First Baltimore is not near Maryland it is in Maryland itself, in fact a city in Maryland State, as a Navigator, frequent visitor to USA or as a world traveller I think you should've knowledge about it :)

You have mustered US Embassy????? Under what authority?? If I interpret the word 'mustering' correctly it means you have assembled whole US Embassy (great job done Captain)

Better be careful before measuring up others.

Coming to the USA this time doesn't mean that your Dipu Moni had free access to the USA last time although she had multiple visa for 5 years. Similar procedure applies to any other Foreign Minister who wants to visit Bangladesh. You are free get information either from US State Department or do research Vienna Convention on Diplomatic Immunities http://en.wikipedia.org/wiki/Diplomatic_immunity.
 
Perhaps, you've not forgotten (unless your memory is too short) that Sheikh Hasina was denied to aboard plane in Dulles International Airport, Virginia when she wanted to return her home country, Bangladesh in 2008. At that time she came to the USA for medical treatments while she was in Parole.

FM Dr. Dipu Moni was in NY for a short visit. Her visit was a slap to the relentless fradulent propaganda by Abu Jafar and gang for last few months regarding denial of her visa to enter US. Now we demand Abu Jafar, Mohiuddin Anwar and others to come up with good explanation
