and community, including Transparency International have already expressed grave concern on such high-profile corruption in Bangladesh, which certainly puts extreme negative impact.

While Suranjit Sen Gupta's corruption issue turned into the talk of the country, another huge corruption issue of one of the advisors of the Bangladeshi Prime Minister is gradually getting buried. This advisor, taking the fullest advantage of enjoying confidence of Prime Minister Sheikh Hasina has already indulged into limitless corruption and crime, which include unlawful occupation of lands and properties, forceful grabbing of foreign invested projects and trafficking of millions of dollars in overseas.

This advisor is also involved in collecting millions of Taka from the national exchequer by showing false production chart of electricity in an illegally grabbed foreign invested power plant. According to information, this company is receiving more than TK 8 million from the national exchequer by showing false bills, which is a serious offense as per the existing law of the land. The advisor also is illegally using various law enforcing and intelligence agencies in Bangladesh, including Rapid Action Battalion (RAB), Directorate General of Forces Intelligence (DGFI) and National Security Intelligence (NSI) etc in threatening various individuals and organizations, completely for the sake of his personal benefit. The case of money laundering by this influential advisor of the Bangladesh Prime Minister is already under the radar of anti-crime agencies in the world, which have been able in locating traces of movements of millions of dollars to various accounts with foreign banks. Such desperate involvement of the advisor in various illegal activities, including money laundering has already been brought to the attention of Prime Minister Sheikh Hasina.

While there has been a fall in incidents of extra-judicial killings, the number of 'enforced disappearances' allegedly at the hands of law enforcers saw an alarming rise last year, the rights group Odhikar said yesterday.

Releasing the report at Jatiya Press Club yesterday, Odhikar Secretary Adilur Rahman Khan said, �The state might have adopted this tactic [enforced disappearances] due to national and international outcry against extra-judicial killings.�

The report also said 46 persons were reportedly tortured by different law enforcement agencies. Of them, 17 died.

The annual document was prepared on the basis of newspaper reports and information from Odhikar activists working across the country.

Another rights organisation, Ain o Salish Kendra (ASK), in its recent report put the figure of mysterious disappearances and secret killings at 51 during the same period. Meanwhile, the National Human Rights Commission expressed its concern over the rise of such incidents.

According to the Odhikar report, a total 84 persons fell victim to extra-judicial killings in 2011. The figures were 127 in 2010 and 154 in 2009.

Noted politicians, lawyers and journalists also spoke at the function chaired by Odhikar President CR Abrar. The speakers suggested that the government set up a tribunal to deal with incidents of disappearances, secret killings, deaths in custody and 'crossfire'.

Disappearance is an old issue in Bangladesh, and it has started again, Abrar said, adding that such incidents in 1973-74 were also protested.

CEO of Boishakhi TV Monjurul Ahsan Bulbul said the report might have flaws, but the government has to defend it with data, �not by batons�.

The report said 206 journalists came under attack in 2011. The number was 178 in 2010 and 145 in 2009.

Odhikar said India's Border Security Force killed 31 Bangladeshi nationals last year when the killing of 15-year-old Felani was a much-talked-about incident. The number was 74 in 2010 and 98 in 2009.

The report also said the number of deaths due to mob beating decreased in 2011, but now it has taken a �dramatic turn�. One Shamsuddin Milon, 16, was killed after police handed him over to the public at Tekerhat Mor in Noakhali from the police van, observed the report.

A total of 161 people were killed in mob beating last year. The figures were 174 in 2010 and 127 in 2009.

According to the report, the number of dowry-related violence shot up to 516 in 2011 from 378 in 2010.

Moreover, as many as 711 women and children were violated last year when 88 of them -- 54 women and 34 girl children -- were killed after rape.

The report said 672 women became victims of sexual harassment during the same period. Of them, six were killed, 59 injured, 91 assaulted, 12 abducted, 15 became victims of attempted rape and 29 committed suicide.

It said a total of 135 people were killed in political violence last year while 220 in 2010.

