The deals for supply of natural gas  were made in July -September 2005
when Mahmudur Rahman was the Adviser of the Energy Ministry and
M Morshed Khan was the Foreign Minister during Khaleda Zia's regime.

Bangladesh government had agreed to allow India to use natural gas from
Bangladesh for this power project, for which Prime Minister Manmohan Singh
had laid the foundation stone in October 2005.
 
Understandably, the viability of any power plant project is fully dependent
on the fuel supply, that is natural gas from Bangladesh in this case.
