Re: [chottala.com] Fw: [Alapon] HOTLINE to PM Sheikh Hasina?

Fer phone number does not work. That was a stunt. It is impossible for her to reply to phone calls and email messages. Besides, if you call and mention any name , you will be goomed. In a country in which a newspaper editor is sued  (multile) whoever they may be for making a comment on PM's trash demeanor, you cannot expect much out of that syatem..

Subject: Re: [Alapon] HOTLINE to PM Sheikh Hasina?

Miro and  fellow readers,

I am writing in an effort to illuminate on few dimensions of a recent news that made headlines in all major newspapers in Bangladesh and abroad. For your reference, here are some links to the news:

http://www.thedailystar.net/newDesign/news-details.php?nid=241088

http://bdnews24.com/details.php?id=227736&cid=2&aoth=1

Initially I thought the same as my friend Miro when I saw the news couple of days ago in bdnews24.com. The notion of this measure is to allow citizens to communicate with the PM directly when a citizen feels that some unwanted people are taking advantage of PM's or her family's name to pursue fraudulent transactions for their personal interest.

Do you think this new step of the PM is feasible?

Undoubtedly, it is a noble step to protect our citizens from the bad ones and with all admiration; I do believe that the PM has a true and sincere intention to counter these frauds. This is the good part of this news.
Let's now unfold the flip side of it. Doesn't this measure also indicate how vulnerable our PM's administration is? Very unfortunately, upon reading this news, it is crystal clear that the only person the PM could rely on in her administration is herself. In reality, do you really think it is feasible to run a country this way?  In my opinion, the answer is NO. Your answer to my question could be different and I do welcome your and other readers' views as well and I humbly respect that. Moreover, can the PM investigate handle all work attainably and personally? She must be able to trust some people to work with her. Hopefully she knows who they are. Additionally, in these circumstances, I'm alarmed that her personal safety and security could be on the line and it is a serious issue. (Only if she cares about her life above power)

If this new policy was thoughtfully formulated, initially there could be several good things added to it. Just for instance, at the same time, if the PM could announce in media that if a member of her family found to be involved or guilty in any illegal transaction for their personal interest, they would be punished very harshly. I'm convinced that citizen would have loved to hear such announcement (although unsure about the validity of her promise and its effect!) because it is an open secret that if not all, many in her family are also corrupted.

Once again my understanding or resolutions could be flawed or premature; however, they are just my thoughts. So, I welcome all constructive exchanges. I am not sure to what extent government will execute various tasks to materialize this challenge, however, for efficiency and effectively of this policy I would take the following steps:

Create an Integrity HOTLINE for each Ministry.
All HOTLINE products/complaints should have a central repository where all complaints will be recorded and stored (possibly as highly as possible, secured and undisclosed to all except those that will work there)
Do not provide access to any ministry worker including the ministers to this repository/establishment.

Hiring Criteria for this should be exceedingly stringent to maximum level at any cost. There are many candidates in the Government that have proven track record to be honest, strict and with high integrity, therefore could be selected as potential resources.

1. from Army
2. from Navy
3. from Civil Service
4. from Police Dept.
5. Sincere citizens with no political affiliation/ influence/inclination (I assume Civil Society.)
5. from Universities/Academics
6. Other...

All citizens that will be selected to work for various roles should be ABSOLUTELY paid disproportionately high salaries and commission in the context of Bangladeshi Job Market and salary scales to encourage to do the best job and to discourage them from any corruption.
If they do a good job, they should be highly rewarded on top of their salary. Conversely, if they do a bad job, the consequence should be very harsh including and up to Death Penalty.
This establishment will be the key to Government's success to fight corruption. So at no cost it must be an extraordinarily sophisticated team.
There should be random and frequent survey/Audit/Floor Check etc. by the 3rd party government authorized auditors without notice.
There must be check and balance among all the relevant parties to ensure transparency and integrity.
There must be a watch dog that will monitor its each and every activity that would directly report to the PM in a specific and reasonable interval.

I do recognize that corruption will never end in any country for 100% as long as we, the Homo sapiens' running the governments. However, with superior, thoughtful, well intended strategies and their honest practice, I am hopeful that we will be able to see some significant differences that will contribute to some great sense of public satisfactions.

I'm not a leader or a politician or a bureaucrat or even an author. I'm a simple citizen who hopes and prays that Bangladesh becomes a wonderful country without exploitation, corruption and greed where people can live in peace like other great and prosperous nations.

Thanks for reading.

I found this to be very interesting.

Prime Minister, Sheikh Hasina has announced two cell-phone numbers and an e-mail ID to be used to forward any complaints to her, if any.

The two numbers are +8801711520000 and +8801819260371 , and the email ID: sheikhhasina@hotmail.com.