In addition, many incidents of violence, arson and loot took place in the Chittagong Hill Tracts in 2011 when 40 people were killed, 17 were abducted and 18 women violated.

Odhikar also said the government made the Anti-Terrorism Act 2009 more repressive and strict last year and expressed its concern that it might be used as a weapon against political rivals, demonstrators, journalists and human rights activists.

Extrajudicial killings all around

THE spate of extrajudicial killing still continues. This time, 11 men in Bhola became victim of such killing on Wednesday afternoon. According to a report front-paged in New Age on Thursday, five people, suspected as pirates, along with a fisherman, got killed during a �gunfight� involving the police. Moreover, five more suspected pirates, who escaped the �gunfight�, were later beaten to death by the mob. Suffice it to say, the killings in question necessarily point to, regardless of the oft-repeated claims of the incumbents otherwise, unabated slide in law and order on the one hand and growing public distrust of law enforcement agencies on the other.
The Awami League-Jatiya Party government assumed power in 2009 with the commitment, among others, that it would keep law and order under control and that it would stop all sorts of extrajudicial killing. Pertinently, it was highly critical of such kind of killing during the tenure of the Bangladesh Nationalist Party-led government in the past. Besides, it pledged on more occasions than one in the past three years or so before the leaders of different human rights organisations, national and international, that it will show zero tolerance towards such killing. Regrettably, however, it seems to have done little to make those words a reality. Worse still, it has consistently claimed that no extrajudicial killing has taken place during its tenure so far.
Meanwhile, apparently to evade criticism about extrajudicial killing, the law enforcers, especially the Rapid Action Battalion, have allegedly changed their tactics of execution in recent months. The new tactic involves enforced disappearances of alleged criminals. According to Odhikar, a rights organisation, a total of 359 people were killed in what the top brass of the law enforcers called �crossfire�, �shootout, �encounter�, etc in the past three years or so, while the number of victims of mob beating stood at 148 and enforced disappearances, 22, in the past 11 months.
Either way, the incumbents need to realise that what suffers most due to all this is the rule of law, and that if it is allowed to continue, society may plunge into lawlessness, endangering even the hard-earned democracy of the country. It immediately needs to do something decisive about arresting the surge in crimes as well as putting an end to all kinds of extrajudicial killings.

Strictly scrutinized 100 armed cadres of the ruling Awami League in Bangladesh, who received 6-month long extensive commando training at Dehradun in India under the direct supervision of Indian espionage agency RAW are continuing various types of activities, including secret killing, abduction etcetera since June of 2010 with the mission of “clearing†a large number of politicians, media personnel and members of the civil society in Bangladesh. The team codenamed “Crusader-100†went to India during end September 2009 and stayed there till mid June 2010, where brilliant commando trainers of Indian Army gave extensive training to these people under the disguise of “training few young commandos of Bangladesh Army†. The entire project of “Crusader-100†was originally conceived by Indian Research and Analysis Wing (RAW) and the project was coordinated directly by the Bangladeshi Prime Minister and her defense advisor Maj. Gen. (Rtd) Tarique Ahmed Siddiqui.
Maj. Gen. (Rtd) Tarique Ahmed Siddiqui maintains special connection with Indian RAW and British MI6 for decades, since he was in army service. Such relations of RAW and MI6 with him was because of his family relations with Sheikh Hasina. When Bangladesh Awami League formed government in January 2009, Maj. Gen. (Rtd) Tarique Ahmed Siddiqui became extremely important in the government due to his official position as the defense advisor to the Bangladeshi Prime Minister as well as his personal identity of being the brother-in-law of Prime Minister’s younger sister Sheikh Rehana. The selection of the entire batch of ruling party cadres, who were sent to India for commando training were directly done by Maj. Gen. (Rtd) Tarique Ahmed Siddiqui and a few of his loyal colleagues and retired army officers, while on return of the members of the “Crusader-100†team from India, they were provided a hit list comprising names of opposition politicians, members of Bangladeshi media and some members of the civil society. According to information, the list contains names of more than 83 people, who are planned to be “cleared†by the members of the “Crusader-100†gang. The members of these specially trained hitters are housed inside several buildings at Dhaka’s Gulshan and Baridhara areas. The Baridhara “bases†of the hitters is maintained directly by Maj. Gen. (Rtd) Tarique Ahmed Siddiqui and each of such places are equipped with sophisticated surveillance equipments as well as entry of civilians are restricted within these premises. Leader of Bangladesh Nationalist Party, M Ilias Ali, who became victim of enforced disappearance recently, was also named in the list of Crusader-100 force. My New Delhi contacts disclosed few of the names of the hit list, which include, political leaders Amanullah Aman, Mirza Abbas, Sadeque Hossain Khoka, Goyeshwar Chandra Roy, M Ilias Ali, Habibun Nabi Sohel, Abdullah Al Noman, Barrister Abdur Razzaque, Shafiul Alam Pradhan, ASM Abdur Rob, Mufti Fazlul Haque Amini and Moulana Fazlul Karim. Awami League and RAW have decided “clearing†the listed names latest by December 2013, which they consider to be “vital†for the ruling party in Bangladesh in returning into power.
The gang of Crusader-100 is equipped with sophisticated small and medium range weapons, mostly with silencers as well as bullet-proof jackets, gas bombs and vehicles for their operations. Some of the members of this gang use satellite phones to skip interception of any of the Bangladeshi intelligence agencies. Each of the members of this gang received healthy financial package along side various types of extra benefits, including apartments in Dhaka city for the members of their families and small businesses. They are not allowed to show faces during the day-time and mostly required to stay inside their bases in Dhaka city. In case of emergency, when the members of the team are required to go on street during the day time, they are compulsorily required to wear black-tinted helmets, to hide their faces from the public. By rotation, members of the team are secretly taken to India for a break of 7-10 days for “amusement†purposes. In such cases, they are allowed to cross Bangladesh-India borders without any travel documents.

Dhaka, Apr 17 (UNB) - Voicing deep concern over the disappearance of driver Ali Azam, a key witness to the midnight railway cash scam, BNP Standing Committee Member Rafiqul Islam Miah on Tuesday feared that the driver has been liquidated to hide the crime.

"Instead of awarding the driver, the government has made him disappeared to cover up its dirty face," he told a human chain programme.

Bangladesh Labour Party arranged the programme in front of the National Press Club, demanding the arrest and trial of the corrupt and looters of public property.

Addressing the function, the BNP leader said people want to know the whereabouts of driver Azam and it is the responsibility of the Prime Minister and the Home Minister to find him out.

He said they fear that Ali Azam, the driver of assistant personal secretary of Railways Minister Suranjit Sengupta who resigned on Monday over the scam, might have become another victim to secret killing.

Rafiqul Islam asked the government to immediately reveal the whereabouts of the driver who drove the vehicle with a huge amount of 'bribed money' into the Border Guard Bangladesh (BGB) Headquarters and brought the railway recruitment scam to light.

"He said the BGB men released the three people caught with Tk 70 lakh of bribed money following the minister's intervention. But, driver Ali Azam went missing after the incident. Where is he? We want to know," Rafiqul Islam asked.

He also questioned the role of the border guards as they did not file any case even after recovering the huge amount of illegal cash.

On April 9, BGB men detained then Railways Minister Suranjit Sengupta's APS Omar Faruq Talukder, Railway GM Yusuf Ali Mridha and Divisional Commandant Enamul Huq after Azam drove a car carrying them into the BGB Headquarters at about 11:30pm.

They were reportedly going to the Jhigatola house of Suranjit with the illegal money of Tk 70 lakh, collected from job seekers, in the car of the APS.

The BGB members recovered the illegal money and kept them detained in Pilkhana.

The BGB men claimed that they released driver Ali Azam and three others the following day, but no one, even his family members, did not see him after the detention.
